Yerevan /Mediamax/. Head of the Jewish community of Armenia Rimma
Varzhapetyan told Mediamax today that she considers the fact of
using the Israeli flag at the rally of Ex-President Ter-Petrosian’s
supporters a "provocation".

"I received many phone calls today concerning this and this is why I
ask you to inform that the Jewish community of Armenia has nothing
to do with that, this is a provocation", Rimma Varzhapetyan told
Mediamax agency.

The other day, the Armenian TV channels showed shots from the rally
of Ter-Petrosian’s supporters, where very close to the platform,
the state flag of Israel was flapping.

Yerevan /Mediamax/. The press service of the Ministry of Trade and
Economic Development stated today that three employees of the Ministry,
who signed the day before a statement on joining the "movement"
of Levon Ter-Petrosian, do not have the authority to make decisions.

Besides, the press service noted, the Head of EU and WTO Cooperation
Department Vahagn Kazarian "starting from October 29 of 2007 has not
been attending his workplace under various pretences, and the Minister
presented a petition to the Civil Service Council for carrying out
an official investigation in connection with relieving him of the
position occupied".

The Head of the Foreign Economic Cooperation and Investment Policy
Department Zohrak Hovhannissian confirmed his striving to join the
political struggle of Levon Ter-Petrosian, violating thus the law
"On civil service", as a result of which he was relieved of the
position occupied.

The employee of the Jewellery Industry Development Department Arman
Sarukhanian stated that he signed the statement, not being familiar
with its content, and as a result disavowed his signature. There is
a Commission established in the Ministry, which is investigating the
behavior of Arman Sarukhanian.

Adil Aliyev: "Kosovo is not a threat for Azerbaijan"

"Kosovo’s recognition by the United States and most Western
countries should be considered in the context of the US-Russian
inter-state counteraction. However, this does not pose any threats to
Azerbaijan the strategic partner and energy ally of the West. I think
the Kosovo precedent will not have negative influence on Azerbaijan".

The due announcement was made by MP Adil Aliyev, member of the
permanent parliamentary commission on defense and security.

"Naturally, Yerevan’s intention to link the Kosovo recognition to
Nagorno Karabakh may set a trap. This makes issue of consolidation of
national army and its equipment with modern facilities urgent.

Speaking on the talks under the auspices of the Minsk Group, he said
the activity of the group has not given any definite results through
the last few years. He explained it by the destructive position of
Armenia. A.Aliyev considers it necessary to complete the transmission
of the national army of Azerbaijan to NATO standards.

"This will be the most effective step, which would influence the
plans of the aggressive dynasty of the so called "Karabakh eagles".
Moreover, do not forget that President of Azerbaijan Ilham Aliyev has
repeatedly stated that negotiations with Yerevan is our big
concession. We are ready for concessions, but to a certain extent".

Asked whether cooperation with NATO would help the country, he said
participation in the NATO program "Partnership for Peace fully
corresponds to Azerbaijan’s national interests as of today.

"We expect more from the Minsk Group. However, the talks should not
hinder the development of the national army and the whole military
and industrial complex of Azerbaijan", he said.

Asked to assess results of presidential elections in Armenia, he said
regardless of who rules over Armenia, "we should all adhere to the
current Karabakh course of President Ilham Aliyev".

"We believe in the successful outcomes of the Karabakh policy of
official Baku. I am confident that Azerbaijani army will be able to
react properly on any military challenges. Therefore, I would like to
declare that Kosovo is not a threat to us, as it will not affect the
positions of leading states on the issue of Azerbaijan’s territorial
integrity", he concluded.

Valley family being deported after 15 years in U.S.

It was still dark outside when the Avakian clan pulled up to the
immigration office in downtown Phoenix Tuesday morning.

The family was being deported after living here in the United States
the past 15 years, "It’s heartbreaking, everyone was crying," said
Avelina Weishaous. The family entered the country without
authorization back in 1993. advertisement

They immediately applied for political asylum but were denied. In the
15 years since they lost every appeal, filed motions with the Board
of Immigration Appeals and asked the courts to intervene. Every time
they were denied.

The family is not angry and does not blame anyone or any agency,
calling it an unfortunate situation, "It’s not the governments fault,
but we tried our best to help make the government change it’s mind,"
said Rosaleena Avakian.

The 13-year-old was the only family member not deported. Rosaleena is
a U.S. citizen because she was born here after her family fled
Armenia.

The U.S. government will not pay for her plane ticket because she,
unlike her parents and siblings is authorized to be here, "It’s a sad
situation for the family, but the bottom line is they do not have
proper authority to be in the country," said Vincent Picard with
Immigration and Customs Enforcement. Rosaleena will stay with friends
during the week and family on the weekends until she can afford to
fly back to Armenia with her family.

Relatives here in Arizona plan to open an account to help pay for the
ticket. They hope to raise enough money to buy a ticket within the
next couple of months.

Kosovo vs. Nagorno Karabakh, or a small reticence of the United
States

Declaration of Kosovo’s independence and recognition of a new state
in the Balkan peninsula became the most important event of this week,
which divided the world into two parts. It is not a secret to anyone
that the two poles are headed by the United States and Europe from
the one side and Russia from the other.The word "precedent" is used
more frequently by political scientists and politicians.

It should be reminded that it was Russian President Vladimir Putin
who declared the universality of the Kosovo model of conflict
resolution during the meeting with German chancellor Angela Merkel on
January 21 od 2007. It was followed by numerous indignant
announcements by officials of the United States, European Union and
international organizations on uniqueness of the situation in Kosovo
and inapplicability of the resolution model to other conflicts.
Moscow and pseudo-formations, it controls, in Moldova, Azerbaijan and
Georgia rebutted the arguments of the West, accusing it of double
standards and insisted on adoption of the Kosovo variant as a
precedent.

Armenian diplomats were notable for understanding the senseleness of
disputes with the West and at the same time, not willing to give up
the dream of recognition of the Kosovo model as an international
precedent. At the same time, Armenia, faring the reaction of its
Russian supporters, is willing to recognize the Kosovo independence,
to equate the situation in Kosovo and Nagorno Karabakh.

Vardan Oskanyan’s attempt to interpret the thesis of the absence of
precedent, is an attempt to preserve the image before the West and
the internal audience.

It should be noted that Azerbaijan behaved independently, unlike
Armenia, by not recognizing Kosovo. The matter is not about the fare
to have the same destiny as Serbia. Baku has stressed its adherence
to the international law and demonstrated the observance of
principles, rather than striving for satisfaction of allies and
partners on energy security and combat with international terror.

Returning to the chronology of a dispute around the Kosovo model, the
sensational announcement of V.Putin, made in the Kremlin on February
14, should be singled out.

He criticized western countries for double standards and put the
unrecognized Abkhazia, South Ossetia, Transdniestria and Northern
Cyprus (the Turkish republic recognized only by Turkey) into the one
and the same list. Nagorno Karabakh was not mentioned among them.
What does it mean? Does it mean that Nagorno Karabakh has no chances
for recognition by the world in the future of its independence, or,
on the contrary, that the issue of Nagorno Karabakh has been settled
so that stopped being a problem? Taking into account that Putin’s
words were welcomed both in Yerevan and Baku, it should be supposed
that the answer to the question is not monosemantic.

The US Embassy to Azerbaijan has made an odd announcement, which
requires a detailed text analysis, on February 19, the 20th
anniversary of the well known session of the Oblast committee of the
Nagorno Karabakh Autonomous Oblast. The announcement starts with an
optimistic note, assuring Azerbaijan that "Kosovo differs with its
specifics and does not set a precedent for other regions, including
Nagorno Karabakh. Yet it is followed by sentences, containing a
subtext which is dangerous for Baku). The announcement says that
"Kosovo is regulated by provisions of a special resolution
(resolution 1244 of the UN Security Council), adopted for assistance
to the definition of the future status. The resolution also envisions
possible independent status of Kosovo via political processes".

At the same time, the statement says regarding Nagorno Karabakh: "Our
policy remains changeless. The United States, recognizing the
territorial integrity and sovereign rights of Azerbaijan, supports
peaceful and coordinated resolution of the conflict. At the same
time, we would like to declare, that the future status of Nagorno
Karabajkh should be defined by way of international talks".

The future (now established) status of Kosovo,settled by means of
political processes and the future status of Nagorno Karabakh,
defined by way of international talks… What is the difference?

Considering that resolution 1244 of the UN Security Council also
implied preservation of the territorial integrity of Serbia (we have
become witnesses of how the world treats promises and resolutions and
being aware of the status of the autonomous region set by these
political processes, it is only to ask what is a difference between
"political processes" and "international talks" and is it guaranteed
that the announcements on recognition of the territorial integrity
and sovereign rights of Azerbaijan will not be affected by
"international talks"? Will there appear a person who will put a
document, terminating international resolutions, on the table of
negotiations within 15 years? Unfortunately, no one can guarantee it.

In conclusion, the authors of the announcement almost threaten that
"all attempts of military resolution or a resolution, beyond the
compromise, may pose a threat on stability in the Caucasus region".
This should be interpreted as follows: the military resolution is
declared by the OSCE Minsk Group co-chairs to be illegal and invalid
and in case of absence of compromises (which is more likely to be
expected) the final resolution on the status of the province will be
worked out by means of INTERNATIONAL (not bilateral) talks and
presented to both presidents. This means that the resolution will be
adopted by superstates and in conditions of predicted absence of
compromises on the micro-level, it will be imposed on sides. The same
occurred with the Akhtisaari’s plan. Calming Azerbaijan down with
announcements on recognition of its territorial integrity and
inapplicability of the Kosovo scenario to Nagorno Karabakh, none of
the co-chairmen has ever announced that the future status of this
occupied land will be defined in the framework of Azerbaijan’s
international borders!

Gradually, Baku’s suspicions were raised by official representative
of the US Department of State, Schon McCormack, who did not mention
Nagorno Karabakh in his notifications to Russia regarding comparison
of Abkhazia and South Ossetia with Kosovo, noting that any
comparisons "develop separatism in these regions". Such an attitude
can partially be explained by the fact that Vladimir Putin did not
mention Nagorno Karabakh answering the question of a German
reporterfive days ago. What will occur if Putin had mentioned it?
Would McCormack spread this separatism feature on this province? It
is difficult to answer, however, it should be reminded that the
representatives of the US Department of State have never called the
regime in Khankendi as separatist, whose strivings should not be
encouraged.

Punning and Americans’ constant avoiding of clear answer create the
atmosphere of reticence between the two partners on strategic
cooperation. A small reticence can further lead to great distrust in
the future. Washington should understand that these insignificant
details do not stay unnoticed by Baku.

YEREVAN, February 22. /ARKA/. National Statistical Service of Armenia
says referring to Armenian Police Department’s figures that 289
economic offences have been committed in Armenia over the period
between January and December 2007. This is 7.7% smaller number than
that of 2006.

According to statistical report, 57 cases were banknotes and securities
forgery. This figure is 9.6% greater than that of the previous year.

The report says 232 cases were other crimes against economic activity
(11.1% less than in 2006).

Around 15,000 opposition activists rallied in the centre of the
Armenian capital Yerevan on Friday on a third day of protests against
alleged voting fraud in the ex-Soviet state’s presidential poll.

Opposition leader Levon Ter-Petrosian was due to address the
unauthorised rally, the latest in a series protesting Prime Minister
Serzh Sarkisian’s win in Tuesday’s ballot that began on Wednesday.

Protesters chanted "Levon for President" and waved flags and photos
of Ter-Petrosian as they prepared to march across the city.

At least 25,000 people rallied on Thursday and the opposition upped
the stakes by setting up a camp of around a dozen tents in Yerevan’s
Freedom Square without the required authorisation.

Protesters spent the night huddled around campfires and wrapped in
blankets against the bitter cold. They said they would protest until
Ter-Petrosian is recognised as the true winner of the election.

"We’ll sweep away the powers-that-be. We will fight to the end,"
53-year-old Razmik Safarian, one of the activists, told AFP.

Mkhitar Aslanian, 23, said: "This is only the beginning. We’re planning
a long struggle… In the end, we have to win."

During the night, volunteers handed out hot tea and pies as protesters
watched replays of past rallies and Ter-Petrosian speeches projected
on to a large screen set up in the square.

Ter-Petrosian was the country’s president between 1991 and 1998. After
leaving the presidency, he retired from politics and only returned last
year, building up a powerful campaign against government corruption.

Official results from the election gave 52.9 percent of the vote to
Sarkisian, the choice of outgoing President Robert Kocharian, who is
obliged to step down after his second term.

Ter-Petrosian, who trailed with 21.5 percent, has described the
election as "shameful," alleging that dozens of his activists were
beaten and that ballot stuffing, multiple voting and voter intimidation
were widespread.

Observers from the Organisation for Security and Cooperation in
Europe described the election as "mostly" in line with international
standards.

Kocharian hand-picked the prime minister to succeed him after
Sarkisian’s Republican Party of Armenia swept parliamentary polls
last May.

Together, the prime minister and president have been credited with
ensuring relative stability and strong growth. But critics accuse
the government of tolerating widespread corruption and cracking down
on opponents.

Analysts predict Sarkisian will follow Kocharian’s policies,
pursuing close ties with Moscow and a hawkish stance in relations
with neighbouring Azerbaijan and Turkey.

The latter two have cut diplomatic ties and sealed their borders
with Armenia over its support for Armenian separatists in the rebel
Azerbaijani region of Nagorny Karabakh.

Ankara has also been angered by Yerevan’s campaign to have the World
War I-era mass killings of Armenians by the Ottoman Empire recognised
as genocide.

Ter-Petrosian has called for a more conciliatory approach with
Azerbaijan and Turkey.

YEREVAN, FEBRUARY 20, NOYAN TAPAN. A rally of the RA presidential
candidate Levon Ter-Petrosian and the forces suppoting him took place
in the area adjacent to the Matenadaran on February 20. According
to policemen present, the number of rally participants made about
ten thousand. People thronged the area from the Matenadaran to the
Nairi Cinema. Several dozen policemen stood at the cinema, watching
the rally from a distance.

A procession to make its way along central streets of Yerevan
and end at the building of the RA Central Electoral Commission
(CEC) was organized after the rally. Member of the the
candidate’s central headquarters Nikol Pashinian appealed to the
participants not to succumb to provocation and to hold a peaceful
procession. L. Ter-Petrosian was walking in the front line of the
procession. The rally participants stopped in front of the government’s
building, chanting "Serzhik, Go Away, Levon is President". Then part
of them went to the CEC building which was surrounded by helmeted
policemen.

As of 6:30 p.m., supporters of L. Ter-Petrosian were gathering in
Freedom Square. According to N. Pashinian, the events will last until
late evening.

"Naturally there will be a statement connected with the elections. Now
we are summing up the opinions and analyses of separate units of
our structure. One thing is clear that we are defeated. We do not
accept that with pleasure but with consciously. Our political party
is that party that is able to overcome and this will be a new start,"
Armenian Revolutionary Federation Bureau member Hrant Margaryan told
reporters today at the cemetery to freedom fighters.

Asked what Dashnaksutiun will do in case of de-stability in the
country, Hrant Margaryan said: " First, we would not like such thing
to happen. Second, I believe that the authorities, law enforcement
bodies are responsible but I really do not want such thing to happen."

Margaryan mentioned that "election bribe has been a widespread and
natural happening and it seems everyone has put up with that and
Dashnaksutiun believes that it is not only natural but illegal."

Hrant Margaryan assured that organized election breaches took place
and Dashnaksutiun is studying the information now and will come up
with a statement soon.
