Today while Serzh Sarkissian was swearing an oath at the National
Academic Theatre of Opera and Ballet after Alexandre Spendiarian,
groups of policemen armed with truncheons rushed from Shahumian Square
towards the Statue of Miasnikian.

Crowds of people had grouped near the statue by 14:00.

They were shouting aloud, "Struggle to the end!"

"Freedom!"

The flow of people still continues. They lay flowers and light candles
in memory of the March 1 victims.

Policemen ask people to leave the site and ban their access to the
nearby park.

ArmInfo. The agenda of the session of the Armenian parliament
has included the parliament’s statement "On the settlement of the
Nagorno-Karabakh problem". The statement is as follows: "Expressing
its concern over the recent developments in respect of the settlement
of the Karabakh problem; considering that the Azeri high-ranking
officials’ anti-Armenian militant propaganda is dangerous and aims
to break the peace process; condemning the Azeri army’s provocative
actions on violating the cease-fire regime, particularly, invasion
of the Azeri armed forces to the territory of the Nagorno-Karabakh
Republic on March 4; taking into account Azerbaijan’s open steps to
torpedo the peace process, aspiration to gain military prevalence due
to oil financial flows and settlement of the problem in the military
way; the blackmail with respect to the OSCE Minsk Group co-chairs,
which is accompanied with threats to express distrust in them and
pass the discussion of the conflict settlement to other organizations,
which is qualified as an open and amoral attempt of Azerbaijan to break
the peace process; considering that the fragmentary publication of
settlement principles worked out within the frames of the Minsk Group
as a possibility of various speculations is dangerous; considering
Karabakh people’s right to self-determination to be incontestable
and irreproachable from the viewpoint of international law, and
the necessity of unconditional application of this principle when
settling the problem, The National Assembly of Armenia suggests that
the President and the Government of the country:

– intensify and enlarge efforts to develop and implement measures aimed
at informing the world community about the Nagorno-Karabakh problem

– enhance Armenia’s initiative concerning the Nagorno-Karabakh problem

– formulate legal grounds for ensuring the security of Nagorno-Karabakh
in case of military aggression by Azerbaijan".

Speaker of the NA Tigran Torossyan says that this statement is
a response to the latest developments in the framework of the
Nagorno-Karabakh peace process. It is for the Government and the
President to solve this problem, so, the National Assembly considers
it to be correct to ask them to search for solution. This is the
position of all the MPs. As regards the possibility of recognition of
Nagorno-Karabakh’s independence by Armenia, Torossyan says that Armenia
may take such a step if need be. Since the statement does not mention
it, Torossyan supposes that it is not yet time for such an action.

YEREVAN, APRIL 8, NOYAN TAPAN. The famous Polish composer Krzysztof
Penderecki arrived in Yerevan on April 7. He told reporters that
he considers his first visit to Armenia as "return home", as his
grandmother was an Armenian emigrant from Isfahan.

"I am very grateful for the invitation to visit Armenia. I have been
waiting for this visit quite long – for 75 years since my birthday. I
tried to come to Armenia in the 1960s but I failed. Now I am very glad
to be in the land of my ancestors. This visit is a return home to me".

Penderecki has come to Armenia to participate in Week of Penderecki
orgaized within the framework of the international music festival
"Prospects of the 21st Century" held on April 7-12. During these
days the Armenian music lovers will have an exceptional opportunity
to listen to works of the Polish composer at the concerts conducted
by him. The living legend of classic art has brought famous musicians
from ten countries with him.

K. Penderecki said that he has had no occasion to mix with Armenian
composers, except for Aram Khachatrian, whom he received at his
home. "At that time I was a follower of the avant-garde movement, and
Khachatrian’s music seemed a kind of old and too classic to me. Later,
during my second meeting with him, I performed his Violin Concert in
Warsaw," Penderecki recalled (at first he was a violinist).

In response to the question of whether his Stabat Mater resembles
Armenian Liturgy, the composer replied: "Perhaps. When was a child,
grandmother used to take me to Armenian church, maybe there is a
resemblance, I cannot say".

Work is the real source of inspiration for the composer. "I wake up
very early in the morning and start my work. When I begin creating,
inspiration comes at that time. When it is groundless, everything is
fine. But sometimes the development is slow, it also happens".

"There are artists, for example, Shagal, who always create in the
same way.

Others, for example, Picasso, constantly change their directions. I
work like Picasso: by changing my forms and directions. Each artist has
his own labyrinth. The point is how to get out of one’s labyrinth. I
also get into such labyrinths but I alsways see ways to get out of
them," Penderecki said.

The world-famous composer and conductor of Armenian origin promised
to reporters that he will tell about his impressions and thoughts
about Armenia in a few years.

HELSINKI, 4 April 2008 – Alexander Stubb was appointed as Foreign
Minister of Finland today. The new Minister, serving also as the OSCE
Chairman-in-Office, pledged to push ahead with Finland’s Chairmanship
priorities.

"The work of any Chairmanship is the product of a large team
effort involving the OSCE Task Force and Vienna delegation, Special
Representatives and the OSCE’s Vienna Secretariat as well as OSCE
field operations and Institutions," said Stubb.

"My team will continue the work started by my predecessor Ilkka
Kanerva. I warmly thank Mr. Kanerva for a strong and active
contribution."

The Finnish Chairmanship will pursue the detailed schedule of work
that builds on the OSCE’s strengths as a forum for dialogue and a
platform for action across Europe," the new Chairman-in-Office said.

Minister Stubb, 40, is scheduled to visit Vienna on 10 April to brief
the OSCE’s Permanent Council, a decision-making body chaired this
year by Finland.

Priorities of the 2008 Finnish OSCE Chairmanship include progress
towards resolving the region’s protracted conflicts, enhancing
engagement with Afghanistan as well as co-operation on maritime and
inland waterways, combating trafficking in human beings, promoting
tolerance and non-discrimination and gender equality.

VivaCell, a subsidiary of Mobile TeleSystems OJSC (NYSE: MBT)
presented with 1 million drams a 43-years old mother from the village
of Aghvani of Syunik marz Zhenya Shirinyan, who gave birth to her
8th child. VivaCell Kapan Service Center Officer Ashot Kuyumjyan
on behalf of the Company delivered 1 million drams to the mother of
eight children Zhenya Shirinyan.

In addition to the envelope with 1 million drams provided by
VivaCell, like many other mothers who were provided birth delivery
in the maternity houses of marz centers of Armenia as well as in
the Institute of Perinatology, Obstetrics and Gynecology in Yerevan,
Zhenya Shirinyan also received an ALO MOM prepaid card, being provided
by VivaCell to mothers of the newborn during the Month of Women,
Maternity and Beauty announced by the Company for the whole period
from March 8 to April 7. To date, nearly 1,000 women have already
received from VivaCell such ALO cards with 15,000 drams of embedded
airtime, specially designed for that occasion.

This year, the Month of Women, Maternity and Beauty will be concluded
by a unique draw aired on TV, involving all the recipients of ALO
MAM gift cards.

Each of the 11 winning numbers (one winner per each marz and Yerevan)
will get from VivaCell a special gift voucher with a certain
amount. The gift voucher can be used only as full payment against
purchase of infant-related items in one of the specialized baby stores

Baku. Fakhri Karimli-APA. OSCE Minsk Group Co-Chairs Matthew Bryza
(USA), Bernard Fassier (France) and Yuri Merzlyakov (Russia) have
today met with Armenian Prime Minister and president-elect Serj
Sarkisian within the framework of NATO Bucharest Summit.

APA Eastern European Bureau reported that they had discussed in
details the settlement of Nagorno Karabakh conflict. Anjey Kasprshik,
special envoy of the OSCE Chairman-in-office and Vardan Oskanian,
Armenian foreign minister have also attended the meeting.

Drilon GashiKosovo is now more than a month into its sovereignty and
statehood, many wonder what has the independence declaration meant
to the world’s other sovereignty seekers? As a result, de-facto
independent entities such as Republika Srpska, Nagorno-Karabakh,
as well as others, actually, have not subsequently declared their
own independence (or rather been internationally recognized). I was
careful here not to mention Transnistria (Pridnestrovie), Abkhazia, and
South Ossetia, not because they have been internationally recognized,
but only because Russia has already taken governmental measures to
recognize these "countries".

So as Russia begins de-stabilizing the former Soviet Union and
neighboring Georgia, its historical ally, Serbia, is working on
its own Pandora’s Box of a precedent in the Balkans. Russia, which
has been campaigning in defense of international law, is actually
countering its own principles in going ahead with the recognition of
its neighboring secessionist states. A true ally indeed, especially
in terms of de-stabilization, Serbia, is now openly pushing for the
ethnic partition of Kosovo (more specifically, partitioning northern
Mitrovica). An article from the New York-based American-Albanian
newspaper, Illyria, headlined an article with "Serbia removes their
masks: want the partition of Kosova". Undeniably, Serbia is now going
ahead with "Plan B" as annulment of Kosovo’s independence has been
realized as an impossible feat.

So post-independent Kosovo has had violence, as feared, leading to the
death of a Ukrainian police officer, yet this violence was most likely
sponsored by Serbia. This goes along with the indirect "sponsorship"
of attacks on the U.S. along with other foreign embassies in Belgrade
which occurred right after Kosovo’s independence. Looking back, we
see that, besides wearing diplomatic masks, Serbia also had state
sponsored paramilitary militias wearing their own types of masks
during the massacres of innocent civilians in Croatia, Bosnia, and
Kosovo. Should the world fear Kosovo’s precedent, or have we found
the real culprit in Serbia?

Kosovo is going through with implementation of the Ahtisaari Plan,
which includes wide-ranging minority rights, as well as many other
provisions which are impressive for any state to accept and embark
on. Kosovo faces the reality of northern Mitrovica, which is considered
by some as de-facto separate, an issue it intends to deal with in
as peaceful of a manner as it, NATO and UNMIK can. Kosovo and its
institutions realize that Serbia is definitely not a good example for
a country dealing with a similar issue. In similar situations, Serbia
attempted to "solve" its ethnographical statistics with thinking can
be summed by former Serbian governor of Kosovo, stating, "All we want
is to reduce the Albanian population to a manageable level."

Nonetheless, Kosovo and Europe are actually still striving to
work together with Serbia, rightfully so. Instead of punishment
for its atrocities in the wars of Yugoslavia, and Serbia’s lack of
understanding with Kosovo, Europe and Kosovo are still extending a
hand for collaboration. The hope is that Serbia will wise up, and
realize that beginning ethnic partition of Kosovo would only create
a real "domino effect" in the Balkans. Ethno-nationalist segments
throughout the region would create a serious blow to the progress and
majority acceptance of European integration, instead, heading down a
road which could only precede more violence and war. Kosovo needs to
develop and strengthen its own institutions to be ready for the near
future, where the only type of precedent neighboring Serbia continues
to serve as, is a negative one.

PRIMATE’S RETURN FROM THE SUPREME SPIRITUAL COUNCIL MEETING

Sydney, Australia – The Supreme Spiritual Council convened its meetings for
the new year from 6-8 March at the Mother See of Holy Etchmiadzin. His
Eminence Archbishop Aghan Baliozian, Primate of the Diocese of the Armenian
Church of Australia and New Zealand arrived in Yerevan on 4 March to attend
the meetings.

In light of the political and civil unrest in Armenia, the Supreme Spiritual
Council petitioned the people of Armenia to settle for peace, harmony,
reconciliation and solidarity without which, the nation could be
jeopardised. Whilst the three day meetings were overshadowed by solemness
for the current events that had unfolded, the Council nonetheless carried
out its business which involved discussions relating to the Armenian Church
as well as preparations for the Blessing of the Chrism Ceremony due to take
place on 28 September, 2008.

Following a one week stay in Armenia, Archbishop Baliozian made his return
passage to Sydney via Dubai and Bangkok. In Dubai, His Eminence was present
at the ‘Hesgoom’ service at St Gregory the Illuminator Armenian Church in
Sharjah on Wednesday, 12 March where he delivered the evening’s sermon. At
the conclusion of the service, he was invited to partake in a special event
reserved for visiting clergy to the church. The Armenian Church at Sharjah
is assembling a monument dedicated to the Armenian Alphabet. High ranking
visiting clergy are invited to bless a letter of the alphabet carved from
‘tuf’ stone from Armenia and place it on the structure. Archbishop
Baliozian chose to bless the letter "cha" representing the Armenian word
"charcharank" (meaning suffering) signifying Jesus’ sufferance for the sins
of the world with Easter week approaching.

On Friday, 14 March Archbishop Baliozian arrived in Bangkok to meet with the
small Armenian Community. As Pontifical Legate of India and the Far East,
he ensures his overseas travels include an annual pastoral visit to this
community en route of a journey. On Saturday, the Archbishop celebrated the
Divine Liturgy and delivered his sermon to the faithful after which he had
the opportunity to meet with community members. The same evening, Honorary
Consul of Armenia in Thailand, Mr Greg Der Kevorkian and his family along
with community members of Bangkok hosted a dinner reception in honour of
Archbishop Baliozian.

Archbishop made his way home on Monday 17 March.

Most Of Officials Are Informed

104 officials were asked if they knew the RA Law on "Freedom of
Information" and 99 of them answered that they were aware of the
current law, and 5 of them did not, said the president of the "Freedom
of Information" NGO Shushan Doydoyan taking into account the research
done by the NGO. According to her 88.4% of the informed 95% were aware
of certain provisions of the law. And 90.3% of the respondents said
that the law is a good one.

77 officials mentioned that the unawareness is a real problem, 39
notified that the reason is that they get used to work secretly, and
24 said that the provisions mentioned by the law are not carried out.

According to the officials the most open institutions are the
ministries of education and science and labor and social affairs,
as well as the Civil Service staff. According to the journalists the
most open institution is the ministry of foreign affairs.
