Yesterday the USA again slapped the Republic of Armenia authorities
in the face.

Yesterday the US State Department published the report on democracy
and human rights which relentlessly criticized the Armenian
authorities. The report touched upon the 1 March 2008 and the events
following it in detail.

Let us remind the readers that the State Department gave a tough
assessment of the Armenian authorities in the previous annual report
as well. In yesterday’s report, apart from the 1 March events,
the US State Department dwelled on the politically-motivated
trials as well. The presidential election of 2008 was held with
major shortcomings and led to a political crisis that has stayed
unresolved. On 1 March 2008 the ruling authorities used force
to disperse people at a rally, arrested dozens of demonstrators
and imposed an emergency situation for 20 days. The latter measure
seriously restricted media freedom and people’s right of assembly. Ten
peopled died in clashes between the demonstrators and security forces.

After the March violence a drastic decline in the human rights
situation was recorded. The authorities used pressure to intimate
the opposition and take revenge upon them. The police beat the
detainees under investigation and in some cases investigation was
not conducted fairly. The National Security Service and Police acted
with impunity and carried out unsanctioned arrests and detentions,
the State Department report said.

Touching upon the politically-motivated trials the report mentioned:
The executive authorities continued putting political pressures on
the judges. Selective judicial persecution of political opponents and
lack of just investigation demonstrated dependence of the judicial
system. The conditions in prison cells were unsatisfactory and
unhealthy. The authorities not always respected the privacy of
citizens.

There was also a point on the media in yesterday’s report. Reporters
and journalists continued to exercise self-censorship; the government
adopted a new contradictory law on TV and radio licensing, thus putting
up yet another two-year obstacle [to obtaining a broadcasting licence],
the report said.

The US State Department also noted that the further implementation of
the contract signed with the Millennium Challenge Corporation (MCC)
would depend upon the progress in democracy and recorded indicators
meeting the MCC’s fair governance criteria. Let me remind you that
Armenia’s indicators are very low and do not meet the criteria of fair
governance and democracy. Yet in the end of 2008 the MCC published
the criteria and Armenia had recorded unsatisfactory results.

Also I would like to remind you that for the past year the MCC has
been constantly refusing to deliver financial aid to Armenia because
of the same reason. The MCC’s latest board meeting decided to discuss
the provision of several-million-dollar aid to Armenia in June,
i.e. now. But judging by the State Department report Armenia this
time as well will not get the anticipated aid from the USA.

Anyway, at the same time the State Department report mentions that the
USA has rendered Armenia diverse and large-scale support to promote
a free and fair presidential election in February 2008. And several
months before the Yerevan municipal election [on 31 May 2009] the
USA implemented its three months’ democracy development strategy. It
focused on higher-level fair and transparent election processes. The
purpose of the strategy was holding a free and fair election. Whereas
as we have already informed you on 31 May election fraud and ballot
staffing were committed even in the presence of US ambassador to
Armenia Marie L. Yovanovitch.

The final part of the report said: In response to the Armenian
government’s request to support them in the creation of an independent
commission to investigate the 1 March violence, US officials offered
and later organized and funded a visit by former staff members of
the USA’s 9/11 commission to Armenia to share their experience in
the government crisis investigation.

Since early June 2009, fires have periodically occured in different
sections of the Nagorno Karabagh and Azerbaijani armed forces’
contact-line, their basic reasons being shots with tracer bullet from
the Azerbaijani side and arsons on the territory under the Azerbaijani
armed forces’ control, as a result of which the fire spreads over to
the Karabagh side.

According to the information of the NKR Rescue Service, 24-hour watch
is established and field fire-rescue posts (with fire-fighting vehicles
and teams) are operating in the corresponding areas. The Rescue Service
employees are supported by the NKR Defense Army soldiers and civilians.

Corresponding measures for the fires’ localization and suppression,
as well as preventive measures for their avoidance are used.

The NKR authorities call upon the Azerbaijani party to refrain from
any actions causing irretrievable damage to the environment and
threatening the population’s health and security.

Aghakhanian Holds Capitol Hill Meetings as Part of Pepperdine
Doctoral Program

— Advocates for Adoption of Armenian Genocide Resolution

WASHINGTON, DC – Armond Aghakhanian, a longtime community activist
and doctoral candidate at Pepperdine University’s highly regarded
School of Psychology and Education, completed a four day
series of advocacy meetings in Washington, DC on behalf of the
Armenian National committee of America (ANCA).

Aghakhanian’s trip to the nation’s capital will help him meet the
practical requirements of his National Policy Experience (EDOL
753B) class, which is an integral part of his doctoral program in
Organizational Leadership.

During more than a dozen scheduled meetings and many more informal
Member and staff contacts during his time on Capitol Hill,
Aghakhanian made the moral, historical, and genocide-prevention
case for official U.S. condemnation and commemoration of the
Armenian Genocide, specifically advocating for the adoption of
legislation, H.Res.252, before the U.S. House to formally recognize
this crime against humanity. This human rights legislation,
introduced by Congressman Adam Schiff, seeks to ensure that the
lessons of this atrocity are understood and applied by the U.S.
government to prevent future genocides. The measure, despite broad
bipartisan support, has been blocked from passage due to heavy
pressure from the Turkish government, which, despite overwhelming
evidence, continues to deny the Armenian Genocide.

Among the Congressional offices that Aghakhanian met with to
discuss this human rights legislation were Representatives Laura
Richardson (D-CA), Linda Sanchez (D-CA), Gary Miller (R-CA), John
Campbell (R-CA), Brian Bilbray (R-CA), Susan Davis (D-CA), and Mike
Thompson (D-CA). On the Senate side, he met with the senator from
his own Golden State, Dianne Feinstein (D-CA). Each of these
visits included briefings on the current state of this legislation,
an update on the opposition’s efforts to prevent its adoption, a
review of the rationale behind its enactment, and a robust question
and answer session.

CONGRESSMAN BILIRAKIS QUESTIONS WHY TURKEY CONTINUES TO PROSECUTE
INDIVIDUALS WHO DISCUSS THE ARMENIAN GENOCIDE

Washington, DC – In a hearing yesterday before the Subcommittee on
Europe in the House of Representatives, Congressman Gus Bilirakis
(R-FL), raised strong concerns regarding the Turkish government’s
ongoing prosecution of journalists and academics under the auspices of
Article 301, which penalizes discussion of the Armenian Genocide.

Rep. Bilirakis asked Philip Gordon, Assistant Secretary for Bureau of
European and Eurasian Affairs at the Department of State, who was
testifying about the Administration’s policies in Europe, "In light of
Turkey’s continued prosecution of intellectuals who express themselves,
what steps will you outline with the Turkish government to ensure
greater freedom of press and expression in Turkey?"

Gordon replied, "The U.S., everywhere, and the Obama Administration, is
a strong proponent of freedom of expression, freedom of the media,
freedom of the press, free societies. Turkey took some steps last year
to revise Article 301 of its penal code, that made it more difficult to
have political prosecutions, that was an important step forward.
[Turkey] would do well to continue down that path and allow for more
freedom of expression. And we have a constant dialogue with the Turkish
government about these issues and we’ll continue to make that view
clear."

"The Assembly commends Congressman Bilirakis for his defense of the
truth. Whether it is Article 301 of the Turkish Penal Code, highly paid
lobbyists arguing against the Armenian Genocide Resolution in Congress
or lawsuits filed in U.S. courts, such as the recent Massachusetts case
in which a federal judge upheld the Commonwealth’s decision to exclude
genocide denial materials in its curriculum, Turkey’s campaign of denial
continues," stated Assembly Executive Director, Bryan Ardouny.

Hayastan All Armenian Fund began implementing the program of building
a new school in the Gishi village of NKR Martuni region with the
assistanse of NKR government and Vardanyan Family Foundation. The
necessary devices are already on the construction site, the land
work began.

According to the Hayastan All Armanian Fund, the school’s buildings,
which were built in 1930 and 1968, are in an unsafe condition long
ago. And the new school will be larger: it was projected for 300
pupils. Besides 12 classrooms the future building will have classrooms
of chemistry, physics, biology and computer classes. The school will
have a closed gym, library, aid station, events hall and cafeteria
with 140-person capacity.

On May 31, a major concert celebrating the 15th anniversary of the
Hayastan All-Armenian Fund’s German affiliate was held at the Haus
Burgpark hall near Cologne, Germany. According to the Hayastan All
Armenian Fund, the Navasard Dance Ensemble of Paris (founder Eddy
Djololian), which is a beloved and expected group in all Armenian
communities of Europe, took part in the event. By the decision of the
Fund, the gain from the concert will benefit the reconstruction of
the Noyemberyan regional hospital. The benevolent event was sponsored
by the fund’s German and Swiss affiliates, as well as Association
of Armenian Business-Man (Germany), and Armenian Medical Association
of Germany.

The screening of a documentary film on the history and accomplishments
of the fund’s German affiliate opened the event, then the chair of
the affiliate Gilbert Momdjian made a speech and particularly noted:
"The Hayastan All Armenian Fund continues to function as a bastion
of worldwide Armenian unity."

The solemn concert’s honorary guests included Avedis Kizirian and
Noebar Sepojan Sipaan, chairs of the Hayastan All Armenian Fund’s
Switzerland and Netherlands affiliates, respectively; German-Jewish
journalist and film director Ralph Giordano, who has championed
international efforts to recognize the Genocide of the Armenians;
as well as German elected officials and representatives of various
organizations. The concert was attended by an audience of 800.

politics towards Armenia and the format of its relationships with
other neighbor countries. Turkey is a country which have persistently
had problems with all its neighbors and continues to have. Current
foreign minister of Turkey has authored a slogan "Zero problems with
neighbors", Aleksandr Iskandaryan, political scientist and director
of the Caucasus Institute told journalists today.

According to him, Turkey cannot forget about existence of the
neighboring Azerbaijan, and Ankara does not want to lose it. "Besides,
there are many people in Turkey’s ruling party, political elite and
just intelligent people who don’t want approximation and improved
relationship with Armenia," stressed Armenian political scientist.
