BEIRUT: Haigazian University is to organize a major conference
on the 1915 Armenian genocide and international law. The two-day
conference, organized by Haigazian University and the Armenian
National Committee-Middle East, will discuss the genocide from
an international law perspective, as well as genocide denial, the
genocide’s consequences on the Armenian people and the rights of the
Armenian state under international law, ethics. – The Daily Star

Philadelphia Art Museum will host a retrospective of renowned artist
Arshile Gorky, Armenian-born American Abstract Expressionist Painter,
one of the founders of abstract surrealism movement. The exhibition
commences October 21, 2009 – January 10, 2010 further to be moved
to Tate Modern, London where it will be shown from February 10 –
to May 3, 2010.

This exhibition surveys Gorky’s entire career from early 1920s until
his death in 1948 and includes around 180 works of art: paintings,
sculptures, prints and drawings – some them are exhibited for the
first time.

"Arshile Gorky is a seminal figure in the movement toward abstraction
that transformed American art. This comprehensive retrospective is
the first full-scale survey of Gorky’s work in nearly thirty years,
thus providing a new generation of viewers with the opportunity
to see this complex, influential, and deeply moving body of work,"
Philadelphia Art Museum website reads.

A Retrospective is organized by the Philadelphia Museum of Art in
association with Tate Modern, London and The Museum of Contemporary
Art, Los Angeles.

regular exhibition-contest in Artashat, Ararat region, within the
Summer Inspiration project for the regional culture houses and arts
and crafts schools of Armenia.

Artashat, which is abundant with talents, welcomed VivaCell-MTS with
a summer mood that was obvious in the children’s creativity. The
main theme of the artworks prepared for the tough competition was
VivaCell-MTS.

"We need to inject the motivation in our children, the love to create
and innovate. Tomorrow is our responsibility: we will make it better
if we know how to raise our children today and how to make of their
talents a productive tool in the future," stated VivaCell-MTS General
Manager Ralph Yirikian.

As VivaCell-MTS promised, the Summer Inspiration project that started
on August 19th is growing and reaching all the marzes of Armenia,
bringing action, joy and healthy competitive spirit among children.

The Summer Inspiration project aims at revealing and promoting the
creativity of young children talents in the regions of Armenia. The
vivid imagination of a child is the theme for the contest. The
children’s artwork is judged on originality, clear expression, and
reflections of cultural traditions in the work. Art is presented
in a variety of mediums including folk dance, singing, painting,
needlework, acting, craft and photography. The artworks should be
associated with VivaCell-MTS or display VivaCell-MTS brand logo.

AZERI MILITARY BUILD UP A MAJOR THREAT TO ARMENIA

We have lost count how many trips have been taken by OSCE
representatives to Yerevan, Stepanakert and Baku, trying to negotiate
a settlement between Armenians and Azeris in the thorny issue of
Nagorno Karabagh. In addition, seven meetings have taken place on
the presidential level between Serge Sargisian and Ilham Aliyev.

No breakthrough has yet been achieved. Yet, after each "constructive"
meeting, Ilham Aliyev comes up with a new bellicose announcement
that the military option is not off the table. Even after signing
the Meindorf agreement, which specifically commits the parties to a
peaceful solution, Mr. Aliyev made yet another threat in London. Still,
neither the OSCE representatives, nor their respective governments,
have ever even given a slap on the Azeri wrist for its threats to
disrupt negotiations and launch a new war in the Caucasus.

This, of course, emboldens the Azeri leadership, which began to
match its words with concrete acts: Indeed the Baku government has
been engaged in a huge military build up using its petrodollars for
arms purchases. During the last five years Azerbaijan has increased
its military budget by 1,300 percent, raising it from a mere $175
million to $2.5 billion in 2009.

Through all the negotiations the Azeri side has not moved an iota from
its original position: evacuate all captured territories, including
Karabagh and we will grant Armenians the "highest degree of autonomy,"
whatever that means.

All this military build-up is being achieved at the expense of one
million Azeri internal refugees, who still live under tents there in
order to generate more sympathy internationally.

The European Armenian Federation has released a statement in Brussels,
this week, warning of the alarming Azeri military build-up and
calling on the OSCE representatives to negotiate a non-aggression
pact between Armenia and Azerbaijan. A timely reminder, indeed. Of
course, a non-aggression pact can last as long as there is parity and
military balance between the two sides. Once the balance is tipped,
no one can tie the aggressor’s hands any more. The Ribbentrop-Molotov
pact of 1941, between the USSR and Nazi Germany, is a glaring precedent
about the durability of such pacts.

The Armenian side has been restrained thus far in order not to
escalade the rhetoric. But that was taken as a sign of weakness and
the military chief in Karabagh noted in a statement recently that the
defeated party cannot be that arrogant and that should a war break
out, Azerbaijan has more to lose than Armenia, with all its pipelines,
oil refineries and other related facilities.

But who is behind Azerbaijan? Who is prompting this overblown
arrogance? Certainly Turkey and Israel, two countries furtively
engaged in training and arming the demoralized Azeri Army.

Azerbaijan’s arrogance is not only derived from the quantity of its
military hardware; because the Azeri leadership is also reassured
that it enjoys the backing of some regional and world powers, which
will stand by its adventurous course.

Last time the war against Azerbaijan was won by Russia’s political,
military and logistical support. At that time, Armenia had veered
off course and was leaning towards Turkey at Russia’s expense and
Russia needed a speedy correction to that course. This time around,
the political lineup has a different feature in the Caucasus. While
Turkey is still on the Azeri side, we are not sure of Russia’s role,
after its major gas deal with Azerbaijan to thwart Western plans to
undermine Russia’s hold on energy sources.

The Baku leadership was emboldened so much by this deal that it even
threatened its closest ally, Turkey, which was negotiating a deal with
Armenia without preconditions. Thus the Ankara government was jolted
into changing its position 180 degrees, by announcing, once again,
that it would not open its border, until the Karabagh problem was
resolved on Azeri terms. Again, the Turkish-Armenian rapprochement
came also to a halt.

External political factors dictate that Armenia take some concrete
actions. In view of Azerbaijan’s military preparation, it is incumbent
on Armenia to arm itself, hoping for the best, but getting ready for
the worst.

Also, historic parallels must teach us a lesson. At this time a show
is in progress by Vartan Petrosian, the eminent Armenian comedian,
who has always a powerful message to the people through his art. This
time around, his comedy is based on the events of 1918-20. He laments
the lost opportunity to hang on to historic Armenian territories,
when victory was within reach. Indeed, at that period, the defeated
Ottoman Army was in retreat while Armenian forces were fresh, well
supplied and well armed. But indecision, betrayal and political naivete
broke down the will to fight and we lost Erzerum, Kars, Ardahan,
Mamakhatoun, Baiburt and Sarighamish, which were all abandoned to
the defeated Turks.

Vartan Petrosian’s comedy, which is appropriately called "Life
Inmates," concludes with the following message: "Oh, Armenians, the
danger is not beyond the mountains. Wake up, don’t sleep. Don’t console
yourself by watching Ararat in your dreams. Close your ranks within
your borders, in your own ‘jail’ because the enemy is waiting for your
loss of sobriety to take over the one-tenth residue of your historic
land with its dwindling population of four and a half persons."

This is a powerful message to our politicians who are engaged in
petty skirmishes. While the enemy is at the gate, the Dashnak party
is calling for the resignation of Foreign Minister Eduard Nalbandian,
directing also the same threat to the president.

Levon Ter-Petrosian’s opposition is calling for the overthrow of the
government "to dismantle the kleptocracy."

With all these historic scenarios repeating in Armenia, why do we blame
the Moscow and Kars Treaties, which shrank the Armenian homeland to its
present size? While the Kemalist government was negotiating the border
treaty with Lenin, the Dashnak party overthrew the newly-established
Soviet government in its 1921 February adventure, which in addition
to costing thousands of lives, deprived the Armenian delegation from
participating in Moscow negotiations, giving a free hand to both
parties to redraw the border map according to their own interests.

While Azerbaijan is rearming itself to resume the military conflict,
our politicians are engaged in their old game. If the current state
of affairs continues, Vartan Petrosian’s prediction will not be a
far-fetched possibility. Yes, indeed this time around the enemy can
take over "one tenth of our historic homeland, with its dwindling
population of four and a half."

Today Seyran Ohanyan, RA Minister of Defense, accompanied with the
high-ranking officers of the Armenian Armed Forces, expressed their
respect and put a wreath to the monument of Admiral Hovhannes Isakov
on the 115th anniversary of the great Armenian soldier.
Flowers were put to the monument of the Admiral, the veterans of the
Great Patriotic War and those who served in sea recalled the hero of
the USSR.
‘Today is the 115th anniversary of Admiral Hovhannes Isakov and we can
once more evidence that the Armenian nation all through its history
stood close to the military art. All this is proved by our military
men serving both in Armenia and outside’, – said S. Ohanyan,
mentioning that we had 4 Armenian martials at the Great Patriotic War.
‘Admiral Isakov was one of them. We should remember all of them, as
they were the military men who gave us their military thinking,
abilities, heroism, especially Admiral Isakov, who was also a
scientist and a writer.
`After having lost his leg in the Great Patriotic War, he went on
serving in the high ranks in the USSR’,-mentioned S. Ohanyan, adding
that Armenians should bring up the coming generations in the spirit of
suchlike people .

PM of Armenia Considered Organic Gardens Project

Yerevan. OREANDA-NEWS . On August 06, 2009 RA Prime Minister Tigran
Sargsyan traveled to Vayotz Dzor marz on a working visit to get
acquainted with the status of Tamara Fruit CJSC-implemented organic
gardens project. The Prime Minister was accompanied by Chief of
Government Staff David Sargsyan, Minister of Economy Nerces Yeritzyan
and Minister of Agriculture Gerasim Alaverdyan.

The government has subsidized Tamara Fruit CJSC to the amount of AMD
300 MN for the organic gardens project. The company is going to launch
an organic tree nursery for raspberry-canes, black and red currant
bushes etc. 450.000 saplings are expected to be produced annually
covering the needs of about 60 ha gardens nationwide.

First, Tigran Sargsyan went to Hobik section which hosts about 4 ha of
blackcurrant and raspberry plantations on the basis of premium quality
seedlings imported from Holland.

Then, the Prime Minister called a consultative meeting at the
headquarters of Vayotz Dzor marz administration during which he was
briefed on the work done under the project.

To begin with, the head of government noted that this innovative
project may open up vast opportunities for sustained development of
this branch in Armenia. Organic fruit cultivation offers good
prospects as it will generate several hundreds of strategic jobs all
over the country. The sales problem which has been a serious
impediment to farming will be solved as there is a great demand for
these fruits Noteworthy is that the processing company is cooperating
with farmers under this project.

According to the Prime Minister, this project implies a tripartite
agreement between the Government, Tamara Fruit and individual farmers
providing for mutual control and a targeted use of funds: Corruption
risks are absent in this case, Tigran Sargsyan has said by adding that
this branch is supposed to have a great export potential in Armenia.

1-2 tons of crops from 50 hectares will result in USD 1.5 worth of
exports which can be expanded in the long run. Farmers are getting
know-how with new possibilities offered to them, the Prime Minister
said. The head of government called on our farmers to use the
expertise of Tamara Fruit and apply modern technologies in this
area. The market is sizeable enough and we should think of stepping up
output, Tigran Sargsyan noted.

Vayotz Dzor marz governor Vardges Matevosyan expressed high
appreciation of the governments assistance and added that this
undertaking may have good outlook in Armenia.

President of Tamara Fruit Boris Hovanisyan advised that 3-4 tons of
young trees will be available as early as next year, with 10-12 tons
expected within 3-4 years. According to Mr. Hovanisyan, a similar
nursery is going to be established in Azatamut village of Idjevan
region. AMD 66.3 million has so far been spent out of the total of AMD
300 million allocated in the form of subsidy under the project. Over
100 jobs are currently available at the factory with an average of
3000 dram daily pay. The bulk of Tamara Fruits output is exported
toward Hungary, Poland, the Czech Republic and Germany.

Minister of Agriculture Gerasim Alaverdyan advised that at this point
corporate and individual farmers are submitting bids for over 35
hectares of organic gardens to be launched in Tavush, Lori and Kotayk
marzes of Armenia.

ArmInfo. Last week Armenian banks provided loans worth 12.3 bln AMD
and $18.6 mln USD, the press-service of the Central Bank of Armenia
told ArmInfo, Friday. According to the source, during the current week
(17-21 August) at the intrabank currency market (transactions with
clients) the banks bought $43.114 mln at the average exchange rate of
373,06 AMD/$1, and sold $48.508 mln at the average exchange rate of
375,47 AMD/$1. On 17-21 August at the interbank currency market the
banks carried out operations on purchase and sale of currency worth
$3.650 mln at the average exchange rate of 373,66 AMD/$1. During the
period over review currency operations on purchase and sale worth $3.6
mln were carried out at NASDAQ OMX Armenia at the average exchange
rate of 375,79 AMD/$1. According to ArmInfo data, as of 1 July 2009
the total credit portfolio of the Armenian commercial banks amounted
to $1.8 bln, having decreased by 3% in the second quarter as against
14% growth in the second quarter of 2008.

the World Youth Championship returned to the Homeland from Moscow on
August 19.

18-years old Suren Petrosian successfully overcame the obstacles of
the preliminary stage and entered the final in the group cycling of
the public cycling program and in the Scratch. In the competition
among the 33 best cyclists Suren took the 17th place (group) and the
honorary 10th place (Scratch).

Aram Melikian participated in the highway cycling competition did

ETCHMIADZIN, AUGUST 19, NOYAN TAPAN – ARMENIANS TODAY. 60 participants
of the RA Ministry of Diaspora Come Home program’s next stage who came
from Russia, Georgia, Iran, France, the United States of America,
Germany visited the Mother See of Holy Etchmiatsin on August 18 and
met Friar Vardan Navasardian, the head of the Christian Educational
Center of the Mother See of Holy Etchmiadzin.

In his speech the Holy Father touched upon the issue of the
preservation of Armenian spirit attaching importance to the relation
with the Homeland, the faithfulness towards the Armenian Apostolic
Saint Church, knowing the Armenian language and the role of young
people in these issues.

According to the Information Services of the Mother See of Holy
Etchmiadzin, after the meeting the young people also visited the
museums of the Mother See of Holy Etchmiadzin.
