President Robert Kocharyan received RF Minister of Transport, Russian
Co-Chair of the Armenian-Russian Intergovernmental Commission on
Economic Cooperation Igor Levitin and President of the CIS Interstate
Aviation Committee Tatyana Anodina.

They informed the President about the results of investigation
of the crash of the A-320 near Sochi on May 3. It was noted that
the last flight of theA-320 was modeled on the flight simulator in
Toulouse. French, Russian and Armenian specialists were participating
in the works. The modeling was carried out based on the data received
from the decoding of the black boxes. The results of the investigation
are still being summed up. The Interstate Aviation Committee has been
instructed to complete the works as soon as possible and to publicize
the final results.

YEREVAN, July 12. /ARKA/. Armenian and Iran did not discuss the issue
of transferring the Iranian-Armenian gas main to Russia, Armenian
Foreign Minister Vardan Oskanyan reported during the joint press
conference with Lebanese Foreign Minister Fauwzi Salloukh.

On June 30, Vice-President of "Gasprom" Russian company
Alexander Ryazanov reported that the company plans to purchase the
Iranian-Armenia gas main. Iranian Vice Ambassador to Armenia Ali Akbar
Jokar reported that no changes have been made to the Armenian-Iranian
contract on the gas-main construction.

The Iran-Armenia gas main construction project on the Armenian
territory is valued at $120mln. Iran funds the project, and Armenia
is to supply power to Iran in return.

The construction of the first Armenian section of the gas main
Megri-Kajaran started on November 30, 2004. The Iranian "Sanir" company
will construct the second section Kajaran-Sisian-Jermuk-Ararat. The
construction project is planned to have been completed by

The first president of Armenia should give up meetings in the shade
and become engaged in politics openly, announced Member of Parliament
Hmayak Hovanisyan July 11 at the Hayeli Club. He mentioned that the
former leadership cannot quit politics, and in this sense it is normal
that they are engaged in political processes. They should come out
of shade politics, however, and start open activities. The member of
parliament says it would be expedient if Levon Ter-Petrosyan returned
to the political stage and led liberal forces. Hmayak Hovanisyan thinks
it would be helpful for the rehabilitation of the political sphere.

People have been organizing protest actions in from of the Government’s
building, the President’s house, the office of the Ombudsman protesting
against unlawful alienation of their property and incommensurate
compensation for the alienated property.

The draft law on "Alienation of property for state and public needs"
proposed by the government at yesterday’s extraordinary session of
the National Assembly attempts to regulate these processes through
a special law. However, this law cannot be enacted retrospectively
and will not affect the alienation deals that were concluded before
the adoption of the law.

The draft law was presented by the Minister of Justice Davit
Harutyunian. As could be expected, the political forces in the
parliament had a very heated reaction to the draft.

Even though the necessity for having such a law was stressed the
parliamentary opposition proposed to withdraw the draft from the
parliament since it is a source of a series of disagreements and
contradictions. Chairman of the National Assembly Tigran Torossian
believes the opposition’s approach is wrong. He noted the National
Assembly should not shriek the responsibility but should do its best
to improve the law.

Head of ARF’s parliamentary faction Hrayr Karapetian answered the
question whether the draft is so bad that the government should
withdraw it from the National Assembly or the National Assembly
should work on amending and improving the draft. Karapetian noted,
"The processes that take place in our country and this sector are
not regulated by the law.

There should be laws to regulate these processes. It is not a
secret that the development of the Northern Avenue has raised
justified concerns of the population of Byuzand street and Yerevan
in general. There is not a single deputy in the National Assembly
to whom residents of Yerevan do not turn with complaints regarding
alienation of their property for state and public needs. Therefore,
the need for having such a law is obvious."

The reason for elaborating the law was that the Constitutional Court
has recently examined the issue. The decision of the Constitutional
Court was that the National Assembly should adopt a law on "Alienation
of property for state and public needs".

Commenting on the substance of the law, Karapetian noted that the issue
is regulated by the law and not governmental decrees. "Once the law is
adopted, there will be no questions as to the criteria for estimating
the cost of the buildings because the law clearly stipulates that the
property should be estimated based on the current market price plus 5%
to reflect possible fluctuations of the market price.

And most importantly, the law should correspond to the international
conventions on human rights to avoid instance when people appeal to the
European Court of Human Rights to protect their rights and interests,"
Karapetian noted. He believes the most important thing is to ensure
that state interests and public interests should not interfere or be
in conflict with the property rights of individual citizens.

"Now the law clearly stipulates that there should be no such
contradictions, and even if they occur, the law states that everything
should be done to settle such incidents in favor of the interests
of citizens," Karapetian noted informing that ARF’s parliamentary
faction will soon present its proposals. One of the proposals to be
made by ARF’s faction is that decisions on alienation of property
for state and public interests should be made by the state and not
by individuals or some organizations.

The Presidents of Azerbaijan and Armenia were not invited to G8 summit
in St-Petersburg with respect to discuss the peaceable resolution
of the Armenian-Azerbaijani conflict over Nagorno-Karabakh, Novruz
Mammadov, the head of the Foreign Prelateships Department of the
Azerbaijani President’s Apparat, told Trend.

He voiced his surprise on the local media reports, spread on behalf
of the Azerbaijani Foreign Ministry on possible meeting of the leaders
of two conflict sides in St-Petersburg under the G8 summit.

"I do not have any concrete information in this respect. An invitation
by the leaders of G8 countries is the variant that suits us well,"
Mammadov underlined, adding that the chances for it are very low.

So far, no invitation has been made and I don’t know whether they
will be, Mammadov underscored.

The extraordinary session of the National Assembly began with voting
on July 7: the National Assembly passed the drafts debated in the
previous four-day sittings On the Property of Physical Entities and
the Declaration of Their Incomes, On Making Addenda to RA Law On the
Organization and Carrying out Check-ups, on Amending to RA Law On
Higher Educational and Post-Graduate Specialized Education. The MPs
passed the package of the drafts debated the previous day proposing
amendments in RA Criminal Proceedings and other laws, the package
of the drafts proposing amendments On Alienation of Property for
the Needs of Society and State and other laws, drafts On Making
Amendments to RA Law on Insurance, on Making Addenda and Amendment
in RA Civil Proceedings Code, On Draft Resolution of RA National
Assembly On Declaring Amnesty, ratified the Convention on International
Accessibility of Justice (with enclosed reservations and declarations)
and agreements on Financing Between the Republic of Armenia and
Development International Association (Program Confronting the Bird
Flu) and on Creating Favorable Legal, Economic and Organizational
Conditions for Expanding the Leasing Activity in the Commonwealth
Independent States.

According to the decision of the National Assembly, the MPs debated
and completely passed the draft On Amending the RA Law on Insurance
and the package of the drafts proposing Amendments and Addenda in RA
Criminal Proceedings Code and amendments in other laws.

Exhausting the agenda, the National Assembly completed the work of
the extraordinary session.

Within Armenian President Robert Kocharyan’s official visit to Iran,
the two countries signed 7 documents.

APA reports quoting to Armenian Mass Media that the documents are
agreements and memorandums on energy, economic, industrial, juridical
and cultural understanding and cooperation.

Armenian and Iranian presidents attended the signing ceremony.

Foreign Ministers-Manuchehr Mottaki and Vardan Oskanyan signed an
agreement on development of economic and industrial infrastructure of
Armenia, Energy Ministers-Perviz Fattah and Armen Movsesyan signed an
energy agreement, Iranian Justice Minister jamal Kerimi-Rad and
Vardan Oskanyan signed an agreement on juridical understanding and
cooperation as well as extradition of criminals, Iranian culture and
tourism officer Takha Khashami and Armenian vice-foreign minister
Armen Kirakosyan signed a agreement on cultural heritage.

The sides also signed documents on funding construction of power
mains between Iran and Armenia. /APA/

The victory of the men’s chess team of Armenia in Turin was an
important event for the Armenians of the world. On July 4 the champions
were received in Stepanakert.

NKR President Arkady Ghukasyan, who awarded all the players of
the team with the Medal of Gratitude, said, "After having held two
international chess tournaments in Stepanakert we can declare that
all the victories start in Stepanakert."

"If victories start in Stepanakert, I think every Armenian must report
on his or her achievements here, as our chess players are doing now,"
said Serge Sargsyan, Minister of Defense, the president of the Chess
Federation of Armenia.

NKR President Arkady Ghukasyan also stated that three of the six chess
players come from Karabakh, two are more than Karabakhis, and Smbat
Lputyan is twice Karabakhi. "The only person who has nothing to do
with Karabakh is the president of the Chess Federation of Armenia
Serge Sargsyan," said NKR President Ghukasyan.

Azerbaijan is said to make allegations that fires in border areas
are instigated by Armenians to destroy alleged historical monuments
of the neighbouring countries. We are not surprised, of course,
at the allegations of the Azerbaijani mass media that the Armenians
burn non-Armenian historical facts. Local fires during the season of
harvest, which may have different causes, became a cornerstone for
the information in the Azerbaijani media that Armenians burn trees,
houses, etc. near the Karabakh-Azerbaijani border. Moreover, a group
of Azerbaijani members of parliament visited the border area. They
said they could not take pictures but they saw Armenians set on
fire houses of Azerbaijanis. We were told at the NKR Ministry of
Emergencies that a Task Force on Fires was set up, which is now working
in the region of Askeran. There are no facts of arson instigated
by Karabakh, said MP Rudik Martirossian, chair of the Committee of
Defense and Security. Evidence shows that fire began from shooting
by the Azerbaijani side. The minister of industrial infrastructures
and territorial management Armo Tsatrian said there are fires, which
started from fires that came from the Azerbaijani side. The Armenian
side grows wheat in the border area. The fires caused great damage
to the owners of these crops.

Over 165 ha of wheat burnt. Rudik Martirossian says the Fire Department
keeps the areas under crop under surveillance to organize the harvest
normally.

The reserve fund of the government allocated funds for the Fire
Department to prevent arable crops from burning. "We keep the
situation under control, we know there are facts of fires, and the
fire department prevents fires. Simply Azerbaijanis distort the
facts and this is another political ruse. It is nonsense," said
Rudik Martirossian. By the way, several years ago the NKR Ministry
of Foreign Affairs proposed setting up an OSCE Minsk Group-mediated
Karabakh-Azerbaijani format to settle humanitarian problems. The
Azerbaijani side remained indifferent.

Waal, the Caucasus editor at the Institute for War and Peace Reporting
(IWPR). The Russian Foreign Ministry made a reference to the law,
which prohibits foreigners to enter the state if it’s necessary for
the national security. As Thomas de Waal said in a conversation
with a PanARMENIAN.Net reporter, the rejection of visa is to all
appearance conditioned by his engagement in the investigation of the
Chechen problem for a long time. "Yes, I have written a book titled
"Chechnya. Calamity in the Caucasus" but it was 10 years ago. May be
I was refused a visa because I was a witness at the process of Ahmed
Zakayev’s extradition. But 3 years have passed since that time. Russia
is an unpredictable country and anything can be expected from it,"
Thomas de Waal said.

At that he underscored that this story is by no means bound with
Nagorno Karabakh. "I enjoy wonderful relations with the sides in the
conflict zone, including the Co-chairs of the OSCE Minsk Group for
the Nagorno Karabakh conflict settlement," the British journalist said.

To note, rejection of Russian entry visa bases on the law of 1996
(article 27.1) that says "Foreign citizens and persons without
citizenship are prohibited from entering Russia if it’s necessary
for the national security."
