AGBU ARMENIAN VIRTUAL COLLEGE ALREADY ACTS

YEREVAN. JULY 7, NOYAN TAPAN – ARMENIANS TODAY. The AGBU Armenian
Virtual College () has started registration for its
first summer courses since June 7. 382 students from 35 countries
were registered during the first one week. As College Founder and
Chairman, Doctor Yervant Zorian stated at the July 3 press conference,
this program, which was implemented jointly with the Information
Technologoies Educational and Research Center of Yerevan State
University, under the following motto: "Armenian Education Always and
Everywhere," was initiated by the AGBU Silicon Valley and himself as
far back as in 2004.

The experience of similar international universities was taken into
consideration during the creation of the AGBU online university. The
teaching will be conducted in the Eastern Armenian, Western Armenian,
English, Russian, French and Spanish languages.

Armenian Language, Armenian History, Music, Literature, Art and
Architecture are taught there.

By the way, teaching on cultural themes may also be conducted in
foreign languages.

The first term of the education is free. And in the future, the
education pay for each term which lasts for 9 weeks will be 199
dollars but a discount system, including for AGBU members, will be
also put into operation. And the students who will finish the course
with high A mark, will be returned the money they paid.

There are 4 courses of different levels at each of the faculties.

150 students from 22 countries aged from 17 to 82 participate in
the first course which includes the period of time between June 14
to August 7. They got a possibility not only to participate in the
courses but also took an active part during the indroduction week in
the discussions of simultaneous communication and that taking place
at different times.

The applicants must be graduates of a secondary college or university
students. They may also participate, if they would like, as students
and not take exams. For the present, this age limitation is conditioned
by the multimedia programs in which educational courses for children
of younger age, which need more games and video materials, are not
included yet.

Yervant Zorian also mentioned that only 5% of the Armenian Diaspora
attends Armenian schools, so this type of teaching is very improtant
for the rest 95% and their main purpose is education by Armenian
spirit. "Internet seems to have been created for the Armenians,
and we must use all the possibilities given by it," he said.

Students registered from Cordoba and Seattle, Kiev and Hague, Amman
and Reunion Island, Shanhaiguan and Istanbul already take part in
the courses.

The teachers work in Armenia, in an office attached to the AGBU
Yerevan Office and give marks to the tests, they constantly keep in
touch with their students.

As Yervant Zorian mentioned, every student graduating from the
course may add the credits got here to the credits got by him at any
educational institution of the world.

AGBU Armenian Office head Ashot Ghazarian and RA Deputy Minister
of Diaspora Stepan Petrosian also participated in the press
conference. The latter, appreciating the AGBU Virtual College program,
emphasized that this is the regular deed of the AGBU, beneficial to the
nation and aimed at preservation of the Armenian traditions, which uses
in the 21st century the possibilities of the modern technologies for
giving education by Armenian spirit and is a great assistance for the
Armenians who are cut off from Armenian communities and schools. "This
is also a possibility of overcoming financial and social obstacles
as Armenian schools in many communities have high education pays and
many of Armenian families prefer free local public schools," Deputy
Minister S. Petrosian said.

To recap, 9-week autumn courses will start on September 22, 2009,
the registration for which will last from August 31 to September 14.

TBILISI, JULY 6, NOYAN TAPAN. The Armenian wrestlers of the other
four weight categories performed in the European Greco-Roman Wrestling
Youth Championship on July 3.

Residents of Yerevan Edward Soghomonian (96 kg), Robert Hovhannisian
(60 kg) and resident of Gyumri Rafayel Manukian (74 kg) lost the
initial rounds and did not qualify.

Sargis Khachatrian (50 kg, Yerevan) continues competing for a medal.

Boxing belt craftsman and grandson work together

The boxing world will soon be struck with a 1-2 punch combo from
Sartonk Designs, a new company that designs championship boxing
belts. Ardash Sahaghian, 87, a longtime Weehawken resident, is a
legendary boxing belt craftsman and has been involved in the industry
for over 30 years. He is known for designing Muhammad Ali’s famous
retirement crown and many of the championship belts used by the boxing
industry.
Sahaghian’s grandson, Edward Majian, recently became president of the
company.

Sartonk, which in Armenian translates to `Rebirth,’ hopes to bring
integrity back to the championship belt industry, and the company also
hopes to make an impact on society, particularly young people.
Recent visit to boxing Hall of Fame
A few weeks ago, Sahaghian and Majian visited the International Boxing
Hall of Fame’s 20th Induction Collector’s Convention. It was
Sahaghian’s and Sartonk’s first public appearance since the company
was formed earlier this year.
`Sir, you are a very important part of boxing history,’ Executive
Director of the International Boxing Hall of Fame Ed Brophy said to
Sahaghian.
During their visit, boxing fans had a chance to shake hands with
Sahaghian himself, take pictures with him, and admire his work and the
works of art that are the belts themselves.
Majian brought scrapbooks of the history of the belts and a chronicle
of the designs throughout the years. He also brought a portfolio of
his grandfather’s work going all the way back to the late 1970s.
`Events like this are important,’ said Henry Hascup, president of the
New Jersey Boxing Hall of Fame. `They give fans a chance to see
Ardash’s original belts up close, and it’s high time that the boxing
community and fans have an opportunity to meet this man.’ Hascup is
also an advisor for Sartonk Designs. He knows Sahaghian very well and
has been a close friend for many years.
An average day at Sartonk
Every day, Sahaghian visits Sartonk’s workshop to oversee designs and
work on a few belts. `He just loves to work and has worked everyday of
his life since he was 16,’ said Majian.
The workshop is more than just headquarters for Sartonk Designs. The
family ambiance provided by those close to the business is what also
brings Majian and his wife, Hasmig Tatiossian, to the workshop.
`We’re like a family,’ said Ugur Can, building manager where the
Sartonks workshop is located.
`There are so many talented people in this building,’ said
Tatiossian. `Everyone helps and contributes with their skills.’
The skilled craftsmen include Ali Aydin, a carpenter who made a stand
out of wood for Sartonk, and Julio Cohen, a sign maker who made the
Sartonk sign and banner.
Sartonk’s plans for the youth
The new company also has plans to make an impact on the youth. For
Black History Month, the company will hold an essay contest about the
role of boxing in the development of civil rights for African
Americans. The prize has yet to be determined. Majian, who holds a PhD
in philosophy and is an avid human rights activist, hopes to promote
dialogue about the role boxing has played not just as a sport, but as
path to equality throughout the history of the civil rights movement.

World Bank transfers $25 million to Armenia as first tranche of
$545-million loan

YEREVAN, July 4. /ARKA/. World Bank has transferred $25 million to
Armenia, Chairman of the Central Bank of Armenia Arthur Javadyan said
on Wednesday.

This is the first tranche of the WB’s $545-million credit to be sent to
Armenia over the period between 2009 and 2012.

`It is still difficult to say how quick these funds will be utilized.
The banking system is ready to extend credits. Now everything depends
on banking sector’s clients’, the CBA chairman said.

agreement on gas transit through own territory in Ankara.
As the representative of the European Commission said at a press
conference in Brussels, the EU executive body has been invited to
attend the signing ceremony. Germany, as the sixth party to the
project, will also participate in the ceremony, but – as an observer,
since there would not be the transit of gas through its territory,
Radio Liberty reports.

CONTROL CHAMBER OF ARMENIA REVEALS FINANCIAL VIOLATIONS AT ORGANIZATIONS UNDER JURISDICTION OF RA MINISTRY OF CULTURE

YEREVAN, JULY 2, NOYAN TAPAN. The Control Chamber (CC) of Armenia
conducted checks on the use of budgetary allocations and the management
of state property at the RA Ministry of Culture in 2007-2008, as a
result of which a number of violations, including financial ones,
have been revealed, is said in the report approved at the June 30
sitting of the CC Board.

The Chairman of the Control Chamber Ishkhan Zakarian said at a
press conference following the sitting that finacial violations
of a total of 61.499 million drams were revealed through analysis
of the documents regarding authenticity of expenditures on several
programs at the expense of allocations of the government’s reserve
fund in the indicated period. This money, including 14.9 million
drams allocated for Sayat-Nova opera which was not staged in 2006,
is subject to repayment to the state budget.

Violations of 24 million drams were revealed at some state
noncommercial organizations under the jurisdiction of the ministry
of culture. In particular, 19.96 million drams for the development
of legal acts was transferred to the Yerevan subsidiary of a UK-based
company in an offshore zone. According to I. Zakarian, the examination
found that the indicated organization provides advisory services
on insurance. However, they failed to find this organization to
determine authenticity of the documents on the money transferred. The
organization must repay the transferred sum to the budget.

In the words of I. Zakarian, the saddest picture is with regard to the
program on the restoration of monuments, where ineffective spending
of budgetary resources, as well as facts of embezzlement were recorded.

Expenses of about 66 million drams on design work were considered
ineffective. I. Zakarian underlined that the 188 million drams
allocated under the program must be repaid to the state budget.

Gross violations were also revealed at Gugark company engaged in
restoration of historical and cultural monuments. The company must
repay 321 million drams received for the restoration of Hnevank
complex and Kobayri Monastery (10th-11th centuries) to the state
budget. I. Zakarian said that he had intended to send the case on this
company to the prosecutor’s office, but the day before he received
an official letter from the minister of culture informing him that
the ministry has already applied to Lori regional prosecutor’s office.

YEREVAN. JULY 3, NOYAN TAPAN. The amnesty and political prisoners’
release were not expression of President Serzh Sargsyan’s good will,
but were the result of long-lasting and consistent struggle of the
Armenian National Congress’ supporters. Expressing this confidence,
ANC leader Levon Ter-Petrosian also mentioned at the July 2 rally that
none of the released political prisoners asked for amnesty, despaired,
gave evidence against his friends and gave up further struggle. In
his opinion, the authorities were defeated, as they did not achieve
their main purpose: to suppress the people’s movement by arresting
the opposition leaders.

In L. Ter-Petrosian’s words, they would not have gained this victory
if the Congress had followed the advice of supporters of digressing
from the way of constitutional struggle. He gave the Georgian
opposition’s example which lost its strength by regularly holding
actions of protest.

The Congress head mentioned that the amnesty was a political action
the goal of which was to reduce the tension in society. However
nothing changed in the relations between society and the authorities
after the political prisoners’ release. And the fact that part of
opposition figures is still kept imprisoned will further strengthen
the struggle. In L. Ter-Petrosian’s words, the opposition will go
on struggling for Sasun Mikayelian’s, Nikol Pashinian’s and other
political prisoners’ release.

A STIR WITH THE FREE FREQUENCY

On June 30 on "A1+" website an interview of RA National Assembly deputy of
opposition party "Heritage" Anahit Bakhshian was published. In the interview
the deputy, particularly, announced that to her question about an available
free TV frequency in Armenia the Chairman of the RA Control Chamber Ishkhan
Zakarian has answered affirmatively. Therefore, Anahit Bakhshian concludes
that the previous statements of the Armenian authorities on the absence of
free frequencies, which could be claimed on by "A1+" TV company (deprived of
broadcasting since 2002), come to be a lie.

The conversation between Anahit Bakhshian and Ishkhan Zakarian took place on
June 30 at the session of the Control Chamber Council, on which the interim
report of the Chamber was released. The event participants, including RA NA
deputy Viktor Dallakian, confirmed the dialogue mentioned by Anahit
Bakhshian. However, on the demand of Yerevan Press Club to affirm or refute
this sensational information, the Head of the Eight Department of Control
Chamber Artur Grigorian said that there has been an obvious
misunderstanding.

On July 1 an official explanation was placed on the website of the Control
Chamber. It noted that the Control Chamber was carrying out an audit of the
Public Services Regulatory Commission (PSRC), while the broadcasting
frequencies are allocated by the National Commission on Television and Radio
(NCTR). "At the session of the Control Chamber Council the issue was on the
radio relay, which is used by TV companies, already holding TV frequencies,
to provide the inner relay", the Control Chamber explanation stressed.
According to the representatives of the Control Chamber, Anahit Bakhshian
"was misled by the technical terms".

On July 1 Anahit Bakhshian commented on that explanation on the "A1+"
website. The deputy emphasized, in particular, that when asking Ishkhan
Zakarian the question, she specified whether the audit was carried out in
the NCTR and whether the National Commission possessed free frequencies.
"They gave me a clear affirmative answer", Anahit Bakhshian said.

Maybe in this case Ishkhan Zakarian "was misled", twisting up the names of
different commissions – NCTR and PSRC. Anyway, the information on the
aforesaid Control Chamber Council session, placed on the Chamber website,
contains a list of the organizations subjected to audit by the Control
Chamber, where the National Commission on Television and Radio is not
mentioned.

Regardless of the fact who was the one misled in this knotty story, the
absence of free frequency, which could be found and processed to announce an
additional broadcast licensing competition, gives rise to doubt. To solve
this issue the sincere will of the Armenian authorities is needed only. The
will to bend before the numerous calls of the Armenian community and
international organizations on holding a transparent and fair competition in
which "A1+" TV company could take part.

On July 2 RA NA deputies of "Heritage" party Styopa Safarian and Anahit
Bakhshian presented a legislative initiative to create a commission on the
issues to renew broadcast of "A1+" TV company. Read the details on the

CHIEF EDITOR OF "HAYKAKAN ZHAMANAK" NIKOL PASHINIAN VOLUNTARILY SURRENDERED
TO THE LAW ENFORCEMENT BODIES

On July 1 Chief Editor of "Haykakan Zhamanak" daily Nikol Pashinian
voluntarily surrendered to RA General Prosecutor’s Office. As it has been
reported, during the presidential elections of 2008 Nikol Pashinian was a
member of the election headquarters of presidential candidate, RA First
President Levon Ter-Petrosian. In the beginning of March 2008 Nikol
Pashinian was announced wanted within the criminal proceedings, instituted
on the events of March 1, 2008 in Yerevan. On April 17, 2008 several heads
of Armenian media and NGOs addressed an open letter to the RA General
Prosecutor Aghvan Hovsepian. By noting that the criminal proceedings against
the Chief Editor of "Haykakan Zhamanak" "have an obvious political slant"
and are "an undisclosed pressure on free expression", the signatories
demanded to stop the unjustified persecution of Nikol Pashinian and allow
him to return to his family, professional and political activities (see YPC
Weekly Newsletter, March 7-13, 2008 and April 18-24, 2008).

However, while in hiding, Nikol Pashinian published articles on the pages of
"Haykakan Zhamanak" and had his own blog. In the opinion of Nikol Pashinian,
the decision "to come out of hiding" and to give himself up to the law
enforcement bodies, "will give a new burst" to his political struggle. Today
many people are interested whether the amnesty of June 2009, releasing a
number of oppositionists convicted on the case of March 1, 2008, will expand
on Nikol Pashinian. It depends on the verdict of the court: will it exceed
the 5 years term of imprisonment?

After his surrender to the General Prosecutor’s Office Nikol Pashinian was
sent to the Yerevan Kentron Police Department, and from there – to the
"Yerevan-Kentron" penitentiary institution. According to the information
published in "Haykakan Zhamanak" on July 2, Nikol Pashinian was charged with
Articles 225 ("Mass riots"), 316 ("Violence against a representative of
power") and 225 prime ("Organizing and holding of a pubic event with breach
of order stipulated by law") of RA Criminal Code. Nikol Pashinian received a
preventive punishment of arrest.

HEARINGS ON THE CASE OF VANADZOR OFFICE OF HELSINKI CITIZENS ASSEMBLY VERSUS
RA MINISTRY OF DEFENSE STARTED

On June 26 RA Administrative court started the hearings on the case of
Vanadzor Office of Helsinki Citizens Assembly versus RA Ministry of Defense.
The public organization demands to oblige the Ministry to provide
information on spring conscription of 2008 in Tumanian, Stepanavan, Tashir,
Spitak and Vanadzor districts of Lori region. In particular, the plaintiff
inquires about the following information: 1. how many people should have
been called up for mandatory military service in the aforesaid districts; 2.
how many people received call-up papers; 3. how many people were deferred
and for what terms; 4. how many people received deferment for health or
family reasons, or to continue education; 5. how many people submitted a
petition for doing alternative military service; 6. how many cases on
avoiding military service by the draftees were submitted to court.

As it is mentioned in the claim of the plaintiff, on July 10, 2008 Vanadzor
Office of Helsinki Citizens Assembly addressed an inquiry to the RA Military
Commissioner to provide some of the abovementioned information. The request
was based on the relevant provisions of RA Constitution and the RA Law "On
Freedom of Information", securing the right to freedom of expression and to
receive information. On July 18, 2008 the Military Commissioner informed
that the required information can be granted only upon the authorization of
RA Minister of Defense. On July 23, 2008 HCA Vanadzor Office turned to the
Head of the Defense Ministry with a request to give information on the
aforesaid six points. In the letter of August 19, 2008 the Ministry of
Defense presented information only about the number of applicants for
alternative military service, noting that the information on the first four
questions cannot be granted so far as it is an official secret, yet the
facts on the last point are for internal official use only. On November 2,
2008 HCA Vanadzor Office in a letter to RA Minister of Defense inquired for
the list of documents dealing with conscription and not subject to
publishing. The response of the Defense Ministry on November 19, 2008 with
relevant reference to the RA Law "On Freedom of Information" emphasized that
the statistic data on conscription is a state secret and are not to be made
public. Dissenting with the arguments of the Ministry, on December 5, 2008
HCA Vanadzor Office filed a suit to RA Administrative court.

On the court session of June 26 the defendant provided the plaintiff with
information on four of the six points. At the same time, the representative
of RA Ministry of Defense noted that the facts about the number of men
liable to mandatory military service, as well as the number of those who
have received call-up papers cannot be published, according to the RA Law
"On State and Official Secret".

The judgment on this suit will be released on July 10.

FIDH/OMCT REPORT: IN 2008 FREEDOM OF THE MEDIA WITNESSED A CONSIDERABLE
REGRESSION IN ARMENIA

On June 26 the annual report of International Federation of Human Rights
(FIDH) and World Organization Against Torture (OMCT) on the situation of
human rights and human rights defenders for 2008 in different countries of
the world was presented in Yerevan.

In the report section dealing with Armenia it is mentioned that after
presidential elections in February 2008 the country "experienced the most
violent repression of recent years". In particular, the state of emergency
of March 1, 2008 "resulted in a temporary ban on the independent media". The
pursuit of independent journalists continued even after it was lifted. In
2008 the freedom of media witnessed a considerable regression, the report
notes and brings as an argument the amendments to the RA Law "On Television
and Radio" passed by the Armenian parliament on September 10, 2008. The
legislative amendments suspended the holding of competitions on broadcast
licensing until 2010. According to the report authors, "these amendments
make it impossible to create new – and difficult to develop the existing –
independent radio and television channels", contradict the judgment of the
European Court of Human Rights of June 17, 2008 on the case of "A1+" TV
company, as well as the PACE Resolution 1620 (2008) passed on June 25, 2008,
calling the authorities of Armenia to "ensure an open, fair and transparent
licensing procedure".

In the chapter of the report on Armenia "Impunity for Attacks and Threats
against Journalists Defending Human Rights" it is stressed that "in 2008 the
intensification of media muzzling in Armenia resulted in the development of
Internet-based activities of independent journalists, newspapers and
information platforms". The lack of monitoring of investigations on cases of
attack and the pressure exerted on journalists "put those who, amongst
others, denounced corruption, in a particularly delicate position", find the
report authors. This assertion is illustrated by the assault of November 17,
2008 on Edik Baghdasarian, Head of "Investigative Journalists" NGO, Chief
Editor of online publication "Hetq". Edik Baghdasarian "seeks to defend the
independence of the investigative press and condemns corruption in
Government circles", the report notes.

COMPETITION IN COMMEMORATION OF RUBEN MANGASARIAN

The Foundation for Assistance to Independent Media, "3 Million" magazine and
"168 Zham" newspaper have announced the photo competition "Wondrous
Armenia". The competition is announced in commemoration of one of the
Armenian best photojournalists Ruben Mangasarian, who unexpectedly passed
away on March 21, 2009 at the age of 49. On July 2 in a piece about the
competition "168 Zham" newspaper cited Ruben Mangasarian who used to say:
"One life is not enough to capture the whole beauty of Armenia."

All the interested persons, both professional and amateur photographers, can
participate in the competition "Wondrous Armenia". There are no thematic
restrictions, either. The only condition: the photos should be taken in
Armenia and not until 2008.

For the qualifying round the photos can be sent in a small-resolution (150
dpi) and 800-1000 px (height) to the following e-mail: [email protected]

The photos are accepted from July 1 till August 20, 2009.

The winners will be known in September 2009.

YEREVAN, JUNE 30, ARMENPRESS: Armenian Prime Minister Tigran Sargsyan
received today Culture Minister of Syrian Arab Republic Riad Naasan
Agha.

Governmental press service told Armenpress that greeting the guest the
prime minister said that immediately after the visit of the President
of Syria to Armenia the conduction of the Syrian Cultural Days in
Armenia followed as a new manifestation of bilateral cooperation.

The Syrian minister conveyed to the Armenian Prime Minister warm
greetings of the Syrian prime minister.

During the conversation the sides assessed the cultural cooperation
between the two countries as stable and developing which may be
