The coordinating council of Azerbaijan on defense of rights of Ramil
Safarov, who brutally killed Armenian Officer Gurgen Margaryan,
complained of the decision of the Court of Appeal of Hungary to leave
in force the verdict of the First Instance Court, representative of
the coordinating council, Azerbaijani MP Azay Ghuliyev told
Day.az. Ghuliyev said the council considers the verdict `biased and
prejudiced and intends to appeal to the Supreme Court of Hungary and
the European Court of Human Rights.’

The criminal’s father, Sahib Safarov declared that such verdict could
be expected. He expressed dissatisfaction with the Azerbaijani
Ministries of Defense, Justice and Foreign Affairs, saying that these
`failed to undertake any measures to defend Ramil.’ `I think this
verdict was not against my son, but against Azerbaijan as a whole,’ he
said.

Let us remind, that on February 22 the Court of Appeal of Hungary left
in force the verdict of the First Instance Court to sentence Ramil
Safarov to life imprisonment without the right of pardon for 30 years.

February 20 in the UK House of Commons the RA Ambassador to Great
Britain Vahe Gabrielyan met with members of both chambers of Parliament
and representatives of the British Armenian community.

RA MFA Press and Information Department informs that the meeting was
dedicated to two proposals to hold discussions on the blockade of
Armenia by Turkey and the Armenian Genocide in the British Parliament.

The suggestion to hold a discussion on the Armenian Genocide was
submitted by Conservative MP Bob Spink. Up to now the suggestion has
been supported by 68 Deputies. The proposal denouncing the blockade of
Armenia has been submitted by Laborite Nia Griffit. 66 MPs supported
the initiative.

In his speech Vahe Gabrielyan thanked members of the British Parliament
for their activity in the direction of recognition of the Armenian
Genocide and lifting of the blockade. The Ambassador thoroughly
presented Armenia’s stances on the normalization of Armenian-Turkish
relations, urging on British MPs to make best use of their ties with
Turkey to help open the border and establish relations.

Paata Davitaia, leader of the political movement "We, Ourselves" is
calling on the Georgian Ministry of Foreign Affairs (MFA) to send a
note of protest to the parliament and the government of Armenia.

Davitaia is anxious about videos broadcast by the Rustavi 2 TV
Company, showing an MP of the Armenian parliament stating that Georgian
authorities aren’t sparing any efforts to prevent a Georgian-Armenian
clash in the province Samtskhe-Javakheti.

In addition, the Armenian MP declared that the Armenian population
would defend its own interests in the Javakheti area stronger than
the Abkhaz people have done in Abkhazia.

"The Armenian population of Javakheti are our brothers and such
statements only hurt Georgian-Armenian relations," Davitaia said.

He stressed that "comparison with the Abkhaz People is not appropriate,
because the Abkhaz people are one of the peoples of the Georgian
State and Abkhaz territory belongs to both Abkhaz and Georgians."

125 kg of steady radioactive substance has been found on Georgian
vessel which arrived in Novorossiysk. This information has been spread
by Russian news agencies.

Georgian ship was transporting cars. Russian Customs’ Service
officers had discovered six sacks full of ferrous details in one of
the autos. According to Customs’ Service information, radioactive
emanation per hour equals to 5 008 micro-roentgen. Such dimension is
664 times more than the natural radioactive limit.

Soon it became known that the owner of radioactive substance was
Armenian citizen. He directed to Moscow crossing Georgian port.

Armenian citizen states that he accidentally had found these sacks
in rubbish and took ferrous details for personal using.

The radioactive substance has been confiscated and it is already
neutralized. ‘Interfax’ announces that Armenian citizen will be fined
and if his accusation on contraband is proved he will be sentenced
to imprisonment.

358 survivors of the Armenian Genocida reside in Armenia
today. Armenpress was told from RA Social Security Fund that as of
July 1, 2006 there were 410 Genocide survivors.

It’s worth mentioning that starting January 1, 2007 the financial aid
to Genocide survivors increased. The additional payment to persons
who were born in Western Armenia and other parts of Ottoman Turkey and
survived the Armenian Genocide has increased from 5 to 25 thousand AMD.

ST. VARTAN CATHEDRAL AND KNIGHTS AND DAUGHTERS OF VARTAN KEEP ARMENIAN
SPIRIT ALIVE

They were bound to be martyrs. When St. Vartan Mamigonian and his men stood
on the field of Avarayr in 451 A.D., they faced a Persian army vastly
superior in strength, almost four times the size. The Persians were on a
quest to squash Christianity and forcibly convert the Armenians to their
faith of Zoroastrianism.

Secular historians have the same questions for almost sixteen centuries –
why, facing almost certain annihilation, did St. Vartan and his men
willingly march off to face the mighty, Persian army?

"They went in willingly because they had Christ as their guidance. They had
as their father the Holy Gospels and as their mother the Armenian Church.
Their faith was so strong they were brave enough to go into battle," said
Maria Derderian, one of the two keynote speakers at the Vartanantz Day
celebrations on Thursday, February 15, 2007, held at New York City’s St.
Vartan Cathedral.

"But just to remember something like this is meaningless. It should be a
challenge, a call to action," she added. "The actions of the past give us a
call to continue the Armenian spirit. The same spirit in Vartan and his men
is with us now."

About 180 people turned out for the mid-week program and dinner, organized
by the Diocese and the Mid-Atlantic Chapter of the Knights and Daughters of
Vartan. The speakers were two young people active in the life of the
church.

Derderian, a member of the St. Sahag and St. Mesrob Church of Wynnewood,
Pennsylvania, has served as the chair of the Armenian Church Youth
Organization of America (ACYOA), an Oriental Orthodox youth group, and will
graduate from the St. Nersess Armenian Seminary this spring.

RELATED ROLE MODELS

The other keynote speaker of the evening, Gregory Andonian, is the current
chair of ACYOA and is in his first year at St. Nersess Seminary, after
working as an auditor for Ernst and Young.

Originally from the St. Gregory of Narek Church of Cleveland, Ohio, he is
working towards ordination as a priest. It is a journey that started from
his parents physically forcing him to sing in the choir and attend services,
even when he did not want to go.

"I didn’t realize what they were doing for me is something of utter
importance," he said. "They were building a house upon the rock. That’s
what the Armenian Church has done for me."

"Why is this important? Why did my parents do this for me," he continued.
"They remembered Vartan and they knew that it takes great faith to
persevere; and that we will be called upon to defend our Church and faith."

Archbishop Khajag Barsamian, Primate of the Diocese of the Armenian Church
of America (Eastern), told the crowd that both young speakers were
illustrations of the importance of family involvement in the church.

"They represent the best of the Armenian-American youth today. But we have
many young people like Greg and Maria, who are involved and devoted to their
faith and heritage," the Primate said. "And the reason why is very clear.
Their families not only go to church on Sundays. They also push their
children and become role models for their children. They practice their
Armenian Christian spirit at home."

"It is important for people to not only tell children to go to church, but
they themselves have to hold the hands of the child and walk them into the
church," the Primate continued. "And we must teach our children at home and
then bring them to church so our church and homes are together in one
spirit, creating a wonderful future for the Armenian people, the Armenian
community, and our church."

HONORING THE LEGACY

Vartanantz Day, which falls on the Thursday before the start of Lent, is a
way to bind the next generation to the past.

"We remember Vartan and all his soldiers who died for their faith and their
country," the Primate said. "It gives us the opportunity once again to
remember why they died. It is clear they died for our lord Jesus Christ.
They understood who Christ was and what Christ meant to the Armenian people
and the world."

The day’s activities began with a badarak in New York City’s St. Vartan
Cathedral celebrated by Fr. Aren Jebejian, pastor of the St. Gregory the
Illuminator Church of Chicago, Illinois. The program, organized by Fr.
Mardiros Chevian, dean of the Cathedral, and the Grand District
Representatives of the Knights and Daughters of Vartan Mid-Atlantic Chatper,
Hirant Gulian and Ani Minnetyan, with Sam Azadian, the Mid-Atlantic
Interlodge Chairman. It included a performance by students form the
Diocese’s Khrimian Lyceum.

Those gathered for the program agreed that the church and community need the
strength of young people such as the two keynote speakers.

"The church needs fresh blood constantly," said Dennis Papazian, who served
as the master of ceremonies for the program. "As we pass our identity on
from generation to generation, it is important to see up and coming young
people take an active interest."

YEREVAN, February 19. /ARKA/. The "Prosperous Armenia" party will
protect the rights of small and medium businesses, the leader of the
party and Armenian’s Parliament member Gagik Tsarukian said at the
3rd special congress of the party.

According to Tsarukian, supporting small and medium enterprises will
contribute to the economic balance.

"If everybody will have his job and will be able to provide his family
a worthy living, than the state will manage to meet any challenge. That
nation having strong families is a strong nation," Tsarukian said.

He considered the stable growth and economic development in industry
and agriculture among the priorities of its party.

The "Prosperous Armenia" party was founded in April 2004. Currently
the party has more than 400,000 members, 41 territorial structures
and 526 local offices in Yerevan and Armenia’s regions.

According to the local analysts’ estimates, the party stands a
good chance to obtain seats in Armenia’s Parliament of the new
convocation.

Qatar: Suspended Sentence For Gold Thieves

A UKRAINIAN man (37) and an Armenian woman (56) have been given a
one-year suspended sentence after they were found guilty of stealing
gold worth QR55,670 from a shop in Doha last year.

The third accused, a 35-year-old Armenian woman, was cleared of the
charges as entry stamps in her passport showed that she arrived in
Qatar on a tourist visa on September 16, 2006, two days after the
theft took place.

The two convicts were awarded a similar sentence some two months ago
in another theft case, and they are still facing more charges in gold
theft cases.

Basel Jawad, a spokesman for the Armenian community in Doha, said
that the police had accused the group of stealing a total of 2.5kg
of gold in four cases.

While issuing judgment, the court mainly relied on the confession of
the Ukrainian man who said he was the mastermind behind all the four
thefts in Doha in September.

"His modus operandi was to put gold chains in his pocket while the
shopkeeper was busy showing jewellery to the female customers."

The Asian shop assistant had testified that the three accused came
to his shop on the day and he showed them gold necklaces.

capture was transferred to Bayil isolation ward #1.

Up to now Garajayev has been treated in Medical Institution for
tuberculosis patients # 3, sources in Justice Ministry Penitentiary
Service told the APA.

A criminal case was launched against Vusal Garajayev on Article 274
(high treasury) and 338.1 (violation of service rules) of the
Criminal case. The investigation is under way.

Garajayev Vusal Mammad born in 1988 was drafted from Balaken Military
registration Department and captured by Armenians on December 7 in
Aghdam territory. He was handed over to Azerbaijani side under
auspices of International Committee of Red Cross.

DOES CB MISLEAD PEOPLE?

The RA Central Bank has been fixing the exchange rate
of the currency since the day of its foundation.

The information on the currency rate is spread via
various organizations, commercial banks and news
reels.

All state and commercial documents update the currency
rate after learning the current exchange rate.
Throughout thirteen years of its existence, the CB has
spread news on the next day’s exchange rate just at
the turn of each working day.

Nevertheless, over the past 3 months the CB has given
information for the currency vibrations within the
same day.

While commenting on the above-mentioned innovation of
the Central Bank, Zarouhi Barsegyan, press secretary
the CB said, `Our sociological survey revealed that
the `expression the CB has fixed’ misleads people as
they sit down thinking that someone in the CB decides
the currency rate. That’s why, we changed the phrase
with the following one `these rates are fixed in the
market’. Nothing but the phrase has been changed.’

Asked why the expression changed so late or by which
legal acts it is regulated, the press secretary of the
CB said, `Our interior regulations have changed which
are confidential and cannot be divulged. Besides, the
CB has drafted a packet of legislative amendments
which the bank will submit to the RA NA in the nearest
future’.

We can only add that by this step, the CB merely
attempts to get rid of suspects and wide-spread
opinion according to which the dram devaluation in
Armenia is an artificial phenomenon and its author is
the CB.

Thus, the RA CB no more fixes the rate of the dollar;
it merely copies the rate from various exchanges,
multiples and divides the numbers and gets the average
sum which spreads in the evening.
