Two French of Armenian origin in entourage of Nicolas Sarkozy

While some thought of seeing Patrick Devedjian, former political
councilor of Nicloas Sarkozy, to become member of François Fillon’s
government, named on May 16, another Frenchman of Armenian origin,
Roger Karoutchi enters to the post of Secretary of State in charge of
the relations with Parliament, independent correspondent Jean Eckian
informs from Paris.

Roger Karoutchi, of Armenian-Jewish, born in Casablanca (Morocco) in
1951, is aggregate of History and has a Master’s Right. After a long
political career started in 1977 parallel to the creation of RPR,
political party inherited of the "Gaullism", he was a Senator since
1999. Roger Karoutchi is resolutely against the entry of Turkey in
European Union and request to the Turkey to recognize the Armenian
Genocide.

As for Patrick Devedjian, former Minister of Industry, he becomes the
Secretary of UMP on proposal of the French President. He should also
become President of the general Council of the Hauts-de-Seine area.

Turkey’s Higher Education Council (YOK), headed by Erdoðan Tezic
known for his uncompromising stance against the more conservative
sections of the society, has released a new regulation setting the
criteria for the accreditation of diplomas from foreign universities,
announced in the Official Gazette last Friday.

Article 7 of the regulation states that in the event that students’
institutions of higher learning abroad include courses that "are
not related to the curriculum of their major and which violate the
fundamental principles of the Constitution of the Republic of Turkey
or the principles and aims of stated in Article 4 and 5 of the Higher
Education Law, the diploma obtained shall not be accredited."

Star daily’s columnist Eser Karakaþ, who is also a professor at
Ýstanbul’s Bahceþehir University, referred to the regulation as a
"disaster" for Turkey’s education system. Elaborating on the topic, he
gave a theoretical example of a Turkish student accepted by Harvard
University. The student might elect optional courses from other
departments that bear no direct relevance to the field he is majoring
in and might therefore be denied a document granting his diploma
accreditation when he returns to Turkey after completing his major,
if one of the optional courses he took violated the new YOK regulation.

Referring to the bylaw as "fascist," Karakaþ further explicated that
if a student took a course dealing with the 1915 mass killings of
Armenians at the hand of the Ottomans, which Armenians claim were
tantamount to a "genocide," for a semester while he was majoring
in a completely different subject, then he wouldn’t be considered a
university graduate according to the YOK regulation. The articles of
the Higher Education Law mentioned in the regulation emphasize, among
many other principles, commitment to the revolutions and principles
of Ataturk, commitment to raising individuals who "know their duties
and responsibilities before the State of the Republic of Turkey and
act habitually according to these" or who are "creative and elite
partners of the Turkish State as an undividable whole with its country
and nation."

Karakaþ said the only understandable reason for YOK to reject a diploma
acquired elsewhere would be suspicion about the credibility of a given
educational institution. He stated that the regulation proved that YOK
has taken a stance against "skepticism" — a quality he said YOK shared
with both "religious fundamentalism" and "Kemalist fundamentalism."

Pointing out that YOK consistently denied accreditation to certain
overseas universities, Karakaþ maintained that this was understandable
because of their questionable quality. However judging whether to
grant accreditation by the content of the "elective courses" is
something entirely incompatible with the spirit of academia.

In addition to its philosophically and ethically questionable nature,
the regulation also poses legal questions. According to the regulation,
if the same university student at Harvard took an "Armenian genocide"
course because it was a requirement of his major, YOK would accredit
his diploma. However another student who took the same course as an
elective class would be denied an equivalent Turkish diploma under
the new YOK regulation.

There is no alternative to the negotiations on the Nagorno Karabakh

"The alternative to negotiations in war, and Azerbaijan must be ready
for it," the Azeri leader stated.

Ilham Aliyev noted that the economic potential of Azerbaijan is being
reinforced, great sums will enter the country, which will contribute to
political strengthening and reinforcement of the economic potential."

"Azerbaijan will never take decisions contradicting the national
interests," Ilham Aliyev said, adding "when working out its foreign
policy, Azerbaijan relies upon the people’s support."

In the course of the May 12 "Armenian Cause" conference held
in Anatolia, professor Yusuf Halacoglu, chairman of the Turkish
Historical Union, emphasized the claims on the recognition of the
Armenian genocide are directed against the Turkish state, adding that
the decisions on the recognition will never be compulsory for Turkey.

The Turkish newspapers responded to this statement by Halacoglu on the
next day. In particular, "Zaman" stated that the claims to recognize
the Armenian Genocide may not only threat Turkey, but also may split
the European Union. According to Halachoglu, this is conditioned by
the fact that Nikola Sarkozy was elected French president and this
may be quite crucial for Europe. He said that Sarkozy faced serious
confrontation, adding that his claims to refuse Turkey’s membership
may also cause big complications for the European Union.

Moreover, Halacoglu demanded that Sarkozy should give up its
determination in the issue of refusing turkey’s membership and
supporting the French bill on criminal execution for the denial of
the genocide. He also warned the French president that the rest of the
European states will accuse France of committing genocides in Algeria
and Rwanda, and this will cause a big split in the European Union.

Today at 12:00 p.m., the RoA National Assembly was provided with
quorum. Prime Minister Serzh Sargsyan presented the government
program. It is noteworthy that the former program has undergone
no changes.

Gourgen Arsenyan, the leader of the United Labour Party (ULP), made
an addressing speech and thanked the government members for joint
collaboration and partnership.

The NA Speaker Tigran Torosyan also delivered a speech and urged the
MPs to endorse the program as it proved to be fruitful.

The program was approved with 87 votes for and none against. None
of the oppositional forces showed up except for Shavarsh Kocharyan,
Aghasi Arshakyan and Aram Gaspar Sargsyan . The latter turned up at
the last moment. Aram Sargsyan listened to the program but did not
participate in the voting.

elections and we have a guideline," RA Prime Minister, Board Chairman
of the Republican Party of Armenia, told journalists on May 16 at
RA National Assembly explaining that the party’s guideline is that
"the people and European partners evaluate the next elections as
fully corresponding to European standards."

He reminded that he had stated in advance that if RPA receives 25%
and more votes in the parliamentary elections, it will consider
that the party "worked well." "We have been always modest in our
strivings," S. Sargsian assured at the same time mentioning that in
RPA that registered more results than anothers "no one, naturally,
has dizziness, no one considers that there were no shortcomings,"
of which no country’s electoral system is free.

The Prime Minister did not consider it expedient to give estimations
to the fact that as a result of parliamentary elections the National
Unity, People’s Party of Armenia and other parties will not be
represented at the parliament of fourth convocation. In his words,
"the parliament is not stretch: it has 131 seats, for which a struggle
went on and such results were registered."

S. Sargsian said that he has repeatedly stated that RPA and personally
he consider themselves "pro-Armenian forces and not pro-Russian
or pro-NATO, pro-Eastern ones." "We have always tried to implement
programs aimed at solution of security problems of our people, at
raising its living standards and in this case we were interested in
anothers’ interests as much as those forces were interested in our
interests," S. Sargsian said.

He also said that in the issue of formation of new government RPA
"is ready to cooperate with any force, any capable individual."

Yerevan, May 15. /Mediamax/. Vice-Speaker of the parliament, one of the
leaders of "Dashnaktsutiun" party Vahan Hovhannissian stated in Yerevan
today that many pro-Russian political forces did not enter the National
Assembly, and this fact reflects the moods of the Armenian society.

Mediamax reports that he also noted that the opposition lost its chance
to have a greater representation in the new parliament of Armenia.

Vahan Hovhannissian stated that the general percentage of the votes,
cast by the electors for oppositional forces, made 30%, however, the
disunity of opposition resulted in the fact that only two oppositional
parties, which gained, correspondingly, 7% and 6%, will be represented
in the National Assembly.

with S. Ohanian.

TASKS OF COOPERATIVE AIM’2007 EXERCISE ACCOMPLISHED

Major General Armen Baburjan, Chief of the Directorate of
Communications and Automated Process-Control System of the Armenian
Armed Forces, pronounced the tasks and objectives of Cooperative
Aim’2007 exercise accomplished.

According to Baburjan, Armenian communications men passed 41 tests in
Germany and 14 in Armenia. "We are convinced that our accomplishments
will be equally effective in Germany and Armenia," he said.

Brigadier General Denis L. Way, Commander of the 5th Signals Command
of the US Army, praised the Armenians for their ability to operate in
difficult conditions and for their adaptation skills. "Armenian
communications men will be able to continue cooperating with us at
the level adequate for standards of the Cooperative Aim’2007 of the
European Command," he said.

Cooperative Aim’2007m within the framework of the Partnership for
Peace NATO’s Programm is taking place simultaneously in Germany and
Armenia. One hundred and thirty communications men from Croatia,
France, Russia, Georgia, and United States participate in the phase
of the exercise run in Armenia.

Decision to Return NK Lands Should Be Made By People – Babayan

DECISION TO RETURN NAGORNO KARABAKH LANDS SHOULD BE MADE BY PEOPLE,
SAMVEL BABAYAN ASSERTS

YEREVAN, MAY 12, NOYAN TAPAN. The decision to return Nagorno Karabakh
lands should be made by the people," Chairman of Dashink Party Samvel
Babayan stated to journalists after voting at Yerevan’s polling station
N 10/24 on May 12 adding that no one has an intention to return the
lands. He also said that he does not treat seriously Azerbaijani
President’s last statements about Nagorno Karabakh problem. In any
case, in S. Babayan’s words, we should not permit worst development of
events. "We should do our best to exclude resumption of war," he said.

In response to the question how S. Babayan treats appointment of Seyran
Ohanian as Head of General Headquarters of RA Armed Forces – First
Deputy Defence Minister, S. Babayan said that he does not wish to make
any statements, as the Defence Ministry is "secrecy" for him. At the
same time, he congratulated S. Ohanian on the occasion of being
appointed and expressed the hope that "every person will work on its
place."
