There is not a single commander within the Karabakhi army, who would
agree on conceding the liberated areas. This statement was made on
July 21, by the founder of the "Miatsum" initiative Jirayr Sefilyan.

He noted that the representatives of the Karabakhi army and public
sphere have one principle: not to yield a single inch of land. In
case Serge Sargsyan persuades or forces the NKR president to withdraw
the army from the liberated areas, so according to Jirayr Sefilyan,
"Bako Sahakyan will not manage to reach Lachin from Stepanakert,
as he will be just eaten".

By the way, as to Bako Sahakyan, Jirayr Sefilyan stated that if he does
not want to be considered one of those guilty for the anti-Armenian
policy of Serge Sargsyan, he does not need to state only that Karabakh
has to be a negotiating side, but also that Serge Sargsyan is leading
anti-Armenian policy and he has to demand Serge Sargsyan’s resignation.

issues which are priorities in their work, Arthur Baghdasaryan,
secretary of the National Security Council of Armenia, told a press
conference today.

According to him, a tangible progress can be observed
in the negotiations over the settlement of the Nagorno
Karabakh. Mr. Baghdasaryan highlighted the fact that Armenia has been
able to insist on its three principles: Nagorno Karabakh can’t have a
lower status than now, Armenia should have a common land border with
Nagorno Karabakh and security guarantees for the people and the state
of NKR. "At this point there is no point that would cause anxiety in
the negotiations," Ð~r. Bagdasaryan said.

Mr. Bagdasaryan also emphasized that a struggle with drug addiction
in Armenia is important at the moment. "Jointly with EU we have
developed a program including 9 directions of work ranging from
preventive measures to treatment," Bagdasaryan said, noting that in
the framework of the fight against drug use 87 events will be held
in Armenia between 2009 and 2012.

YEREVAN, JULY 21, NOYAN TAPAN – ARMENIANS TODAY. A group of Armenian
students from Russia’s Saint Petersburg State University and the
Faculty of International Relations of Nizhni Novgorod State University
started their practical work at the RA Ministry of Diaspora on July 15.

By the timetable worked out jointly by the ministry’s department
of Armenian communities in CIS countries and the department of
pan-Armenian programs, the trainees together with Chairman of the
Armenian community in Nizhni Novgorod Tigran Shahnazarian and the group
head Sona Davtian became acquainted with the structural subunits of
the ministry. The heads of the departments and units presented briefly
and comprehensively the functions of their subunits. The students
from Nizhni Nogvorod University showed interest in the activities of
the newly established ministry, its current and future programs. They
expressed a desire to take part in the events of Ari Toun (Come Home)
Program.

According to the Press and PR Deparment of the RA Ministry of Diaspora,
a meeting of the trainees with RA Minister of Diaspora Hranush Hakobian
is scheduled. During two weeks the students from Russia will study
the ministry’s regulations and work at its regional departments,
as well as familiarize themselves with the sections and goals of
Armenians Today electronic newspaper.

The students will also do practical work at some other ministries
and scientific and educational institutions.

On July 21, 2009, The Catholicos of All Armenians His Holiness Karekin II
blessed the launch of "Building on Faith" project implemented by Fuller
Center for Housing Armenia: in the village Haytagh of Armavir region .

On 16 June 2009 a partnership agreement was signed between Fuller Center for
Housing Armenia and Armenian Apostolic Church to combine efforts to
eliminate poverty housing in Armenia.

Only in the context of "His Holiness Karekin II Work project" Fuller Center
for Housing Armenia aims to build thirty-seven homes for families in housing
need – symbolizing 36 Dioceses of the Armenian Apostolic Church together
with the Mother See of Holy Etchmiadzin. 20 houses in 6 regions of Armenia
will be built thanks to generous donors of the US Eastern Diocese of the
Armenian Church.

"We express our gratitude to our sisters and brothers overseas for their
contribution, for their concern about our homeland, for lending their hands
to the poor ones here", – said His Holiness Karekin II in His speech at the
opening ceremony.

"Thus communities of the US Eastern Diocese of the Armenian Apostolic Church
wish to express their love, devotion and concern towards their compatriots,
living in their far away Homeland, not only by financial contributions, but
also, as you can see, by their volunteer work, coming to Armenia and
building with and for the homeless families," said Archbishop Khajag
Barsamian, Primate of the Diocese of the Armenian Church of America
(Eastern) during the blessing of the project by "Fuller Center For Housing
Armenia".

"Fuller Center for Housing Armenia assists in building and renovating safe,
simple, comfortable homes, with and for low-income families in Armenia. It

and we share the same mission to help our people in housing need, by

OSCE head urges Azerbaijan, Armenia to reach compromise on Karabakh

It is important for Azerbaijan and Armenia to agree to make
compromises in order to resolve the conflict over Nagorno-Karabakh as
soon as possible, OSCE Secretary General Marc Perrin de Brichambaut
said.

Some intensification can be observed in the peace process, de
Brichambaut told a news conference during a visit to Azerbaijan on
Friday.

According to the OSCE secretary general, he saw during a meeting with
Ilham Aliyev that the Azeri president was interested in continuing
these talks.

The principles announced by the heads of the OSCE Minsk Group’s co-
chairing states in L’Aquila need to be acceptable to both sides, which
should try to bridge the rift between them based on these principles,
de Brichambaut said.

These principles can fail to suit the parties completely, but they
have to make all the necessary efforts to reach peace, he added.

ArmInfo. The financial manager of Georgian Embassy in Armenia Givi
Chkadua was on board of the crashed Tu-154 plane of Caspian airlines
which was implementing Teheran-Yerevan flight. There was another
Georgian citizen on board – the wife of the leader of the Georgian
diplomatic mission in Iran, Georgian Embassy in armenia told ArmInfo.

According to the preliminary data of Russian Embassy in Armenia,
there was no Russian citizen on board. The great majority of the
killed passengers were Armenian citizens. The list of 129 passengers
is at Zvartnots airport.

One Of Istanbul Streets Likely To Be Named After Hrant Dink

ISTANBUL, JULY 14, NOYAN TAPAN – ARMENIANS TODAY. The street in the
district of Sisli, Istanbul, which is adjacent to the place of Hrant
Dink’s murder, is likely to be named after Hrant Dink. According to
news.am, a meeting of the Sisli Municipal Council was convened on July
8 during which a decision was made to rename the street named Safak
after Hrant Dink. All the Council members present at the meeting were
for that proposal.

It is mentioned that this decision is not final yet. The decision of
the Sisli Municipal Council must also be affirmed by the Istanbul
Municioal Council. If the decision is affirmed here, the name of
the street will be changed and if the Istanbul Municipal Council
decides not to rename the street after Hrant Dink, then we must wait
for the issue is again put to the vote at the Istanbul Municipal
Council. According to the law if the Istanbul Municipality declines
the proposal of renaming three times, the final decision will be made
by the Sisli Municipal Council.

hosted the opening of Armenian painters’ exhibition.

The exposition is dedicated to the 20th anniversary of the Armenian
community of Crimea and 5th anniversary of the Union of Armenian
Painters of Crimea.

The exhibition which will last a fortnight is open to all visitors
who want to familiarize themselves with the paintings of the 14 union
members from Simferopol, Eupatoria, Sudak, Alushta,Yalta, Alupka and
other Crimean towns. The exposition will display 60 paintings depicting
various scenes. Exhibited items also include Gobelin tapestries,
embroidered items and stucco works.
