On April 8, in accordance with the earlier achieved agreement with
the NKR authorities the OSCE mission conducted a regular monitoring of
the line of contact of Nagorno Karabakh and Azerbaijani Armed Forces
in the direction of Aghdam.

>From the positions of the NKR Defense Army the monitoring was
conducted by Coordinator of the OSCE Office Imre Palatinus(Hungary),
Field Assistants of the Personal Representative of the OSCE
Chairman-in-Office Vladimir Chuntulov(Bulgaria) and Zhaslan
Nurtazin(Kazakhstan).

No violation of cease-fire regime was registered. However, the Azeri
side did not once again lead the mission to its front-lines, as a
result of which the monitoring was to be conducted from a farther
distance.

The monitoring mission from the Karabakhi side was accompanied by
representatives of the NKR Ministries of Defense and Foreign Affairs,

"The authors of the hooligan, criminal actions committed lately are
either officials or officials’ children," Ruzan Khachatrian, a Board
member of the People’s Party of Armenia (PPA), PPA Spokesperson, a
member of the Armenian National Congress (ANC), stated at the April
7 press conference stressing that such people are convinced of their
impunity and consider themselves above the law. "And that is the reason
than makes me and my friends continue the political struggle," R.

Khachatrian said. In her words, though hooligan actions were also
committed 15 years ago, the current atmosphere is much worse.

R. Khachatrian said that PPA was one of the first forces making part
of ANC to propose first President Levon Ter-Petrosian heading the ANC
electoral roll in the May 31 Yerevan Council of Elders elections. The
party Spokesperson classed as natural the circumstance that Stepan
Demirchian’s name was mentioned in the second place, as, according
to her characterization, S. Demirchian is a very popular person
who succeeded in the 2003 presidential elections. "The forthcoming
elections are not merely Mayor’s elections: they are perceived as
people’s movement’s regular stage," R. Khachatrian said.

In response to the question of what strategy PPA will adopt if
it does not win the elections the oppositionist stated that she
does not think of "if-s." "ANC should win and that’s all. There is
rather big potential and all preconditions for it," R. Khachatrian
said. She expressed the hope that they will manage to efficiently
fight falsifications in the May 31 elections, though Gagik Beglarian
appointed on Mayor’s post "has great experience of rigging elections."

Bergen Community College in Paramus (US, NJ) will celebrate the
Armenian people’s triumph over tragedy with the New Jersey premiere of
"The Armenians: Spirit of Survival," a photography exhibit sponsored
by the College’s Center for the Study of Intercultural Understanding,
the Bergen Community College Peace, Justice and Reconciliation Center
and the Bergen Community College Foundation.

The exhibit, provided by Project SAVE Armenian Photograph Archives,
Inc., chronicles the struggle of the Armenian people in the late 19th
and early 20th centuries.

Gallery Bergen, the College’s art exhibition space, will house the
display from Saturday, April 25, to Friday, May 22. The gallery
is located on the third floor of the College’s high-technology and
arts building.

to long-running disputes between Azerbaijan, Armenia and Turkey in a
telephone call Tuesday with Azerbaijan’s President Ilham Aliyev. Obama,
who visited Turkey this week before making a surprise stop in Iraq
Tuesday afternoon, said the US was committed to "supporting progress"
to resolve a long-running conflict between Azerbaijan and Armenia
over Nagorno-Karabakh, Earth Times reports.

The United States also supports Turkish-Armenian efforts to normalize
relations, "which will lead to greater peace and security in the
region," Obama told Aliyev.

Turkish intellectuals-from progressives to hardliners-I interviewed
on the eve of President Obama’s visit to Turkey believe that
the U.S. administration will firmly support the dialogue between
Turkey-Armenia, but will not recognize the Armenian Genocide. Many
progressives, however, expect Obama to pressure Turkey to allow free
discussion of the Armenian issue.

According to The Economist Turkey correspondent Amberin Zaman, "The
Obama visit will reset the parameters of Turkey-U.S. relations that
were reduced-under eight years of the Bush administration-to a cynical
focus on the security relationship driven by the U.S. occupation of
Iraq and Turkey’s strategic role as a the main hub for logistical
supplies flowing to US troops based there." She adds, "This policy
came at the expense of human rights. With its own record blemished
by atrocities committed in Iraq, U.S. criticism of Turkey’s human
rights record carries no moral weight. This will and must change
with Obama. This means closer scrutiny of Turkey’s treatment of its
ethnic and religious minorities and scrapping laws that, among others,
criminalize free discussion of the horrors inflicted on a once vibrant
community of Ottoman Armenians who lived across Turkey."

In turn, historian Halil Berktay expects from the Obama administration
"positive, affirmative support for steps oriented to a Turkey-Armenia
reconciliation; approval of and rewards for a unilateral opening
of the Turkish-Armenian border; as well as any other trust-building
measures." He also expects that Obama will not say "anything explicit
on U.S. recognition of the Armenian genocide," but will, instead,
"advise that this is best solved by Turks and Armenians; advise that
total freedom of speech and scholarship inside Turkey (and Armenia)
is crucial in that regard; also advise, as gently as possible, that at
the end of the day, countries are better off recognizing and admitting
bad things in their past rather than burying or denying them (but
that such recognition should not be forced on them from the outside)."

Journalist and scholar Ayse Hur thinks that Obama will refrain
from acknowledging the Armenian Genocide. "For the sake of
the great strategic goals of the U.S., he will not use the word
‘genocide.’ Instead, he will insist on opening the Armenian-Turkish
border and establishing good neighborly relations."

Human rights activist and journalist Baskin Oran believes that
"Armenia-Turkey relations will be normalized (embassies and borders
opened) [even] without Obama’s visit." It is possible, however,
that Obama’s visit will strengthen the Turkish government’s hand
"against the nationalist opposition," he adds.

Kemal Cicek from the Turkish Historical Society-the guardian of
Turkey’s official thesis on the fate of the Armenians in 1915-says,
"The U.S. policy will not be different at all. The U.S. administration
will keep the balance between the two countries [Armenia and Turkey],
but will not please the Armenian diaspora by using the ‘g’ word in
his presidential statement on April 24. Moreover, we are expecting
that the U.S. President will support Turkey’s proposal to establish
a joint historical commission for studying the events of 1915-1916."

According to human rights activist and journalist Ayse Gunaysu, Obama
should not encourage Turkey "to continue its policies of denying
the Armenian Genocide and injuring the memories of the victims and
their grandchildren all over the world." She added, "The Turkish
authorities and also business organizations and other private or
public institutions are making calls to President Obama not to pressure
Turkey for the recognition of Armenian Genocide. They don’t represent
me and they don’t represent many people who think like me. I am a Turk
and I do believe that Turkey should officially recognize the Genocide."

Gunaysu concludes, "We often hear from such official and semi-official
entities that accusation of Genocide is an insult and an injury to
the Turkish people. I am a Turk and I feel insulted and injured by
the denial of the Genocide.

increased by 3.2% compared with 2008 results.

According to forecasts, in 2009 cargo weight will comprise 2782.6
million ton, which exceeds 2008 results (2.75 million ton) by

SCRW freight types include transportation of cement (11,14%),

South Caucasus Railways is an Armenia-based 100% branch of Russian

concessionary administration of South Caucasian railways in accordance
with Feb. 13, 2008 concessionary agreement. The term of Concessionary
agreement is 30 years with 20 years of prolongation right.

YEREVAN, April 2. /ARKA/. Armenian Premier Tigran Sargsyan considers
it necessary to speed up the process of introducing the mortgage
lending concept in the country.

"We have many sportsmen, young families in the country who can take the
advantage of the mortgage loans, and the concept that we are developing
together with the Central Bank of Armenia, needs to be introduced as
soon as possible," the Premier said at the government meeting Thursday.

This has been one of the priorities in the election campaign program
of Armenian President Serzh Sargsyan, the Premier said.

The reason for this statement was the discussions on the presidential
instruction to allocate individual pensions to sportsmen and
coaches who achieved high results on Olympics, world and European
championships.

Mortgage loans extended by Armenia’s commercial banks had
totaled 81.1bln Drams by the end of the fourth quarter
2008. ($1=369.85Drams).

YEREVAN, APRIL 3, NOYAN TAPAN. Armenia recorded great achievements
in the issue of recognition of Armenian Genocide, as almost all big
states of the world have recognized the Genocide. Corresponding member
of the RA National Academy of Sciences, Doctor of Historic Sciences
Nikolay Hovhannisian expressed such an opinion in his interview to
Noyan Tapan correspondent.

He said that recognition of the Armenian Genocide by such a mighty
country as the U.S. will be a great moral victory for the Armenian
people. In H. Hovhannisian’s opinion, it is possible that after
it Turkey will also have to recognize the Armenian Genocide, which
will create new possibilities for a positive solution of problems
accumulated in Armenian-Turkish relations.

H. Hovhannisian does not exclude that on April 24 U.S. President
Barack Obama will pronounce the word "genocide." According to him,
B. Omaba’s main slogan was the word "change," which regarded both
foreign and domestic policy. "It seems that B. Obama has been a man of
his word up to the present and indeed uses that "change" in a number
of spheres. It will be very sad if he does not keep his promise and
does not pronounce the word "genocide" in his April 24 speech. It
will disappoint not only the Armenians," N. Hovhannisian said.

27th and 28th members of the military alliance, after their ambassadors
filed their instruments of accession with the US government.

Earlier, Albanian Ambassador Aleksander Sallabanda and Croatian
Ambassador Kolinda Grabar-Kitarovic represented their countries at
the ceremony in Washington hosted by US Deputy Secretary of State
James Steinberg.
