Weeks after a disputed election prompted mass protests and violent
unrest, Serzh Sarkisian has been sworn in as Armenian President.

The former prime minister took the oath as opposition supporters
gathered for a memorial ceremony for eight people killed during
the clashes.

The violence erupted in March after riot police dispersed demonstrators
who claimed the election had been rigged.

A state of emergency was imposed and dozens of activists were arrested.

Public demonstrations were banned after the clashes, which left seven
civilians and a police officer dead.

International observers had given a largely positive assessment of
the 19 February election, although they said there had been serious
flaws, particularly in the counting of votes.

According to Armenian media, 200 people gathered on Wednesday for the
memorial ceremony outside the mayor’s office in the capital Yerevan,
where the clashes took place.

Police tried to turn them away, saying the rally had not been
permitted.

A military parade was due to take place after Mr Sarkisian’s
inauguration as president.

He was chosen by his predecessor, Robert Kocharian, and was credited
with winning 53% of the vote.

Naha is one of the city’s pure dining pleasures.

Chef Carrie Nahabedian’s seasonally driven cooking reflects a kitchen
that continues to stretch and grow after eight years (and counting)
on the corner of Clark and Illinois streets. Superb ingredients
prepared with a touch of the unexpected shine. Plus, to be plain,
the hamburger rocks.

Naha works well for business dining: The room is simple but modern,
with a warm California-Mediterranean feel (dark wood floors, neutral
tones), walled by windows that lend a grand sense of spaciousness.

Service, although sometimes a bit precious, is knowledgeable and
seamless.

Among the starters, heirloom apple salad is a hit: lively, acidic
and sweet with apple cider-honey vinaigrette ($11). Shaved fennel and
watercress offset the fruit, while a small wedge of local Capriole’s
Sofia goat cheese, rich and full-bodied, rounds out the dish.

Vanilla and blood orange, plus hints of lime and basil, highlight an
appetizer of pan-roasted, caramelized scallops ($16). The result is
lush, yet balanced. A shaved slice of Serrano ham adds a salty note,
but isn’t really necessary.

The menu also reflects Ms. Nahabedian’s Armenian heritage. One fixture
is her take on the mezze plate, including baba ganoush, fresh Armenian
string cheese, stuffed grape leaves, feta cheese-phyllo triangles
and marinated olives – all meant for sharing ($18). Hummos is the
clear standout in the mix (you’ll suddenly realize how many mediocre
cocktail-party versions you’ve suffered before), as is the basterma,
thin slices of dried beef heavily spiced with paprika and fenugreek.

Another menu staple and safe bet is fried chicken salad. Despite
its name, it’s a relatively light lunch entree with small chunks of
chicken and a pile of crispy romaine lettuce ($17). Corn, candied
pecans and buttermilk dressing carry through the Southern touches.

Pan-roasted wild salmon ($26) is a much better example of what the
kitchen can do: perfectly crisp fish, subtly sauced, with simple but
hardly bland vegetable partners such as buttery melted leeks and celery
that coax out more flavor. Curried yellow and purple cauliflower,
plus roasted cubes of rutabaga, add earthiness.

A quail dish was robust but unfocused. Dark caramel duck sauce
threatens to overwhelm with richness and fully coats the heirloom
potatoes and greens underneath ($18). Maybe a little acidity or salt
required? Near the other end of the spectrum, nestled on the edge
of the plate, is an airy quail egg Benedict, resting on brioche and
draped with foamy hollandaise.

On to that burger, which surely owes some of its success to perfect
proportions. The mix of beef is expertly seasoned, meaty and not
too fatty; a toasted buttery brioche bun is substantial, but not
thicker than the burger itself ($14). Add a choice of great cheeses
(manchego, anyone?) and soft, roasted tomato (no wan slice icy from
the fridge) and you’ve got burger love. No wonder it has never budged
from the menu.

In the same vein of simple but wonderful, Naha’s housemade ice creams
and sorbets are top-notch (three small scoops, $12). Black walnut
and crimson raisin flavors are superb, as are daily specials such as
tangy berry-yogurt ice cream. Superb, and unexpected, much like the
petits fours that come with the check. A fine finish.

ANKARA – Turkish Prime Minister Recep Tayyip Erdogan said today
that parliament would next week pass a long-awaited bill softening
a controversial law which penalises "insulting Turkishness".

"I believe we will push the amendment to Article 301 through parliament
next week," Erdogan said in a televised address to the parliamentary
group of his Justice and Development Party (AKP).

Article 301 in the penal code allows for up to three years in jail for
"insulting Turkishness" and has long been criticised as a threat to
freedom of speech in both Turkey and the European Union, which Ankara
hopes to join.

The government submitted to parliament a draft amendment late on
Monday, ahead of a visit by European Commission President Jose Manuel
Barroso and EU Enlargement Commissioner Olli Rehn, who will arrive
here on Thursday.

The proposal calls for the president’s approval before prosecutors can
launch cases, in a bid to make trials under the article more difficult.

It also replaces the term "Turkishness" – which critics say is too
broad and vague – with the "Turkish nation" and decreases the envisaged
jail term to a maximum of two years, which would allow the sentence
to be suspended or converted to a fine.

It also removes a provision that calls for an increased sanction if
the crime is committed abroad.

The AKP is expected to have no difficulty in passing the amendment
as it dominates the 550-seat parliament with 340 lawmakers.

Dozens of intellectuals, including 2006 Nobel literature laureate
Orhan Pamuk, have been tried under the provision and although some –
including ethnic Armenian journalist Hrant Dink who was murdered in
January 2007 – were convicted, their sentences were suspended and no
one has been jailed so far.

The article has been used mainly against people contesting the
official line on the World War I massacres of Armenians under the
Ottoman Empire, which, much to Turkey’s ire, many countries have
recognised as genocide.

Assemblymember Paul Krekorian’s FILMFEST 43 Submission Deadline

Glendale, CA – The submission deadline for California State
Assemblymember Paul Krekorian’s first annual FILMFEST 43 is Friday,
April 18, 2008. A unique opportunity for the next generation of
filmmakers, FILMFEST 43 is accepting submissions from students who live
within the 43rd California State Assembly District or attend one of its
public or private schools – the 43rd District includes the cities of
Glendale and Burbank, and the Los Angeles neighborhoods of Atwater
Village, Franklin Hills, Los Feliz, North Hollywood, Silver Lake, Toluca
Lake, Valley Glen, Valley Village and Van Nuys.

As Chair of the Assembly Select Committee on the Preservation of
California’s Entertainment Industry, Assemblymember Krekorian wants to
promote the next wave of filmmakers within the State of California by
encouraging students to nourish their filmmaking talents. An exciting

Yerevan Municipality Targets AMD 35.5 Billion For Social And Economi

YEREVAN, April 7. /ARKA/. Yerevan Mayor Yervand Zakharyan, speaking
Monday at a press conference, said the city authorities spent AMD
35.5 billion for social and economic areas at the 1st quarter 2008
instead of planned 35.3 billion.

The mayor said that AMD 22.1 billion of this amount was taken from
the state budget and social payments, 944.3 million was targeted
for city expenses, 967 million was injected by communities and 11.4
billion came from other financing sources.

He said that the social and economic program worth AMD 93 billion
will be implemented in Yerevan in 2008.

This amount is 20% greater than that of the previous year. Zakharyan
also said that another 5 billion is planned to be earmarked for that
purpose under an additional program. He said that greater money will
be targeted for architecture and urban planning as well as education
and healthcare under the additional program.

About AMD 94.6 billion was spent in 2007 for social and economic
programs implementation in Yerevan instead of planned 86.7 billion. ($1
– AMD 308.31).

On April 5 at the Mother See of Holy Etchmiadzin His Holiness Garegin
II, Supreme Patriarch and Catholicos of All Armenians, received the
Deputy Foreign Minister of Ukraine Konstantin Yeliseev.

During the meeting the Patriarch expressed appreciation for the
deepening of relations between Armenia and Ukraine and the
reinforcement of existing friendship between the two peoples. He
extended congratulations on the occasion of the 90th anniversary of
diplomatic relations between the two countries.

His Holiness also expressed his appreciation to the authorities and
people of Ukraine for the kind and careful attitude towards the
Armenian community and the Armenian Diocese of Ukraine.

Palestinians can be put on discussion in Milli Mejlis, said Fazil
Gazanfaroglu, chairman of the Great Revival opposition party and a
member of parliament.

He said that the document developed by him wasn’t submitted to the
parliament not to damage the Azerbaijan-Israel relations.

"If Israel recognizes the Armenian Genocide, we will do our utmost to
pass the document about the genocide committed by Israelis against
Palestinians and Israel will be responsible for such a measure,"
Gazanfaroglu said.

He voiced assurance that his counterparts will support him. "The
motion will be first submitted to the Human Rights Commission. I
believe all members of the parliament contributing to the national
interests will support it," he said, the Azeri Press Agency reports.

Some Armenian footballers have been transferred to foreign clubs on
the eve of a new football season

1. Levon Pachajian (GAIS, Sweden)

The Armenian best footballer of 2007 has trained in some foreign
clubs. In 2006 he spent a few months in Israel. This time the former
footballer of "Pyunik" has concluded a long-term contract with
Swedish GAIS.

The famous halfback doesn’t even conceal that the new club will serve a
"ski jump" to a more popular club.

Anyway, GAIS is a prominent club and has recently made great progress
in Sweden. Presently, Pachajian is one of the key footballers of GAIS.

2. Samvel Melkonian ("Metalurg," D. Ukraine)

Prior to signing a contract with "Metalurg," Melkonian had trained
in German "Frayburg." Though he couldn’t demonstrate his abilities
to the full in "Frayburg," he stood out in "Metalurg" and the coaches
decided to make a contract with him.

The recent formal matches proved that the Ukrainian club has made a
right choice as Samvel already ranks among the team’s best footballers.

3. Tigran Gharabaghtsian ("Cherno More," Bulgaria)

Gharabaghtsian is one of the tallest and prospective footballers of
Armenia. He stands a good chance to demonstrate his abilities in the
Bulgarian team.

Although a few German clubs were interested in Arakelian, the latter
preferred Ukrainian "Metalurg."

5. Robert Arzumanian ("Randers," Denmark)

Robert Arzumanian has been a key footballer of the Armenian
team since 2005. In 2007 he stood out as the best striker of the
team. Unfortunately, Arzumanian hasn’t had a chance to display his
abilities in the new club as he hasn’t participated in any official
match.

Representatives of the International Red Cross Committee (IRCC) last
visited Armenian-captured Azerbaijani soldier Yagub Allhaverdi oglu
Mukhtarov on March 18, Press-Service of IRCC Office in Azerbaijan
told APA.

The captive’s mother Ulduz Mukhtarova told APA Shaki-Zagatala Bureau,
IRCC Azerbaijan Office informed them that Yagub Mukhtarov had already
received a letter from the parents. IRCC told captive’s parents that
his son wanted to return to Azerbaijan.
Yagub Mukhtarov, 20, was taken prisoner on March 8 in the direction
of Tovuz Region. So far his family has received only one letter from
him.
