Vienna. Viktoriya Dementyeva – APA. OSCE Standing Committee held a
meeting in Vienna.

APA reports that the meeting was held with the participation of
OSCE Chairman-in-Office, Foreign Minister of Finland Alexander
Stubb.The Minsk Group co-chairs made speeches on Nagorno Karabakh
conflict. Addressing the meeting American co-chair of OSCE Minsk
Group Matthew Bryza said they met with Azerbaijani and Armenian
leaders during their visit to the region in September.

"We heard the same view in Baku, Yerevan and Nagorno Karabakh – a new
window has been opened in the settlement of the conflict and it would
be a significant event to sign an agreement on the core principles,"
he said.

Matthew Bryza underlined that the happenings in Georgia accelerated
the settlement of the Nagorno Karabakh conflict.

"All agreed that the August developments in Georgia were a
kind of warning to the war and instability might spread in the
region. Turkey-Armenia negotiations showed that normalization of the
relations in the region can be the basis of stability and prosperity
in the region," he said.

Matthew Bryza regarded the joint Declaration signed by Azerbaijani
and Armenian Presidents on Nagorno Karabakh conflict as a significant
event.

"This document calls on the Foreign Ministers in collaboration
with OSCE Minsk Group to increase efforts for the settlement of
the conflict basing on Madrid principles. The sides also note the
importance of forming the atmosphere of mutual confidence in order
to achieve a balanced decision. We will continue our efforts for
reaching an understanding. We are grateful to our Russian colleagues
for organizing the meeting of Azerbaijani and Armenian Presidents,"
he said.

Russian Co-chair Yuri Merzlyakov said important events happened in
the South Caucasus, including Armenia and Azerbaijan, after his report
in OSCE Standing Committee a year before.

"These developments had an influence on the settlement of Nagorno
Karabakh conflict and mediating activity of Minsk Group co-chairs. We
informed Minsk Group members about the process of settlement, joint
activity and our plans every three months. Reviewing last year’s work
chronologically we can point out the meeting held in Madrid late in
November. Earlier the co-chairs announced that the proposals were not
ultimatums. They can be assessed as formulas on the settlement of the
conflict or the co-chairs’ proposals on core principles that cause
divergence between the parties. After a year has passed since the
Madrid proposals were put forward, the co-chairs are sure that this
step has turned the core principles of the conflict into the subject
of the negotiations, and the proposals comprising all the elements
of the balanced compromise of Moscow, Washington and Paris," he said.

French Co-chair Bernard Fassier outlined the chronology of the work
done within the past year and said the co-chairs met with Foreign
Ministers in Moscow in August and prepared a plan for autumn.

"I want to reiterate that unlike the previous years, the elections
held in 2008 did not bring the negotiations on the settlement of
Nagorno Karabakh conflict to a deadlock. Much work has been done for
the realization of Madrid principles this year," he said.

The co-chairs plan to visit the region in mid-November.

Armenian President Serzh Sargsyan believes the signing of the
trilateral declaration among him and the Azerbaijani and Russian
Presidents signifies the beginning of a new more intensive stage of
the peace settling of the Nagorno-Karabakh conflict.

Azerbaijani President Ilham Aliyev, Armenia’s Serzh Sargsyan and
Russia’s Dmitry Medvedev signed a declaration at the end of their
meeting in Mein Dorf castle near Moscow on 2 November. Presidents of
Russia, Armenia and Azerbaijan who in detail discussed current state
and prospective of the settlement of Nagorno-Karabakh conflict by
political means, continuing direct dialogue between Azerbaijan and
Armenia through Russia, U.S. and France’s mediation as co-chairmen
of OSCE Minsk Group in a constructive atmosphere, declared that they
would contribute to normalizing the situation in the South Caucasus
and ensure establishment of stability and security in the region by
the settling the conflict by political means

"We see a peace and compromise settlement of the Nagorno-Karabakh
conflict, which must provide for realization of the people’s right for
self-determination, lying in the basis of settling of the relations
with our neighbour Azerbaijan," President said to the representatives
of the Armenian diaspora of Belgium.

According to Sargsyan, Armenia is ready to maintain the negotiations,
basing on the Madrid principles.

ISTANBUL – An official from the U.S. said there is progress in the
efforts to resolve the long-standing Nagorno-Karabakh conflict but
refrained from declaring an end to tensions in the Caucasus.

The clashes between Russia and Georgia in August placed the region’s
frozen conflicts, a legacy of the Soviet Union, under the spotlight.

Russia recognized South Ossetia and Abkhazia, the two breakaway regions
of Georgia, while the negotiations to resolve Nagorno-Karabakh issue,
the other frozen conflict, had intensified.

"There is a lot progress in the Nagorno-Karabakh issue. There is a
lot happening. I can’t predict if or when we will succeed. But the
presidents of both Armenia and Azerbaijan seem committed to try to
reach a framework agreement now," said Matt Bryza, deputy assistant
secretary of state for European and Eurasian Affairs.

Bryza spoke to HotNewsTurkey ahead of a visit to Moscow the weekend
where he will attended negotiations on the Nagorno-Karabakh issue
hosted by Russia.

Armenian and Azerbaijani leaders met in Moscow at the weekend and
signed a declaration calling for a "peaceful resolution" to their
dispute over the province of Nagorno-Karabakh on the basis of "binding
international guarantees", taking a step further towards the resolution
of the conflict.

The conflict between Azerbaijan and Armenia began in 1988 on Armenian
territorial claims over Azerbaijan.

Since 1992, Armenian Armed Forces have occupied 20 percent of
Azerbaijan including the Nagorno-Karabakh region and its seven
surrounding districts, displacing 10 percent of the Azeri population
in the series of bloody clashes both between and within the two
neighboring countries.

Bryza, who is the American co-chair of the OSCE Minsk Group that acts
as a mediator between Armenia and Azerbaijan to resolve the conflict,
also said Turkey can play a huge role in facilitating a resolution,
helping the mediation role by maintaining strong relations with
Azerbaijan and normalizing relations with Armenia.

"The mediation structure is now working very well," Bryza said,
ruling out suggestions that the warmer relations between Ankara and
Yerevan could lead to Turkey playing a mediator role in the process.

TENSION REMAINS HIGH

Although Bryza sounded optimistic on the resolution of Nagorno-Karabakh
conflict, he cautioned that the tension in the Caucasus is far from
being over.

He said there are signs coming from South Ossetia, especially the
violence being carried out by gangs, and "there could be another
miscalculation that leads to war," he added.

"We urge our Russian colleagues to do everything possible to behave
responsibly… We underscore it is Russia’s responsibility as an
occupying power to ensure that human rights and the rule of law appeal
itself in South Ossetia and in Abkhazia and it hasn’t happened,"
he said.

He said Russia should allow humanitarian aid workers access to South
Ossetia and Abkhazia, adding it is violating its ceasefire commitments
by failing to withdraw all of its troops to their original positions.

HIS HOLINESS ARAM I HOLDS OFFICIAL MEETINGS IN TEHRAN

His Holiness Aram I held working meetings this Saturday with the Assemblies
of Deputies of the three Dioceses in Iran, as well as representatives from
the Diocesan Councils. The Pontiff became closely acquainted with the work
of the community structures and gave his advice for a harmonious and
coordinated work by the three Dioceses.

The Armenian Pontiff also visited the Lebanese Embassy in Tehran on the same
day accompanied by the three Primates. In addition to expressing gratitude
towards the Lebanese homeland, the meeting became an opportunity to discuss
the most recent developments in the country, the internal and external
political courses, and the Christian-Muslim bilateral relations.

His Holiness Aram I paid a visit to the Armenian Embassy too, where he was
greeted by Ambassador Garen Nazarian. The Pontiff and the Armenian diplomat
discussed a number of issues including the developing Iranian-Armenian
relations, the imperative for Armenia-Diaspora cooperation and so on. At the
end of the meeting, Ambassador Nazarian granted a souvenir to His Holiness,
congratulating him on the 40th anniversary of his ordination as a Priest.

His Holiness officiated the Holy Mass in the St. Sarkis Church in Tehran on
Thursday in the presence of guests and a large number of faithful.

The 50th anniversary of the establishment of the "Tounanian" Armenian school
in Tehran was marked during a special event on November 1. His Holiness
presided over the event held in the "Vatchig Gharapegian" hall of the
"Ararat" complex. On the same day His Holiness also presided over the
groundbreaking ceremony of the "Tounanian" elementary school and the
"Sassoun" kindergarten in the area called Sassoun.

The meeting of the three presidents and signing a declaration was held
successfully as they decided to set the main task of the mediator – to
fix that no repetition of the South Ossetian script in the resolution
issue will occur, said chairman of the Armenian Union of Political
Scientists Amayak Ovannisyan.

The political scientist considers that the declaration signing
signified the important role of Russia as a mediator in the conflict
resolution. He noted that Moscow’s initiative did not opposed the
Russian purpose to the other co-chairs of the Minsk Group on the
resolution of the Karabakh conflict.

"Nevertheless the Russian side hinted that it has historical experience
of interaction with the South Caucasus states, which enables it to
play a role of principal violin in the Minsk Group format", said he.

The political scientist noted that the task of the resolution of the
conflict by political methods, which was fixed in the declaration is
a basis of the Moscow initiative.

"Thus was fixed the political will of the parties to adhere to only
peaceful ways of the resolution of the Karabakh conflict and the line
of a political dialogue avoiding any forced methods", said he.

Ovannisyan noted that the parties, that signed the declaration,
adhered to their own interests while signing the document.

According to the political scientist, for Azerbaijan the agreement
signing was a means to fix its decision to avoid the repetition of
the South Ossetian events.

Ovannisyan noted that Armenia in turn always strives for establishment
of security and stability in the region.

"Russia has chosen the main problem – strengthening of stability
and security in the region for overcoming the implications of the
situation, established around the Georgian-Ossetian conflict and
guarantees of its non-repetition in this issue", noted the political
scientist.

He said it was logical that this was Russia that proposed this
initiative as it offered the same in the case of Abkhazia and South
Ossetia both before the deterioration of the situation in the region
and after hostilities in the South Ossetia.

The political scientist noted that the declaration does not
envision any territorial concessions, return of Nagorno Karabakh
to Azerbaijan. It just fixes the intention to continue peaceful
talks, saying that the very fact of agreement raises concerns of
most analysts.

"These concerns are connected not with the declaration or statements
of the presidents but with possible acceleration of the process on
the background of tough position of Baku, based on the principle
of territorial integrity and violation of the rights of nations for
self-determination", said he.

Speaking of the point which fixes the Madrid agreements between Armenia
and Azerbaijan, Ovannisyan said the publics of the two countries are
not familiar with them yet.

"No games are permitted with the fates of the people", said he and
added that regardless of the decisions of the countries’ leaders,
everything must base on the will of their peoples.

Baku says joint declaration by the Azerbaijani, Armenian and Russian
Presidents on the settlement of Nagorno-Karabakh conflict is very
significant and reflects all aspects of talks.

"There is no need to look for something new in signing of the
document. The talks still continue and the document indicates their
significance. Foundation is needed to be laid to shift to next stage,"
Khazar Ibrahim, spokesman for the Foreign Ministry of Azerbaijan said
to journalists.

Presidents of Azerbaijan, Armenia and Russia Ilham Aliyev, Serj
Sarkisyan and Dmitry Medvedev signed a declaration at the end of
their meeting in Main Dorf castle near Moscow on 2 November.

"Oral statements are usually followed by the signing of a document. It
was necessary to sign the document. Azerbaijan is determined to
continue talks. The next stages of the talks are not known yet,"
Ibrahim said.

During his visit to Armenia, the Russian President proposed Azerbaijani
and Armenian Presidents to meet in Moscow.

Kremlin says that the principal position of Russia on the settlement
of Nagorno-Karabakh conflict is that Armenians and Azerbaijanis
should make the final decision about the status of disputed
territories. Moscow also supports the way of solution which suits
both parties and can secure settlement.

Presidents of Russia, Armenia and Azerbaijan decided to make joint
efforts to normalize the situation in Caucasus and requested
Foreign Ministers to make efforts to solve Nagorno-Karabakh

in the region. Declaration was read out by Dmitry Medvedev after
negotiations.

The conflict between the two countries of the South Caucasus began in
1988 due to Armenian territorial claims against Azerbaijan. Azerbaijan
lost the Nagorno-Karabakh, except of Shusha and Khojali, in December
1991. In 1992-93, Armenian Armed Forces occupied Shusha, Khojali and
Nagorno-Karabakh’s seven surrounding regions. In 1994, Azerbaijan
and Armenia signed a ceasefire agreement at which time the active
hostilities ended. The Co-Chairs of the OSCE Minsk Group (Russia,
France, and the US) are currently holding peaceful, but fruitless
negotiations.

Armenia and Azerbaijan agree to ‘activate’ efforts to resolve a
decades-long conflict over a disputed territory, a joint declaration
says.

Azerbaijani President Ilham Aliyev and his Armenian counterpart Serzh
Sarkisian signed the declaration on Sunday, calling for a peaceful
resolution of the Nagorno Karabakh dispute.

"¦[Both sides] continue their work… to agree on a political
settlement to the Nagorno Karabakh conflict," the declaration said.

The decision was reached during a meeting near Moscow hosted by
Russian President Dmitry Medvedev, who has been pushing for a peace
pact to end the long-simmering conflict since October.

The leaders also urged their foreign ministers to "activate" efforts
in the negotiating process.

Both Azerbaijan and Armenia claim the territory of Nagorno-Karabakh,
which has a population mostly of Armenians but is located within
Azerbaijan.

Ethnic Armenian forces took control of the Nagorno-Karabakh along with
seven surrounding regions during a war in the early 1990s. The war
left thousands killed and forced nearly a million people on both sides
to flee their homes.

A ceasefire was signed in 1994 but the dispute has so far remained
unsettled. Clashes often erupt along the ceasefire line and
negotiations have so far proved fruitless.

Armenian and Azerbaijani troops based in the region continue sporadic
exchanges of fire.

The US also proposed peace talks recently, promising to step-up its
efforts to help secure a pact. Washington also echoed Moscow’s hints
that the region must avoid a recurring of the August war with Georgia
over similar disputes.

The meeting, which took place at Medvedev’s residence, Meiendorf
Castle, lasted less than three hours.
