RA President Robert Kocharyan is assured that a person, who declares
that Azerbaijan is Armenia’s only link with the outer world has at
least very dim notion of geography. Turning to the above mentioned
statement of presidential contender Levon Ter-Petrosyan, President
Kocharyan told reporters that the ex-President probably said it
deriving from the fact that in Soviet times 85% of cargoes were
transported to Armenia through the territory of Azerbaijan.

"However, those were the routes of interior trade and interior cargo
shipment of the USSR, and Armenia was not a subject of foreign trade
at that time. This shows also that some people are not aware of the
structure of today’s foreign trade. Of course, Azerbaijan is not that
important for Armenia in its trade with Europe, the US and many other
countries. We carry out the trade with Russian via Georgia or the
Black Sea in the form of ferry communication," Robert Kocharyan said.

The President suggested to look at Levon Ter-Petrosyan’s statements
form another perspective. "Currently negotiations on the Karabakh
conflict settlement are underway, and the Azeri side feels somewhat
giddy connected with the oil factor, and deriving from oil expectations
it is trying to toughen its position. The first President declares
that Azerbaijan possesses not only the privilege of oil but also
that of favorable location and is the only way for Armenia towards
the outer world. And if the knowledge of geography is one the
same level in Azerbaijan, it’s clear that they will try to further
toughen their position on the Nagorno Karabakh issue. In general,
Levon Ter-Petrosyan’s attitude and love for Azerbaijan is becoming
unhealthy and raise many questions and doubts," Robert Kocharyan added.

YEREVAN, JANUARY 31, NOYAN TAPAN. In the 2008 presidential elections
the election campaigns of Serge Sargsian and Levon Ter-Petrosian
proceed on the ideological plane. Vahan Dilanian, the Chairman of the
Research Center for Civil Developments, expressed such an opinion at
the January 30 press conference. In his opinion, L. Ter-Petrosian’s
ideology is close to the liberal-democratic system of values and that
of Serge Sargsian to Nzhdeh’s teaching.

V. Dilanian said that Levon Ter-Petrosian’s return called forth
an opinion in society that the "western factor" is involved in
it. However, according to the analyst, a question emerges, how much
realistic is the willingness of the United States to repeat a "colored
revolution" in Armenia, as countries having done a "colored revolution"
did not justify themselves, an instable situation was formed there. The
interest of the United States in S. Sargsian and in Armenia in general
is also questioned, as Russia’s domination is noticed in Armenia.

According to V. Dilanian, both candidates keep to their old views
in the issue of foreign policy. In particular, L. Ter-Petrosian
does not consider the issue of the Armenian Genocide a priority of
foreign policy. And lately S. Sargsian has said in his interview to
the Los Angeles Times newspaper that the adoption of the resolution on
Genocide by U.S. Congress is rather a national than a foreign political
issue. "In fact, a contradiction is noticed in S. Sargsian’s foreign
political position," he said.

In V. Dilanian’s words, migration continues under both the former and
the current authorities. If its current rates preserve, soon from a
social threat it will become a military-political threat.

YEREVAN, JANUARY 31, NOYAN TAPAN. According to the preelection survey
held on January 25-27 by the Sociometer sociological center in the
RA regions, 67% voters are ready to vote for Prime Minister Serge
Sargsian. Aharon Adibekian, the Head of the center, said at the
January 31 press conference.

According to the data published by him, 9% voters will vote for Artur
Baghdasarian, the Chairman of the Orinats Yerkir (Country of Law)
party, 6% for Levon Ter-Petrosian, the first RA President, 3% for Vahan
Hovhannisian, a member of the ARFD Bureau, 2% for Artashes Geghamian,
the Chairman of the National Unity party, 1.5% for Vazgen Manukian,
the Chairman of the National Democratic Union party.

Three candidates, Tigran Karapetian, the Chairman of the People’s
Party, Aram Haroutiunian, the Chairman of the National Consent party,
and non-partisan Arman Melikian taken together have received approval
of 0.7% voters. According to A. Adibekian, the number of voters, who
have not decided yet for whom to vote, made 10.5% of the respondents.

A. Adibekian also said that the survey held in the regions was
ordered by two forces, one of which is S. Sargsian’s preelection
headquarters. A. Adibekian preferred not to publicize the name of
the other. According to him, Sociometer will hold a similar survey
in Yerevan on February 1-3.

According to A. Adibekian, the data published by him cannot orient or
disorient the voters, as "Sociometer’s image has a zero influence on
the people." In response to the question "And do you yourself believe
the results of the surveys conducted by you?" A. Adibekian said:
"Sociology is not religion to believe it or not: you can just accept
sociological data or not."

exploiting soviet-era defense technology, including MIG-29 jets used
for air border defense," said Alekper Mammadov, head of the center
of democratic civil control over the armed forces.

On January 28, MIG-29 crashed during a training flight, killing both
pilots – Fahreddin Askerov and Afghan Aslanov.

Earlier, MIG-29 jets also crashed in Russia, Malaysia, Peru, Slovakia
and Armenia.

"The crash was caused by some technical faults but not incompetence of
the pilots. Incidents in some states prove spoilage in production,"
the expert said adding that the parachute ejector mechanism was
apparently out of order.

Azerbaijani Defense Ministry’s spokesman Eldar Sabiroglu said that
it’s incorrect to put forth versions unless the flight recorder is
found, Trend reports.

Georgia May Annul Armenian Cargo Transit Discount From March 1

/PanARMENIAN.Net/ From March 1, 2008 Georgia will annul discount for
the Armenian cargo transit. The decision is explained by the fact
that the discount was given to the Armenian company but not to the
RZD (Russian railways), the concessionaire of the Armenian Railways,
ÀRMENIA Today reports quoting a reliable source.

January 26 Director General of the Georgian Railways Irakli Ezgubaya
assembled a conference to inform the Armenian side of the decision to
rescind the operating 17% discount for liquid cargo and 22% discount
for dry cargo, the source said.

The rail line with Georgia is the only truck connecting Armenia with
the outer world. Using the circumstance, Georgia offered rather low
discount to Armenia as compared to the other states. For example,
the transit cargo discount for Azerbaijan reached 50%.

The RZD won the tender on 30-year concession of the Armenian Railways
with a possible prolongation for 20 more years. The company intends
to make investments totaling from $570 million up to $2,15 billion.

Tomorrow evaluating and testing center starts accepting the
applications of the pupils who wish to continue their studies at
universities. The applications concern to the following subjects only:
Mathematics, Foreign Language (English, French, German, and Russian)
and Armenian language and literature.

According to the Ministry of Education and Science, the pupils
finishing the school in 2007-2008 apply in their schools, but those
who finished last years can get information from education department
of their region.

The applier should transfer 1500 ARD for each subject on 160481 037341
account in "VTB Armenia" bank. The ticket should be past with the
application list. The following appliers are discharged: demobilized,
I and II group, and till 18 years old unables, children of soldiers
died during RA protection war, people without parents’ care till 23.

The appliers should hurry as the deadline of the applications is
March 16, 2008.

"Your polling stations remind me a railway station" , announced Mr John
Prescott, Head of the pre-election delegation of the Parliamentary
Assembly of the Council of Europe at the NA during the meeting with
journalists. He was astonished by the advantages our Election Code
grants. Mr John Prescott noted that he could not imagine 35 people
in a polling station – members, observers, proxies, voters. "Only
members of commission and voters have the right to be present in
our polling stations", said Mr Prescott. He presented the results of
their observation mission, which almost concurred with the interim
report of the OSCE/ODHIR.

PACE observers find: "Genuinely democratic elections, and the
legitimacy of their outcome in the eyes of the people, depend on a
high level of public confidence in the electoral process. In that
respect, the delegation is concerned with the apparent lack of
trust in the electoral process, including in the impartiality of
the legal complaints and appeals process, expressed by a number of
interlocutors. It therefore strongly recommends that the authorities
take all necessary measures to ensure the public confidence in the
electoral process, especially with regard to the secrecy of the vote
and the transparency of the counting and tabulation processes".

"The delegation regrets the clearly imbalanced media coverage on most
broadcast media, including public television, before the official
campaign period".

"The delegation heard several complaints that the current Prime
Minister, who is a Presidential candidate, would have unfair campaign
advantages as a result of his decision to maintain his position as
Prime Minister during the campaign period. While recognising the
legality of the current Prime Minister to continue his functions
despite being a candidate, it adds to the responsibility of the
government to avoid any perception that administrative resources are
abused in favour of, or against, any particular candidate".

Mr John Prescott noted that the problems registered during the
parliamentary elections should be overcome and noted that posted
protocols were torn away quickly, thus: "The delegation hopes that
the technical problems then encountered have been overcome and
recommend that the CEC sets a minimal timeframe during which the
results protocols have to be publicly posted at the polling stations".

The European observers also noted: "The Election Code ensures a
balanced composition of all election commissions, but it was noted that
this balance was not reflected in the composition of the leadership
troikas of the Territorial Election Commissions. The delegation hopes
that this imbalance will not be repeated at the level of the Precinct
Election Commissions".

"The delegation welcomes that, till now, the election campaign has
taken place in an open and unimpeded climate, but took note of reports
by some candidates about their difficulties in obtaining campaign
offices in some regions".

"The delegation is confident that the authorities will address the
concerns of the delegation and will continue its efforts to organise
fully democratic Presidential Elections that will have the full
confidence of the Armenian people".

The European observes have met Robert Kocharyan, Chairmen of the NA
and the Constitutional Court, Head of the Armenian Delegation to PACE,
Ambassadors of European structures, representatives of mass media
and NGOs, as well as 8 presidential candidates, but did not mention
their names.

To the question whether Mr Prescott had met Levon Ter-Petrosyan and
whether he was aware that two criminal cases were lodged against his
supporters, Mr Prescott responded that they could not interfere in
the case, since it referred to the RA law keepers.

The results of the monitoring the observers will hand over to the group
of 30 observers, who will arrive on 18 February and are responsible
for the observation of the whole election process. The final report
is due in two months after the presidential elections.

The State Commission for Fair Economic Competition has summed up the
findings of the monitoring of prices before and after New Year.

The monitoring of consumer goods lasted from December 15, 2007 to
January 15, 2008.

According to the conclusion of the commission, the prices of 30 kinds
of goods (46 brands) were monitored. The retail price of 19 brands
did not change, whereas the prices of 26 brands, including butter,
cheese, eggs, vegetable oil, meat products went down by 0.1 to 9.7
per cent. At the same time, the retail price of 11 brands went up by
0.4 to 3 per cent, the prices of 4 brands went up by 12.6 pe rcent,
including bananas, sausages, rice.

and opening campaign headquarters’, first president of Armenia,
presidential candidate Levon Ter-Petrosyan, told his supporters in
front of his campaign headquarters in Avan community, Yerevan.

The ex-president’s suppoprters say the headquarters was opened in
Avan community with delay because an MP representing Avan community,
a member of the ruling Republican Party of Armenia Council Ruben
Hayrapetyan, created obstacles to them. ‘Today, we made a tour of
the city by cars. A similar more large- scale tour of the country is
expected after our victory in the presidential election. We complete
our today’s procession just in Avan to show that no one is able to
create obstacles to legal campaigning,’ L. Ter- Petrosyan said.

president, a presidential contender Levon Ter-Petrosyan in the town of
Tallinn.

The Public TV of Armenia showed the scuffle of the ex-president’s
supporters with the local residents at the pre-electoral meeting in the
town of Tallinn in the new programme. Just after a number of speeches
of Ter-Petrosyans adherents, an outcry was heard from the crowd saying
that the first president is not so much waited in this town, after
which a scuffle happened which lasted for several minutes. Despite the
scuffle, the public speaking of the first president took place
nonetheless.
