GOVERNMENT OF ARMENIA ELABORATES SINGLE STANDARD OF REPORTING ON DANGEROUS FOODSTUFFS IN THE CONSUMER MARKET

Government of Armenia has elaborated a single standard of reporting
on dangerous food products and food supplements and accessory food
substances, Agriculture Minister of Armenia Aramais Grigoryan declared
at the government session Thursday.

Thus, the government made a protocol pursuant to which an economic
entity having grounded doubts on the quality of certain products is
to inform the supplier and purchaser.

The application is to contain the source of information on the danger
of certain products, the time of revealing, the name of producer
or importer and a number of other data. A. Grigoryan said relevant
actions have already been taken in many European states. ‘Economic
entities informing relevant agencies and each other of dangerous
products will help revealing low-quality products and preventing such
cases in future’, he declared.

A delegation from the Turkish Foreign Ministry paid a visit
to Washington to hold a series of talks with the team of
U.S. President-elect Barack Obama and his Secretary of State Hillary
Clinton, Hurriyet daily reports.

The Turkish delegation got the impression that the administration
will advise Obama to refrain from using the term Genocide in his
annual April 24 commemoration statement.

They also delivered a message saying, in part, that "bringing the
Armenian claims to Congress will damage not only Turkish-American
relations but also the new period of dialogue between Yerevan and
Ankara."

During his election campaign, Barack Obama pledged to recognize the
Armenian Genocide if elected President.

The Armenian media states that the recent visit of Prime Minister
Tigran Sarkisian to Moscow was undertaken for one major reason, to
ask Russia for USD 200 million in assistance to help it overcome the
problems created in Armenia by the world financial crisis. Prior to
this visit Armenia widely disseminated the idea of coordinating moves
to overcome the crisis with Russia.

Armenia did not receive the money. Russian Premier Putin underlined
that Russia has already invested USD 1.6 billion in Armenia. Armenia
tries to acquire assistance from the World Bank as well but this
process will take several months. There was hope in Armenia that
either plan would be successful.

The ‘We apologize’ campaign (before Armenians) was replaced by
‘We wait for apologize’ slogan in Turkey, the Turkish Haber 7 news
agency reported.

Several days ago a website was opened in Turkey. It says bout crimes
committed by the Ottoman Empire against Armenians. The ‘We apologize’
campaign is active in the website. Since a total of 5,000 people
apologized.

The anti campaign ‘We wait for apologize’ for crimes that Armenians
committed against Turks were also placed in the other website.

A retired general considered one of the most important suspects
in the trial of Ergenekon, a clandestine network with links to
behind-the-scenes intelligence units whose members are charged with
plotting to overthrow the government, refused to answer questions
directed at him by the prosecution and co-plaintiff lawyers at the
İstanbul 13th High Criminal Court yesterday in the 26th hearing of
the trial, which started in late October in the İstanbul township
of Silivri.

Veli Kucuk, a retired brigadier general believed by the prosecution to
be a higher-up in the Ergenekon organization, denied all accusations
against him, including the prosecution’s claim that he was the founder
of a clandestine, unofficial and largely illegitimate intelligence
unit in the gendarmerie, known to the public as JİTEM.

Kucuk was arrested in January. The prosecution seeks two life sentences
with no possibility of parole.

The retired general refused to respond to about 30 questions yesterday,
following the three-hour defense testimony he delivered in the
morning session.

According to the prosecution, Kucuk — who allegedly has close contacts
in the underground world, including in such organizations as Turkish
Hizbullah, the extreme-left groups Revolutionary People’s Liberation
Party/Front (DHKP/C) and Dev-Sol and the separatist terrorist Kurdistan
Workers’ Party (PKK) — plays a very significant role in Ergenekon.

In the cross-examination session in the afternoon, the prosecution
asked whether Kucuk had told journalist Talip Karlıbel, during a
meeting the two had in Germany, that "a coup d’état could be staged
in Turkey soon." Kucuk said he did not know the journalist. He also
contradicted his initial testimony to the police in which he admitted
making the statement. "I have never given such an interview in the
past," he said. He also changed his earlier testimony that he knew
retired Gen. Å~^ener Eruygur, another Ergenekon suspect. "He is
a long-time commander. We might have met at the Military House in
Fenerbahce," Kucuk said.

In response to a question from co-plaintiff lawyers representing the
Cumhuriyet daily, a bombed attack on which is suspected of being
carried out Ergenekon, on whether he had participated in a dinner
discussing the sale of the Cumhuriyet daily, he said, "I refuse
to answer."

Kucuk gave the same answer to every question asked by a lawyer
representing Å~^ebnem Korur Fincancı, the former head of Turkey’s
Forensic Medicine Council, who is also a co-plaintiff in the
case. Kucuk’s lawyer objected to the reading of excerpts from a
personal notebook kept by Kucuk, saying this would be a violation
of military confidentiality laws. The objection was sustained by
the court.

There was also brief tension between the judges and one of the lawyers,
who maintained that questions he asked that were not allowed by the
court were pertinent to the indictment.

Accusations against Kucuk

Kucuk faces 17 charges, including "founding and directing an armed
terrorist organization; inciting people to armed revolt against
the government of the Republic of Turkey; attempting to overthrow
the government by force; inciting to murder with malicious intent;
inciting to detonate explosives to create fear and panic; inciting
vandalism and being in possession of explosives illegally; seizing
and publicly disclosing confidential material; violation of the Radio
Communications law; violation of the law on protection of cultural and
natural assets; not informing authorities on the location of a convict
or evidence in a crime; attempted influence on fair justice; inciting
soldiers to disobey orders; recording private information about an
individual; supplying arms and acquiring classified information." He
is being represented in court by his daughter, attorney Zeynep Kucuk.

Kucuk denied all charges directed against him in his testimony
yesterday. "If I was trying to set up an alternative army, as is
alleged, I would have done so before retiring," he said, adding that
the army unit where he served has no relation to JİTEM. He said, "You
can’t find a single unresolved murder in the regions where I served."

Kucuk also denied any relation to the Susurluk affair — a car crash
that blatantly exposed unholy alliances and gangs in the state,
security forces and their links to the crime world for the first
time in 1996 — despite having been taken into custody at the time
of the Susurluk investigation as a suspect. He was not brought to
trial and did not even testify to a parliamentary committee on the
case at the time because a military committee of three generals
did not give permission for him to testify. The generals concluded
through their research that Kucuk was not involved in any criminal
formation. Kucuk at the time said he talked to crime world leaders,
such as Abdullah Catlı, Sami HoÅ~_tan and Sedat Peker, only to get
intelligence. However, a cell phone belonging to Mahmut Yıldırım,
a JİTEM hit man now presumed dead, had been found to be registered
under Kucuk’s name. The same phone had been called dozens of times by
crime leaders, including Catlı. The police found that the same phone
was used to call casinos belonging to Omer Lutfu Topal, a businessman
whose murder is also suspected to be linked to Ergenekon.

In yesterday’s testimony, Kucuk said he heard about the Susurluk
accident in 1996 from speaking to HoÅ~_tan and Peker. He also defended
the two infamous mafia bosses as not being leaders of organized
crime organizations.

Kucuk said he had been in the military for 41 years, noting that he
had served as a brigade commander for 11 months and was promoted to
general despite not being a senior officer. He said he had retired
from the Bilecik command in the year 2000, after which he founded
a private security company with two other people, including former
İstanbul Gov. Erol Cakır.

He also told the court that during the time he served in the Southeast,
he had made 500 copies of a Kurdish tribal leader’s essay and had given
dozens of conferences on the Kurdish question. He said he had traveled
to every village in the region to explain that the eastern question in
reality is not the Kurdish question, but the Armenian problem. "Most
certainly, somebody didn’t like that, and that’s why I’m here."

He denied knowing all but 14 of the suspects, including lawyer Kemal
Kerincsiz and Workers’ Party (İP) leader Dogu Perincek, as well as
HoÅ~_tan and Peker. "And I don’t think they are crime organization
leaders anyway," he told the court.

Kucuk said he had known and cared about Huseyin Kocadag and Sedat
Bucak, both of whom were in the car that crashed in the Susurluk
incident. Kocadag, a former police chief; Bucak, a southeastern clan
leader whose men were armed by the state to fight separatist violence;
and Catlı, an internationally wanted mafia boss, were involved in
an accident in 1996 near the small township of Susurluk while riding
in the same car. Kocadag, Catlı and his girlfriend, a former model,
were killed in the accident. No serious arrests followed the ensuing
investigation, which actually exposed, for the first time in modern
Turkish history, a gang with links to the state.

Kucuk had been suspected of links to the Susurluk gang, but he was
never tried. He refused to testify regarding Susurluk accusations.

Kucuk said there had been a long-term and well-planned effort to ruin
him. "I have never made a mistake in my life; I have never violated
the law. But I never thought the state would devise a conspiracy
like this," he said. He accused the prosecution of wanting to try
the republic of Ataturk and seeking to change the country’s regime.

He claimed that the prosecution was trying to portray people who had
not committed any crime but love their country as terrorists. "I am
proud that I am being tried in such a tragicomic trial," he said.

"This case is a campaign of slander and besmirching. I am sorry about
being a suspect in front of false accusations. This is targeting
all the institutions of the Republic of Turkey and foremost the
armed forces. It shouldn’t have been this easy to accuse people with
laughable lies. The dark mentality that has not absorbed the republic
is trying to silence those voices opposing it by using state agencies,"
he said.

He referred to all the allegations as imaginary. He said the Veli
Kucuk described in the indictment was imaginary. "The allegations
are inconsistent and illogical," he said.

He also said Tuncay Guney, an alleged former Ergenekon member
whose services were apparently also briefly used by the National
Intelligence Organization (MİT), had offered Kucuk a jeep as a
present. He also requested the court investigate why Guney’s name is
not in the indictment.

He also denied any links to an armed attack at the Council of State
in 2006, which killed a senior judge. Pictures of Kucuk standing
next to the hit man were printed soon after the attack. He said the
person in the picture was somebody else. He also denied the testimony
of secret witnesses against him in the case, sharing with the court
his guesses on the identities of some of the secret witnesses.

Eighty six suspects, 44 of whom are being held in the Silivri Prison
are facing trial in the Ergenekon case at the İstanbul 13th High
Criminal Court, being heard at a makeshift courtroom on the prison
grounds.

The speaker of the Armenian parliament Hovik Abrahamyan visiting China
said in a meeting with the president of the state council of China
Li Keqiang that the feasibility study of the Iran-Armenia railway has
been extended to China to consider participation in the project. The
speaker underscored air communication between Armenia and Chine, which
would foster economic relations. Hovik Abrahamyan thanked Li Keqiang
for the annual assistance of the Chinese government to Armenia. This
year the Chinese government has allocated 20 million yuans, and the
speaker of the National Assembly said it would be useful if in the
framework of this assistance fire extinguishing equipment and sports
equipment for schools were provided. They discussed cooperation on
tackling the global economic crisis.

GYUMRI, DECEMBER 15, NOYAN TAPAN. The idea of founding a technopark
(technocity) in the city of Gyumri (Shirak marz) with a significant
strategic intervention will become a reality, Kevin Tompstone, a
member of the working team developing the guidelines for fulfilling
the Armenian government’s initiative to turn Gyumri into a technocity,
stated at the December 12 round table on the subject "The Business
Model of Gyumri Technopark" held in Gyumri. K. Tompstone is an advisor
of Shannon International company (Ireland), former director of Shannon
Developments company and the chairman of the National Technopark.

In his opinion, there are opportunities and potential for turning
Gyumri into a technocity, although some obstacles exist as well, and it
is necessary to use a strategic rather than a stage approach and act by
a coordinated action plan in order to fulfil this initiative. During
a presentation based on his studies, the expert said that in order to
localize the experience of the Shannon Development National Technopark
in Gyumri, the efforts of state bodies: the RA Ministry of Economy,
the RA Ministry of Urban Development, Shirak regional administration
and Gymri municipality should be combined with efforts of a) business
structures: the Union of IT Enterprises of Armenia, Viasphere
Technopark, Synopsys, National Instruments, Unicomp, Microsoft,
Instigate, Armproject. Ericsson, Gyumri-based Selenit-Gold, Pul,
Arshaluys, Msho Tghek, Analitsark and Shirak Airport companies;
b) educational institutions: the Gyumri IT Center, the Turpanjian
Foundation, the Gyumri branch of State Engineering University
of Armenia (SEUA), the Gyumri State Pedagogical Institute, the
Polytechnic College, the Academy of Arts, and the American University
of Armenia; c) state bodies providing business services and structures
providing assistance to the state in this sector: the Small and Medium
Entrepreneurship Development National Center and its Gyumri branch,
the Armenian Development Agency, the Enterprise Incubator Foundation,
the USIAD-financed Competitive Armenian Private Sector (CAPS) Project,
and the Technical Library of Gyumri.

These efforts should be coordinated by the Gyumri Economic Development
Office.

K. Tompstone considered the existence of higher educational
institutions with strong academic traditions and scientific heritage
in Gyumri as a positive circumstance, however, considerable and
efficient investments in buildings, infrastructures and research work
will become the guarantee of the technopark’s success, while the high
speed Internet at reasonable prices is necessary for attraction of
export-orientated investors. The expert expressed an opinion that the
SEUA Gyumri branch should be moved to the area of the technopark. In
general, it has been proposed locating the technopark of the technocity
in the branch’s building to be repaired, the business park – in the
building of the idle Plant of Manufacturing Machinery, while the
educational center and the special and recreational centers should
be located in "Kumayri" historical and cultural preserve and the
SEUA branch.

The use of the preserve will enable to restore and develop its urban
development environmnet. It is envisaged that the technocity will have
status of a special economic zone, and investments for its foundation
are assessed to amount to 55 million USD.

By the concept of reconstructing the city of Gyumri into a technocity
of the RA Ministry of Economy, thanks to the concept’s implementation,
tourism, ITs, engineering (modern urban development and construction
technologies), fashion and textile industry, arts, jewelry making,
craftsmanship will develop. The implementation of the concept will
give an opportunity to ensure the development of not only Gyumri,
but also other settlements in its agglomeration and turn Gyumri into
a regional development center. The experience gained in Gyumri will
be used to form a knowledge-based economy in Armenia.

In the words of the RA minister of economy Nerses Yeritsian, Gyumri
as a technocity will give first results in five years after its
formation stage and will be completely established as such in 10-15
years, according to international experience. The minister said
that agreements to set up educational laboratories in Gyumri have
been reached with the Association of Three-Dimensional Modellers of
Armenia and Sun Microsystems company. It is envisaged that in the
near future the Enterprise Incubator Foundation (EIF) together with
scientific institutions of Gyumri will conduct scientific studies with
state budgetary allocations of 40 million drams (about 133 thousand
USD). The minister informed those present that the World Bank and
USAID have expressed a willingness to assist the Armenian government
with turning Gyumri into a technocity.

During the round table, the grant programs of the scientific research
projects implemented by the indicated laboratories, as well as
the projects implemented jointly by the EIF, the U.S. Civilian
Research & Development Foundation and the RA ministry of economy
were presented. Speeches were made by the regional governor of Shirak
Lida Nanian, Gyumri mayor Vardan Ghukasian, and the deputy minister
of urban development Vatche Terterian.

Armenian President Serj Sarkisian will make a two-day official visit
in Bulgaria after an invitation by President Georgi Parvanov.

Today, the two Head of State will have a personal meeting, after
which there will be talks of the official delegations.

President Sarkisian will have a meeting at a work lunch with Prime
Minister Sergey Stanishev and will also meet the Chair of the National
Assembly Georgi Pirinski.

The President of Armenia Serzh Sargsyan signed a decree on awarding
medals to the representatives of construction organizations for
their investment, activities and personal devotion, reported the
press service of the President’s Administration.

By the decree of the President Harutyun Sasunyan of "Lins" foundation
has been awarded a medal, Edward Bezoyan for implementation of
"Road constructions," Hrayr Sargsyan for implementation of "School
construction", etc.

In the frames of "Lins" foundation projects 16 people have been
awarded letters of thank from the President of Armenia.

Corruption In Armenia Is Widespread

CORRUPTION IN ARMENIA IS WIDESPREAD

Transparency International anti-corruption center has issued a
statement on the international day of corruption which holds that
both local and international experts say corruption is widespread
in Armenia, and every sphere and institution is affected by
corruption. Corruption continues to undermine our state, economy
and morality, and failure to tackle political and administrative
corruption means to endanger the present and future of Armenia.

In 2008 the anti-corruption strategy worked out, and several
anti-corruption legislative acts were passed, and anti-corruption
initiatives were undertaken, such as revelation of serious breaches
and misuse in different spheres by the Audit Chamber of Armenia,
prosecution and indictment of government officials, the corruption
database on the website of the prosecutor general, the introduction
of the new system of justice, amendments to the law on declaration
of property of physical persons, tax legislation, the police reform,
raise in salary of judges.

Nevertheless, Transparency International states that the revelations
of the Audit Chamber did not get a serious response, the indicted
officials are not high-ranking officials, no revelations regarding
declaration of property and income were reported, the clash of
interests and coalescence of political and economic interests
remain unaddressed, the oligarchs and major businesses are not the
target of tax reforms, justice and law are not applied equality to
everyone. Moreover, during the presidential and local elections
political corruption was reported (misuse of administrative,
information, financial and other resources, election bribe), violence
increased. Control of the media has strengthened, and pluralism is
banned, reporters and political activists are assaulted, freedom of
speech, assemblies and demonstrations are constrained. The wrongdoers
of March 1 events are unpunished, there are a number of political
prisoners, and there is no policy dialogue.

Effective battle on corruption involves three directions:
prevention, revelation and public support which includes all the
institutions and values of the society. Transparency International
warns that the level of corruption will not go down unless freedoms
of press, expression, assemblies and rallies are ensured, everyone
is protected independent from their activities and political views,
there are fair and independent trials, elimination of monopolization of
economy, competition on the market, elimination of clash of interests,
accountability of government officials, free and independent elections,
participation of citizens in decision making. Corruption is impossible
to overcome by separate reforms in separate spheres and arrest of
separate low-ranking officials, Transparency International states.
