La meta establecida a unos metros de la Ventana al Mar empezó a
registrar el arribode participantes después del mediodía

Ensenada, B.C. – Khris Gevorgian fue el primer ciclista que llegó a la
meta del Paseo Ciclista Rosarito-Ensenada -establecida en el bulevar
costero y avenida Alvarado- a las 12:08 horas.

El participante de origen armenio y radicado en Glendale, California,
formó parte del contingente que salió en punto de las 10:00 del Hotel
Rosarito Beach.

Recién concluido el trayecto, el ciclista de 30 años de edad, indicó
que es la primera vez que participa en el Paseo Rosarito-Ensenada.

Unos minutos antes, en punto de las 12:00 horas, el norteamericano
Steven Shores cruzó la meta, pero admitió haber salido con 20 minutos
de ventaja sobre el resto del contingente.

Detrás de Khris Gevorgian llegó un grupo de 11 ciclistas, entre
quienes destacaban los mexicalenses Pedro Alan Ferracin y César
Osvaldo Sánchez, primeros nacionales en recorrer las 50 millas

Mientras tanto, la primera ciclista mexicana que apareció en el
bulevar costero fue la tijuanenses Lina Cervantes.

Por su parte, Víctor Tanahara, del Club Pedal y Fibra, punteó entre
los ensenadenses participantes.

Blackstairs Energy to begin drilling in Armenia in 2010

Ireland’s Blackstairs Energy plans to begin drilling operations in
Armenia in 2010, Tim Papworth, the general director of Blackstairs
Energy Armenia, told Interfax.

The company will perform 170 running kilometers of seismic surveying
in 2009. Preliminary information suggests Armenia may have both oil
and gas deposits, but more exploration needs to be done, Papworth
said.

The company is currently conducting geological and geophysical
research of the structures that are most likely to contain oil and
gas.

Blackstairs Energy has contracted the Institute of Seismic and
Engineering Geophysics of the Armenian Academy of Sciences to carry
out gravimetric research.

To date the company has received satellite imagery and compiled a
geological profile. Blackstairs Energy has invested about $1 million
in oil exploration in Armenia since June 2007.

On April 27, 2007 the Energy Ministry and Environmental Protection
Ministry signed an agreement with Blackstairs Energy on oil and gas
exploration in Armenia.

Blackstairs Energy will explore for oil and gas in the fourth, fifth
and sixth blocks in central and southern Armenia covering 13,775
square kilometers – nearly half of the total land area of the
republic.

The territory of Armenia has been divided up into six license blocks.

YEREVAN, OCTOBER 21, NOYAN TAPAN. Mass production of 9 mkm thin foil
has been launched at Armenal foil rolling plant. The share of thin
foil in Armenal’s total production will make up over 70% after its
equipment operates at full capacity. The production is envisaged for
customers from the U.S, Europe and the Middle East. According to a
press release of Rusal company, investments for Armenal’s production
development amounted to about 6 million dollars in 2007-2008 and were
mainly aimed at developing the production of thin foil which is in
great demand in international market.

Production of 9 mkm thin foil is currently being developed at the
enterprise.

Reference: Armenal was created on the basis of Yerevan’s Kanaker
aluminium plant in May 2000. It is one of the biggest industrial
enterprises in Armenia and the only producer of aluminium foil in the
Caucasus and Central Asia. The enterprise made part of Rusal, the world
leader in aluminium production, in 2000 and comprises together with
Sayan Foil, Sayanal and Ural Foil enterprises the Packaging Division
of the company. The enterprise employes more than 700 people.

The first president of Armenia Levon Ter-Petrosyan thinks the Karabakh
settlement has stepped into a deciding phase, and the issue will be
resolved within the upcoming 2-3 months. Levon Ter-Petrosyan presented
the proposal offered by the mediators, one of the disputable points of
which is the issue of the territories around former Nagorno-Karabakh
Autonomous Region (NKAR).

The Armenian government did not deny having agreed to that, confirming
that Armenia will continue to negotiate the principles of Madrid.

The territories have become a hindrance to the resolution. And there
are several highly important reasons the most insignificant of which is
perhaps the settlement of the Karabakh problem. And the most important
one, of course, is the small section of the Karabakh-Iranian border
which is now defended by the Karabakh force.

Whose area of influence the entire South Caucasus will be depends
on whose troops will be deployed at this section. So far no troops
have been deployed in this area because the Minsk Group co-chairs,
the United States, Russia and France, could not reach agreement on
whose force should be deployed there. It is remembered that several
years ago the OSCE sent a planning group to Karabakh which was
supposed to study the site for ensuing deployment of peacekeepers. On
the same day the former (and perhaps present) representative of the
Russian president for the Karabakh issue Vladimir Kazimirov, who had
a trip to the area of security and even held an interview about the
deployment of peacekeepers. At that time no agreement was reached,
and obviously no agreement will be reached now. And now each side
will hold separate talks with Armenia and Azerbaijan.

The "intrigue" of the situation is that these territories which are
now part of NKR are in an unofficial area of influence of Armenia,
however, by international documents, they belong to Azerbaijan. In
other words, for the deployment of troops the agreement of both
Azerbaijan and Armenia is needed. Baku has already stated to disagree
to the deployment of any troops in their territories although
obviously these are just words. In reality, however, Aliyev dreams
of anyone’s troops to separate former NKAR which is usually referred
to as Karabakh from the rest of the territories, finally solving
this disputable issue. And afterwards it will be a matter of time
to solve the issue of "Karabakh" itself. Here no force is needed –
block the road for a couple of days and that’s it.

Therefore, it is not important to Azerbaijan whose troops will
be standing at the border of the former NKAR and the rest of
Karabakh. Most importantly, they want to rid of the bugbear called
the "seven territories around Karabakh". In this situation, it is
not clear what importance the "nationality" of the peacekeeping force
has to Armenia. No matter what uniforms they wear, they will deprive
Armenia of the most important factor of security.

Unfortunately, many people in Armenia do not acknowledge the
importance of this factor. In "political" conversations and even
negotiations these territories are handled as a trump card, and
there is nothing terrible about losing it. Many even did not bother
to visit those territories, let alone building in their development
and settlement. Moreover, when in 2000 the OSCE sent a monitoring
group at the request of Azerbaijan, the Armenian government started
to swear with such ardor that those territories are not settled as
if those territories were unreal and existed only on maps.

Meanwhile, after the division into Mountainous and Lowland Karabakh in
1923 these territories were not included in the Autonomous Region of
Nagorno-Karabakh, were settled by Azerbaijan and became a wedge tapped
between NKAR populated with Armenians and Armenia. After ousting the
Azerbaijani force from these territories Armenia and Karabakh got a
long border.

The territory of NKAR was 4.4 thousand square kilometers, the
population was 157.2 thousand (1998). Nagorno-Karabakh Republic was
proclaimed on September 2, 1991 in the territory of NKAR and the region
of Shahumyan. Territory 12, 047 square kilometers, population 144
thousand (2007). The territory of NKR was divided into 7 administrative
territories: Askeran, Hadrut, Martakert, Martuni, Shushi, Shahumyan and
Kashatagh. In December 1993 the region of Kashatagh, NKR, was formed
in the territory of the region of Lachin with the administrative
center of Lachin, which was later renamed Berdzor.

The territories around former NKAR, the parts where there are
communications are now populated. Most densely populated regions are
Kashatagh (former Lachin) and Shahumyan (former Kelbadjar). As of 2007,
about 9 thousand people lived in the region of Kashatagh. In the region
of Shahumyan the people of the former region of Shahumyan, Azerbaijan,
live now. Annually 130-150 families settle here with assistance from
the government. An annual 3 million dollars is invested in settlement.

over the leaked photos of police and gendarmerie officers posing with
the man suspected of murdering Agos editor Hrant Dink were found not
guilty yesterday, Anatolia News Agency reports.

‘Souvenir photos’ with suspect is not a crime, the court decided.

Ultra-nationalist teenager Ogun Samast gunned down Dink outside his
newspaper office in Istanbul on Jan. 19, 2007 and was captured by
the gendarmerie on his way back to his hometown of Trabzon on the
Black Sea.

The murder of Dink, who was tried under article 301 of the Turkish
Penal Code, caused serious domestic and international criticism.

The photos of the suspect with police and gendarmerie officers appeared
in the media, causing a huge embarrassment for the department.

Two senior police officers were charged with dereliction of duty by
allowing the photos to be taken and then leaked to the media and
causing the public to believe the department sympathized with the
murder suspect.

The court said there was no evidence the charged officers were
responsible for the leak and found both defendants not guilty.

According to the preliminary results of the elections of the Major
of Echmiadsin ex-Minister of Defense, Chairman of Yerkrapah Union of
Volunteers Manvel Grigoryan’s son, Karen Grigoryan won.

Chairman of the election committee of constituency 19 Movses Kartashyan
informed us that 20 thousand 527 voters or 50,05% of the voters
participated in the elections. According to the preliminary results
12 thousand 208 electors voted for Karen Grigoryan, 6 thousand 994
voters – for his main rival Hakob Hakobyan and the third candidate
Artak Poghosyan obtained 169 votes.

STEPANAKERT, 22.10.08. DE FACTO. In 2009 salary of medical workers
of the Nagorno-Karabakh will increase 30% on average.

In the course of a meeting with the representatives of the sphere of
the Republic’s health care Nagorno-Karabakh Republic PM Ara Harutyunian
stated that next year NKR government was to increase financing of
health care system by 400 million drams. The Premier noted that the
means would be spent to increase medical workers’ salaries.

To note, the NKR Minister of Health and A. Khachatrian and NKR Minister
of Finance S. Tevosian also attended the meeting.

TABRIZ (IRNA) — Prelacy of Iranian Armenians in the northwestern
province of East Azerbaijan, Archbishop Neshan Topozian, said
on Tuesday that Armenians are living peacefully with their Muslim
brothers in Iran.

He made the remarks in a meeting with Governor General of East
Azarbaijan province, Ahmad Alireza-Beigi.

He voiced readiness of Iran’s Armenian community to help develop
their Islamic country.

Referring to registration of nine Armenian historical sites as the
World Cultural Heritage, he appreciated efforts made by the provincial
governor to that end.

The provincial official, for his part, praised active participation
of the Armenian community in Iran’s social affairs.

He added that contrary to the enemies’ propaganda campaign, the
Armenian community enjoys full freedom in observing their religious
rituals.

Russian president said it should resolve the problems connected with

adopting of the necessary norms and rules which will ease the situation
or put it in order.

ArmInfo. OJSC "Comstar – United TeleSystems" and its branch in Armenia
"Cornet- AM" are launching wireless wideband internet communication
of WiMAX standard in Armenia, Comstar’s PR department told ArmInfo.

To recall, Comstar-UTS and Cornet-AM have already launched 802.16e
standard WiMAX commercial network in the frequency range of 3,6- 3,8
GHz. The network consists of 24 baser stations connected with own and
rented lines of optical and radiorelay communication, and covers 18
towns of the republic. In the future the network will be expanded to
40 stations. Investment in the project in 2007-2008 was 4.6 mln USD.
