POLISH, ARMENIAN FMS SEAL COOPERATION MEMO

Polish Foreign Minister Radoslaw Sikorski and his Armenian counterpart
Edward Nalbandian sealed here on Monday a cooperation memorandum
forging closer ties between both countries in the fields of commerce,
science and education.

At a following press conference the two ministers stressed that the
act confirmed the close ties between their countries.

Armenia and Poland had had good relations for the past thousand years
and that both countries "had undergone much suffering over history,"
Sikorski was quoted by Polish news agency PAP as saying.

Sikorski also praised Armenia’s decision to join Poland’s and Sweden’s
Eastern Partnership integration program.

Launched last year as a Polish-Swedish EU project, Eastern Partnership
is a multi-phase European integration scheme for Ukraine, Moldova,
Azerbaijan, Armenia, Georgia and Belarus.

Referring to political tension in Armenia’s region, Sikorski said
Armenia was in an area which needed stabilization and that Poland
"wanted to play a role in this mission."

Between 1988 and 1994 Armenia and Azerbaijan waged heavy battles for
the enclave Nagorno-Karabakh, which eventually joined Armenia.

Nalbandian, who is here for a two-day visit, said Polish- Armenian
relations were developing "very dynamically" and expressed hope that
the memorandum with Poland would help enhance mutual cooperation.

Minister of Foreign Affairs Edward Nalbandian met with President of
Poland Lech Kaczynski to discuss bilateral relations and Caucasus
security issues, the RA MFA press office told PanARMENIAN.Net.

"Centuries-old friendship between Armenia and Poland form a good
basis for mutually beneficial cooperation," President Kaczynski said.

For his part, Minister Nalbandian briefed on the current stage of
the Nagorno Karabakh conflict settlement process.

In discussing the Turkish-Armenian relations, the Polish President
hailed the steps Armenia takes for reconciliation between the two
nations.

He also thanked Armenia for the assistance in evacuation of Polish
citizens during the August war in South Ossetia.

In the framework of the visit, the Minister laid a wreath to the
Unknown Soldier Monument in Warsaw.

Prime Minister Tigran Sargsyan today had a meeting with the newly
appointed Ambassador Extraordinary and Plenipotentiary of Israel to
Armenia Shemi Tzur.

Congratulating the Ambassador on appointment, the Prime Minister
expressed hope that with his activity Mr. Tzur will contribute to
the further development and reinforcement of the Armenian-Israeli
relations.

During the meeting Tigran Sargsyan and Shemi Tzur agreed that the
Armenian-Israeli relations are entering a new stage of development, new
political and economic relations are shaping between the two countries.

Turning to the perspectives of reinforcement of trade-economic
relations between Armenia and Israel, Tigran Sargsyan emphasized the
importance of intensifying cooperation particularly in the fields of
agriculture and healthcare. Shemi Tzur noted that due to a number of
arrangements, Israel has managed to maximally reduce the influence
of the global economic and financial crisis on the country’s economy,
and Israel is ready to share the experience with Armenia.

Reference was made to the discussions of the bill on recognition of
the Armenian Genocide in the Israeli Knesset and the opportunities of
its adoption. At the request of the guest, Tigran Sargsyan presented
Armenia’s official stance on the relations with the countries of the
region, including the immediate neighbors.

During the conversation Shemi Tzur expressed gratitude for the warm
attitude towards the Armenian-Jewish community, which contributes
to the reinforcement of friendly ties between the two countries
and peoples.

Prime Minister Tigran Sargsyan wished success to the Ambassador in
his activity in our country.

WATERTOWN – The Armenian Women’s Educational Club announces that
applications are now available for the 2009 awards, which will be
given to a male or female high school senior, graduating from a high
school in greater Boston and planning to attend a four-year college
or university in the fall. The selection of the winners will be based
on academic achievement and on economic need.

The eligibility to receive this award are: must be a U.S. citizen or
have a Resident Alien Card; must be of Armenian heritage; a senior
graduating from a greater Boston high school; must be accepted to a
four-year college or university.

The 2008 awards were presented to Marie Avery of Medford, and Satenik
Karapetyan, Erin Kazezian and Kevork Ourfalian, all of Watertown.

Applications are now available from the high school counselors or the
scholarship chairwoman, Rachel Dohanian, 36 Elizabeth Road, Belmont,
MA 02478-3821.

All applications with the proper information must be returned to the
Dohanian by April 30 to be considered by the Scholarship Committee.

The head of Azerbaijan’s air force has been shot dead outside his
home in the capital Baku, an interior ministry spokesman has said.

Lieutenant General Rail Rzayev, who died in a hospital after being
shot in the head, is the most senior official to have been killed in
Azerbaijan since the country’s war with neighbouring Armenia in 1990.

Sadiq Gozalov, the interior ministry spokesman, said military
prosecutors would be probing Rzayev’s killing on Wednesday.

He said he had no information regarding a possible motive for the
shooting.

Oil rich Azerbaijan is part of the strategically important but
fragile South Caucasus where Russia and the US are still competing
for influence.

The ex-Soviet republic hosts a pipeline pumping Caspian Sea oil to
world markets.

Azerbaijan is locked in a dispute with Armenia over the
Nagorno-Karabakh region where ethnic Armenian separatists threw off
Azeri rule in a 1990s war that killed about 35,000 people.

The two countries are technically still at war.

Rzayev headed Azerbaijan’s air force since 1992.

Turning to the Karabakh issue the Turkish Hurriyet Daily wrote that
"Armenia and Azerbaijan reached a partial agreement on a solution plan
for the Nagorno-Karabakh conflict. According to the plan, Armenia
will return some of the towns surrounding the Nagorno-Karabakh
including Kelbajar to Azerbaijan." The paper stated also that the
railroad and highway between Azerbaijan and Armenia will be opened,
while an international peace force will be deployed at the border
region between Armenia and Nagorno-Karabakh.

"This is the recurrent misinformation of the Hurriyet," political
scientist Levon Melik-Shahnazaryan says, noting that such an agreement
could not have been reached, if at least on of the proposals of the
Minsk Group remains undecided.

"The main issue for us is the status of Nagorno Karabakh, while for
them it is important to regain the territorial integrity of Soviet
Azerbaijan.

These are contradicting issues," the political scientist said.

According to Melik-Shahnazaryan, until recently Azerbaijan’s threats
of starting war were mainly meant for the outer world, i.e. if they
don’t help Azerbaijan solve the Karabakh issue, it will launch war,
and different countries will suffer.

The Azeri side is actively spreading hatred among the public, in
textbooks and press, Levon Melik-Shahnazaryan says, adding that he
watches the Azerbaijani programs and reads the newspapers. "They use
the word enemy instead of the word Armenian, and present Armenians
as bloodsuckers" he said.

The political scientist considers that from time to time Azerbaijan
should be reminded that we are not a nation that loves war, we are
a nation that manages to win the war.

"The world should understand that being noble does not mean being a
coward," Levon Melik-Shahnazaryan concluded.

Astrophysics: New Astrophysics Data Have Been Reported By D.M. Sedra

According to recent research from Yerevan, Armenia, "The
Ginzburg-Landau equations are derived for the magnetic and gluomagnetic
gauge fields of nonabelian semi-superfluid vortex filaments in
color superconducting cores of neutron stars containing a diquark
CFL condensate. The interaction of the diquark CFL condensate with
the magnetic and gluomagnetic gauge fields is taken into account."

"The asymptotic values of the energies of these filaments are
determined from the quantization conditions. It is shown that a
lattice of semi-superfluid vortex filaments with a minimal quantum
of circulation develops in the quark superconducting core during
rotation of the star," wrote D.M. Sedrakian and colleagues (see also
Astrophysics).

The researchers concluded: "The magnetic field in the core of this
vortex is on the order of 10(18) G. A cluster of proton vortices,
which develops in the hadron phase surrounding every superfluid neutron
vortex owing to an entrainment effect, creates new semi-superfluid
vortex filaments with a minimal quantum of circulation in the quark
superconducting core."

Sedrakian and colleagues published their study in Astrophysics
(Vortex structure of neutron stars with CFL quark cores. Astrophysics,
2008;51(4):544-558).

"Armenia" All Armenian Foundation In Iran

The working group of "Armenia" all-Armenian foundation chaired by
the acting director Ara Vardanyan left for Iran on a working visit,
reports the press service of the foundation. The working group had
meetings with the Ambassador of Armenia to Iran Karen Nazaryan,
the head of Tehran diocese Sepuh archbishop Sargsyan, the members
and the president of Armenian Committee in Tehran, etc.

The press release of the foundation says that the working group
managed to get preliminary agreements on creating more active and
effective co-operation. It is planned to organize meetings with the
representatives of Armenian Communities in Tavriz and Spahan with
Ara Vardanyan during his further visits to Iran.

"Since the establishment of the foundation the Iranian-Armenians have
been always communicated with it. The examples are numerous. I am sure
that involving Iranian-Armenians into the foundation will contribute
to the effective usage of the resources," said Ara Vardanyan.

Football: Stars Of Zambia In Yerevan

The Yerevan "Pyunik" team is planning to sign a contract with football
players Emanuel Mbola, 16 and Chisamba Lungu, 18, from Zambia. The
press service of the club informed "A1+" that the African players
are in Yerevan and are training with "Pyunik".

Chisamba Lungu is considered one of the most promising football players
of Zambia. He has played in the notable "Zonakon" club of Zambia and
is a member of teams of different ages. Mbola has already played in
the national team of Zambia.

Artak Alexanyan, who plays for the "Spartak" youth team of Moscow, will
also arrive in Armenia soon. The Armenian football player played in
the up-to 19-year old Armenian team in Italy in 2008 and then refused
to play for any Armenian team. Alexanyan is currently planning to
seal a deal with "Pyunik" and he may play for the Armenian youth team.
