Time works in our favor

The official Ankara’s consistent attempts towards revising the complex
and multi-layer agenda of the Armenian-Turkish relations come to
finally reveal the in-depth reasons of Turkey’s haste.

With the purpose of reinstating its functions as the protector
of the interests of the West in the South Caucasus and Middle
Asia, Turkey has to speedily comply with the Western strategists’
"recommendations" requiring "responsibility", i.e. to dismantle the
closed Armenian-Turkish border, an issue over which Ankara was seeking
to reach concrete agreements in the context of the Russian-Turkish
relations. By "rendering different services" to the west in a speedily
changing situation, Turkey, inter alia, seeks to prevent the new US
administration from raising the issue of the Armenian Genocide. It
no longer needs new Armenian-Turkish discords, as it now subordinates
them to the process of the recognition of the Armenian Genocide.

Even with regard to the Karabakh issue does Turkey have a "reserve
variant", i.e. "For pushing Russia and hence – Armenia, to new
concessions, Ankara will unite its efforts with Turkey in an attempt
to threaten the two countries with the implementation of the NABUKO
program, involving Turkmenistan in20the ‘big game’ once again. It is
also necessary to bear in mind that in case of Turkey’s assuming a
predominant role in the region, the issue of the Armenian-Azerbaijani
borders may lose its urgency for Ankara."

Furthermore, Ankara perfectly realizes the fact that the only active
lever that may help the West to raise Turkey’s role in future is
the prospect of the recognition of the Armenian Genocide. So, to
avoid "pulling burning chestnuts out of the fire" for the western
strategists, Turkey is now trying to bring its relations with Armenia
in compliance with the European standards and in return, demands that
the Armenian party make a "trivial concession", i.e. set up a committee
of Armenian and Turkish historians studying the 1915 "incidents".

As reported by "Joumhuriet", a reputable Turkish newspaper, Turkey
is even ready to send an Ambassador to Yerevan in return, without
even establishing diplomatic ties with our country. Moreover, for
proving the seriousness of its intentions, Turkey also promises us
various "pies" for buying the surplus of our energy, organizing the
"Turkish Airlines" state company’s new flights in the directions
Yerevan-Istanbul and Yerevan-Antalia etc.

Thus, the simplification and clarification of Turkey’s previous
preconditions is the direct result of the country’s haste observed over
th e recent period. This fact brings Armenia and the Armenian diplomacy
face to face with a new dilemma which cannot but be characterized as
a choice between tactical tricks and strategic perspectives.

The fact that Armenia is ready to achieve the establishment of
bilateral diplomatic ties and the opening of the border without
any preconditions – an idea reiterated by Foreign Minister
Ed. Nalbandyan in Istanbul, is the only prescription for overcoming
such dilemma. Turkey cannot persuade the whole world that by opening
the border with Armenia and establishing diplomatic ties it is doing
our country a "favor" and therefore has the right to demand that the
Armenians "lose their memory" in return. It is impossible to sell the
memory of any nation, whereas negative memories can be replaced with
positive ones only a as a result of a long process of reconciliation
and compensation.

Moreover, Turkey’s sudden "yielding posture and generosity" arouses
the need of examining the causes of such behavior. Is Ankara so
naïve that it doesn’t even realize the consequences of refusing
to act as the defender of Azerbaijan, its brother country? We
believe, the Turks realize that perfectly well, therefore, they are
simultaneously preparing the Turkish-Azerbaijani program aimed at
extorting concessions from Russia with regard to the Karabakh issue,
by threatening the country to reanimate the NABUKKO program. With
the purpose of discussing the implementation of the program, the
Presidents of the two countries will meet in the capital city of
Turkmenistan at the end of November.

In fact, with its current proposal on setting up a committee of
Armenian and Turkish historians, Turkey is trying to shut the mouths
of the US legislators, and by making threats to involve Turkmenistan
in the NABUKKO program, it is trying to extort concessions from Moscow.

In case of expressing the slightest hesitations in the process of
the recognition of the Armenian Genocide, the official Yerevan may
face the threat of losing our country’s strategic attraction and in
return for the illusionary possibility integrating to the Turkish
economy. Because apart from posing a thereat to the process of the
international recognition of the Armenian Genocide, such prospect will
also make our country less attractive for Russia, as it will cease
to be viewed as a counterbalance to the Azerbaijani-Turkish program.

We believe the only conclusion to be drawn from the results of Foreign
Minster E. Nalbandyan’s visit to Turkey is that time has now started
working in our favor, so there is no need to artificially set the clock
hands ahead. Neither should we be concerned about Turkey’s current
attempts of "poking its nose" in the NABUKKO program once again,
because after launching the pipeline exporting 31 cubic meters of
gas to Europe annually, Moscow will definitely respond to Ankara’s
"second surprise".

The abrupt activeness of Turkey’s regional policy comes to reveal the
discrepancy between the goals of the country on the one hand and its
real chances and weak points on the other, a fact that also works in
our favor.

And now, it’s time for us to "linger".

occupied lands.

jazz guitarist and singer George Benson will not take place.

As NT correspondent was informed by the "Armenian Jazz – 70" Office,
the reason is the cancellation of the Moscow concert of George
Benson. It was planned that prior to coming to Armenia where he was
invited to participate in the events dedicated to the 70th jubilee
of Armenian jazz, the U.S.

musician was to give a concert in Moscow on November 29. However,
his concert in the capital city of Russia was cancelled due to the
global financial crisis.

According to the same source, George Benson said that he could not
go to "that region" for only one concert.

New Product, "Insurance Companies Of Armenia", Published By ARKA Age

The exhibition organized by the Armenian Embassy is dedicated to the
17th anniversary of Armenia’s statehood.

Armenian Ambassador to Greece Vahran Kazhoyan made the opening
speech. The Embassy highly appreciated Petros Aslanyan’s art.

The event was attended by representatives of Greek authorities, the
Armenian religious and business circles, the Armenian community and

The public services regulation commission of Armenia has issued a
full license to France Telecom’s subsidiary in Armenia, the regulator
said Wednesday.

France Telecom obtained a preliminary license for both GSM and third
generation (3G) mobile services in October, having offered 51.5 million
euros for the license at a tender. The company is the country’s third
mobile operator.

Under the 15-year license, France Telecom is obliged to provide GSM
coverage in 43 cities in Armenia within two years.

Gabriel Sargsian-Vugar Hashimov and Tigran Petrosian-Rauf Mamedov
sets ended in a draw. The Armenian team still heads the tournament
table with 11 points.

To note, it has been the Azeri team’s first defeat in the Olympiad.

The 15th hearing in the court case against Ergenekon, a criminal
network accused of plotting to overthrow the government, took place
yesterday, with one of the lawyers claiming that a state prosecutor who
once attempted to indict an army general was now under the protection
of the US Central Intelligence Agency (CIA).

Engin Celik Kadıgul, the lawyer for former Capt. Muzaffer Tekin,
presented his client’s defense yesterday. In the statement Kadıgul
claimed that Ergenekon prosecutors had prepared the indictment
by simply "copying and pasting" information from books and Web
sites. "Things that have nothing to do with the crimes in question
have been added to this indictment. The indictment quotes people all
the time like s/he said this, s/he said that, precisely because there
is no evidence at all."

He said a 2006 shooting at the Council of State — for which Ergenekon
is under suspicion — that left a senior judge dead was a plot to
smear the Turkish Armed Forces (TSK). Tekin, a former captain who was
expelled from the army, was also implicated in the Council of State
attack before the Ergenekon investigation started in 2007. An Ankara
court later ruled against investigating Tekin for his alleged part
in the attack.

The lawyer said Van prosecutor Ferhat Sarıkaya, who was disbarred
for initiating an investigation into an army commander for his alleged
role in the gang that organized the 2005 bombing of a bookstore in the
southeastern township of Å~^emdinli, was part of a similar campaign
to smear the military. He claimed Sarıkaya was under protection of
the CIA and that he was living in the United States. He said Tekin’s
alleged involvement in the Council of State was not based on fact
but was based on "orders" taken by the prosecutor on the case.

Also in the defense statement, Kadıgul explained the reason that Tekin
was expelled from the military. "Muzaffer Tekin, who was working as
a training officer in Tuzla, got involved in a fight that broke out
between some students. In the ensuing investigation, Tekin refused
to reveal the names of those involved in the fight. This was why he
was expelled."

Kadıgul said the Ergenekon investigation, just like the Å~^emdinli
investigation, was an attempt to eliminate Kemalists in Turkey. "I
don’t believe that this indictment was prepared by the prosecutors,"
he said.

He also claimed that the indictment was a violation of Turkey’s Code
on Criminal Procedure (CMK) and that politics was overruling law in
the courtroom. "There are things in the indictment that were made to
look like they exist, even though they don’t. That’s falsification
of a document."

The İstanbul 13th High Criminal Court is hearing the case in a
makeshift courtroom inside Silivri Prison near İstanbul. Among the
86 suspects are retired Gen. Veli Kucuk and lawyer Kemal Kerincsiz,
who is known for filing lawsuits against intellectuals over writings
that question or criticize the state line on issues such as Armenian
allegations of genocide. Forty-six of the suspects are in custody,
and the rest have been released pending the outcome of the trial.

The existence of Ergenekon has long been suspected, but the current
investigation into the group began only in 2007, when a house in
İstanbul’s Umraniye district that was being used as an arms depot
was discovered by police.

The Ergenekon indictment, made public in July, claims that the
Ergenekon network is behind a series of political assassinations
carried out over the past two decades for the ultimate purpose of
triggering a military coup and taking over the government. The victims
include secularist journalist Ugur Mumcu, long believed to have been
assassinated by Islamic extremists in 1993; the head of a business
conglomerate, Ozdemir Sabancı, who was shot dead by militants of the
extreme-left Revolutionary People’s Liberation Party/Front (DHKP/C)
in his high-security office in 1996; and secularist academic Necip
Hablemitoglu, who was also believed to have been killed by Islamic
extremists in 2002.

Suspects face various charges, including "membership in an armed
terrorist group," "attempting to destroy the government," "inciting
people to rebel against the Republic of Turkey" and other similar
crimes.

Meanwhile, retired noncommissioned officer Mahmut Ozturk, arrested
last June as part of the Ergenekon investigation, was released by the
court during yesterday’s hearing. This is the court’s first release
ruling during the trial, which started on Oct. 20.

Union, head of Movement for France (MPF) Philippe de Villiers told

"First, this country is in Asia geographically. Second, this country
is far from European culture, faith and human rights. Furthermore,
accession of Turkey will mean Turkish majority in the European
Parliament. We will never accept it," he said.

Even recognition of the Armenian Genocide won’t open the EU door for
Turkey, according to him.

"Turkey must acknowledge the Armenian Genocide. It’s a moral duty but
not a condition for accession to the European Union. Armenia, with
similar moral values, is closer to Europe than Turkey," Mr. de Villiers
said, adding that 80 per cent of French oppose Turkey’s bid for the EU.

Armenian deputy from the Republican Party of Armenia Gagik Melikyan
does not take seriously the statements of US co-chair Matthew Bryza.

"It is not the first time Bryza has to refute his words, therefore,
we should wait for him to again refute his words", said Gagik
Melikyan.

"When Bryza comes to Yerevan, he said there is a mistake in the
translation and he has never said that", noted he.

According to Melikyan, this proves that the "world super state can not
define and voice an exact position on the resolution of this issue".

In this connection the Armenian deputy noted that international
structures during separate meetings with representatives of Armenia or
Azerbaijanvoice different positions on one and the same issue and take
decisions, profitable for the country, they are currently negotiating
with.

"And in a response to the questions for both sides about such a
discrepancy, Yerevan and Baku are recommended not to take into account
the decisions, adopted during a joint work with another state", said
Melikyan.

In turn, deputy of the Heritage opposition faction of the National
Assembly of Armenia Vardan Khachatryan considers that Bryza’s
statement contains a serious threat as such a position and direction
of the settlement process may become a basis for psychological crisis
for the Karabakh people.

"Can you imagine the psychological state of the people, which having a
border with Armenia and living in peaceful conditions, will face a
threat of isolation or self-determination within the Azerbaijani
borders", said he.

At the same time, Khachatryan noted that it is necessary to do
everything possible to change such a direction of the developments.
