Today the RA Constitutional Court canceled president candidate Arman
Melikyan’s request. The press secretariat of the CC commented that
the case was out of court’s authorization.

Note: Melikyan disputed the changes in Electoral Code article2,
describing it as against the constitution.

According to the change Armenian citizens being abroad do not have
the right to take part in the forthcoming elections. He said that it
is illegality. "I have a large mass of electors abroad, and now they
are forbidden to vote for their candidate. Thus I consider the pre
electoral time and campaign to be under threat," he said.

It is important to remind that the Armenian citizens abroad were
deprived to elect when some changes were made in the Electoral Code
in February 2007. The changes were named as following "The elections
in the Republic of Armenia take place only in the territory of the
Republic of Armenia".

Azerbaijani war prisoners, whose release was supported by the
International work group for release of war prisoners and search of
missing people and captives in the area of the Garabagh conflict,
are later charged with treason in Azerbaijan.

The due announcement was made by Bernhard Klazen, co-chairman of the
international work group, commenting on the recent activity of the
work group and its future plans.

"The latest case is a case of former war prisoner Vusal Garajayev,
who was sentenced to 11 years of imprisonment for treason on May
15 of 2007. Vusal was captured by Armenians for three weeks in
December of 2006. I can hardly imagine the grave crime he could have
committed within such a short period of time, which would justify
such a punishment".

He said that until Azerbaijan guarantees that war prisoners will not
be convicted upon their return, the group is not ready to deal with
their problems.

"In 2007 we did not deal with the release of war prisoners for
this reason.

We sent a letter to the President of Azerbaijan on this issue but
there was no response. However, if Azerbaijan officially guarantees
that the war prisoners are not convicted upon return, we will be
ready to continue our work", he concluded.

life imprisonment for military crimes in 2003-2005, went on a hunger
strike on January 29, demanding milder punishment. NT correspondent
was informed on February 1 by Arsen Babayan, spokesman for the
penitentiary department of the RA ministry of justice that at the
time these persons had appealed only to the appeal court regarding
their verdicts, no cassation complaints were filed, and now they
state that they disagree with the court decision.

An Ýstanbul prosecutor currently working on the case of a shadowy
network that is believed to have been behind many crimes, including
political assassinations, had asked an Ankara court for the documents
of the case related to the 2006 Council of State shootings, to which
his current suspects in the Ergenekon case seem to be linked, news
reports said on Thursday.

The ongoing investigation into the crime network shows that the
prosecutor has taken painstaking effort to draw up the links between
various suspects and gangs in his earlier research that lead to dozens
of arrests last week.

A police operation last week carried out as part of an investigation
into a house filled with explosives in Ýstanbul resulted in the
arrests of dozens of members of a crime network — known as Ergenekon
— accused of involvement in plans for a violent uprising against
the government. The operation was a culmination of an eight-month
police investigation that has been pending since the arms depot was
discovered in June last year.

Before last week’s raids were even staged, the Ýstanbul Public
Prosecutor’s office investigating the house full of munitions had
requested that the Ankara 11th Higher Criminal Court — which is
overseeing the cases of the two crime networks known as Sauna and
Atabeyler as well as a deadly shooting at the Council of State —
send it copies of the indictments and expert reports for each of
the cases. The Ergenekon gang is accused of the Council of State
shooting as well, a suspicion that was confirmed only last week when
29 of Ergenekon members testified in court. The Ankara court sent
the documents to the prosecutor in December of last year.

Earlier, the Ankara 11th Higher Criminal Court itself had asked for
the documents of the case regarding the house full of munitions in
relation to the Council of State shooting trial, due to apparent links
between the suspects of the two cases. Fourteen suspects were detained
in last week’s dawn operations into the Ergenekon gang, including Veli
Kucuk, a retired major general who is also the alleged founder of an
illicit intelligence unit in the gendarmerie, the existence of which
is denied by officials; the controversial ultranationalist lawyer
Kemal Kerincsiz, who filed countless suits against Turkish writers
and intellectuals who were at odds with Turkey’s official policies;
Fikret Karadað, a retired army colonel; Sevgi Erenerol, the press
spokesperson for a shady church group called the Turkish Orthodox
Patriarchate; and Sami Hoþtan, a key figure in an investigation
launched after a car accident in 1996 near the small town of Susurluk
that uncovered links between a police chief, a convicted fugitive
who was an ultranationalist and a deputy.

Ali Yasak, a well-known gangster linked to the figures in the Susurluk
incident, was also detained in the operation.

A total of 29 people are currently under arrest as part of the
Ergenekon investigation. The prosecution accuses the Ergenekon
organization of "attempting to take over the state, disrupting public
order and weakening the authority of the state."

Prime Minister Recep Tayyip Erdoðan said his government would not let
any of the country’s institutions be slandered, referring to recent
controversy about the military sparked by the Ergenekon organization,
although he did not specifically identify the situation.

Chief of General Staff Gen. Yaþar Buyukanýt, in a statement earlier
this week, strongly criticized what he called efforts to associate
the acts of "illegal organizations" with the Turkish Armed Forces
(TSK), saying that the TSK is not a crime organization. Some arrested
in the operation against the Ergenekon network include retired army
officers. The investigation has also found that the group was working
to lay the groundwork for a coup to be staged by the military in 2009.

In his Address to the Nation speech on Thursday, Erdoðan said: "’We
will not in any way stand for the besmirching of our institutions. In
this struggle, all our agencies, the judiciary, the police, the
military, the media and civil society are doing their best. I am
pleased to see that trust in our institutions has been increasing.

There are some who are uneasy as we are more and more peaceful. They
know that they get weaker as long as our bonds of brotherhood are
growing stronger."

Turkey against the gangs

Operation Globe in 2005 was the start of Turkey’s investigation into
gangs, whose reach was found to extend to the state bureaucracy
and foreign secret services. These gangs, which carry out attacks
to defend the old system in which a staunchly secularist elite does
not share power with any other group, are collectively known as the
"deep state". Almost every crime gang that has former or current
army or security service members seems to be linked to each other,
evidence from the recent investigations shows.

The "Sauna Gang" was exposed in February 2006. Its members included
a former police chief and an army captain. The gang used photographs
showing politicians in inappropriate positions, mostly in saunas, but
as the investigation deepened, evidence indicated that its involvement
went deeper than merely extorting money, and its links with the rest
of the shady neo-nationalist groups became apparent. In May 2006 a
senior judge was killed in an attack against the Council of State,
one of Turkey’s three higher courts. The hit man was a neo-nationalist
lawyer, Alparslan Arslan, but the links he had to other individuals
could not be thoroughly investigated at the time.

Meanwhile, an investigation into hand grenades thrown at the Cumhuriyet
newspaper office also in May 2006 found that the hand grenades were
obtained from the Turkish military. Retired Cap.

Muzaffer Tekin, who was taken into custody as part of the Council of
State attack, was released by a court at the time. In the same month,
13 people, including three army officers, were arrested, when a house
full of guns and munitions was discovered in the capital. A similar
arms depot was discovered in June 2007 in Ýstanbul, also bearing
explosives and hand grenades. The grenades found in the house had
the same serial numbers as those used in the Cumhuriyet bombing.

The Ergenekon investigation More and more interesting details about the
Ergenekon and some of its members have surfaced as the investigation
into the group continues.

Many of the future plans of the group — which is already suspected
of the murder of three Christians in 2007, the murder of a priest
in the northern city of Trabzon, the murder of Armenian journalist
Hrant Dink in 2007, the 2006 shooting attack against the Council of
State and grenades thrown at the Cumhuriyet newspaper — were revealed.

Ergenekon had plotted to kill Turkey’s Nobel Prize winning author
Orhan Pamuk and had already hired two triggermen. It also had plans
to assassinate some Kurdish politicians and even the neo-nationalist
lawyer Kerincsiz, a member of the gang publicly known for filing
criminal complaints against writers and intellectuals he found to be
unpatriotic. Killing Kerincsiz would create chaos, which they hoped
would lay the groundwork for an uneasy environment in the country
that would justify a military coup against the government in 2009.

AGBU Sydney Showcases the Art & Design of Kevork Shadoyan

During November and December 2007, AGBU Sydney hosted Kevork Shadoyan
for a series of seven events entitled "The Armenian Silk Road," which
attracted over 1,200 attendees and showcased the fashion, art and ideas
of an artist who predominantly uses silk as his medium of expression.

On November 3, local Armenians gathered for a fashion show at the AGBU
Center by the Syrian-born designer who has received training at
institutes in Beirut and Yerevan. No stranger to integrating traditional
Armenian styles with a modern sensibility, Shadoyan regularly shows his
creations in Armenia and his clothes are featured in various Yerevan
boutiques. The audience was impressed with his contemporary creations
that made them aware of a new breed of Armenian fashion.

Almost two weeks later, on November 16, the city’s Armenian community
gathered for another display of talent from the 33-year-old artist.
Shadoyan’s unique artwork, which colors, paints and collages silk, was
inspiring to those who attended.

Beginning with a cocktail reception, the exhibition was inaugurated with
short speeches by a number of community leaders, including Mistress of
Ceremonies Nora Bastajian; Most Reverend Krikor Youmoushakian, Pastor of
the Armenian Evangelical Church in Sydney; Hon. Gladys Berejiklian, NSW
Parliamentarian; and Aram Hagopian, Sydney Chapter vice-chair. The
three-day exhibition attracted over 300 guests to the AGBU Center.

On November 23, 24 and 28, Shadoyan visited the city’s AGBU Alexander
Day School, AGBU Alex Manoogian Saturday School, and St. Gregory
Armenian Catholic School to lead workshops with the students and educate
them about the beauty of silk.

In December, the "Armenian Silk Road" series continued with a lecture on
Wednesday, December 12, to over a hundred guests, and a second fashion
show on December 15 that attracted over 250 local Australian Armenians.

expressed confidence today that as a result of "growth of political
polarization in the society" he will gain victory during the
presidential elections of February 19.

Tigran Karapetyan noted that the opposition basically enjoys the
support of the protesting electorate, while he carries out "a
constructive election campaign."

The candidate stated that he intends to intensify the agitation 15
days prior to the voting.

Tigran Karapetyan expressed willingness to take part in debates with
all the presidential candidates. According to him, he has already

We came to learn with deep sorrow the passing away of His Beatitude
Archbishop Christodoulos, the head of the Orthodox Church of Greece.

His Beatitude played a significant role in giving a new vitality to the
Orthodox church of Greece in its evangelistic, social and ecumenical
witness. He opened a new page in the modern history of the church,
particularly in respect to the active role of the church in the life of
people. His strong commitment to the Gospel values and the traditions of his
church will be always remembered by the people and by all those who came to
know him.

A close relationship and collaboration were established between us on
for – mal and personal levels. His Beatitude has always expressed his great
apprecia – tion for the dedication of the Armenian community of Greece for the
prosperity and progress of Greece.

On this sad occasion, on behalf of our people and church and personally I

ArmInfo. On January 28, the National Army Day, Levon Ter-Petrosyan, the
first president of Armenia and currently a presidential contender,
visited the Yerablur Memorial devoted to fallen heroes with about 1000
of his supporters.

Levon Ter-Petrosyan, as well as the leaders of political parties and
NGOs supporting him laid flowers at the memorial devoted to the
Karabakh war heroes and at the grave of Prime Minister Vazgen Sargsyan
murdered during the act of terrorism on October 27, 1999.

Aram Sargsyan, the brother of Vazgen Sargsyan, chairman of the
Political Council of the oppositional Republic Party, congratulated the
participants on the National Army Day and called "Levon Ter-
Petrosyan’s forthcoming victory at the presidential election a victory
of the country’s army, too".

A MONUMENT set up in Cardiff to remember 1.5 million Armenians who
were massacred in 1915 was vandalised ahead of a service for all the
victims of genocide.

The memorial in the Temple of Peace, Cathays, Cardiff, made of
sandstone and Welsh slate, was struck with a sledgehammer on Saturday
night, smashing the cross off it.

Yesterday was Holocaust Memorial Day and a service was held to
remember all those who have died at the hands of ethnic cleansing.

Members of the Turkish community have condemned the damage.

Caerphilly Councillor Ray Davies, who campaigned for the Armenian
monument to be erected, said many people at the service yesterday
were close to tears when they saw what had happened.

`The desecration of the monument reminds us that we must always be
vigilant against racism and hatred which is never far from the
surface,’ he said.

The pillar of pink stone was unveiled in November to remember all
those Armenians who were murdered by Ottoman Turks in 1915.

It caused controversy at the time, with members of the Turkish
community denying the killings amounted to genocide.

The sledgehammer which damaged the monument was found close to the
scene yesterday.

But the service still went ahead as planned, despite protests from a
small number of people who shouted through loud hailers.

Director of the Welsh Centre for International Affairs Stephen Thomas
said: `It was particularly saddening for the Armenians present that
this happened on the day of the Holocaust Memorial Day. This service
wasn’t specific to the Armenians. We were trying to be all-inclusive
about all those historical events where people have been massacred.
It wasn’t very helpful in terms of trying to create a bridge and
links between Turkey and Armenia that this was carried out. People
were upset when they turned up and saw what had happened.’

Hal Savas, a member of the five-man delegation from the Committee for
the Protection of Turkish Rights, was present at the service.

`Whoever has done it should be ashamed of themselves,’ he said. `We
would condemn any damage done to any religious monument.’

KARABAKH REPORTEDLY RECEIVE UP TO 300 MIGRANT FAMILIES IN 2007

Yerevan, 25 January: A total of 1bn drams were allocated from the
state budget of the [unrecognized] Nagornyy Karabakh republic (NKR)
in 2007 for the implementation of the project of settlement of
refugees and repatriates.

The department for migration, refugees and repatriation under the NKR
government has told the Mediamax news agency that 800.7m drams and
199.3m drams out of this amount were directed to residential
construction and social projects correspondingly.

Some 276 families or 1,001 people, of them 493 children, moved to
Nagornyy Karabakh from Armenia and other countries in 2007. All of
them were provided with the status of repatriates and benefit was
fixed by the state.
