REPORT ON TURKEY TO BE DISCUSSED AT THE FOREIGN RELATIONS COMMITTEE OF THE EUROPEAN PARLIAMENT

September 12 the recurrent report in the framework of Turkeyï~^’s
accession to the European Union will be discussed in the Foreign
Relations Committee of the European Parliament. The report includes
no reference to the Armenian Issue or the norms deriving from it.

Chairwoman of the European Armenian Federation Hilda Tchoboyan told
ï~^"Armenpressï~^" that members of the Federation had meetings
with members of the Foreign Relations Committee for the purpose
of implementing changes in the recurrent report on Turkeyï~^’s
accession. ï~^"During the meetings it became clear that many of
the Committee members consider that the report as such is really
imperfect,ï~^" Hilda Tchoboyan said. In her words, the imperfectness
of the report is not restricted to the absence of the Armenian Issue:
many geopolitical issues are not reflected there.

Tomorrow members of the European Armenian Federation will meet with
Dutch Christian-Democrat Oimen Guiten Gia, who will present the report.

Itï~^’s worth mentioning that only after being discussed at the Foreign
Relations Committee, the report will be submitted for consideration
of the European Parliament in mid-October.

The so-called Karabakh Liberation Organization (KLO) is calling the
Azerbaijanis not to allow the Armenian wrestlers to visit Baku.

Azerbaijani coaches, wrestlers and referees should refuse to
participate in the championship, the KLO said on 10 September. The
Armenian wrestlers will participate in the championship, which will
be held in Baku from 17 to 23 September.

ï~^"We will make every effort to prevent the Armenians from
participating in this championship,ï~^" the statement said. The KLO
related the decision to allow Armenians to visit to Baku as ï~^’dirty
plansï~^’.

ï~^"Azer baijani sportsmen, especially the wrestlers, should not
allow Armenian sportsmen to participate in this championship and
this shameful event to appear in the countryï~^’s sports history,ï~^"
the KLO urged.

BAKU: Baku Hosts Meeting Of CIS Interior Ministers

BAKU HOSTS MEETING OF CIS INTERIOR MINISTERS

The meeting of the CIS Council of Interior Ministers started today
in the Azerbaijani capital, Baku, APA reports. Armenian Interior
Minister Hayk Harutyunyan is attended the meeting as well.

Head of President’s Executive Office Ramiz Mehdiyev made a keynote
speech and informed attendees on the current state of Azerbaijan.

"Active development of Azerbaijan is obviously underway, Azerbaijan
is successfully integrating into the international union. Our country
is pursuing foreign political course based on peace. Azerbaijan is
enjoying the fastest growing economy in the world," official of the
president’s office stressed.

Ramiz Mehdiyev underlined that conflicts, particularly the Nagorno
Karabakh conflict impedes the development of the cooperation between
the CIS countries, "Azerbaijan backs peaceful solution of the conflict,
the conflict has to be solved within the framework of territorial
integrity of Azerbaijan, and IDPs should be brought back to their
motherland."

Mr. Mehdiyev touched upon organized crime related issues.

Following this, latest chief of the Council of Interior Ministries,
Kazakh Interior Minister Burjan Muhamedjan reported on the activities
carried out during his tenure, and handed his authority over to
Azerbaijani Interior Minister Ramil Usubov. Ramil Usubov in his turn
extended gratitude to Burjan Mukhamedjan for a successful activity as
a chief of the CIS Council of Interior Ministers and presented him with
"Struggle Cooperation" medal on behalf of President Ilham Aliyev.

Ramil Usubov making a speech as a new chief of the Council said that he
would do his best to further develop the cooperation between the CIS
member states. The meeting of the Council of CIS Interior Ministers
continues now.

11 issues will be discussed at the meeting of the Council of Interior
Ministers.

The meeting will be focused on the strengthening combat against current
challenges and threats, draft agreement on the exchange of information
in the sphere of IT (information technology) and fighting crimes,
cooperation in the sphere of personnel training at Interior bodies,
confirmation of action plan on the establishment of single automated
information bank, location of the Council’s next meeting and other
issue.

YEREVAN, SEPTEMBER 7, NOYAN TAPAN. The detention of Alexandre
Arzumanian, the former Minister of Foreign Affairs, as a precautionary
measure was changed late on the evening of September 6, with a
signature not to leave, and he was set free. According to the
information provided to a Noyan Tapan correspondent by Hovik
Arsenian, the defender of Alexandre Arzumanian, the body conducting
the preliminary investigation has decided that there is no necessity
to keep Alexandre Arzumanian under arrest any longer and passed a
resolution on changing the precautionary measure.

It should be mentioned that Alexandre Arzumanian, who was accused
of money laundering, was put under arrest since May 10. The term of
his detention as a precautenary measure was once again prolonged for
another two months by the decision of the Court of First Instance of
the Kentron and Nork-Marash communities of Yerevan on August 31.

YEREVAN, SEPTEMBER 7, NOYAN TAPAN. The cases filed against the three
out of the five defendants, charged with the murder of businessman
Sedrak Zatikian, the son of Vahan Zatikian, the former mayor of the
Malatia-Sebastia community of Yerevan, were sent to the Court of
First Instance of the above-mentioned community. This information
was provided to a Noyan Tapan correspondent by Sona Truzian, the
Spokeswoman of the RA Prosecutor General.

Defendant Arsen Arushanian is charged with the murder of Sedrak
Zatikian and an accidental passer-by Karine Sargsian committed on the
crossroad of Sebastia and Tichina streets with mercenary motives and
in a dangerous way for the lives of many people on June 22, 2006. The
other two, that is, Arthur Hovhannisian and Lusine Ghevondian, are
charged with showing assistance in the murder.

The cases of defendants Narek Khachatrian and Stepan Hakobian,
who are in search, will be separately examined. The preliminary
investigation on the cases of the above-mentioned two defendants is
underway. Corresponding bodies are instructed to take more active
measures in the direction of discovering the defendants in search.

Today work continued at the third all-European ecumenical council. As
was informed by the Holy Etchmiadzin press department, today’s subject
was "Christ’s Light and the world, creation, justice, and peace." The
main speaker was Prof. Andrea Rigardi, from the Holy Etchmiadzin
community of Italy.

After the morning prayer, Father Gevorg Saroyan, of the Armenian
delegation, spoke about the day’s theme.

We remind that the convention began on September 5 in the Romanian
city of Sibi. During the course of events, those representing the
Armenian Church will give lectures, as well as tomorrow’s offering
of the Armenian Badarak.

The RA Prime Minister Serge Sargsyan received Francois Hollande,
the French Socialist leader, and the delegation headed by him today.

During the meeting Francois Hollande reflected on the issue of
recognizing Armenian Genocide, noting that the bill adopted by the
French parliament was the initiative of Socialist party. According
to Mr Hollande, the party is working on a new bill – to set up a
punishment for rejecting the Armenian Genocide.

Serge Sargsyan pointed out that each Armenian respects those
nations, organizations and individuals who promote the recognition
of the genocide by their activities, encourage the reestablishment
of historical justice and support the prevention of such criminal
actions against humanity.

The Foreign Ministers of the GUAM, an alliance of Georgia, Ukraine,
Azerbaijan and Moldova, intend to discuss in New York a draft
resolution on lingering conflicts in their countries to aid it in the
62nd UN General Assembly. "We [Foreign Ministers] will probably meet
in New York late this September to discuss the draft document. We have
decided to adjourn the issue from the 61st UN General Assembly to the
62nd session," Elmar Mammadyarov, the Azerbaijani Foreign Minister,
said in an interview with Trend in Brussels.

The draft resolution, especially referring to the conflicts of
Transniestria, Nagorno-Karabakh, and Abkhazia, was devised and included
in the agenda of the UN General Assembly at the end of 2006. This
issue was excluded from the agenda by GUAM representatives themselves.

"The GUAM Foreign Ministers discussed this resolution, Mammadyarov
said.

Moldova and Georgia participated in the discussions. Though Ukraine
did not attend the gathering, we are aware of its position,"
he said. However, the ministers did not comment on whether or not
the GUAM countries will gain support from the necessary number of
UN countries for including the issue in the agenda and subsequent
support during the discussion of the draft document at the session.

Pollster Sees Lack Of Sarkisian Popularity

Prime Minister Serzh Sarkisian is far from being Armenia’s most popular
politician at the moment, even though he is seen as the favorite to
win the forthcoming presidential election, a leading pro-establishment
pollster said on Tuesday.

Sarkisian is widely regarded as President Robert Kocharian’s most
likely successor, owing to his and his Republican Party’s control of
many government bodies and vast financial resources. Those levers are
thought to have been instrumental in the party’s landslide victory
in the May parliamentary elections.

According to Gevorg Poghosian, director of the Armenian Sociological
Association (ASA), Sarkisian was only the country’s fourth most
popular politician as of July. Poghosian cited some of the hitherto
unpublicized findings of a U.S.-funded opinion poll conducted by the
ASA at the time.

It was the latest in a series of quarterly surveys designed and
coordinated by the Gallup Organization. The U.S. International
Republican Institute (IRI) began commissioning them last year with
the aim of gauging public opinion on key issues facing Armenia.

One of the questions some 1,200 Armenians randomly interviewed
on July 5-12 were asked to answer was: "Which of the Presidential
candidates would you vote for if the Presidential elections were held
next Sunday?"

In Poghosian’s words, Sarkisian’s name was only fourth in the resulting
rankings of potential presidential candidates. He said they were
topped by Foreign Minister Vartan Oskanian, opposition leader Raffi
Hovannisian and millionaire businessman Gagik Tsarukian. "They were
followed by Serzh Sarkisian," he told RFE/RL.

Poghosian refused to reveal their percentage figures, saying that
the collated results of respondents’ answers to the question are
not subject to publication. He said the pollsters have only informed
various politicians about their respective ratings.

Poghosian only agreed to disclose popular support, as measured by the
ASA, for former President Levon Ter-Petrosian, who is considering
running for president. He said it stands at about 1.7 percent. "I
don’t see popular demand for the first president’s return to power,"
he added.

Of the potential candidates covered by the poll only Hovannisian has
publicized his rating on the website of his Zharangutyun (Heritage)
party so far. According to information posted there, 19 percent
of Armenians would have voted for the U.S.-born politician if the
presidential election had been held in July.

Oskanian, also a former U.S. citizen, left indications late last
year that he too might join the presidential candidate. This fueled
speculation that Kocharian would like to be succeeded by him, rather
than Sarkisian. The Armenian leader has not yet publicly named his
preferred successor.

The findings of polls conducted by Poghosian’s organization in the
run-up to previous Armenian elections usually coincided with official
vote results rejected as fraudulent by the opposition. Opposition
leaders have long accused him of being used by the authorities
for rigging polling data and thereby legitimizing what they see as
electoral fraud. The pollster has denied the accusations, insisting
on the credibility of ASA surveys.

The leaders of the National Democratic Party and the Freedom Party
touched upon the construction of a new nuclear plant in Armenia
on September 4 at the Hayeli Club. Shavarsh Kocharyan says it is
important to speed up the construction. In addition, Armenia should
avoid becoming a marionette for some great power, and to hold a free
and transparent tender. According to Shavarsh Kocharyan, this is the
only way of ensuring energy independence and security in the country.

Hrant Bagratyan spoke as a prime minister who had re-operated the
old nuclear plant thanks to which Armenia is the only country in the
region which has nuclear technology. Hrant Bagratyan also said that the
new nuclear plant had been discussed earlier in 1996 with Russia and
France. "In this connection, we attended to the problem of locating
nuclear wastes in the territory of the nuclear plant. In 1996 this
issue was discussed during the meeting of Ter-Petrosyan and Chirac,"
Hrant Bagratyan says, who wonders why the construction of the nuclear
plant is delayed for ten years.
