6 HIGH-RANKING OFFICIALS OF FOREIGN MINISTRY JOIN

Today another six high-ranking officials of the ministry of foreign
affairs have joined yesterday’s statement of the ambassadors and the
deputy minister of foreign affairs. The six high-ranking officials are:
the press secretary of the foreign ministry Vladimir Karapetyan,
Varsenik Baghdasaryan, head of the department of the UN of the
administration of international organizations, Karine Afrikyan, head of
the department of America and Canada, Martha Aivazyan, head of the
department of NATO of the administration of arms and security, Arakel
Semerjyan, advisor of the department of Europe and the second secretary
of the department of South America of the administration of America
Helen Peteyan.

Levon Ter-Petrosyan says this is what he had said that in our
government agencies mostly honest and educated people work, and only
their bosses serve the bandit state. He says the same is about the
police and the other security agencies.

Levon Ter-Petrosyan says such a statement is viewed as highly important
in the world. According to him, in developed countries it seldom
happens, once in four of five years an ambassador may voice
disagreement with the government, and the ambassador becomes a hero.
The first president says he thinks we must be proud of all the people
who have stated to joint the popular movement.

Levon Ter-Petrosyan appealed to the participants of the rally to chant
the names of the figures who have been arrested today: Gagik, Aram,
Smbat. He said those who are arrested for joining the system are
heroes, and among them are the `potential detainees’, and he already
feels competitiveness among young people, Levon Ter-Petrosyan added in
a joke.

As to the high-ranking officials of the ministry of foreign affairs who
have joined the movement, Levon Ter-Petrosyan says it would be the last
scream of frustration with humanity if Vardan Oskanyan does not join
the popular movement. He said in case Vardan Oskanyan joins, he will
repent for his sins of the past 10 years, otherwise he will be
neglected by people.

ArmInfo. RA President Robert Kocharyan held a session today with
participation of the Armenian Armed Forces’ generalship. RA Prime
Minister Serzh Sargsyan were also present at the session. As the
Armenian governmental press-service told ArmInfo, the internal
political situation, which has recently developed in the country, was
discussed. The president said that stability is one of the most serious
achievements of the latest years, upon which the country’s primary
successes are built, and added that he will allow no one to endanger
the internal political stability. "President of the country bears
responsibility and is ready to fulfill it completely. I am decisive in
taking all the easures to keep order and legality", Robert Kocharyan
said. In view of this, the president gave specific orders. He said that
the government is elected exclusively in a legal way and the power is
not gained by violence, moreover, he will never admit for anyone’s
whims to affect the internal political stability and the political
processes. "No structure may put itself beyond the law and deal with
illegal activity", he emphasized. According to the Armed Forces’
generalship, the Army has always been the major guarantee of stability.
Today, if necessary, it will take steps to keep the country’s
constitutional order and it is ready to execute all the orders of the
supreme commander. To note, a meeting of Robert Kocharyan with the
command staff of the Police was also held today, during which the
internal political situation in the country was discussed.

violence and abuses during the RA presidential elections, however,
Serge Sargsian has really had advantage over Levon Ter-Petrosian. This
statement was made by RA presidential candidate Arman Melikian, who,
at the same time, added that he cannot claim that the advantage
was enough to win in the first stage. He qualified the elections
as elections of mutual intolerance and hatred. Thus, in his words,
society did not elect its prefered candidate but voted against the one,
it does not prefer.

For Arman Melikian the most important thing today is the stability
of the country. "An atmosphere of hatred has taken root and if we
do not overcome it, we will have very serious problems both inside
the country and with our neighbours," he said. In the estimation of
Arman Melikian, the disputable problems of the presidential elections
will not be solved in the legal field under these circumstances. He
mentioned that both the authorities and the opposition are responsible
for the provision of the country, and the abolition of the atmosphere
of intolerance. According to him, the only possibility of taking
the country out of the existing situation is the direct political
dialogue. Arman Melikian mentioned that if the sides want and trust
him, he is ready to assume the role of the mediator.

that can be useful for the solution of the Nagorno Karabakh problem,
but we should not pursue precedents. RA presidential candidate Arman
Melikian stated this at the February 22 press conference adding that
it was possible to solve the Nagorno Karabakh problem earlier through
settlement of the liberated territories. A. Melikian considers that
NKR should be first recognized by Armenia and in the course of time
it will be also recognized by the international community.

Government opponents are planning a second day of street protests
following Premier Serzh Sargysyan’s electoral victory on Wednesday.

Some 20,000 protesters marched through Yerevan on Wednesday after
election officials said Sargysyan received enough votes to win the
presidency.

The opponents insist that Tuesday’s elections were marred by widespread
violations and violence targeting opposition activists who monitored
the vote.

They claim that opposition candidate Levon Ter-Petrosian was the
real winner, who will have to fight a difficult battle to possibly
overturn the vote result.

On Wednesday, Arman Musinyan, a spokesman for Ter-Petrosian’s campaign,
accused the governing party of using state resources to influence the
vote and engagement in double voting, ballot stuffing and physical
intimidation.

Musinyan said the protests would not stop until Armenia’s Central
Electoral Commission annulled the results of the election.

But neighboring Russia has signaled its approval of the election,
and international observers issued a generally positive evaluation
of the polls in the ex-Soviet country.

A delegation of international observers from the Organization for
Security and Cooperation in Europe on Wednesday described the election
as ‘mostly in line with the country’s international commitments’
but acknowledged that ‘further improvements are necessary’.

OSKANYAN AND SEMNEBY MET AFTER KOSOVO INDEPENDENCE

On February 18 the Armenian foreign minister Vardan Oskanyan met with
the EU’s special representative for the South Caucasus Peter Semneby,
the press service of the foreign ministry reports. Peter Semneby who
arrived in Armenia after visiting Moscow and Tbilisi presented the
results and evaluations of his official meetings.

The interlocutors discussed the independence of Kosovo. Semneby said
on February 18 the foreign ministers of the EU have met to discuss
the situation regarding the issue of Kosovo.

They also touched upon the Armenian presidential election. About the
process, competitiveness was marked, and in this context the
importance of compliance of the election was underlined. The sides
also emphasized that the promotion of democracy in Armenia will
promote cooperation with the EU.

There’s always a time and a place

What’s big, white, furry and always points north? A polar bearing.
It’s the only geography joke I know. I liked geography at school. It
was sort of colouring-in with a purpose. Ever-flirting with the
notion of emigrating to somewhere remote, the other night I decided
to order some maps. With the breathlessness of the modern world, I
placed my internet request at bedtime and the following morning the
postman brought my order to the door before I or the dog were ready
to greet the day. Here, I thought, was a tribute to the wide, open
spaces of the American south in action. Don’t panic – I haven’t lost
the plot completely. The fact is that the concept of ordering what
you want by post might never have come up if American geography had
been different.

Today marks the birthday of Aaron Montgomery Ward. Had he been alive
today, he would have been 164 and the price of stamps might well have
been a shock. He would, however, also have been a hero, for he is the
man who invented mail order. Back in the 1860s, Aaron worked for a
dry-goods company, selling all manner of things to rural communities
in remote southern states. He got tired of hiring the only horse in
one-horse towns, taking endless steam trains across miles of
tumbleweed and hearing people moaning when he got there because he
didn’t have quite what they wanted. So in 1872 he came up with the
idea of selling things from a catalogue that would arrive by the hand
of the US version of Postman Pat. Aaron stayed home, the goods were
delivered and the rest, frankly, marks the foundation of Amazon and
eBay.

Now here is a question: would you say the story of Mr Ward is one of
geography or of history? If I may be so bold, I posit that it is
both; that the one would not have happened without the other. If I
wanted to explain the origins of my map delivery to my son, I
wouldn’t just show him the Montgomery Ward catalogue, I’d probably
get him to colour in the dull bits of ?Tennessee as well. Geography
is where history happens. I don’t think it’s just a chance thing that
you find early civilisations all slumming it together in major river
valleys. Why didn’t the Germans manage to set up camp in Britain
during that unpleasantness in the 1940s? It’ll be something to do
with that thing about Britain being an island.

I mention all this because of a curious problem I’m facing. My
beloved boy is currently choosing his GCSE subjects. I didn’t think
this would be difficult. He has no interest in dance or bagpiping and
steering him away from a certificate in leisure and tourism has been
surprisingly easy. He has, however, been told he must choose between
geography and history. Up until now I have thought of these two
subjects as the twinset of the basic world-knowledge wardrobe. Add to
these a simple string of pearls-of-wisdom and you’d be intellectually
dressed for any occasion. It has never occurred to me to separate
these studies, for surely they are as joined at the hip as Prince
Andrew and his golf clubs.

Take the great Apache leader, Geronimo, who died today in 1909. His
entire history was about land. Had he lived on a continent with a
regular coastline like Africa, it might have been many more years
before his people were invaded from the sea. America, however, is
awash with natural harbours practically begging pilgrims to pop in
for a visit. Not that everyone in the United States is as certain
about the importance of geography in life. The late president, Ronald
Reagan, was famously given his world briefings by videotape as he had
little idea about anywhere on the globe. In 1982 he visited the lands
south of the American border and was asked for his views. ‘Well, I
learnt a lot,’ he replied. ‘I went down to Latin America to find out
from them and [learn] their views. You’d be surprised?… They’re all
individual countries.’

Herodotus, the Venerable Bede and even that laugh-a-minute Greek,
Homer, couldn’t jot down a speck of history without first explaining
the lay of the land. And it isn’t just history. ?The splendidly named
Mesrop Mashtots, who died today in 440, invented the Armenian
alphabet. Check Armenia on a map and you see a place ripe for
unwelcome visitors. Mashtots invented an alphabet that allowed the
Armenians to write down their own language and ideas. The upshot was
a feeling of national pride and a deepening of the desire to tell
others to push off. Literature, geography and history intertwined.

I don’t know what to tell my lad. Perhaps he should do neither. Maybe
I was hasty about the leisure-and-tourism option. He’ll end up like
the late Arthur Marshall, who once received a report from his
geography master that read, ‘This boy does well to find his way
home.’

First Issue of "Hraparak" Daily To Be Published

FIRST ISSUE OF "HRAPARAK" DAILY TO BE PUBLISHED

YEREVAN, FEBRUARY 16, NOYAN TAPAN. The first issue of "Hraparak"
independent daily will be published on February 16. Its editor-in-chief
Armine Ohanian told NT correspondent that Armenia’s political life will
be in the center of attention, and the first issue of the newspaper
will be amlost completely dedicated to the presidential elections to be
held on February 19. According to A. Ohanian, "Hraparak" will also
address cultural, sport, social, economic and international policy
sujects. 8-page "Hraparak" will come out 5 days a week.

Armine Ohanian was the editor-in-chief of the daily "Zhamanak Yerevan"
before January 2008. A number of employees of the editorial staff of
"Zhamanak Yerevan" have also transferred to "Hraparak".

Luzenberger handed the copies of his credentials to RA Deputy Foreign
Minister Armen Bayburdian.

The officials discussed implementation of the Armenia-EU Action Plan
and the upcoming presidential election.

"The European Union interested in sustainable development of relations
with Armenia," Amb. de Luzenberger said, the RA MFA press office
reported.
