VARDAN OSKANIAN: TURKEY’S POSITION IN RELATION TO ARMENIA HAS NOT CHANGED

YEREVAN, JUNE 29, NOYAN TAPAN. The Armenian Foreign Minister, Vardan
Oskanian, at the June 29 press conference, said that Turkey, as before,
is putting forward preconditions in the issue of normalization of
our relations.

He mentioned that prospects of an establishment of Armenian-Turkish
relations, as well as the problem of a settlement of the Nagorno
Karabakh conflict were discussed during his meeting with his
Turkish counterpart Abdullah Gul held on June 25 in Istanbul within
the framework of the Summit of the Black Sea Economic Cooperation
organization. "I again confirmed Armenia’s position to establish normal
relations with Turkey without preconditions," V. Oskanian stated.

However, the Minister said, Turkey’s position in relation to Armenia
has not changed, and we need not expect any changes in the nearest
future, as this country is on the threshold of elections. V. Oskanian
also reported that he presented Gul with the last developments in
the process of the settlement of the Nagorno Karabakh conflict,
as well as the Armenian side’s position in that issue.

At a conference on the EU and the Armenian Diaspora held in Sofia,
newly elected Bulgarian MEP Nikolai Mladenov emphasized the Armenian
Diaspora’s contribution to Europe.

June 23, 2007. AGBU-Sofia and the Euro-Bulgarian Cultural Center (EBCC)
hosted a round table on the theme of "A Diaspora Inside Europe". The
event was part of a series of round tables co-organized throughout
Europe in partnership by AGBU YP sections, Orer Magazine, Nouvelles
d’Arménie Magazine and Inside Europe. The Sofia conference featured
distinguished speakers and participants that had the opportunity to
share ideas and discuss the implications of EU membership for Armenian
communities in member countries. It attracted all the more interest
as Bulgaria has been a member of the EU for less than 6 months, and
first elected its members of the European Parliament just three weeks
before the event.

The speakers at the round table included Mr. Nikolai Mladenov,
recently elected Member of the European Parliament (MEP), Mr. Nicolas
Tavitian, Director of Inside Europe and Mert Ersin, Director of
Euromed Consulting.

Participants included the Ambassador of the Republic of Armenia,
Mr. Sergei Manasserian, the Embassy Counsel Mr. Igor Mardirossian,
Mrs Ahavni Topakbashyan, Head of the Ethnic Identity, Integration
and Demographic Development Department, Mr. Edi Emirian, Head of the
PR Department with the Council of Ministers, Mrs Darina Kadunkova,
Development Coordinator with the European Institute in Sofia, Mrs Ema
Azarian , Repertory Director with the National Palace of Culture, 15
Young Professionals from the local organization as well as Mrs Sonia
Bedrossian-Avakian, Chair of AGBU-Sofia and Mr. Onnik Karapchian,
EBCC Director.

The three panel discussions focused on the significance of the Armenian
Diaspora and the development of the European Union. Mr. Mladenov’s
thesis was to put to use the ready Armenian Diaspora network that
can help foster unity despite diversity (EU’s motto is "United in
Diversity" or "In Varietate Concordia" in Latin). In an unprecedented
manner he also made a strong reference to the Armenian Question by
raising the need for the recognition of the Armenian Genocide. The
Sofia conference was the first public event attended by Mr. Mladenov
as a Member of the European Parliament.

Nicolas Tavitian ‘s panel theme was about engaging, educating and
involving the EU institutions in the Armenian Diaspora’s public
life. The discussion gravitated around what it means to be a
European citizen and the different perceptions in the old and new
member countries. Mr. Tavitian also suggested several ways in which
a community can communicate and interact with the institutions and
highlighted the major considerations in applying for and working with
EU funds.

The third speaker, Mr. Mert Ersin talked about ways to repair relations
between Turks and Armenians. Mr. Ersin, a European citizen of Turkish
descent, showed profound understanding of the problem and freely
talked about the obstacles to Genocide admission in Turkey and other
sensitive subjects such as state policy and misperceptions and lack
of awareness among the common people. While demonstrating an in-depth
understanding of the barriers Mr. Ersin also shared his vision for
reconciliation in a a European context and in the European spirit.

In conclusion, participants agreed on a follow-up statement to be
issued to EU institutions declaring the willingness of the citizens
of Europe with Armenian and Turkish origin to strengthen the dialogue
between their communities and to support the Europeanization process
of Turkey and Armenia.

The conference was concluded by a small cocktail reception, during
which participants could share thought and impressions and continue
their discussions over a glass of wine.

Not satisfied with making the Armenian officer Gurgen Margarian’s
murderer Ramil Safarov a hero, Azerbaijani authorities want to return
him officially to their country.

The military procurator of Azerbaijan Khanlar Veliyev visited Budapest
and saw the Azerbaijani officer Ramil Safarov, who is sentenced to life
imprisonment for the murder of the Armenian officer Gurgen Margarian.

According to Day.az agency the military procurator announced that the
physical and moral state of Safarov is satisfactory. He also hoped
that they would take Safarov to Azerbaijan.

Khanlar Veliyev informed that they would appeal against the February
22, 2007 verdict of Budapest Appeal Court about leaving the life
imprisonment decision unchangeable in autumn, as there is no time
limit for the appeal in Hungarian Court.

comprised of city authorities and representatives of the Armenian
community of the French city of Saint Etienne headed by Vice-Mayor
Jilber Argu. The city authorities have assumed the responsibility to
furnish the school of Haterk village.

The Presidnet thanked the guest for the warm and careful attitude
towards Artsakh and declared that the city of Saint Etienne will join

Armenian National Committee of Illinois (ANC-IL) activists recently
met with Congressman Jesse Jackson Jr.(D-IL-2nd Dist) to discuss
a range of issues of concern to the Armenian American community,
including his steadfast support for Armenian Genocide reaffirmation
(H.Res.106) and his leadership in ensuring high levels of foreign
aid to Armenia and Nagorno-Karabagh.

A seven-term Congressman, elected in December, 1995, Rep. Jackson is an
influential member of the House Appropriations Subcommittee on Foreign
Operations, which drafts the annual foreign aid bill. A tireless
human rights advocate, he has been instrumental in raising awareness
and working to stop the ongoing genocide in Darfur. Rep. Jackson has
also been a member of the Armenian Caucus since 1999.

Ari Killian, Chairperson ANC of Illinois, asked the Congressman
to continue to ensure parity in military funding to Armenia and
Azerbaijan, and economic assistance of $75 million to Armenia and $10
million to Nagorno-Karabagh. Following the meeting Killian stated:
"The Armenian American community in Illinois is appreciative of the
Congressman’s continued support of our issues, and we are confident
that he will be supportive of increased levels of assistance to
Armenia."

YEREVAN, JUNE 27, NOYAN TAPAN. Greek President Karolos Papoulias,
at the June 27 meeting with students, lecturers and professors of
Yerevan State University stated that those who suffered should be
indulgent, of course, if those using violence are inclined to forget
and to admit their fault. He obviously meant the Armenian Genocide
and similar problems. The Greek President said that political and
personal courage is needed for that. He gave the example of Germany,
which had recognized the Jewish Holocaust. He said that "we should
not remain the hostage of history, neither we should delete history."

The same day Karolos Papoulias also visited the Museum-Institute of
Armenian Genocide. "The fact of the Genocide is very barbaric in the
respect of human rights violation and is a black spot in the modern
human history. The fact of the Genocide should be at least recognized,
those guilty should be held responsible and should apologize," the
Greek President wrote in the register at the Museum. The First Greek
Lady, May Papoulias, also made notes: "Once again I felt the deep
roots uniting the Armenian and Greek peoples."

TBILISI, JUNE 26, NOYAN TAPAN – ARMENIANS TODAY. The Georgian
parliament in the first reading, with 134 votes in favor and 14
opposed, adopted the bill On Repatriation of Turk-Meskhetians on June
22. According to the A-Info, some MPs were absent from voting of the
bill. They had left the sitting hall as a token of protest.

In the words of Zviad Dzidziguri, a representative of the Democratic
Front opposition faction, "the authorities can assume such a commitment
as return of Turk-Meskhetians only with people’s consent." In his
opinion, settlement of Turk-Meskhetians in Samtskhe-Javakhk is
absolutely unacceptable, as this can result in ethnic clashes.

According to the bill, the Turk-Meskhetians, who wish to be granted
citizenship of Georgia, until January 1, 2009 should introduce the
necessary documents to embassies of Georgia in the countries where
they live. At the same time, it was mentioned that Georgia does not
assume the commitment of providing the repatriates with an apartment,
as well as compensating their property.

Ankara, 23 June: Prime Minister Recep Tayyip Erdogan’s foreign
policy adviser and a lawmaker from ruling Justice and Development
(AK) Party Egemen Bagis has a sent letter to world’s major statesmen,
politicians and opinion leaders including former US Secretary of State
Henry Kissinger, Speaker of US House of Representatives Nancy Pelosi,
Canadian Foreign Secretary Peter McKay and foreign ministers of other
countries as well as senior figures from major finance institutions,
saying that the AK Party is a political entity for all Turkish
citizens, including the Armenian minority in Turkey.

"Turks and Armenians are brothers and sisters. The AK Party aims at
maintaining peace and prosperity in both Turkey and in the Caucasus.

All citizens of the Turkish Republic, including Armenians, Christians
and Jews, are principal and beloved elements of our country," Bagis
said in his letter.

"The only way to reach peace, harmony and economic development in
Turkey is through establishing a full democracy and Turkish democracy
has taken a course from where there is no turning back. AK Party
favours a full-fledged democracy based on secularism and the rule of
law," he added.

Bagis also said that there is not any Islamic government in Turkey
or a row between Islamists and secularists.

Consulate Of Slovakia To Be Officially Opened In Yerevan

A Slovak official delegation headed by Olga Algayerova, State Secretary
at the Slovak Foreign Ministry, First Deputy Foreign Minister of
Slovakia, will arrive in Yerevan on June 28.

The Slovak Consulate in Armenia told ArmInfo that the delegation will
include the Slovak Ambassador to Armenia, Augustin Cisar, Director of
the CIS Department of the Slovak Foreign Ministry, Stefan Rozkopal,
Honorary Consul of Slovakia to Armenia, Gagik Martirosian, Director
of the State Secretary’s Office, Metod Spacek, and others. The Slovak
Consulate will be officially opened in Armenia during this visit. The

Sociometer sociological center, reported in his interview to a Noyan
Tapan correspondent that Karabakh, today, looks like a building site:
new hotels and roads are being built, gardens are being planted,
and schools are being repaired.

It should be mentioned that the center has held sociological surveys
about the forthcoming presidential elections and possible variants
of Nagorno Karabakh settlement lately in Nagorno Karabakh. In
A. Adibekian’s words, today Karabakh is striving to register economic
growth, and the local population does not worry about the danger of
the resumption of war for several reasons: the NKR army is the most
battle-worthy in the region and Azerbaijan is too vulnerable to take
military action.

Besides, as A. Adibekian mentioned, in the case of such conflicts,
a liberated country never returns or is returned to the side from
which it became independent. "China fails to reclaim Taiwan by force,
Georgia fails to reclaim South Ossetia and Abkhazia and so on," the
sociologist said. He said that according to the data of the surveys
conducted by them, only 1% of the people of the NKR wishes to return
to subordination under Azerbaijan receiving a wider autonomy, and 99%
consider that Artsakh should be either independent or should be a
part of Armenia. 8% out of this 99% is ready to cede the liberated
territories for that purpose, whereas 40% considers that being
independent is more preferrable, and 30% is for joining Armenia.
