CONTEST ON BEST COVERAGE OF ISSUES OF CITY’S IMPACT ON ENVIRONMENT TO BE ANNOUNCED IN ARMENIA

YEREVAN, May 18. /ARKA/. The OSCE Yerevan Office in association
with the Public Environmental Information Center (Orchus Center)
announce a contest on the best coverage of issues of impacts by a
city’s modernization processes on environment. The OSCE Yerevan Office
reported that the contest will deal with coverage against destruction
of trees and parks, air and water pollution. According to the press
release, participation in the contest requires those coverages that
have not participated in OSCE-organized contests.

Duration of a film for TV reporters should not exceed 20min, and for
print mass media materials should not contain over 1000 words.

Contest winners from each of the categories will be awarded money
prizes: EUR 400 – for the first winner, EUR 300 – for the second
winner and EUR 200 – for the third winner. Incentive and special
prizes will be also included during prize giving.

In order to participate in the contest one should submit his or her
works until October 10, 2006. Awarding of prizes will be held in
November.

Issues related to state assistance for elimination of spring flood
consequences in Ararat marz were discussed today during President
Robert Kocharyan’s working meeting with Marzpet Alik Sargsyan.

The President instructed the Marzpet to provide assistance to those
citizens who suffered losses because of the deluge. Reference was
made also socio-economic, health, cultural and educational programs
to be implemented in the region this year.

Well-informed sources reported to Lragir.am that the bureaus of
Vazgen Manukyan’s National Democratic Union and Raffi Hovannisian’s
Heritage Party have held several joint meetings over the past few
weeks. The goal is probably the pursuit of a new format of engagement
in the future political developments, which means that the National
Democratic Union does not rely on the Ardarutiun Alliance, and Raffi
Hovannisian does not have expectations from the 17’s format, though
he had taken a civic action for its leadership.

at NA Chairman Arthur Baghdasaryan’s Office. During the discussions

VANADZOR, MAY 15, NOYAN TAPAN. On April 28, the temperature dropped
as low as 8 degrees below zero in some regions of Lori marz. Vazgen
Ohanian, Chief Expert of the Agriculture and Environmental Protection
Department of the Lori regional administration, told NT correspondent
that the agriculture of the marz suffered considerable damage as
a result of it. Thus, according to information as of May 12, the
frost caused damage to an area of a total of 202 ha sown with potato
(losses made 158.05 mln drams), fruit gardens of 549.5 ha (losses
of 461.78 mln drams) and vineyards (losses of 15.75 mln drams). The
regional agriculture sustained losses, which, according to preliminary
information, amount to 635.58 mln drams (about 1.4 mln USD).

Russian military base in Akhalkalaki

The Russian militaries have started the process of the withdrawal of
heavy military equipment from Akhalkalaki military base by loading
twenty one train carriages at Tsalka railway station on May 13.

The first train is to leave the territory of Georgia on May 15.

“A part of the equipment has already been loaded. Altogether there
will be loaded seven battle tanks, ten armored vehicles and amphibious
scout cars, as well as other military hardware would be withdrawn
from Akhalkalaki through the railway via Tsalka and Azerbaijan to the
Russian Federation,” Igor Konoshenkov, assistant commander-in-chief
of Russian Land Troops told Russian news agency RIA Novosti May 13.

A special train will arrive in Russia through Azerbaijan. Georgia
and Azerbaijan are responsible for the security of transportation on
their territories.

The loading of equipment was attended the representatives of the
Georgian armed forces General Staff.

“Everything goes according to the schedule. Certainly, everyone here
has their responsibilities, mainly the Georgian Military Forces are
responsible for the security,” Alexander Kiknadze, deputy General
Staff told Rustavi-2 Saturday.

The only problem that the Russian militaries faced was lack of
personnel as only one soldier had to load three or four cars.

“We do not have many problems, the only problem is lack of personnel
and it makes work more difficult. We faced the same problems last
year and in fact, one man has to make twice as more work,” Vladimir
Kuparadze Colonel of Russian Military Troops in the Caucasus told
Rustavi-2.

Meanwhile as it was reported the second train loaded with military
hardware will leave Georgia for Russia on May 23. One more train is
to leave for Russia through Azerbaijan from the Batumi military base.

The initial pullout of the Russian bases from the Georgian territory
started first in August 2005 when a vehicle convoy left the Russian
Military Base #12 in Batumi.

According to the Georgian-Russian agreement on the withdrawal of
the Russian bases signed on March 31, the Akhalkalaki base will be
closed by October 1, 2007. The heavy equipment in the Akhalkalaki and
Batumi bases must be removed by the end of this year. 370 pieces of
military hardware from Akhalkalaki base will be transferred to the
Russian Military Base 102 in Gyumri, Armenia.

The leaders of Nor Jamanakner (New Times) Party chose “regular
provocation against the party” as a heading for a press conference
today. This heading was a reaction to “high” statements made by one
of the party unit heads, Arsen Amirkhanyan. Amirkhanyan told a news
conference on May 13 that he is going to leave the party and several
youth and women units of the party are going to break up.

4 members represented New Times today in a news conference trying to
assure that the break up of the party does not meet the reality. On the
contrary, the leadership has become more organized after provocative
speeches of Arsen Amirkhanyan.

According to A. Minasyan, vice chairman of New Times, Amirkhanyan
did not leave the party on his own but was dismissed. “25 days ago
Amirkhanyan was dismissed from his post,” he said. According to him,
Amirkhanyan took part in a fraud deal connected with sales and purchase
of a flat based on which he was dismissed.

He made public the letter from the police saying that materials are
collected against Arsen Amirkhanyan.

The speakers also said that they only dismissed him from the head of
Malatia Sebastia unit and not from the lines of the party. However,
he himself made the first step and left the party.

After all, the ruling coalition in Armenia has failed and collapsed
before the 2007 parliamentary elections. The most important in the
situation is that Robert Kocharian’s promise to preserve the alliance
was broken. Last December, the Armenian President said: `The coalition
that is a political agreement of the four subjects, namely the three
parties and the President, is created for the four-year period. It
could be modified one way or another, but we are going to carry the
obligations and the responsibility before ourselves and before the
people.’ The fact that the Orinats Yerkir (Country of Law, OY) party
headed by the Parliament Chairman Artur Bagdasarian has left the
coalition means the breakup of the ruling alliance, which in its turn
means breaking the political agreement and the failure of political
parties and the President himself to live up to their promises. Who is
to blame for the failure?

Before we approach to answering the question, we should point to the
circumstances that prepared the ground for the disintegration. The
Orinats Yerkir party was the first to pronounce its intent to exit the
coalition after a series of scandals caused by the statements the
Speaker made on topics of domestic and international Armenian
policy. Bagdasarian repeatedly accused his colleagues in the coalition
(who had chosen him a Chairman) with electoral fraud.

On top of these charges, he shocked the crowd by presenting his vision
of Armenian international priorities and the formula of `Russian
impediment on Armenia’s way to joining NATO.’

The last move had the least influence on Bagdasarian’s political
career since it fit the multi-vector orientation of Armenian
international policy. But the Speaker’s doubts on the integrity and
transparency of the past parliamentary elections accompanied by his
massive correspondence with the Prosecutor General of Armenia appeared
to be quite contradictory to the very logic of political cooperation
between Orinats Yerkir, on the one hand, and Armenian Revolutionary
Federation (Dashnaktsutsiun) and Republican Party of Armenia, on the
other, within the alliance.

The latter two political bodies who consistently implemented the
Speaker’s social projects, including the main one to return funds
accumulated on resident saver accounts to the public, were clearly
determined to preserve the existing political format before the
parliamentary elections. The Orinats Yerkir party, however, proved to
be an extremely uncooperative partner. It stuck to its uncompromising
policy on several delicate issues, including the issue of
denationalization. By doing this, Orinats Yerkir hurt interests of the
Republican Party best represented in the ruling alliance.

>From the point of view of Orinats Yerkir’s philosophy, the pre-term
exiting the coalition was, in its essence, an end in itself. The party
needed to define its own political course and, so to speak, to show
its face to the public.

Association with the RPA and Dashnaktsutsiun stripped the party of any
chance to develop its own policy. Such policy, according to Orinats
Yerkir functionaries, could yield substantial results at the
parliamentary elections and create a basis for running a presidential
campaign. Besides, close alliance with the ruling parties narrowed
Orinats Yerkir’s choices in its looking for international
investors. The latter justly identified the party as a political
reserve of the acting President, whereas Bagdasarian’s rhetorical
demarches ` as a tactical move of dubious openness.

2005 and the beginning of 2006 became for Orinats Yerkir a tough
period of molding its political identity. It switched from the image
of the new opposition locomotive force to the stance of self-reliant
alternative organization capable to alter the course of the
game. This, however, did not change the essence of the party’s
character. It remained a new ` and, frankly speaking, a hastily
knocked together ` party that, quite unexpectedly, made its way to the
parliament. Its leader was almost an only eminent figure in its
ranks. The public could feel the absence of both ideological and
resource background behind the party scene. The most conspicuous was
the young age and the unhampered ambitions of Orinats Yerkir
leader. They obviously broke the rules of the harsh Armenian political
game.

The situation was quite commonplace. After the conflict of the
Speaker’s party with colleagues inside the coalition and the President
became obvious, the process of intended demolition of Orinats Yerkir
was launched. The organization was charged with breaking the
`political consensus’ and failing to meet its `obligations before the
people.’ One after another, the most important party members including
the so-called oligarchs, started to leave the party.

That was not surprising: their integrity did not prevent them from
caring more about their businesses than about the party fate. After
all, they had joined it merely to create better conditions for their
businesses. And security and success of large businesses in Armenia
are only possible if they do not openly conflict with the
government. That makes the oligarchs’ motives clear.

Exiting the ruling coalition is leading Orinats Yerkir to join the
other block, the opposition one. The prospect is quite dubious for the
Speaker’s party, taking in account the current situation of the
opposition block. Opposition’ s failure to change regime in 2003-2004
has lead to its virtual impotence, to its fractionalization and
marginalization. Orinats Yerkir’s joining the opposition ranks will
hardly be appreciated, since it will be a forced and unnatural
move. Another option for the party is to act on its own. This will
also force Orinats Yerkir to join the opposition since the party has
lost its economic ground. Its leaders will have to appeal to the
oppositional clichés, such as `Say `no’ to the President, Long
live Democracy.’ These slogans proved to be ineffective in Armenia
whose population is busy looking for the stability and peace.

As far as the authorities are concerned, they will find a political
substitute for Orinats Yerkir in the near future. A probable candidate
for the role of `centrist liberals’ once assigned for the Orinats
Yerkir party could be another new party. Like Prospering Armenia that
is being hurriedly created under the auspices of oligarch Gagik
Tsarukian. It will accumulate a great number of businessmen and
relatives of acting politicians. A pre-term sacking of the parliament
is also possible. This will leave no chance for Orinats Yerkir to
regroup and consolidate before the ultimate fight.

with OSCE Secretary General Marc Perrin de Brichambau, reported RA MFA
press office.

The Armenian Minister welcomed Mr. Brichambau’s visit to Armenia on
occasion of launching the project for the liquidation of rocket
propellant. For his part the OSCE Secretary General assessed highly
Armenia’s contribution to the European security. The interlocutors
also referred to the projects implemented by the OSCE Yerevan Office
and discussed the Nagorno Karabakh conflict settlement.

STEPANAKERT, MAY 11, NOYAN TAPAN – ARMENIANS TODAY. On May 9, a
triple holiday – the Day of Victory in the Great Patriotic War,
liberation of Shoushi and the creation of the NKR Defense Army,
was celebrated in the Nagorno Karabakh Republic. In the morning,
the Stepanakert Memorial Complex was visited by NKR President
Arkady Ghoukassian, National Assembly Chairman Ashot Ghoulian,
Prime-Minister Anoushavan Daniyelian, head of the Artsakh Eparchy
of the Armenian Apostolic Church, Archbishop Pargev Martirossian,
as well as head of the Government of Armenia Andranik Markarian
and RA Defense Minister Serge Sarkssian who had arrived in the NKR
for participation in the events. They laid flowers to the graves of
heroes of the Great Patriotic and Karabakh Wars. A visit to the town
of Shoushi also took place. Columns of the NKR Defense Army subunits
passed in a solemn march in the Stepanakert streets. Meetings with
veterans of the Great Patriotic and Artsakh Wars, concerts and sport
events, expositions of works of art and photos took place all over
the republic. The events ended with a festive firework in the central
republican square of Revival.

On the eve, there took place a solemn sitting dedicated to the 61st
anniversary of the victory in the Great Patriotic War, the 14th
anniversary of the liberation of Shoushi and the Day of the NKR
Defense Army. As Noyan Tapan was informed from NKR Foreign Ministry
Information and Analytical Department, in connection with the May 9
holiday, by decrees of the NKR President, the highest title of Nagorno
Karabakh, the “Hero of Artsakh”- is granted to Zhora Gasparian, Vahagn
Vardevanian (posthumously) and Arshavir Garamian together with handing
the order of “Gold Eagle”. 1 man is awarded with the “Battle Cross”
Order of the 1st level, 2 men – with the “Battle Cross” Order of the
2nd level, 346 people – with “For Battle Service” Medal (4 of them
posthumously), 150 people are awarded with “For Courage” Medal (38 of
them posthumously) and 24 people – with “For Liberation of Shoushi”
Medal (1 man posthumously). For active state and social-political
activity 5 people are awarded with “Mkhitar Gosh” Medal, 2 – with
“Vachagan Barepasht” Medal, and one man – with “Gratitude” Medal. First
Deputy of the Director of the NKR National Security Service Victor
Kocharian is awarded the title of General-Mayor. RA Prime-Minister
Andranik Markarian and RA Defense Minister Serge Sarkssian are
awarded with the Medal of the NKR Azatamartiks Union. “The imposed
war proved that it is impossible to solve the Nagorno Karabakh problem
by force. Surely, we defended our land, we won the war, but still we
can’t say that the Armenian and Azerbaijani peoples are happy today. It
means that the issue must be solved in the political plane and it
has no other alternative. Our overall goal is the inadmissibility
of the resumption of military activities. At the same time, for
preventing the war we must be ready for it”, NKR President Arkady
Ghoukassian stated in the course of the festive events. “Speaking
on the problem of reconstruction of the town of Shoushi, Arkady
Ghoukassian stressed: “We have to reconstruct Shoushi, and if the
city was liberated mainly by Karabakh people, its reconstruction
is the goal of the whole nation. I am sure that we’ll solve that
issue”. “The liberation of Shoushi was not only the liberation of
the city itself, but a victory of the whole Armenian people as we
demonstrated that we depend on nobody. Our main weapon is our land,
our ancestors, our national education. I want to express my gratitude
to the Artsakh people- through you we managed to demonstrate to the
whole world that the Armenian soul is alive and that in spite of every
difficulty we achieved our aims”, Prime-Minister of the Republic of
Armenia Andranik Markarian stated. According to him, the whole people
of Artsakh, young and old, took part in the victory and Armenia and
the Dispaora only contributed to it assisting to solve not only the
Karabakh issue but the issues of the whole people, whole nation.
