about today’s developments in Yerevan.

The press service of the CE reports David to say: "I am very concerned
about reports of injuries during the security forces operation to
disperse protesters in Yerevan this morning. If these reports are
confirmed, all allegations of excessive force should be properly
investigated. It is also vital to prevent any further violence,"

"I am also alarmed by the reports that the runner-up in the recent
presidential elections, former President Lev Ter-Petrossian, has been
put under house arrest. If this is true, he should be immediately
released. If he is accused of committing a crime, he should be properly
charged and prosecuted in a court of law like anyone else. In a
democracy you cannot arbitrarily detain political opponents."

MOSCOW, Feb. 26 (Xinhua) — Armenia’s National Security Service said
on Tuesday it had foiled an attempt by the opposition to storm the
national television center, Russian news agencies reported.

The service said a man arrested on Monday, identified as Karen
Ter-Stepanian, revealed that supporters of opposition presidential
candidate Levon Ter-Petrosyan planned a march to the television tower
and the Public Television and Radio Company.

"They planned to enter the building and demand a chance for
Ter-Petrosyan to go live on air," the service was quoted by the
Interfax news agency as saying.

Several people have been arrested in connection with the plot.

Opposition supporters have been rallying in the capital Yerevanto
protest the Feb. 19 presidential election, which Prime Minister Serzh
Sargsyan won with 52.8 percent of the vote.

The opposition led by Ter-Petrosyan, who got 21.5 percent of the vote,
claimed the vote was rigged and demanded a repeat vote.

Armenian President Robert Kocharian on Tuesday called the rallies the
work of "irresponsible politicians" and urged protesters to come to
their senses.

"No authorities in any country in the world would tolerate processions,
rallies or other actions that were unsanctioned," he said in a
televised address, according to Interfax.

"It’s the time to wake up, come to one’s senses," Kocharian said.

where rallies and actions with the participation of 500 thousand
people are organized, do not have future. Aram Sargsian, the Chairman
of the Political Board of the Hanrapetutiun (Republic) party, made
such an announcement at the February 27 rally. He added that the
authorities certainly change also in the countries where the students
join the national movement. A. Sargsian repeated first President
Levon Ter-Petrosian’s demands voiced the day before, which are the
following: to invalidate the elections and to set free their friends
arrested during the recent days. According to him, some more days,
and the current authorities will agree to all their demands.

According to Levon Ter-Petrosian, today the question is set in the
following way: either Prime Minister Serge Sargsian or the Armenian
people must leave Armenia.

As Mikayel Hayrapetian, the leader of the Conservative party, said,
the opposition plays a game of a cat and a mouse with the two-headed
pro-governmental monster without wishing to fasten its decease.

New Price Of "Small" Facilities Has Been Affirmed

On February 26 the government affirmed the new prices for "small"
facilities which were last time modified in 1997. At that time 1
sq m cost 10 dollars in blocks of apartments and other premises,
and 20 dollars in detached buildings. According to the new decision
which will be enforced from March 1, the prices are 10 thousand and
20 thousand drams respectively.

The NKR minister of economic development Benik Babayan says the
prices are close to the market price. According to the minister,
the privatization of "small" facilities is almost complete.

YEREVAN, February 27. /ARKA/. Russian Prime Minister Viktor Zubkov
appointed on February 21 Alexander Zaitsev RF (Russian Federation)
Trade Representative in Armenia, the RF Government’s website reports.

Zaitsev previously resigned as RF Deputy Prime Minister on
anti-monopoly policy and entrepreneurship support, after reaching
the age limit for public servicemen.

The bilateral intergovernmental agreement on the establishment of
foreign trade representations was signed in Yerevan on September
30, 1992.

Russia’s trade mission has been operating in Armenia for two years. Its
purpose is to support the Armenian-Russian intergovernmental commission
on economic cooperation.

The main objective of the representation is to develop bilateral
economic relations and provide information about economic conditions
and law, as well as to organize expos and sign agreements on economic,
scientific and trade cooperation between both countries.

At the fourth hearing on Monday, the court finally reacted to the
untolerable behaviour of defendants and defense lawyer Fuat Turgut.

The fourth hearing of the Hrant Dink murder trial on Monday, 25
February, had brought its usual share of tension, as defendants and
defense lawyer Fuat Turgut had continued to act insultingly.

Joint attorney Kezban Hatemi told court president Erkan Canak that
she was insulted by suspected gunman O.S. during the hearing.

Defendant told not to talk In another incident, suspect Ersin Yolcu was
being cross-examined. He said that O.S. had got on the bus from Trabzon
to Istanbul by himself. There has been evidence that O.S. did not go
alone after all. However, then police informant and fellow defendant
Erhan Tuncel said to Yolcu, "Don’t talk." Yolcu then refused to answer
any more questions. As a result, Tuncel was sent out of the court room.

Attempted attack on joint attorney Later, suspect Yasin Hayal tried
to attack joint attorney Erdal Dogan. Hayal had become angry when
Dogan asked suspect Yasar Cihan from the Great Union Party (BBP)
several questions on the McDonald’s bombing in Trabzon. Hayal had
been implicated in the bombing but protected by the police.

After his attempted attack on Dogan, Hayal was taken out of the court
room, too.

Turgut: A stream of hate speech Fuat Turgut, Hayal’s defense lawyer,
had said in front of the court, prior to the start of the hearing:
"Where is the horde saying ‘We are all Armenian’? May Allah unite
them all with their Hrants."

During the morning session of the hearing, he said about his client
Hayal, "My client is not a murderer, unlike the rabid Armenians." He
was warned after that remark, but later said, "Hrant Dink was from
TIKKO (the illegal Turkish Workers and Peasants’ Liberation Army)
and a registered traitor." He also said, "Those defending Armenians
are Devsirme (i.e. non-Muslims)."

Hrant Dink’s daughter Delal Dink finally reacted to Turgut’s taunts,
protesting to the court, "Enough! When my father was alive he was
called an enemy of the Turks and killed. I cannot stand this any
longer."

The joint attorneys also argued that a defense could not contain
insults and protested. Finally, Judge Canak reacted, citing Article
252/F of Criminal Procedure Law, and sent Turgut out of the court room.

On 2 July 2007, Turgut had insulted the Dink family and the joint
attorneys before the first hearing began.

The war in Artsakh has left its disastrous stamp on the health
of Aram Kostanyan. The former freedom fighter now shows up at the
psychiatric clinic.

The ease he expressed at the beginning of our conversation would
prove that he wasn’t a very talkative person. He only said that
he participated in the liberation of various areas of Karabakh,
including the Lachin corridor.

39 year-old Aram started coming to the clinic when his successive
nervous attacks began to worsen. His doctor says Aram suffers from
schizophrenia.

There are other former war vets who also visit the clinic. Dr. Ernest
Grigoryan, the clinic’s chief physician, states that they do not
possess statistics that show how many of the clinic’s 2,000 patients
are former vets.

The parents of Aram, Arusyak and Rafael Kostanyan, recount that during
one battle Aram was wounded in the feet and that ammo fragments are
still embedded there. They say that later on a shell exploded close
to his position that threw him several meters back.

Shaking with emotion Aram’s mother recounted that, "My boy was wounded
in the head and received a concussion and recurring psychological
disorders." She continued that Aram started to work at one of the
army bases but that one day a fellow worker brought him home since
his nervous spasms had really gotten bad.

Aram’s father remembers well the day he went to bring his son back from
the city of Chita in Russia. He was serving in the Soviet army. Raffik
recounts that, "In 1990, I went looking for him. At the time Aram
was a NCO in the army. They needed officers here so I went to bring
him back to Armenia. Aram also expressed the wish t go to Karabakh
since military operations had already begun."

They returned to Stepanakert. Aram continued to serve in the Soviet
army base there but soon joined up with other freedom fighters of
his own age.

"At the time, the far-sighted people were sending their boys out of
Karabakh while I brought him there and, as a result…" the father
breaks off his trembling words.

"It was in 1995 when they brought Aram to the house from work after
a series of nervous attacks. Afterwards they took him to the Nork
psychiatric center in Armenia where he was treated for one month. His
condition again worsened after returning home and we were forced to
admit him to the psychiatric clinic in Stepanakert as an out-patient"
says Aram’s father. Rafael has two other sons besides Aram who are
also musicians.

"My Aram also loved music very much. He graduated from a music
institute and would play the clarinet at various celebrations before
joining the army.

He was a very happy and out-going boy. Who would have thought my Aram
would suffer from this incurable disorder?" Mrs. Arusyak says wiping
tears from her eyes. Every two days she brings home cooked meals to
Aram at the clinic. The mother says, "They serve meals there as well,
but my boy prefers my cooking."

The parents say that Aram becomes physically aggressive during
his seizures, breaking household items and even assaults them. His
father says, "That’s why we’ve applied for a separate apartment for
him. With two other boys and their families as well in the house,
conditions aren’t that safe." Rafael, who still hasn’t come to terms
with Aram’s disorder, does all he can to guarantee that his two other
sons and grandkids lead normal lives.

Contrary to Aram, another clinic patient, Nver Gasparyan, was more
agitated during our talk. After staring at me for a while he asked
his first question, "Can you help me get out of this place?"

Nver was born in 1974 and participated in the war. He fought in the
village of Karmiravan and participated in military operations in the
Jilut area.

Nver, who also suffers from schizophrenia, speaks incoherently,
"I received a concussion during the war. I’ve been here for ten years.

Everything is normal now and I want to go home."

Another 39 year-old male patient, who didn’t wish to give his name,
"inherited" the same disorder from the war. He only stated that
he lives in then Askeran area and that he frequently comes to the
clinic to get his drug prescriptions. "In 1992 I tripped a landmine
under foot in the Fizuli region. I was laid up unconsciousness for
a day. Afterwards, they found that I had received a concussion,"
trying to avert his bloodstained gaze.

He says his seizures are triggered by a variety of reasons – the cold,
drinking, even half a glass, noise and anger. "What happens when an
attack occurs, I couldn’t say. You’d have to ask my wife. She sees
it all but never tells me." The 39 year-old has been a patient at
the clinic for 4 years already. He confesses that, "If it weren’t
for the drugs he takes, things would be much worse."

I wasn’t able to find out from the patients whether psychologists
treat them or not. They appeared amazed by the question. All they
said was that there’s a separate room at the clinic where they can
go to read, paint, etc.

The Chief Physician at the clinic informed me that a psychologist did
work with the patients in a separate room. " But only if the patients
request such treatment, he continued. " The patient must express such
a desire, we can’t force the patient to see the psychologist." He
concluded by noting that specialists used to visit the clinic but
that no such people have seen the patients for several years.

Armenian president Levon Ter-Petrosian organized a procession along
Mashtots Avenue, Amirian and Nalbandian Streets, chanting "Levon",
"Unification", "Serzhik, Go Away", "Freedom". When the procession
reached Republic Square where a rally of Serge Sargsian’s supporters
ended a short time ago, policemen used loud hailers to warn the
procession participants that their procession is unsanctioned and
they must stop it.

Continuing the procession, its participants returned to Freedom Square
where a rally is going on.

phenomenon, namely, absence of political culture, Armenian President
Robert Kocharian told the Public Television of Armenia.

"The problem is that the unsuccessful party doesn’t want to accept
the situation. The presidential election received a high estimation
of international observers. This election was the best in Armenia’s
history. There can’t be an election without violations. But there
is a legal way to issue complaints. Re-count of votes was held in
135 polling stations. The head of the election commission of the
constituency, where serious violations were revealed, was arrested. 86
complaints received from Levon Ter-Petrosyan and Artur Baghdasaryan’s
supporters proved groundless," the President said.

Armenian president describes opposition rally as coup attempt

Opposition demonstrations in Yerevan, with demands for the annulment
of the official results of Tuesday’s presidential elections, are an
attempt at a coup outgoing Armenian President Robert Kocharian said
on Saturday.

The demonstrations began on Wednesday. Their participants, who have
claimed the elections were rigged, are supporters of former president
Levon Ter-Petrosian, who, according to the official returns, received
21.5% of the vote.

According to the official results, Prime Minister Serzh Sargsyan
garnered 52.86% of votes and won the poll, in which he had eight
rivals.

"No structure can put itself above the law and constitution and
practice illegal activities," Kocharian said at a meeting with the
armed forces and police top brass on Saturday.

"We will take resolute and rigorous action to maintain stability and
the constitution," the president said.
