On January 13 1990 after regular rally by the People’s Front of
Azerbaijan several thousands of Azerbaijanis attacked the flats of
Armenians in Baku, whose addresses were preliminarily posted on the
walls of the PFA headquarters. In Baku like 2 years before that in
Sumgait dozens of thousand Armenians residents of Baku were viciously
killed, beaten up and expelled. A total of 91 people were killed by
official data in Baku. Only after belated decree by the USSR Supreme
Council Presidium ( dated January 19 ) it became possible to bring
order in Baku. Then army units led by General Aleksander Lebed
entered Baku.

"Government acted like Taliban restoring to disinformation and
intimidation," said at today’s press conference Armenian National
Congress’s Coordinator Levon Zurabian comparing elections to National
Assembly at 10 electoral district of Yerevan to the elections in
Afghanistan.

The real day for voting was falsified, said Levon Zurabian pointing
that it should take place at least before December 20 2009.

When asked why ANC didn’t make a statement on this before, Levon
Zurabian didn’t respond clearly. "Voicing this could be considered
as a weakness and a way for excusing," he said.

"The day for voting has been determined, and we focused mainly on
the allowance to participate for Nikol Pashinian," said Zurabian,
adding that "they couldn’t change anything before the voting, while
now they have a reason to protest over the election results."

Armenia — Supporters of the Armenian Revolutionary Federation
demonstrate in Yerevan against Turkish-Armenian agreements on January
11, 2009.

The Armenian Revolutionary Federation (Dashnaktsutyun) rallied
more than a thousand supporters in Yerevan on Monday to demand that
Armenia’s Constitutional Court invalidate the fence-mending agreements
with Turkey.

The court is scheduled to open hearings Tuesday on the agreements’
conformity with the Armenian constitution. A positive ruling is a
necessary condition for their discussion and ratification by the
National Assembly.

Dashnaktsutyun leaders reiterated their strong condemnation of the two
Turkish-Armenian protocols before the protesters, many of them holding
torches and banners, marched to the court building in the city center.

A nine-page petition handed by them to the court demands that the
protocols be declared at least "partly unconstitutional."

Armen Rustamian, a Dashnaktsutyun leader, said that would be a
face-saving solution for a government that has been facing strong
domestic and Armenian Diaspora criticism of its policy of rapprochement
with Armenia’s historical foe. "If they don’t opt for this solution,
it will mean that a conspiracy is hatched behind the Armenian people’s
back," he told the crowd at a brief rally that preceded the march.

"We should help the authorities," one woman told RFE/RL. "If the
people demonstrate their opposition [to the agreements] they will
help the authorities cope with external pressure."

"We want to express our protest to our government against this
atmosphere, this national split and to get our message across,"
said another protester.

Rustamian again warned that Dashnaktsutyun will consider "regime
change" a key objective if President Serzh Sarkisian succeeds in
putting the controversial agreements into practice. The nationalist
party, which was represented in Sarkisian’s coalition cabinet until
last April, has until now been careful not to demand his resignation.

Dashnaktsutyun confirmed late last month that at least one of its
leaders, Vahan Hovannisian, has met with the Constitutional Court
chairman, Gagik Harutiunian, to discuss the upcoming court hearings.

Rustamian insisted then that the meeting was not secret and did
not signify continuing cooperation between Dashnaktsutyun and the
government.

a training before joining the ISAF mission in Afghanistan.

`10 peacekeepers will start off on January 10; the other 30 will
depart on January 17,’ colonel Seyran Shahsuvaryan, spokesman for the
RA Defense Minister, told a PanARMENIAN.Net reporter. `Our
peacekeepers will be in Afghanistan in mid-February,’ he said.

International Security Assistance Force (ISAF) is a NATO-led security
and development mission in Afghanistan established by the United
Nations Security Council on 20 December 2001 as envisaged by the Bonn
Agreement. In accordance with all the relevant Security Council
Resolutions, ISAF’s main role is to assist the Afghan government in
the establishment of a secure and stable environment. To this end,
ISAF forces are conducting security and stability operations
throughout the country together with the Afghan National Security
Forces and are directly involved in the development of the Afghan
National Army through mentoring, training and equipping.

Armenian-labeled children’s sweets found in Azerbaijan

Children’s sweets with Armenian label have been revealed on sale in Azerbaijan.

According to Azerbaijan’s laws "On State language" and "On Food", all
goods imported to Azerbaijan must have labels both in foreign and
Azerbaijani language.

However, owners of some sales outlets ignore requirements of domestic
legislation and sell food with a foreign label, in particular,
Armenian.

Spokesperson for Azerbaijan’s State Committee for Standardization,
Metrology and Patents Fazil Talibli confirmed sale of Armenian-labeled
foods in the country.

"Recently, officers of the State Committee for Standardization,
Metrology and Patents conducted a monitoring among a number of
business entities engaged in import and sale of food products in
Ganja,’ Talibli said.

`The monitoring revealed serious shortcomings. Some trading facilities
put on sale New Year’s gifts with no certificate of conformity,’ he
added.

Apart from this, labeling on these products was not stated in the
official language, which is a violation of the law on "On State
language". Our employees also revealed sale of children’s sweets with
the Armenian label,’ he noted.

Talibli said that the owners of these facilities were handed over
claim letters to withdraw these goods from the sale.

Diverging policies may hurt US-Turkish ties in 2010

Turkey and the United States in 2009 largely managed to restore their
relationship earlier damaged by the Iraq war, but now diverging
policies of the two allies on matters related to the Near East may
once again strain their ties in the new year.

New U.S. President Barack Obama and Prime Minister Recep Tayyip
ErdoÄ?an paid visits to each other’s capital during 2009 with warm
rhetoric prevailing throughout most of the year.

Turkish leaders were originally alarmed when Obama was elected
president in November 2008, as he during the election campaign had
pledged to recognize World War I-era killings of Armenians in the
Ottoman Empire as `genocide.’

But as president, Obama reversed his position and throughout 2009 he
strongly supported a recently launched process for reconciliation
between Turkey and Armenia. He announced in Ankara on April 6 that he
would refrain from any moves that would jeopardize the process,
declining to keep his promise for the U.S. Armenians.

The Turkish and Armenian foreign ministers Oct. 10 signed a set of
agreements under which Ankara and Yerevan should set up normal
diplomatic relations and reopen their land border. The deal, if
ratified by the parliaments of the two neighbors, would effectively
end decades of hostile relations.

But there are strong signs that the process is now facing an uphill
battle, with both parliaments so far declining to ratify the deal.
Turkey says it first needs to see progress toward solving the
Nagorno-Karabakh dispute between Armenia and Azerbaijan, Ankara’s
close friend and ally.

Analysts agree that unless the normalization process takes effect
soon, this situation may cause a major diplomatic problem between
Ankara and Washington. Presently, two "Armenian genocide resolutions"
are pending in the U.S. Senate and the House of Representatives,
Congress’ two chambers, and those bills may pass without
reconciliation between Ankara and Yerevan.

Iranian dispute

In addition, Turkey and the United States are deeply at odds on Iran’s
controversial nuclear program. The Obama administration, although it
wants a peaceful solution to the dispute, also is calling for new and
strong U.N. sanctions to deter Tehran.

But Ankara is staunchly opposed to such sanctions, with ErdoÄ?an saying
that Western accusations that Iran is seeking to obtain the atomic
bomb are merely "gossip." Throughout 2009, Turkey continued to
strengthen trade ties with Iran.

ErdoÄ?an has also accused the West of double standards, tolerating
Israel’s nuclear weapons but objecting to Iran’s nuclear program,
which Tehran says is aimed at peaceful energy purposes. So analysts
agree that Iran will remain a sticking point between Ankara and
Washington in 2010.

In a related matter, the United States is also concerned over recent
tensions between Turkey and Israel. Those tensions mounted exactly a
year ago amid the Israeli military’s offensive against Palestinians in
Gaza, and throughout 2009 Erdogan strongly criticized the Jewish
state.

Afghanistan another sticking point

The United States and Turkey also disagree on Afghanistan. The Obama
administration in late November announced that it would send an
additional 30,000 U.S. troops to the war-torn country to fight the
Taliban, urging other NATO allies also to send combat troops.

But Ankara rejected the U.S. call, saying it would continue to offer
developmental support to Afghanistan, but that it would not physically
fight the Taliban. Washington is also annoyed by the Turkish
government’s growing ties with Sudan’s leaders, accusing them of
committing genocide in the country’s Darfur region.

At their Dec. 7 meeting at the White House, Obama and ErdoÄ?an
downplayed policy differences, but shortly before their talks U.S.
Assistant Secretary of State for European and Eurasian affairs Philip
Gordon publicly admitted that there were a number of disagreements
between the two NATO allies.

Unless those differences are worked out reasonably shortly, they may
lead to another cooling down between Turkey and the United States,
even officials from the two countries say

Le fils du président capitalise sur la défiance qu’inspire l’ami du
président dans ce département

Jean Sarkozy voulait devenir patron des Hauts-de-Seine en 2011. Après
le fiasco de sa candidature à la présidence de l’Etablissement public
pour l’aménagement de la Défense (EPAD), en octobre, il hésite,
inquiet du risque d’un nouveau procès en népotisme qui aurait pu gà?ªner
son père, un an avant l’élection présidentielle. Mais son retrait de
l’avant-scène politique a tout du repli tactique. Le jeune conseiller
du canton sud de Neuilly veut incarner le leadership de la droite dans
l’ancien fief paternel.

Le 15 décembre, Jean Sarkozy a étrenné un rendez-vous avec les élus :
les " brainstormings du 92. " Chaque mois, il réunira une partie de
ses troupes autour d’un expert. La première réunion s’est tenue sur
l’emploi autour du politologue Dominique Reynié. " Nous allons
préparer ensemble le projet qui nous permettra de construire les
Hauts-de-Seine de demain ", écrit-il dans le dossier d’invitation
adressé aux élus. La formule a été conà?§ue avec le communicant
Christophe Lambert.

Lundi 14 décembre, c’est une brochette de grands élus des Hauts-
de-Seine qu’il réunissait au restaurant Le Petit Poucet sur l’à?®le de
la Jatte, au coeur de la circonscription UMP Neuilly-Puteaux, dont il
est le délégué. En présence de Charles Pasqua, Valérie Pécresse et
Rama Yade. Mais sans Patrick Devedjian, le patron du conseil général.

Entre l’ami et le fils du président, la guéguerre dure depuis près de
deux ans. Un conflit entre deux ambitions, deux générations avec
feinte complicité en public mais vraie rivalité en coulisse. Tous les
élus UMP ont en mémoire leurs passes d’armes à fleurets à peine
mouchetés et leurs franches engueulades.

Tous ont été témoins de la colère de M. Devedjian, le 16 juin 2008. Ce
jour-là, Jean Sarkozy vient d’à?ªtre porté par un vote unanime à la tà?ªte
du groupe UMP. " Mon petit Jean, puisque tu veux devenir président, il
va falloir que tu apprennes à parler aux journalistes ! ", lance M.
Devedjian, l’index pointé sur le jeune élu qui vient d’à?ªtre adoubé par
ses pairs. Le patron des Hauts-de-Seine lui reproche d’avoir ourdi son
élection dans son dos avec le soutien de ses ennemis jurés, les
Balkany et Charles Pasqua. Il veut le convaincre de venir s’expliquer
avec lui devant la presse. Jean refuse. " Petit con ! C’est une faute
politique que tu viens de commettre ! ", s’étrangle Patrick Devedjian,
en découvrant le communiqué triomphateur que le fils du président
distribue aux journalistes.

Jean Sarkozy se garde de faire le procès de Patrick Devedjian, devant
les journalistes. Au contraire. " Une engueulade ne dit pas le fond
d’une relation, confiait-il, en novembre, dans un café près de la
mairie de Neuilly. Mon premier sentiment en arrivant au conseil
général a été la fierté d’avoir à travailler avec Patrick Devedjian,
poursuivait-il. Je l’ai d’abord considéré comme un ami de mon père et
de ma mère avant de le connètre comme personnalité politique. Je me
souviens de notre premier échange, Patrick m’avait longuement parlé de
sa passion pour un roman de Giono, "Un roi sans divertissement", un
chef-d’oeuvre. "

Le conseiller général de Neuilly qui cherche à reconstruire son image
d’élu de terrain après l’échec de sa prise de l’EPAD n’a guère intérà?ªt
à s’aliéner le patron du département. Mais il sait que, dans les rangs
de la droite UMP, les critiques pleuvent sur la gestion Devedjian.

Sous couvert d’anonymat, nombre de conseillers généraux UMP reprochent
au président du conseil général son mode de gestion " solitaire ", "
autoritaire " parfois, mais surtout " austère ". Eux qui s’étaient
habitués à ce que l’argent coule à flots du temps des années Pasqua
acceptent mal de se voir soudain refuser des subventions
départementales. Ils admettent difficilement les explications parfois
cassantes du nouveau président.

" Devedjian est convaincu qu’une bonne dépense n’est pas forcément une
grosse dépense, explique Philippe Juvin, conseiller général (UMP) de
La Garenne-Colombes. C’est mal vécu ! " " Devedjian est un avocat,
habitué à travailler seul, il est beaucoup plus attaquant que
conciliateur ", remarque Jean-Pierre Fourcade, sénateur des
Hauts-de-Seine, marié à Odile Fourcade, conseillère générale (UMP) de
Boulogne-Billancourt.

Ces derniers mois, une bonne part des élus ont poussé la porte du
bureau du fils du président pour se plaindre de l’attitude
intransigeante de Patrick Devedjian. Ils ont trouvé une oreille
attentive. " Si Devedjian faisait mieux le boulot, Jean n’aurait pas
autant d’espace. Il est devenu son meilleur agent commercial ",
constate l’un d’eux.

En retour, Jean Sarkozy s’est assuré du soutien sans faille des élus.
" Jean dorlote ses troupes. Il n’oublie jamais un anniversaire ",
s’exclame Thierry Solère, conseiller (UMP) de Boulogne-Billancourt.
Capable de les emmener voir Barack Obama sur les plages de Normandie
comme de les entrèner au Palais de Chaillot visiter l’exposition des
architectes sur le Grand Paris, il les associe à ses décisions, " non
sans une petite part de cinéma ", reconnèt l’un d’eux.

" à?a va vous parètre galvaudé, mais j’aime les gens, expliquait, en
novembre, Jean Sarkozy. En politique, il y a ceux qui considèrent que
pour à?ªtre un chef, il faut inspirer la crainte. Je pense au contraire
que pour à?ªtre compris, il faut se mettre à la place des élus, intégrer
leur raisonnement et s’efforcer, ce n’est pas toujours simple, de
regarder les choses avec leurs yeux. "

Une pierre gratuite dans le jardin du patron du département ? Les
proches de Patrick Devedjian prennent sa défense. " Devedjian joue les
méchants parfois, mais, au fond, c’est un tendre. N’oubliez pas que
son héros, c’est Cyrano, un homme qui se damnerait pour une formule et
qui hait la courtisanerie. "

Malgré ses gages de totale loyauté envers le chef de l’Etat et ses
efforts pour relancer le quartier de la Défense, M. Devedjian a pris
la mesure, au printemps, de sa perte d’autorité face aux Sarkozy, père
et fils. Pour remplacer Philippe Juvin, élu député européen, le chef
de l’Etat a souhaité qu’Isabelle Caullery soit candidate, au printemps
2010 dans le canton de La Garenne-Colombes. Conseillère municipale à
Neuilly, quand Nicolas Sarkozy en était le maire, elle est directrice
de la publication du journal, " Neuilly 92 " que Jean Sarkozy fait
parètre dans son canton. C’est aussi une fidèle de Charles Pasqua.

Pour toutes ses raisons, Patrick Devedjian a tenté de faire barrage à
la candidature de Mme Caullery. En vain. Lundi 6 juillet, au déjeuner
du bureau départemental de l’UMP, ils sont tous là, Charles Pasqua,
Patrick Balkany, Jean Sarkozy, Patrick Devedjian. Quand le nom
d’Isabelle Caullery arrive sur la table, le patron des Hauts-de-Seine
déclare qu’il en a " parlé au président ", que sa candidature n’est
pas " encore certaine ". " J’ai vu le président dimanche, il m’a dit
que ce serait Isabelle Caullery ", a répliqué froidement Jean Sarkozy.
Quand vient le moment du vote, tous les convives posent leurs
couverts. " Là?¢che au moins ton couteau pour lever la main ! ", lance
M. Balkany à M. Devedjian.

M. Devedjian a essuyé cet été un nouveau revers : l’Elysée refuse le
décret qui, en allongeant la limite d’à?¢ge fixée à 65 ans, lui aurait
permis de rester président de l’EPAD, Amer, meurtri mà?ªme, M. Devedjian
considère pourtant que l’assaut raté de Jean Sarkozy sur la présidence
de la Défense lui redonne des chances de rester en place en 2011. " Je
n’ai pas déposé mon bilan. Je me battrai pour conserver mon fauteuil,
" confie-t-il. Si certains doutent de ses capacités de résistance, il
rappelle, bravache, qu’il est " issu d’un peuple de survivants ", lui,
le fils d’ingénieur arménien. Si leur duel devait avoir lieu dans le
fief présidentiel, en 2011, il serait meurtrier. Nicolas Sarkozy le
sait et préférerait l’éviter.

Mais que faire de Patrick Devedjian ? Le nommer au Conseil
constitutionnel en février 2010 ? La porte de sortie serait honorable
pour un avocat qui rà?ªvait de devenir garde des sceaux. Mais risquée.
Ne dira-t-on pas que le chef de l’Etat a ouvert la voie à son fils ? A
tout prendre, le jeune conseiller général du canton sud de Neuilly
préférerait un affrontement à la loyale.

Armenia is ready to resist the second wave of crisis, RA Prime
Minister Tigran Sargsyan stated, summing up 2009 results. As Tigrah
Sargsyan noted: `The depth of the crisis can’t be assessed or the time
for the second wave forecasted. Still, we have to be ready to face
it.’ According to him, Armenia is prepared for the year 2010. `With a
balance of AMD 80 billion, stabilization fund of AMD 54 billion and EU
financial assistance of USD 100 million we have enough resource to
provide macroeconomic stability and face new challenges,’ he stressed.

receive additional assistance of donor organizations, as the country’s
macroeconomic policy is highly assessed by international structures.
The year of 2009 was full of difficulties, but Armenia proved capable
to finish it with minimal losses, Tigran Sargsyan said.

`The global crisis could not bypass Armenia. It bared the weaknesses
of the republic’s economy and taught useful lessons: to be more
resolute in carrying out reforms, economic diversification and
creating equal conditions for competition,’ he said, summing up the
results of government’s activities in 2009. `Although repeatedly
criticized, the government’s anti-crisis program was recognized as
effective by international organizations.’

PM Sargsyan also dwelled on omissions, in particular, the slow pace of
reforms and delayed establishment of relevant institutions.

Despite the crisis and reduced GDP volumes, South Caucasian Railways
(SCR) CJSC managed to meet its targets, the company’s General Director
Shekvet Shaydulin finds. SCR’s long-term mission consists in becoming
an all-national transportation company dynamically enhancing its
effectiveness and quality of services rendered, he told Thursday a
resulting news conference in Yerevan.

2010 will be a year of renaissance for Armenia, President Serzh Sargsyan said.

`The financial crisis was a test for Armenian entrepreneurs.
Presently, the macroeconomic situation in the republic tends to
stabilize, what allows to forecast restoration of economy,
strengthening of defense potential and favorable resolution of social
and internal political issues,’ he said during an annual meeting with
Armenian businessman.

Economic recession in Armenia will not exceed 15% in 2009, said Nerses
Yeritsyan, RA Minister of Economy. `This index is quite real,’ he told
reporters in Yerevan.

According to National Statistical Service of Armenia, economic
recession in Armenia in January-November made 16%, with monthly index
at 6.6%.

Gross amount of agricultural production in Armenia decreased by 0.2%
in January-November 2009, compared with 2008 results, to comprise AMD
515,2 billion, Armenia’s Agriculture Minister Gerasim Alaverdyan said,
summarizing 2009 results.

At the news conference, the Minister presented the situation with
basic agriculture spheres, noting that crop sector production volumes
grew by 0.2% to comprise AMD 333,5 billion. At the same time,
livestock sector production volumes decreased by 0,9% to comprise AMD
181,7 billion.

In 2009, special emphasis was put on seed production, stud breeding,
creation of tractor stations and establishment of anti-hail stations.

According to Gerasim Alaverdyan, the Ministry fulfilled tasks,
stipulated by 2009 state budget. Active works were conducted jointly
with international structures to provide technical assistance for the
development of agriculture in Armenia. Also, a number of international
agreement in agriculture sphere will be implemented in 2010.

3 road construction programs, with a total worth of AMD 39.8 billion
were implemented by Armenian Ministry of Transport and Communication
in 2009, Minister Gurgen Sargsyan stated.

The programs were as follows: AMD 9,9 were allocated for
reconstruction of 120 km. of roads and 6 bridges; USD 5.4 million were
provided by WB and Armenian Government for 100 km of local roads
construction, USD 16.92 were invested by RA Government and 47,92 by
Asian Development Bank for reconstruction of 227 km of roads. Part of
construction works stipulated by programs indicated will be completed
in 2009; programs will be finalized in 2010.

In this context, Minister Sargyan emphasized the regional importance
of North-South highway project implementation for connecting Yerevan
with Georgian ports of Poti and Batumi.

Armenia will receive USD 60 million tranche form Asian Bank of
Development to implement South North highway feasibility survey in
April 2010. Total value of the project will comprise USD 965 million,
with USD 500 million to be provided by ABD. `Highway construction will
allow for 30% transportation cost cutting,’ he said.

Armenian Ministry of Transport and Communication reached certain
success in the sphere of taxi operations licensing and road traffic
order improvement, Transport and Communication Minister Gurgen
Sargsyan stated.

`In 2009, around 2 735 operating taxis were licensed, bringing AMD 20
million to Armenia’s 2009 state budget, against AMD 12 million in
2008,’ he told a news conference in Yerevan.

`The process will become more consistent in nature; we envisage making
further amendments in the sphere,’ he concluded.

Considering corrections and adjustments introduced within this year,
South Caucasian Railways investments totaled 1.2 billion rubles in
2009, SCR Director General Shevket Shaydullin said.

`According to 2009 financial program, investments’ volume was planned
at 1 billion 172 million rubles level. Yet, after correction and
adjustments introduced, total investments comprised 1 billion 254
million rubles, with 1 billion 26 million rubles allocated to
infrastructure and 227 million rubles to rolling stock,’ he told the
news conference in Yerevan.

`By the year 2010, the company will completely meet concessionary
agreement -stipulated liabilities,’ SCR Director General concluded.

The control service of Armenia does not supervise issue of sales slips
in entertainment facilities and restaurants, said Hovhannes Hovsepyan,
the head of control service at the RA presidential administration.

He informed that the state revenue committee has already addressed the problem.

Mr. Hovsepyan also said that shadow employment makes 29% in Armenia.
`There are companies which register elderly or disabled people as
owners in order to avoid tax payments,’ he said.

$15 million senior loand to Ameriabank to finance small-scale
renewable-energy projects in Armenia to boost the supply of renewable
energy and help lower greenhouse-gas emissions.

IFC loan will help the bank to provide long-term financing to build
small hydropower plants. Projects supported by the loan are expected
to reduce carbon dioxide emissions by about 30,000 tons a year. The
financing also will help increase Armenia’s domestic electricity
production, diversify the electricity supply, and decrease the
country’s reliance on fuel imports.

IFC also will provide advisory services to help Ameriabank assess and
review projects, with a focus on environmental and financial aspects.

Earlier this year, IFC provided the bank a $5 million trade-finance
guarantee, allowing it to expand financing for the foreign trade
transactions of its clients throughout the country.

IFC has been investing in Armenia since 2000 to support financial
institutions, small retailers, and the hotel industry, among others.

It also has implemented advisory projects to improve the country’s
business environment and strengthen the financial sector. Addressing
climate change is a strategic priority for IFC and the World Bank
Group. Globally, in fiscal year 2009, IFC invested over $1 billion
in energy efficiency, renewable energy, and other climate-friendly
investments.
