French President voices support to Kosovo independence

/PanARMENIAN.Net/ French President said Friday France would support
Kosovo’s independence, adding he hoped it would happen "at the right
moment."

The breakdown earlier this week of talks between ethnic Albanians
demanding independence and Serbs seeking to keep the province raise
the likelihood Kosovo will declare independence from Serbia
unilaterally at some point after Dec. 10.

Sarkozy said he did not consider the date as a firm deadline and said
he hoped the province’s leaders would not act hastily making a
declaration of independence.

"We hope it will be done at the right moment," Sarkozy said during a
Franco-Italian summit in the Mediterranean city of Nice. "If we have
to give it a few more weeks to calm down the situation and get to that
result, to France that seems preferable."

Italian Prime Minister Romano Prodi echoed the French position, saying
time is needed to prepare Kosovo’s independence.

Serbia has threatened to impose an economic and travel blockade if
Kosovo’s leaders make good on their pledge to break away – stoking
concerns of renewed unrest. Serbia, however, has also promised to
refrain from violence, the IHT reports.

Yerevan, December 3 /Mediamax/. Ministry of Finance and Economy of
Armenia is carrying out a program on reformation of the sphere of
business accounting, which is aimed at securing its correspondence
with international standards.

As Mediamax was told in the press service of the Ministry of
Finance and Economy, within the framework of the program, official
translation of international standards of financial accounting
will be realized, which will allow by means of legislative changes
securing the correspondence of standards functioning in Armenia with
the international requirements.

Prior to the start of translation work, there was the corresponding
agreement signed between the Ministry of Finance and Economy of
Armenia and the International Accounting Standards Board (IASB/IASCF).

In the process of realization of the program, the Ministry of Finance
and Economy of Armenia is also cooperating with the U.S. Agency for
International Development (USAID).

South Caucasus Peter Semneby will be visiting Armenia November 19-20,
a PanARMENIAN.Net reporter came to know from Mr Semneby’s office. The
details of the visit are not furnished yet.

Peter Semneby last visited the region in September 2007. However,
his planned trip to Nagorno Karabakh did not take place. "EU Envoy’s
visit to Karabakh should not become a subject of debate," he said
when commenting on reports claiming that the visit was frustrated by
Baku’s demands to tour Karabakh via Azerbaijan but not Armenia.

city of Antalia. Eighteen young chess players will represent Armenia
in five age groups (10, 12, 14, 16 and 18-years-old).

"We are proud that the Armenian Central Bank renders technical
consultation in issues related to Central Bank and we consider that our
partnership develops well," Nut Velink, president of Netherlands Bank,
told a discussion with the Armenian Prime Minister Serzh Sargsyan
yesterday. He also praised the relations between Armenia and the
Netherlands saying they are warm and friendly.

Nut Velink spoke about his impressions from the discussions in
Armenia. He said he is impressed by professionalism, abilities and
knowledge of those with who he had talks.

During the meeting, the president of the bank and the Armenian prime
minister discussed further cooperation, the possibility of Armenia
to become a financial center and about steps to its realization.

TV Stations Are Still Deciding

By 19 November TV and radio stations should define the amount of the
fee for the pre-election presidential campaign.

The Council of the Public Television and Radio Company have already
defined the amount of the fee. Thus, 1 minute of broadcast on the
National TV is 80 thousand drams and on the Radio 20 thousand drams.

We should remind that during the NA elections 1 minute of political
advertisement on the National TV was 80 thousand drams. "A1+" tried to
find out what prices the independent TV stations have defined. "H2"
TV Channel responded: "We will broadcast the amount of fee when we
decide it".

"Armenia", "Yerkir Media", "Kentron" TV channels have not discussed
this issue yet. "Yerevan" TV Channel said that they haven’t set up the
amount of the fee and will hardly make a decision on this issue. "We
should organize a session and decide to get engaged in the political
activities or not".

According to the notification of NKR CEC, on January 13th,2008 in
Hin Taghlar of Hadrut region and in Dadivank of Shahumian region
elections of communities’ heads will be carried out. The forms of
minutes of the results of elections’ vote, the forms and exposition
of ballot-papers will be conformed to the additions and alterations
of the new electoral Code. By the information of the chairman of NKR
CEC S.Nassibian, these works will be realized on account of economy
of the sums assigned to the elections of local authorities. Let’s
inform, that coming days electoral cautions of the candidates will
be paid back, who polled 5 per cent and more votes in the elections.

About 500 thousand drams will be put into state budget.

The Central Bank of Armenia (CBA) has put into circulation the
commemorative silver coin "Capricorn." The CBA press service reports
that the coin has been issued under the international numismatic
program "Signs of the Zodiac." A total of 12,000 coins with the
nominal value of 100 AMD have been issued.

Armenia’s National Emblem is embossed on the coin, with the inscription
"100 DRAM" embossed in Armenian and English under it. The year of
issue – 2007 – is above the National Emblem. The expression "REPUBLIC
OF ARMENIA" in Armenian and English is embosse along the circumference
of the coin.

The sign of Capricorn is embossed on the center of the reverse.

The coin has been minted by the Mint of Poland. The outlines were
designed by Ursula Valenazh.

WASHINGTON’On Nov. 5, after meeting with President Bush, Turkish Prime
Minister Recep Tayyip Erdogan gave a speech at the National Press Club
in Washington, speaking mainly of U.S.-Turkish relations, the Kurdish
issue and the Armenian Genocide Resolution, H.Res.106.

In his speech, Erdogan said that `it is sad for us to see’ the
introduction of a resolution that `renders legitimacy to the so-called
Armenian genocide.’ He stressed that the resolution `has the potential
to deeply damage our strategic relations and it is important to ensure
that is not discussed on the floor of Congress.’

`In fact, these Armenian allegations which are being kept constantly
on the agenda in various countries have not been proven historically
or legally,’ Erdogan continued, repeating his call for a joint
historical commission to examine what happened to the Armenians in
1915. When Erdogan suggested the idea of a `joint commission’ in 2005,
the International Association of Genocide Scholars (IAGS) sent him an
open letter which read: `We are concerned that in calling for an
impartial study of the Armenian Genocide you may not be fully aware of
the extent of the scholarly and intellectual record on the Armenian
Genocide. ¦ We want to underscore that it is not just Armenians who
are affirming the Armenian Genocide but it is the overwhelming opinion
of scholars who study genocide: hundreds of independent scholars.’

Yet, at the National Press Club this week, Erdogan said he was sure
there was never a genocide of the Armenians. `What took place was
called deportation,’ he said. `That was a very difficult time. It was
a time of war.’

The Armenians, he argued, were provoked by other countries to rebel,
leading to Ottoman Turkish government’s decision `to start deporting
the Armenian citizens to other parts of the Empire.’

To show how well the Armenian deportees were treated, Erdogan’who made
no reference to the killing of any Armenian’went so far as to say that
the Ottoman government even provided the Armenians with pocket
money. `¦And we have documents in our archives which attest to this
fact,’ he said.

`There are all sorts of instructions about how people should be sent
from one area to another, how much money is to be paid to them as
pocket money as they travel. Those who counter [our thesis] must come
up with their own documents, but there are no documents that they can
show,’ he charged.

A Leading Turkish Historian Responds

The Armenian Weekly contacted Turkish-born historian and sociologist
Taner Akcam, professor of history at the University of Minnesota and
author of A Shameful Act: The Armenian Genocide and the Question of
Turkish Responsibility, to comment on Erdogan’s allegation.

`I haven’t seen any single Ottoman document that shows that money was
given to Armenians,’ Akcam said. `It is, indeed, true that the central
government sent money to the regional authorities to cover the
expenses of the deportations. Part of the revenues from plundering the
possessions of the Armenians and auctioning them was used by the
government to finance the deportations.’

Furthermore, Akcam said, `There is ample evidence that in the Eastern
Anatolian regions like Eskishehir, Afyon and Konya, Armenians were
partially `transported’ by train and were made to pay for their own
tickets.

judo tournament with the participation of 8 leading sportsmen from 11
countries (60, 66 and 81-kg weight categories) will start at Yerevan’s
Alexander Spendiarian Opera and Ballet Theatre at 4 p.m. on November
10. The President of the European Judo Union Sergei Soloveychik will
arrive in Yerevan in connection with the tournament. The president
of the International Judo Federation Marius Vizer is also expected
to arrive in Yerevan.
