VAHAN HOVHANNISIAN: COMING PARLIAMENTARY ELECTIONS TO BE TOUCHSTONE FOR DEMOCRATIZATION OF COUNTRY

YEREVAN, JUNE 20, NOYAN TAPAN. Vahan Hovhannisian, the RA National
Assembly Deputy Speaker and Levon Mkrtchian, the RA Education and
Science Minister met on June 19 with Anthony John James Cantor, the
Ambassador of the United Kingdom of Great Britain and Northern Ireland
to Armenia and A.Page, the Deputy Chief of the Foreign Ministry’s
Eastern Department.

Vahan Hovhannisian touched upon the inner developments of the country,
reforms addressed to the European integration, political formations,
parliamentary and presidential elections to take place in 2007
and 2008.

According to Vahan Hovhannisian, the presidential elections will
greatly depend on the coming parliamentary elections. They will
be a touchstone for democratization of the country as well, so all
political forces must spare no efforts not to allow breakings. The
legislative, economic and political reforms being implemented in
the country are on a right way, though there are faults in their
implementation. Outer factors also leave their negative stamp on
development of economy of Armenia, particularly Turkey’s blockade and
Azerbaijan’s non-constructive position connected with settlement of
the Karabakh issue.

Responding A.Page’s question, what foresights of settlement of the
Karabakh issue exist, the NA Deputy Speaker informed that there were
three proposals within the framework of the OSCE Minsk Group which
Armenia accepted, and Azerbaijan refused. The latter wants not to
see the problem, but to liquidate consequences what is not possible
withouth solution of the problem. Vahan Hovhannisian considered
inadmissible the Azerbaijani intention to solve in future by power
by accounting of the oil factor and the international community’s
not taking serious steps against that phenomenon.

As Noyan Tapan was informed by the NA Public Relations Department,
A.Page mentioned that some economic circles may connect solution of
the issue with the oil factor but it is not the official position of
the Great Britain, and assured that his country does its best to find
a mutually beneficial solution for settlement of the Karabakh issue.

GRAND INSURANCE COMPANY TO START PAYING COMPENSATION TO RELATIVES OF THE KILLED IN AIR CRASH NEAR SOCHI

Yerevan, June 20. ArmInfo. Grand Insurance Company is to start paying
compensation to the relatives of the killed in the crash of A-320
Airbus near Sochi no more than in 20 days, Artak Antonyan, Grand
Insurance Company Executive Director, told ArmInfo.

The compensation will be paid after all the necessary documents are
registered, Antonyan said. At present, 109 relatives of the killed
have submitted necessary documents to the company, the documents of
another 4 passengers will be submitted within the coming two days, he
said. All the necessary documents were sent to London for confirmation
and transfer of compensation.

To note, Grand Insurance Company reinsured 100% aviation risks at
LLOYD’S reinsurance corporation in London.

Head Of Armenian Church Leaves For Visit To Turkey

HEAD OF ARMENIAN CHURCH LEAVES FOR VISIT TO TURKEY

Yerevan, June 20, Interfax – The head of the Armenian Apostolic Church,
Catholicos Karekin II of All Armenians, has departed for Istanbul,
the church’s press service told Interfax.

Karekin II will visit Turkey at an invitation from Armenian Patriarch
of Constantinople, Mesrop II Mutafian, and Patriarch Bartholomew I
of Constantinople.

During the visit to last about one week, Karekin II will visit Armenian
holy places in Istanbul and will meet with the Armenian community in
the city. On June 25, the catholicos will serve a liturgy service
at the Holy Virgin Church. In addition, Karekin II will meet with
representatives from various churches and the Istanbul mayor.

According to President Robert Kocharyan’s decree dated June 14,
Ara Ayvazyan has been dismissed from the position of RA Ambassador
Extraordinary and Plenipotentiary to the Republic of Chili and
the Eastern Republic of Uruguay. RA Ambassador Extraordinary and
Plenipotentiary to the Republic of Argentina Vladimir Karmirshalyan
(seat in Buenos Ayres) has been appointed to the position.

Editor Of Akos Daily Hrant Dink To Visit Krasnodar Region, Russia

EDITOR OF AKOS DAILY HRANT DINK TO VISIT KRASNODAR REGION, RUSSIA

Yerevan, June 14. ArmInfo. In Sept 2006 the editor of "Akos" Armenian
daily (Turkey) Hrant Dink will visit Krasnodar region (Russia),
reports Yerkramas, Armenian daily f Southern Russia.

Dink’s visit will be personal nature but he is expected to meet with
representatives of the Armenian community of Sochi. The daily notes
that in Sochi and other nearby Black Sea resorts there are many
Armenians – who came there from Hamshen, a Western Armenian town,
now in Turkey. There are some Armenians in Hamshen too but they have
been Islamized.

To remind, in Feb 2006 Dink was sentenced to 6 months of probation for
"insulting the Turk’s national dignity." Later the Court of Cassation
ruled that Dink was misunderstood and acquitted him.

FRENCH MINISTER COMES FOR NUCLEAR PLANT AND HELICOPTER TENDER

The French Foreign Trade minister is coming to Turkey to heal the
relations between two countries that were strained due to the so-called
Armenian Genocide bill.

The representatives of 25 of France’s biggest companies will also
accompany the minister.

Christine Lagarde is expected to discuss the nuclear plant, Marmaray
and the Turkish Armed Forces helicopter tenders.

Speaking to Zaman Daily, French Minister of Foreign Trade Lagarde
said that they would offer solid investments.

He also revealed that the two countries would sign a contract for the
encouragement of mutual investments: the first initiations of which
started on 2 September 1987.

Lagarde, one of the "most distinctive" ministers of the French
government, had moved to Paris in 2005 after resigning as the chair
of the board of directors at the American Baker&McKenzie, one of the
world’s leading international law firms.

The trade volume between Turkey and France is around $10 billion.

The 2005 figures revealed that France’s export figures totaled $5.9
billion, while import figures remained at $3.8 billion.

Around 300 French companies employ 40,000 people in Turkey.

"The Turkish market is very important for French investors. Last
year’s exports to Turkey grew by 11 percent.

This rate is double that of France’s general trade average. We
encourage our companies to invest in Turkey," said Lagarde, noting
that Turkey was the fifth largest consumer of French products outside
the EU region.

To cite an example, the French minister drew attention to the
investments of giant international French companies like Carrefour,
BNP Parisbas, Renault, Areva and Alsom.

While France was placed to top the countries to enter direct foreign
capital to Turkey, it drew 7th place in the list despite the growing
interest of French companies.

Of the total volume of foreign capital in Turkey, the volume of total
French capital that has entered the country is in the vicinity of
six percent.

>>From a group of 150 countries that import French products, the
French Foreign Ministry singled out 25 countries, including Turkey,
for exclusive efforts to improve trade with, said Lagarde.

Fourteen French companies are being briefed on the Turkish sectors of
transportation and distribution by UBIFRANCE, a French association
established to help French companies to expand into international
markets.

The French minister considers UBIFRANCE as a major source of
assistance.

Several French companies have been cooperating with Turkish companies
and/or institutions, such as OYAK, the Armed Forces Pension Fund.

It is "military" contracts that make up $4 billion of the $14 billion
deal that the French companies are looking to sign with the Turkish
companies.

The opposition Socialist Party last month opened for discussion a
bill in the French Parliament that would penalize the refusal to
acknowledge the so-called Armenian genocide.

Efforts by the government worked at ending the discussion and passing
of this motion.

The government stands firm in its opposition to the motion, a sign
that any future reiterations will follow the same line of argument in
the government should the motion ever comes before the legislation,
said Lagarde.

‘We have a chance in the nuclear tender’

Adjournment of talks over the motion gave "temporary" relief to French
companies active in the Turkish market, along with Eurocopter-the
French company that stands out as most likely to be granted late
this week an exclusive right to provide attack helicopters for the
Turkish army.

Ms. Lagarde classified nuclear energy as one of the safest energy
sources to obtain, and added that a clear presentation of the nature
of nuclear energy will help gain public approval of the project.

There were, in the past, serious reactions from the French public
against the use of nuclear energy, said Lagarde, and emphasized, "Well
and clearly conducted communications," as well as "intelligibility"
helped triumph over this reaction.

There is little doubt that Turkey’s non-government organizations will
act like their French counterparts in abandoning their opposition views
over the use of nuclear energy; and what is important is to convince
a large proportion of the public of the need for nuclear energy,
said the French minister when she emphasized the French experience
in overcoming public opposition.

France is one of the world’s leading countries actively involved in
the production of nuclear energy, said Ms. Lagarde, and classed the
kind of nuclear experiences that draws from specialization as unusual.

YEREVAN (YERKIR) – National Assembly has recently named June 14th
the Day of Commemoration of the Repressed. The initiative came from
the Armenian Revolutionary Federation.

Dozens gathered on Wednesday at a memorial erected in Yerevan to
mark the day for the first time. The event was organized by an NGO
called Hushamatian and was attended by National Assembly’s ARF faction
members, National Self-determination Union leader Paruyr Hairkian,
people who were victimized by the Stalin regime.

Addressing the gathering, ARF Bureau member and National Assembly
Vice-speaker Vahan Hovanisian said that our entire people have suffered
the most from the repression.

He recalled that the Stalin repressions – followed by those applied
by Lenin – were carried out in waves: first it was the ARF members
who were sent to jails and executed, then those who were called
Trotskyites, then others. And this had been going on until the collapse
of the Soviet Union.

“Unfortunately, the dreadful practice didn’t stop after the Soviet rule
was over, Hovannisian went on saying. “Under the Armenian National
Movement too there were political prisoners. There is none now,
and I am sure there will be none in the future.”

June 14th was chosen to mark that day because it was on June 14,
1949 that mass arrests were made in Armenia without any political
motivation taken into account.

“The goal of the project was to deport Armenians to Altay,” Hovannisian
said. “And this when thousands of Armenians returned to their homeland
hoping the Soviet Union would become a normal country after the
WWII. Most of them were deported to Altay.”

“The only guarantee that such things would not repeat in the future
is a strong and independent Armenia,” Hovannisian concluded.

Crew To Blame For A-320 Crash, Specialists Consider

A-320 crash in the Black Sea, Moscovsky Komsomolets newspaper reports
according to an anonymous source in the investigating committee.

The decoding of the flight recorders showed that the pilots “have
lost spatial orientation” in bad weather conditions. It was also
ascertained that the pilots had taken a too big list when making the
second turn by order of the flying control officer. These factors,
specialists say, led to the catastrophe.

Earlier equipment breakdown or lack of fuel were presented as versions
of the crash. The official results will be announced in several
days. Now the specialists of the International Aviation Committee
try to find “smooth” wordings to make the accusations less sharp.

To remind, on May 3 night Airbus-320 owned by Armavia national carrier
crashed in the Black Sea 6 km away from Adler airport killing all of
113 people aboard, including 6 children and 8 crewmembers. Among them
were 26 Russian citizens, one Ukrainian and one Georgian citizen, while
the rest were Armenian citizens. The flight recorders were withdrawn
from the seabed. The committee consisting of specialists from France,
Armenia and Russia deal with their decoding, reported Lenta.ru.

clandestine `spider’s web’ of disappearances, secret detentions and
unlawful inter-state transfers – spun with the collaboration or
tolerance of Council of Europe member states, the Legal Affairs
Committee of the Council of Europe Parliamentary Assembly (PACE) said
today.

In a draft resolution adopted at a meeting in Paris, based on a report
by Dick Marty (Switzerland, ALDE), the committee said hundreds of
persons had become entrapped in this web – in some cases when they
were merely suspected of sympathizing with a presumed terrorist
organization. The parliamentarians said this knowing collusion of
member states took several different forms, including secretly
detaining a person on European territory, capturing a person and
handing them over to the US or permitting unlawful `renditions’
through their airspace or across their territory. Among “staging
points” for launching CIA renditions, Marty identified Adana-Incirlik
in Turkey, and Baku, Azerbaijan.

`It has now been demonstrated incontestably, by numerous
well-documented and convergent facts, that secret detentions and
unlawful inter-state transfers involving European countries have taken
place, such as to require in-depth inquiries and urgent responses by
the executive and legislative branches of all the countries
concerned,’ the committee said. The committee called on Council of
Europe member states to review bilateral agreements signed with the
United States, particularly those on the status of US forces stationed
in Europe, to ensure they conformed fully to international human
rights norms. The report is due for debate by the plenary Assembly –
which brings together 630 parliamentarians from the 46 Council of
Europe member states – in Strasbourg on 27 June 2006.

For his part, Council of Europe Secretary General Terry Davis stated
that Senator Marty has carried out a great deal of work under
complicated conditions. `He has brought serious accusations as regards
several European states. I would like to note that governments of some
states have refuted the accusations immediately. However I consider
that before refuting the governments had to clear up whether an
investigation was carried out. I intend to prepare a number of
proposals targeted at prevention of such violations of human rights in
Europe.’
