Armenia –cut off but surviving

There are not many countries that have closed borders. The fact that
Armenia has two and yet maintains double-digit growth makes it unique.
With its eastern and western frontiers closed, Armenia has been
excluded from the development of energy pipelines and transport
networks in the South Caucasus, but has kept its economy afloat with
massive remittances from the Armenian diaspora community, foreign aid,
diamond processing and foreign direct investment (FDI) — particularly
>From good friend Russia. Armenia is the fastest growing economy in the
Commonwealth of Independent States (CIS), but at the same time suffers
>From massive unemployment, corruption and poverty, with large numbers
of people emigrating abroad.

Armenia’s geographical position is challenging and Yerevan has pursued
a "complementary" foreign policy maintaining good relations with the
West, Russia and Iran. However, with growing tensions between these
nations, it seems doubtful that Armenia will be able to continue
playing this game and difficult choices will have to be made. Armenia
claims to have made a clear European choice and the country is part of
the EU’s European Neighborhood Policy (ENP), aligning with 95 percent
of EU foreign policy decisions. But difficulties arise. For example,
Armenia did not align itself on the Alexander Litvinenko case or
regarding sanctions on Iran. Given that the borders with Azerbaijan
and Turkey remain closed, Georgia is Armenia’s "lifeline" and 85
percent of Armenia’s trade passes through the country. But this route
leaves Armenia vulnerable to foreign policy disputes between Georgia
and its neighbors as was the case when Georgia’s relationship with
Russia reached crisis point last year, resulting in the border
closing. Armenia has close political and economic ties with both
Russia and Iran, viewing the latter as a major counterweight to its
traditional foes Turkey and Azerbaijan.

A priority of Armenia is to see its border with Turkey reopened. The
border has been closed since 1991 when Turkey cut off diplomatic
relations and placed an economic embargo on Armenia following its war
with Azerbaijan over Nagorno-Karabakh. But where there is money to be
made you will find Turkish businessmen and the political deadlock has
not stopped Turkish goods from flowing into Armenia. Only 25
kilometers from the Turkish border, Yerevan should be a short drive
for Turkish truckers. But with the closed border and embargo they have
to follow a long route through Georgia. At the main border crossing,
the queue of Turkish trucks headed for Yerevan can often stretch for
more than a kilometer. Business gets around the trade embargo as the
goods officially change hands in Georgia through middlemen or
companies established by Turkish exporters. Given this, many business
leaders on both sides are pushing the two governments to end the
embargo and reopen the border. It would give Armenian exporters easier
access to Western markets and increase the export routes of Turkish
companies targeting the Southern Caucasus and Central Asia. It would
also facilitate people-to-people contacts and ease the dire economic
situation of border towns such as Kars.

Turkey has always attached three conditions to the opening of the
border: resolution of the Nagorno-Karabakh conflict, recognition of
Turkey’s eastern border and removal of the international recognition
of genocide from Armenia’s constitution. Nagorno-Karabakh should be a
bilateral issue between Armenia and Azerbaijan and it is difficult to
understand why Turkey continues to involve itself in a conflict in
which it has no role other than being Azerbaijan’s "friend,"
particularly now that the Baku-Tbilisi-Ceyhan pipeline is up and
running. On the recognition of the border, this would become
irrelevant once diplomatic relations were established given that both
parties would have to sign a protocol that would automatically commit
Yerevan to recognizing Turkey’s eastern border. The Armenian genocide
question is highly sensitive, but again Turkey’s current policy on
Armenia is not helping them. Although the Turkish government has
called for a dialogue on the genocide, the gesture is questionable
given that, while Article 301 of the infamous Turkish Penal Code (TCK)
exists, it makes it an offense to discuss it. Although the genocide
issue is deeply rooted in the psyche of the Armenian people, it should
not become an obstacle to having better relations. Nobody is winning
anything from the current standoff and such a gesture from Ankara
should empower Turkey internationally.

Armenia has great expectations of the EU. They say the EU is their
last hope given that the US tried and failed for 10 years to make
Turkey change its policy. There is increasing optimism that now Turkey
is embedded in membership talks and, with the Justice and Development
Party (AK Party) having a "power monopoly," there may be some change
in policy toward Armenia. However, at the same time, Armenia is not
happy with the EU pushing Turkey’s role in the Black Sea, which it
sees as "exclusionist" with a narrow ethnic approach. Foreign Minister
Ali Babacan will meet with his Armenian counterpart in New York in
early October. There is much anticipation and hope that this meeting
will result in the first steps to a new window opening in
Armenia-Turkey relations. Let’s wait and see.

OSCE CiO meant by saying about changes in the OSCE MG format, French
mediator Bernard Fassier told a news conference in Yerevan.

"The OSCE laid the responsibility for Nagorno Karabakh conflict
settlement on the U.S., France and Russia.

The format has functioned for 10 years and many years are needed to
replace it," he said.

OSCE Chairman-in-Office Miguel Angel Moratinos said "changes should
be introduced in the negotiation process in order to achieve progress
in Karabakh process."

The expedience of putting up a candidate for the presidential election
will be discussed in the general meeting of the ARF Dashnaktsutyun
which started September 14, stated Armen Rustamyan, member of the
Supreme Body of the ARF Dashnaktsutyun. "Not only the past
parliamentary election and its results for the party will be evaluated
but also the tactics of the ARF Dashnaktsutyun in the upcoming
presidential election will be outlined," Armen Rustamyan said.

In commenting on the results of the parliamentary election he said:
"The means of preventing fraud proved ineffective against the
sophisticated system of fraud and irregularities which is constantly
being improved."

"After the parliamentary election the Supreme Body of the party set
out to outline the tactics of participation in the election, mindful
of putting up its own candidate. It is a political must for the ARF
Dashnaktsutyun to put up its own candidate for the presidential
election. We appeared to the voters in the parliamentary election with
this stance and this is what the voters expect from us," Armen
Rustamyan said.

He also added that the decision to put up its own candidate in the
election is necessary to overcome the disappointment of people with
the parliamentary election. "The estrangement of people from the
political forces is a dangerous signal for the country," Armen
Rustamyan said adding that there is only one way – "to act
independently".

COMPANY BUILDS UP AN IMPRESSIVE MINING PORTFOLIO (RWE Aust Business

There should be plenty of action in Tamaya Resources which has some
very prospective paydirt in Chile, Portugal and Armenia and other
parts of the globe.

The company recently merged with Iberian Resources, a successful
Chilean gold and copper producer.

It now has a full exploration portfolio, and of course the intriguing
value proposition of the gold Lichkvaz-Tey project in Armenia, and
Portuguese exploration prospects.

The company recorded a turnaround profit of $A1.4m for 2006, after a
lengthy period of unprofitable trading.

Last week the Tamaya executive chairman Hugh Callaghan disclosed the
company will join the TSE as a junior copper-gold producer next year.

It augurs well for Tamaya shares which appear undervalued on new
resources updates released last Thursday.

However, Tamaya shares still have a go before they start being quoted
on the Toronto Stock Exchange, the home of the world’s most active
speculators.

At the same time Tamaya Resources reported a net profit of $6.5
million, up 145 per cent, for the half year to June 30 2007 compared
with $2.7m in the prior corresponding half.

Sales revenue was up 68 per cent to $22.8m.

Copper production was up 67 per cent to 2,717 tonnes while the copper
price achieved $8,402 tonne.

Mr Callaghan said the performance was significant as it marked the
beginning of the transition from a single operation to a junior with a
diverse portfolio and potential to develop into a mid tier mining
company.

"The strong financial performance and our acquisition of Iberian
Resources and the Latitude copper portfolio in Chile are set to
transform Tamaya into an internationally competitive copper/gold
mining group," Mr Callaghan said.

Earnings before interest and tax (EBIT) were $9.8m, reflecting a much
improved performance compared to previous half-year periods.

Copper production during the half-year totaled 2,717 tonnes (2006:
1,626 tonnes), which accounted for about $9.0m of the increased sales
revenue.

"We got cash costs down some 8pc to US$1.48/lb payable copper, but
more importantly this was achieved with an increase in milled
throughput of 62pc and a corresponding increase in copper metal
production of 67pc," Mr Callaghan said.

"Significantly, we think we can reduce these further as we increase
milled throughput at our Punitaqui plant following the daily
throughput increases we are forecasting from January 2008 to 3,000 ore
tonnes per day and then stabilize the mine and plant with key
operating disciplines, including higher recoveries.

"We also expect to see further reductions in copper smelting and
refining costs due to the tightness of copper concentrate supply in
international markets."

Tamaya reported that its Punitaqui mining complex is currently
undergoing an expansion to increase the mill throughput to 3,000
tonnes per day (Project 3000).

The expansion is expected to be completed by the end of December 2007.

"At this time, we expect to produce in excess of 12,000 tonnes of
copper per annum from 2008," the chairman said.

SHARE PRICE MOVEMENTS

Tamaya Resources rose 2.5c to 30c on Friday. Rolling high for the year
was 35.5c and low 11c. The company has more than a million shares on
issue (1.041m) with a market cap of $312.3m.

The new group resource estimate covers:

Significant increase in copper resources

Substantial new gold resource for Tamaya

An increase of 45 per cent in reserve tonnage and an increase of 47
per cent in copper metal in reserve

The introduction of an open pit mining section at Cinabrio (Chile)

At September 2007 the consolidated resource position currently stands
at:

Gold: 1,742,902 ounces in all resource categories

Copper: 302,770 tons in all resource categories

Silver: 4,465,738 ounces in all resource categories BACKGROUND

Tamaya Resources Limited was listed on the Australian Stock Exchange
on January 3 2001.

Key operations and projects include:

Punitaqui, Chile – operating mine undergoing expansion

holding

Since its last annual resource statement update as a single mine
operation, Tamaya has acquired a majority 86.2pc interest in Iberian
Resources Ltd and acquired Latin American Copper Chile S.A., the
former Chilean subsidiary of Latitude Resources plc.

Iberian has a near production gold mine in Armenia and advanced
exploration gold interests in Portugal.

The Latitude deal included a portfolio of tenements with a focus on
the iron oxide copper gold belt in the coastal ranges of Chile, and
the stand-out prospects of Filipina Grande and Santa Dominga.

As a result of the acquisitions Tamaya has moved from being a single
copper mine operation to a global portfolio that comprises a copper
mine in production (Chile), a gold mine near production (Armenia), a
number of advanced gold exploration projects and a portfolio of copper
and gold exploration tenements in four countries (Chile, Armenia,
Portugal and Australia).

Referring to the Iberian Resources purchase, Mr Callaghan said it had
been a success and the company was very comfortable with the current
position as a majority shareholder. On August 13, 2007, the company
formally entered into a sale and purchase agreement with Latitude
Resources plc to acquire Latin American Copper Chile.

The consideration for the acquisition was $US24.7m, to be satisfied by
the issue of 85m shares in Tamaya Resources and 15m 3-year options to
be issued in three tranches of 5m options, each tranche with an
exercise price of 30c per share, 40c per share and 50c per share
respectively.

The acquisition was completed on September 5.

September 15 RA President Robert Kocharyan will leave for a one-day
non-official friendly visit to Batumi at the invitation of his Georgian
counterpart Mikhail Saakashvili.

RA Presidentï~^’s Spokesman Viktor Soghomonyan said today that the
leaders of the two countries will discuss a whole spectrum of questions
of Armenian-Georgian relations. Among others, the two Presidents will
refer to the problems of Javakhk.

According to Viktor Soghomonyan, in the first decade of October, Robert
Kocharyan will participate in the recurrent summit of Presidents of
the CIS member states in Dushanbe. In the same city, RA President will
take part in the summits of the Collective Security Treaty Organization
(CSTO) and the Eurasian Economic Union (EvAzES).

October 10-13 the Armenian President will pay a traditional visit
to Brussels, where he will meet with representatives of European
structures.

At the invitation of Finland’s President Tarja Halonen, Mr. Kocharyan
will pay an official visit to Finland in the first decade of November.

The President of the Islamic Republic of Iran Mahmoud Ahmadinejad
is expected to visit Armenia by yearend. Other official visits to
Armenia are also expected, but the terms have not been fixed so far.

on the South Caucasus conflicts, said EP delegation head Marie Anne
Isler Beguin who is currently in Azerbaijan. She said the report will
be put on discussion in the near future.

"We discussed the Nagorno Karabakh conflict in Baku.

The EU thinks that the frozen conflicts in the South Caucasus hamper
European integration and implementation of the European Neighborhood
Policy," she said.

"Frozen conflicts impede the development of the region and represent

Like Filipino ring icon Manny Pacquiao, US-based Filipino world
champion Nonito Donaire has opted to hold training in Cebu in
preparation for his title defense against still an unnamed opponent
in December.

According to television report, IBF and IBO flyweight king will be
training at the famous ALA gym owned by boxing patron Antonio Aldeguer
starting in the last week of October.

Donaire, one of the three reigning Filipino world champions after
Florante Condes and Gerry Penalosa, is currently holding preliminary
training in California and expected to arrive in the Philippines on
October 24.

Dubbed as "The Filipino Flash," the 24-year-old Donaire (18-1,
11KOs) captured his world title against Australia-based Armenian Vic
Darchinyan (28-1, 22KOs) on July 7, one day after Florante Condes
dethroned IBF minimum champion Mohammad Rachman of Indonesia.

Aldeguer welcomed Donaire’s decision to train in his gym, saying
"we will give him the kind of treatment worthy of a world champion."

Pacquiao (44-3-2, 35KOs) has also decided to train in Cebu,
specifically at the Rex ‘Wekee’ Salud gym, in preparation for his
much-awaited rematch against Mexican Marco Antonio Barrera on October
6 in Las Vegas.

Meanwhile, boxing analyst Renato Lirio said Pacquiao is only 80 percent
ready and not 90 percent as the famous Filipino fighter claimed in

Golubev told a briefing in Yerevan.

"This is a great achievement, which allows businessmen and population

cheap source of energy. As Gazprom’s representative, I assure that our
company bows before Armenia for the progress it has achieved," he said.

Valery Golubev emphasized that ArmRosgazprom is an ideal company in

The Boston City Hall has agreed to construct the memorial to the
victims of the Armenian Genocide at the Rose Fitzgerald Kennedy
Greenway notwithstanding the disagreement of some park officials.

The memorial will be placed on Parcel 13 of the Greenway. It will have
12 sides, symbolizing the former 12 provinces of Armenia, a fountain
and a green way 20 meters in diameter.

Itï~^’s not clear so far what will be written on the monument and
how the inscription will reflect the term ï~^"genocide.ï~^"

The city officials were first suggesting other sites for the monument
to the Armenian Genocide victims, but the initiator of the program, the
Armenian Heritage Foundation, insisted that they are not interested in
any other place. The positive attitude of the City Hall was greatly
conditioned by the movement launched in Boston and Watertown, as
a result of which the Anti-Defamation League Jewish Organization
recognized the Armenian Genocide.
