"If the progress in the Nagorno-Karabakh negotiations were an easy
work, it would have been reached long ago."

"The basic principles are discussed by the presidents, but not
foreign ministers at current stage. The foreign ministers are only
doing preparation work for the negotiations," the Azerbaijani Deputy
Foreign Minister Araz Azimov said.

"The OSCE Minsk Group is expected to visit the region in near future
and present new proposals to the sides," Azimov told reporters.

He said elaboration of the new proposals for the conflict settlement
was a progress in a certain sense.

"The negotiations over the settlement of Nagorno-Karabakh conflict
are going on for a long time. If the progress were an easy work,
it would have been reached long time ago."

Touching upon the dynamics in the Azerbaijan-Armenian negotiations
Azimov said the presidents met for several times a year.

"I think this is dynamics and sustainability of the meetings enables
to say that this is useful process. But the opposite side should know
that Azerbaijan is against gaining time and wants effective approach
towards the discussions," Azimov added.

In response to a question about new proposals to be presented
by con-chairs during their next visit to the region, Azimov said
"the steps taken are obvious, but these steps have a principle of
consistency."

"The people expelled from their homeland should return, the
communications should be restored and the lands should be liberated.

The cooperation can not be established before the return of population
to their homeland. If there is no cooperation, there is no peace as
well. No any status issue could be discussed if there is no peace,"
the deputy foreign minister noted.

ATHENS (Combined Sources)-The foreign ministers of over 50 countries
making up Europe’s largest security structure praised Armenia and
Azerbaijan late Wednesday for their latest pledge to `work
intensively’ to overcome disagreements hampering the resolution of the
Nagorno-Karabakh conflict.

`We urge the parties to sustain the positive dynamic of the
negotiations and strongly support their commitment to finalize the
Basic Principles on the peaceful settlement of the Nagorno-Karabakh
conflict, based on the Madrid Document in order to begin drafting a
comprehensive peace agreement in good faith and without delay,’ they
said in a joint statement issued at the end of a two-day conference
held in Athens.

`We are convinced there is today a real opportunity to build a future
of peace, stability, and prosperity for the entire region,’ the
ministers added on behalf of the Organization for Security and
Cooperation in Europe (OSCE).

Karabakh Declaration: An Armenian Diplomatic Victory?

The OSCE welcomed in that regard a joint declaration adopted on
Tuesday by the Armenian and Azerbaijani foreign ministers as well as
top diplomats from the United States, Russia and France, the three
nations co-chairing the OSCE Minsk Group on Karabakh.

Armenian Foreign Minister Eduard Nalbandian and his Azerbaijani
counterpart Elmar Mammadyarov held talks on Monday and Tuesday in
addition to separate meetings with the co-chairs of the OSCE Minsk
Group. They were joined later on Tuesday by Foreign Ministers Sergey
Lavrov of Russia and Bernard Kouchner of France and U.S. Deputy
Secretary of State James Steinberg.

In declaration, the five men noted the current `positive dynamic’ in
Armenian-Azerbaijani peace talks. `They agreed that the increasing
frequency of these meetings has significantly contributed to an
enhanced dialogue between the parties and forward movement toward
finalizing the Basic Principles for the Peaceful Settlement of the
Nagorno-Karabakh conflict, proposed in Madrid on November 29, 2007,’
read the statement.

The statement, read out by Russian Foreign Minister Sergey Lavrov,
said the conflicting parties reaffirmed their `commitment to work
intensively to resolve the remaining issues’ and cut a framework deal
based on the internationally recognized principles of `non-use of
force or threat of force, territorial integrity, and the equal rights
and self-determination of peoples.’

Speaking to reporters Wednesday, Nalbandian described the declaration
as one of the `greatest achievements of Armenian diplomacy.’ He said
that this was the first time the Co-Chairs had adopted a written
statement underscoring the need to observe those three principles of
international law.

The OSCE foreign ministers had also voiced support for those
principles. Greek Foreign Minister George Papandreou, who serves as
the Chairman-in-Office of the OSCE, emphasized the importance of their
joint statement, at a late-night news conference. He said it is the
first document of its kind adopted by at an OSCE ministerial
conference in a decade.

Earlier in the day, the European Union called for an `appropriate
combination’ of these principles through Foreign Minister Carl Bildt
of Sweden, the current holder of the EU presidency. `We call again
upon Armenia and Azerbaijan to take the necessary decisions to achieve
a breakthrough with the endorsement of the Basic Principles proposed
in Madrid on November 29, 2007,’ Bildt told the OSCE conference.

Kouchner also mentioned the Karabakh conflict in his speech at the
gathering, speaking of `significant progress’ in the negotiating
process. `Now is the time to make decisions and I exhort the two
parties to seize upon the chance offered to them and finalize, without
delay, the principles of settlement proposed to them,’ he said.

Armenia and Azerbaijan Address the OSCE

Both Nalbandian and Mammadyarov stressed the importance of the
five-party statement in their individual remarks to the OSCE. The
Armenian minister emphasized the fact that Azerbaijan signed up to the
principle of self-determination that has long been championed by the
Armenian side.

Despite that, Mammadyarov insisted on the restoration of Azerbaijan’s
control over Nagorno-Karabakh during his remarks to the council on
December 2. `Providing self-governance for Nagorno-Karabakh within
Azerbaijan will be a just and durable solution, and it can
dramatically reduce tensions and challenges for peace and stability in
the region,’ Mammadyarov said.

The remark highlighted the conflicting parties’ differing public
interpretations of the basic principles of a Karabakh settlement
outlined in the Madrid principles. The proposed agreement calls for
the transfer to Azerbaijan of liberated territories linking Armenia
and Karabakh and a future referendum of self-determination in the
Armenian-controlled territory.

In his speech, Mammadyarov also accused Armenia of occupying almost 20
percent of his country’s internationally recognized territory,
displacing hundreds of thousands of Azerbaijanis and destroying their
cultural heritage. `We in Azerbaijan strongly believe that withdrawal
of Armenian troops in a fixed time framework from the occupied
territories of Azerbaijan will open a tremendous opportunity for the
region, providing different environment of predictability, development
and benefit for everyone and for the entire region. This is the core
of the issue,’ he said.

Speaking at the OSCE forum later in the day, Nalbandian accused
Mammadyarov of seeking to `distort’ the essence of the Karabakh
conflict and international efforts to resolve it. That, he said, is
hampering further progress in the peace process.

Nalbandian also asked the European security structure to take measures
against Azerbaijan, whose military buildup is violating the ceiling
set by the 1990 Treaty on Conventional Forces in Europe, the Regnum
news agency reported. `Azerbaijan is in breach of one of the founding
principles of the OSCE: non-use of force and/or a threat to use
force,’ he said.

Closer to a Compromise

Both two ministers noted that the parties have moved closer to
hammering out a compromise peace accord. `I should admit that there
are positive dynamics in the latest talks and both sides together with
the Minsk Group Co-chairs agreed to intensify negotiations,’ said
Mammadyarov.

But neither minister would be drawn on possible time frames for
finalizing the basic principles that envisage a gradual resolution of
the conflict. Nor did they mention the possibility of yet another
meeting of the Armenian and Azerbaijani presidents in the coming
weeks.

The two leaders have held six face-to-face meetings this year.
According to the mediators, they made progress `in some areas’ at
their last talks held in Munich on November 22.

Turkey Upholds Karabakh Precondition

Addressing the council on Wednesday, Turkish Foreign Minister Ahmet
Davutoglu stressed the importance of a Nagorno-Karabakh settlement
acceptable to Azerbaijan for the normalization of his country’s
relations with Armenia.

Speaking about the international efforts to broker a solution to the
Karabakh dispute, Davutoglu urged respect for Azerbaijan’s territorial
integrity, saying it `must constitute the bedrock’ of such a
solution.’

`Turkey is of the view that efforts aimed at the resolution of the
Nagorno-Karabakh conflict and the creation of an environment of
durable peace and stability in the region are mutually reinforcing and
have a direct impact on one another. The two processes cannot be seen
in isolation,’ Davutoglu added in a clear reference to Ankara’s
demands on Yerevan to make heavy concessions in the Karabakh conflict
for normal relations with Turkey.

Davutoglu and his Armenian counterpart, Edward Nalbandian, held talks
on the sidelines of the OSCE meeting late Tuesday. Official Armenian
and Turkish sources said the talks focused on the implementation of
the recently signed protocols envisaging the establishment of
diplomatic relations between the two states and the reopening of their
border. The official Turkish Anatolia news agency said the Karabakh
issue was also on the agenda, a claim denied by Nalbandian. `We didn’t
discuss the Karabakh issue,’ he told journalists on Wednesday.

In a speech at the forum earlier in the day, Nalbandian warned Ankara
against delaying the mandatory parliamentary ratification of the
protocols. `Unjustified delays and preconditions, including a drive to
link the issue with the Karabakh conflict, can harm both processes,’
he said.

President Serzh Sarkisian issued a similar warning at the weekend
before the summit. He implied that Yerevan could walk away from the
agreements if Ankara fails to implement them within a `reasonable time
frame.’

The Turkish Foreign Minister, however, reassured his Azeri counterpart
during talks in Athens that his government would continue linking
Karabakh to the normalization of relations with Armenia.

The Azeri Foreign Ministry said that Davutoglu told Mammadyarov that
the ratification of the Armenian-Turkish protocols, signed on October
10 in Zurich, is `possible only after the occupation of Azerbaijani
lands by Armenia ends.’

participated in the international festival of La Francophonie held in
September and October this year in Beirut. Ashot Kocharyan the
Armenian Ambassador to Lebanon said at the Dec. 3 meeting with
Lebanese Minister of Culture Salim Wardeh.

Musicians, artists, dancers and athletes represented Armenia at the
festival. He stressed that Armenia will also participate in the final
events of `Beirut – International Book Capital 2009" festival" in
April of 2010.

casinos and 4 licenses for organization of lotteries.

During the period of January-November 2009, licenses for 35 games of

Bank Armenia has exceeded 14 thsd people, particularly, 12 thsd in
internet banking, and 2 thsd – in telephone banking, Chief Executive
Officer of HSBC Bank Armenia Tim Slater told ArmInfo correspondent.

He pointed out that HSBC Bank Armenia is going to accelerate the
development of telephone and internet banking services that were
introduced in 2009. According to Slater, the projects on development
of the given services planned for 2010 will contribute to growth in
the number of clients. The situation with internet and telephone
banking is the same as with bancomats, he said. When the bank was
installing bancomats in Armenia, people were skeptical about them,
therefore one should raise the citizens’ awareness and show these
services’ advantages, Slater stressed. At the same time, he pointed
out that in 2010 the bank will introduce 5 cash-in bancomats in its
branches.

To recall, HSBC Bank Armenia launched internet banking in September
2009, and telephone banking – in early 2009. The bank has allocated a
total of $2 mln for implementation of these two projects. At the
moment HSBC Bank Armenia has 7 branches in Yerevan. In mid October the
bank had 46 bancomats. The shareholders of the bank are HSBC Europe
B.V. (70%) and Wings Establishment (30%).

Day.Az interview with Mustafa Kabakci, member of Turkey’s National
Grand Assembly (parliament) from the ruling Justice and Development
Party and head of the Turkey-Azerbaijan parliamentary group.

Day.Az: What do you expect from the meeting between Turkish Prime
Minister Recep Tayyip Erdogan and U.S. President Barack Obama to take
place in early December?

Mustafa Kabakci: This will be a meeting between president of a world
super power with prime minister of a regional super power. The meeting
will focus on ongoing processes in the world and region and a role
Turkey has in these processes.

Our region is the most restless and hot spot in the world. Turkey
is not only a geographical but also political, cultural and military
bridge between East and West. The United States is very well aware of
Turkey’s importance. The U.S. leadership understands that it would be
too difficult to solve regional problems without Turkey’s involvement.

Washington was once more convinced of Turkey’s importance during
the Iraqi process. The parties are most likely to discuss all issues
related to our region at the coming meeting.

What concrete outcome discussions over the Turkey-Armenia relations
and Karabakh conflict may have?

Resolving the Nagorno-Karabakh conflict and issues related to Armenia
are a top priority for Turkey. These issues have recently begun to
acquire a serious shape. Obama’s visit to Turkey helped these processes
to get out of the stagnation. We will certainly learn about further
development of these processes after the meeting between Erdogan
and Obama.

It is easy to predict what will Turkish prime minister tell to Obama.

Erdogan has previously stated that establishing relations between
Turkey and Armenia depends on the Karabakh problem. Our government does
not separate these two questions from each other. The prime minister
will probably tell Obama once again that peace in the region primarily
depends on resolution of the Karabakh problem and Armenia’s current
position will make no contribution to the conflict’s fair solution.

The media reports that the U.S. puts pressure on Turkey to ratify the
Turkish-Armenian protocols. The Armenian press claims that Obama will
do the same during his meeting with Erdogan…

No one can order the Turkish parliament to ratify the protocols.

Turkey is a strong regional power. We will not allow anyone to dictate
terms to us. Any pressure on Turkey is doomed to failure. Turkish
parliament will do nothing contrary to interests of the Turkish people
under pressure. On my own behalf I can say that the protocols are
not expected to be discussed or ratified today. I do not believe
these protocols will be ratified until Armenia fulfills Turkey’s
requirements.

Above all, we require liberation of Azerbaijan’s occupied territories.

We will decide future of these protocols only after Armenians fulfills
this requirement. Turkey does not form its policy on basis of outside
orders. We pursue our own policy that we deem to be expedient. Under
this policy, we can not make friends with enemy of our brother. We
can not establish good neighborly relations with a neighbor while it
is at a war with our brother.

Armenian President Serzh Sargsyan says that establishment of relations
with Turkey will not force Armenia to abandon its so-called "genocide"
claims. Armenians argue that Barack Obama will officially recognize the
"Armenian genocide" on April 24. Do you think Turkish prime minister
will discuss this issue with the U.S. president?

The Republic of Turkey has committed no "genocide" against anyone and
is not obliged to justify itself before Armenians’ false accusations.

Armenians blackmail Turkey by their "genocide" claims. We openly
declare that we can not be friends of those who call us murderers and
accuse us of mass killings. So, the demand of the U.S., or someone
else do not change anything.

Following a thaw in Turkish-Armenian relations, Armenia toughened its
stance in the negotiations on the resolution of the Nagorno-Karabakh
conflict …

Turkish officials have made it clear for Armenia that relations
between Turkey and Azerbaijan are not of neighborly, but brotherly
nature. Karabakh problem is a problem not only of Azerbaijan but also
that of Turkey. Enemies of Azerbaijan are also enemies of Turkey. As
in other matters, we will hold the same position with Azerbaijan in
the Karabakh issue, too. We will do nothing contrary to Azerbaijan’s
interests.

In fact, Armenia is jealous of unlimited brotherhood between Turkey
and Azerbaijan. Armenia should also know that the Karabakh conflict
paralyzes not only Armenia and Azerbaijan, but also the entire region.

It impedes development and cooperation in the region. We wanted to
show the world that once Armenia withdraws from occupied Azerbaijani
territories, we are even ready to help it to get out of the crisis.

The Turkish government is consulting with Washington on the Armenian
issue. This creates impression that Russia is not involved in the
ongoing processes …

In fact, the Armenian question was put into agenda thanks to the U.S.

and the EU rather than Turkey. As for Russia, it is impossible
to underestimate its regional significance. It is impossible to
establish peace in the Caucasus without Russia’s approval. But
Russia can not ignore Turkey’s role in the region. Moscow is well
aware that Turkey and Azerbaijan play an important role in energy
security in the region. Energy policies of these countries aim at
promoting regional peace and creating an atmosphere of cooperation
and regional development.

We want to explain to Armenia that we can forgive its mistakes and
cooperate with it. It needs only to abandon unfounded claims and
agree to cooperate.

On the other hand, Russia is one of he Turkey’s biggest trade
partners. This partnership impacted also energy security in recent
years. Things constantly change in the world and in Turkey, in
particular. My countryman Mevlana Rumi has a good idea which says
that it is impossible to live life of yesterday. This day is always
different from yesterday. We did not estimate properly importance of
relations with Russia yesterday. Much have changed today. We believe
that Turkey and Russia may establish normal, even friendly relations.

Azerbaijan has a certain role in establishing normal relations between
Russia and Turkey.

The Millenium Challenge Account-Armenia SNCO Governing Council met,
presided at by council chairman, RA Prime Minister Tigran Sargsyan.

The Council reviewed Armenia’s national irrigation and drainage
policy concept. A keynote speaker was MCA-Armenia SNCO Executive
Director Ara Hovsepyan. Following an in-depth discussion of the issue,
the Prime Minister instructed the stakeholders to hold another such
discussion with corresponding agencies and organizations and come up
with proposals and recommendations at the next council session.

The next agenda item on the rehabilitation of the Ararat Valley
drainage system was taken notice of by the Governing Council.

The Council further approved the amended guidelines and time-table
of procurements.

After hearing the annual report on MCA-Armenia activities, council
chairman Tigran Sargsyan told those concerned to activate outreach
and awareness raising activities to properly inform the public on
the work done so far.

The council further discussed a number of issues relating to
MCA-Armenia’s ongoing activities, as well as some Council of
Beneficiaries-related questions. The meeting then discussed and
approved the Spitak town gravity system rehabilitation contract.

It was decided that the next council sitting will be held on December
16, 2009.

U.S. President Barack Obama won flattering words but little solid
firepower from Caucasus allies for his new Afghanistan strategy as
Georgia and Azerbaijan vowed continued support for the operation but
avoided pledging more forces.

NATO’s chief rallied behind Obama’s plan to send 30,000 more forces to
Afghanistan, promising to send 5,000 more from other NATO members. It
marked the second time in his young presidency that Obama has added to
the American force in Afghanistan, where the Taliban has recently made
significant advances.

When Obama became president last January, there were roughly 34,000
troops on the ground; now, there are 71,000.

Georgian Deputy Defense Minister Nikoloz Vashakidze said Wednesday
that his country would resume its participation in the NATO-led
operation in Afghanistan, adding that the involvement of Georgian
armed forces in the international peacekeeping mission has been
positively received by the country’s allies.

`Through U.S. guidance, the coalition is about to move to a new
strategy. We [will] stick to our usual strategy, implying our active
contribution to building and maintaining stability and security in
Afghanistan through active engagement in the [International Security
Assistance Force, or] ISAF operation,’ Vashakidze said.

The minister also floated the possibility of sending more troops to
Afghanistan next summer, but gave no further details.

`Next summer, [there are plans] to even deploy a battalion under the
U.S. command. Georgian participation is highly appreciated by our
allies, too,’ the Web site defpro.com quoted him as saying.

In June, Georgia said it was planning to send 500 peacekeeping troops
to Afghanistan in 2010 to serve alongside NATO-led forces. The former
Soviet republic is a staunch ally of the United States and aspires to
join NATO.

Russia fiercely opposes any Georgian NATO membership. The two
countries fought a five-day war last August when Russia crushed a
Georgian assault on the breakaway region of South Ossetia.

Azerbaijani response

Commenting on the newly announced Afghan strategy, a spokesman for the
Azerbaijani Foreign Ministry said his country is interested in the
quickest possible restoration of peace and stability in the war-torn
country.

`Azerbaijan is part of the peacekeeping process in Afghanistan,’
Elkhan Polukhov said Wednesday, according to a report by the
Azerbaijani news Web site news.az.

Polukhov also noted that Azerbaijani service personnel are
participating in peacekeeping operations in Afghanistan and are
fulfilling their duties there within the framework of the U.N.
peacekeeping process.

Azerbaijan has already deployed 90 troops to Afghanistan but the Baku
government has no plans to increase its forces in the unpopular war.

Meanwhile, the United States’ temporary plenipotentiary in Azerbaijan,
Donald Lu, said in a written statement that Azerbaijan is playing an
important role in supporting the efforts of the anti-terror coalition
in Afghanistan.

NATO members and other U.S. allies collectively have 38,000 service
members in Afghanistan. With the added reinforcements, the
international forces will grow to more than 140,000 soldiers.

The Afghan military, meanwhile, has about 94,000 troops and is slated
to expand to 134,000. The Afghan police number around 93,000 members.

U.S. and Afghan forces face an estimated 25,000 Taliban insurgents. At
the height of the Soviet Union’s war in Afghanistan in the 1980s, it
had 118,000 troops in the country.

On Wednesday, Russia’s Foreign Ministry said it views Obama’s strategy
`positively’ and urged international cooperation by the U.N. or
regional powers to vanquish Afghanistan’s terrorism and drug
trafficking.

The government in Yerevan, meanwhile, gave no immediate response to
Obama’s new Afghan strategy. In November, it did, however, offer a
small number of troops to assist NATO in Afghanistan.

Robert Simmons, NATO’s special representative to the South Caucasus,
said during a November visit to Yerevan that 30 Armenian soldiers are
expected to be sent to Afghanistan early next year.

Simmons expressed NATO’s `appreciation to Armenia for its strong
contributions’ to alliance missions, which he said began in Kosovo and
will now be repeated in Afghanistan.

The Armenian military and NATO representatives have reportedly been
discussing the deployment for the past two years. Despite not yet
having troops on the ground, Armenia is already listed by NATO as one
of the 43 members that make up the ISAF.

ArmInfo. St. Petersburg will host the meeting of the Expert and
Consultative Council under the CSTO Parliamentary Assembly on
Wednesday.

CSTO International Public Center for Information Support office
in Armenia reported the agenda of the meeting contains draft
recommendation to bring the legislations of CSTO member-states in
harmony to fight illegal migration and promote military and technical
cooperation, improve legislation on state secrecy and field couriers.

The experts will discuss harmonization of the criminal legislation as
well as formation of single lists of narcotic, psychotropic substances

security. The experts will also discuss creation of the Working Group
of the Expert and Consultative Council to develop recommendation on
legislative support of the status of servicemen of the CSTO Collective
Rapid Deployment Force.
