/PanARMENIAN.Net/ The latest issue of Metro Eireann Irish newspaper
was published with appendix dedicated to Armenia.

The appendix contains interview with Armenian Ambassador to UK
Vahe Gabrielyan, who presented the prospects of the Armenian-Irish
relations and bilateral cooperation. Ambassador Gabrielyan dwelled
on the Nagorno Karabakh conflict and the Armenian Genocide.

He also touched on priorities of Yerevan’s foreign policy.

>From February 28 to March 1, the OSCE Minsk Group Co-Chairs Matthew
Bryza (USA), Yuri Merzlyakov (Russia) and Bernard Fassier (France)
were on a working visit to Nagorno Karabakh Republic.

NKR President Bako Sahakyan received the Co-Chairs. According to
the Central Information Department of the NKR President’s Office a
wide range of issues related to the Azerbaijani-Karabakh conflict
settlement were discussed at the meeting.

Bako Sahakyan underlined that it is impossible to reach a comprehensive
settlement of the conflict without the restoration of the full-fledged
format of negotiations and direct participation of Nagorno Karabakh
Republic in all the stages of negotiation process. The co-chairs also
expressed confidence that the consent and participation of Nagorno
Karabakh and its people are necessary for the final resolution of
the conflict.

The Head of State also touched upon the anti-Armenian and militaristic
rhetoric of Azerbaijan and called it one of the main obstacles for
the peaceful settlement.

NKR Minister of Foreign Affairs Georgy Petrossyan and Personal
Representative of the OSCE Chairman-in-Office Andrzej Kasprzyk partook
in the meeting.

"We tried to give Mr.Sahakyan detailed information about President
Aliyev’s and Sargsyan’s meeting in Zurich and what kind of new
opportunities for the settlement process we have seen at the end of
the meeting. We shared our impressions and ideas with him and we are
very glad that they were listened to and understood. The talk was
very meaningful", OSCE MG Russian Co-Chair Yuri Merzlyakov said to
the journalists after the meeting.

Meanwhile he noted that the co-chairs heard from the President "a lot
of interesting and useful information about Nagorno Karabakh’s state,
its economic and social situation".

On March 1, the OSCE MG Co-Chairs left for Yerevan.

OSCE Minsk Group Co-chairs, Ambassador Yuri Merzlyakov (Russia),
Ambassador Matthew Bryza (U.S.), Ambassador Bernard Fassier (France)
and Personal Representative of the OSCE CiO, Ambassador Andrzej
Kasprzyk.

Armenian Foreign Minister Edward Nalbandian also attended the meeting.

The parties touched upon the recent meeting of Armenian and Azeri
Presidents in Zurich and discussed current stage of the Karabakh
conflict settlement talks.

President Sargsyan emphasized that contradictory statements do not
further the settlement progress.

The Co-chairs briefed the President on the outcomes of Baku and
Stepanakert talks.

Earlier Serzh Sargsyan had a meeting with NKR President Bako Sahakyan,
the RA leader’s press office reported.

YEREVAN, February 27. /ARKA/. The global financial crisis will bite
Armenia, but won’t damage it badly, Armen Melikyan, director general
of NASDAQ OMX Armenia Stock Exchange, said on Thursday.

"Armenian capital market is in favorable situation, since it is
underdeveloped", he said.

"But it can’t be said that the financial crisis will bypass the
republic. However, its impact will be not as severe as in Europe,
Russia and other developed markets", he said.

Melikyan said that financial crisis bars manufacturers and investors
from entering capital market.

"We think that the country has enough ability to draw important
lesson from the crisis and prepare itself for appearance on the market
immediately after going out of the crisis."

He said that despite some reduction in the number of investors,
investments still will be made and those companies able to enter
the market after financial crisis will be in advantageous position,
if they are ready to attract pote3ntial investments.

In January 2008, OMX, Scandinavian stock exchange operator, bought 100%
of Armenian Stock Exchange and Central Depository’s shares.

After NASDAQ and OMX merger in March 2008, the company NASDAQ OMX
Group, Inc became the sole holder of Armenian Stock Exchange and
Central Depository’s shares.

ON January 27, 2009, Armenian Stock Exchange was renamed NASDAQ
OMX Armenia.

Caspian Flotilla Joint Force Military Base To Be Set Up In Makhachka

base will be set up in Makhachkala. The construction has already been
launched, with Flotilla’s main missiles to be gathered up later.

Dislocation of RF Caspian fleet flagship, Gerard or Tatarstan class
missile is also planned.

Makhachckala has made provisions for the establishment of fuel and
technical services, Russian Media reported, referring to the Caspian
Flotilla headquarters.

Caspian Military Flotilla comprises more than 100 naval vessels,
aviation support subdivisions and airfoil boats, equipped with
cruise missiles. In winter period, when the southern part of the
sea gets frozen over, the main vessels are temporarily transferred
to Makhachkala.

Turkish media rarely goes down to the level of Baku Agitation and
Propaganda Department, perfectly realizing what shape the wild
anti-Armenian hysteria can take.

Turkey has launched a propagandistic campaign against recognition of
the Armenian Genocide in all directions. All the tested methods are put
to use: blackmail, bribery, threatening. Yet, there is also something
new. The Washington based ethics monitor CREW has filed complaints with
federal agencies against the Armenian National Committee of America
(ANCA) for various lobbying and campaign violations. According to
CREW, ANCA violated the Foreign Agents Registration Act and skirted
the Lobbying Disclosure Act.

The letters of complaint said ANCA had violated restrictions
on charitable organizations "by participating or intervening
in any political campaign on behalf of (or in opposition to) any
candidate for public office." Moreover, ANCA executives "have lobbied
Congress and the executive branch heavily with regard to perennial
congressional Armenian genocide resolutions and other legislation
bearing on U.S.-Armenia, U.S.-Turkey or U.S.-Azerbaijani relations
without even registering with the Secretary of the Senate or Clerk of
the House." "We’re not saying they should be out of business. We’re
saying there are laws and they should be obeyed," said Melanie Sloan,
a former federal prosecutor who’s now the head of the private Citizens
for Responsibility and Ethics in Washington."

In the words of Elizabeth Chouldjian, ANCA’s communications
director, the charges are unfounded and full of inaccuracies and
misrepresentations. Moreover, Chouldjian says the real story is why
this is being brought up especially now. "Accusations against the
Armenian National Committee of America (ANCA) are purely political",
says "Hay Dat" Office Director Kiro Manoyan. "ANCA is not registered
as a lobbyist organization either in the House of Representatives
or in the Senate. These accusations might be initiated by the
Turkish lobby. Should there have been any financial violations, the
American Government would definitely have noticed them. After all,
the accusations are much too serious. Discredit is thrown upon the
voices of 15 senators, 211 congressmen and U.S. President Barack
Obama. I repeat, it’s a purely political matter, especially since
there is only two months left before April 24, when the US President
will address to the US Armenian community," Manoyan emphasized.

Ankara’s nervousness in relation to the probable recognition of the
Armenian Genocide by the United States is quite explicable, as local
administration elections in Turkey are due on March 29. The ruling
AKP has to win the majority of votes and Erdogan has to convince his
electors of his faithfulness towards the Government and its bases. In
this chain we also find the trick used in Davos, which brought another
plus in favour of the Turkish Premier, but only in his country. By
the way, he counted exactly on that. But the point is not only the
home policy of Turkey. The point also lies in Turkey’s neighbours,
and namely – in Azerbaijan, Russia and Georgia. However, we’ll not
take Georgia into account since it’s a dependent and unsuccessful
country. As for Russia, it makes no difference to her whether the
USA will recognize the Genocide or not. She has her own interests
both in US-Russian and Russian-Turkish relations. There remains only
Azerbaijan and it is here that difficulties arise. Supposedly, Turkey
must support Baku in every matter, especially in the Karabakh issue
and in propagation of lie and calumny against the Armenians. However,
it was exactly Baku that began to hinder Turkey in implementing
her regional policy. Now all the statements of Erdogan and other
high-ranking officials imply that the day when Ankara will move
away from Baku is just round the corner. Too often do the Turkish
officials vow fidelity and support in the Azeri media. By the way,
Turkish media rarely goes down to the level of Baku Agitation and
Propaganda Department, perfectly realizing what shape the wild
anti-Armenian hysteria can take. Moreover, an instructive example
for Baku should be the banning of the documentary "Sari Gelin" in
educational institutions of Turkey.

It is quite likely that even if the USA does not recognize the Armenian
Genocide, President Barack Obama, keeping his pre-election promise,
will utter the word ‘genocide’, being in this regard the second
US president after Ronald Regan. By the way, the Armenian-Turkish
relations did not suffer then. Blackmail and threatening were put to
use but Regan acted the way he found necessary. Though at that time
there was no war in Iraq and Afghanistan, there was the USSR and there
were the American missiles installed in Turkey, in case a war would
break up against the "Empire of Evil". By the way, the missiles were
stationed at the border with Armenia… However, the point is not
the words but the tools of controlling this or that process both in
the region and in the whole world. Turkey has livened up lately and
it is beginning to dictate her terms to the USA and Israel, which is
quite unacceptable for these countries irrespective of the US-Israeli
interests in the region.

the curriculum of Armenian State Engineering (Polytechnic) University.

The chair of Chemical Technologies will include Economics and
Enterprise Management department. Manufacturing Equipment will be
studied at Mechanical Engineering chair; Physics and Microelectronics
of Semiconductors at Cybernetics chair, Web Design at Computer
Systems and Informatics chair and Natural Resources Economics at
Social Sciences and Languages chair.

The purpose of the initiative is to improve labor market offer in
engineering.

by Turkish prime minister Erdogan’s fierce criticism of the recent
bombardment of Gaza, which left more than 1,300 Palestinians
dead. Relations soured further after he stormed out of a debate at
the world economic forum in Davos after clashing angrily with the
Israeli president, Shimon Peres. The gesture was widely acclaimed in
Turkey and throughout the Muslim world but was condemned in Israel,
where Erdogan was seen as an apologist for the Palestinian militant
group Hamas, with which his government has cultivated ties.

Recep Tayyip Erdogan said an Israeli-Palestinian settlement had to
include Hamas, which he called the party of "change and reform". He
also condemned Israel’s recent onslaught as disproportionate. "Hamas
doesn’t have any planes. Hamas doesn’t have any tanks or artillery,
and with the use of disproportionate force Gaza was being put under
fire," he said. "One thousand, one hundred and 30people have died. We
have more than 5,500 injured. Who is going to ask: what has happened
here and who is going to pay the price for this?"

However, Erdogan dismissed fears that the US pro-Israel lobby would
retaliate by lifting its opposition to a congressional resolution
recognizing the Armenian Genocide claims. During last year’s US
presidential election campaign, Obama and his vice-president, Joe
Biden, voiced support for the resolution.

But Erdogan said: "I believe the United States feels and knows the
importance of Turkey within the region more than some people who
do not understand this." According to him, Armenian Genocide is not
an issue that can affect Turkey-American relations in a very strong
way. I don’t believe the US Congress would take a decision based on
emotions. It should be left to historians."

Allegations by the Armenian government and Diaspora about the fate of
their people under the Ottoman empire have long been one of Turkish
society’s biggest taboos. Turkey vehemently disputes Armenian claims
that up to 1.5 million were deliberately killed in a program amounting
to genocide. Officials say the death toll was much lower and a result
of inter-ethnic clashes in which many Turks also died. Turkey has
called for a historical commission to examine the issue and has
recently pursued rapprochement with Armenia, with which it has no
diplomatic ties, Guardian reports.

organize an act of protest in front of the Georgian Embassy in Armenia
on February 25.

Organizers of the rally declared today that they will be raising the
issue of Javakh until the Georgian authorities take their demands
into account.

One of the organizers of the protest, President of the Javakhk
Patriotic Union, MP Shirak Torosyan declared today: "Although
emigration is growing, Armenians of Javakhk will not leave and will not
assimilate, and the Georgian authorities will once understand this."

Organization of Islamc Conference Parliament Union regrets for the
unsolved Nagorniy Karabakh Conflict. State baed AzerTag news agency
reported.

This discussed during the 11th conference of the organization held
in the city of Nigerin Niamey.

In the document confirmed by OIC it was said directly to Armenian
invadors to leave the territories of Azerbaijan and also it was
