Կոչ ենք անում՝ զգոն լինել այս փոփոխությունների հանդեպ։ Զարմանալիորեն՝ այս ամենը կատարվում է ազատական, ժողովրդավարական արժեքներ դավանող, երիտասարդ ու հեռանկարային կազմով խորհրդարանի պատգամավորների աչքի առջև, որոնց մեծ մասը մինչ վերջերս հանդես էր գալիս մարդու իրավունքների պաշտպանության, իրավունքի գերակայության, օրենքի առջև հավասարության սկզբունքային դիրքերից։ Եթե նրանք այսօր լռեն,  իրենց ձայնը ստորադասեն, ապա գործընթացները կգնան շատ անցանկալի ուղղությամբ, և նրանք այս ամենում կունենան պատասխանատվության իրենց բաժինը։ Մարդու իրավունքների պաշտպանությունը չի կարող պայմանավորված լինել քաղաքական նպատակահարմարությամբ ու հայացքների համընկնմամբ, և այսօր պահն է՝ բաց աչքերով ֆիքսելու, որ մինչ այս պահը չի ներկայացվել ցուցադրաբար, բռնության գործադրմամբ բերման ենթարկելու որևէ հիմք։ Հիմնավորում չի ներկայացվել անհամաչափ ուժի կիրառման, բերման ենթարկելու պրոցեսը ցուցադրաբար իրականացնելու, տեսանկարահանելու և տարածելու անհրաժեշտության վերաբերյալ։ 

Միևնույն ժամանակ կոչ ենք անում մեր բոլոր գործընկերներին, համախոհներին, ընդդիմախոսներին՝ միասնաբար թույլ չտալու հասարակության և ոստիկանության միջև նոր անջրպետներ։ Այստեղ կարևոր է նաև հենց ոստիկանության դերակատարումը. անկախ ամեն ինչից, կառավարությունների փոփոխությունից, ոստիկանությունը պետությանն է և պետք է գործի բացառապես օրենքի և բանականության սահմաններում։

YEREVAN, JANUARY 28, ARMENPRESS. Third President of Armenia Serzh Sargsyan, the leader of the Republican Party (HHK), visited the Yerablur Military Pantheon on Army Day to pay homage to the memory of fallen soldiers.

“I would like to congratulate our soldiers and officers, our generals and commanders, our courageous volunteers and the merited veterans of the Armenian army,” Sargsyan told reporters at the cemetery.

“Our army is a glorious, triumphant army. Not once has it proven on the battlefield its ability to defend the security of Armenia, the Armenian people, including our compatriots living in the Republic of Artsakh. On this cherished day, I have one wish – that we keep our faith for the army strong. This is very important,” Sargsyan said.

Sargsyan was accompanied by members of the HHK during the visit.

Gagik Khachatryan to represent Armenia in Albert Azaryan tournament in LA

Secretary General of the Gymnastics Federation of Armenia Garnik Saroyan has told Mediamax Sport that Khachikyan will perform under the management of the national team’s head coach Hakob Serobyan. It is the first time that Armenia is represented in this tournament.

 The athlete will travel to the U.S. on February 2 and train at the gymnastics school of Olympic champion Eduard Nazaryan before the tournament.

 The tournament is held for the fourth successive year on the birthday of Olympic champion, famous Armenian gymnast Albert Azaryan, who turns 91 in 2020. It usually features quite a large number of athletes.

 Other members of Armenia’s gymnastics team are getting ready for the national championship, due to be held on February 25-28. After the championship, the team will hold a training camp in Tbilisi and then compete in the World Cup on March 16 in Doha.

In the second episode of No Passport Required Season 2, host Marcus Samuelsson heads to Los Angeles to eat with and learn from the city’s large and diasporic Armenian community.

Samuelsson arrives in sunny Los Angeles to meet with Armenians influencing the city’s food scene. Armenian food is diaspora food — the community is widespread, building homes in countries such as Turkey and Syria following the Armenian genocide. Watch as Marcus gets to know the people preserving and growing Armenian food culture in LA and neighboring city Glendale. He tries traditional favorites like manti, ponchiki, and lule kebab, as well as next-generation takes including barbecue and even shawarma tacos.

Additional episodes: Each hour-long episode focuses on a different immigrant community in a new city: In addition to Los Angeles, the series travels to Seattle, where Marcus cooks with a Filipino community eager to preserve its food traditions while using key ingredients like ube and vinegar to create new ones; Houston (January 27), home to one of the highest numbers of West African expatriates of any U.S. city; and Philadelphia (February 3), where Italian Americans have thrived for generations. Former Armenian Security Chief Found Shot Dead (UPDATED)

Armenia - Georgi Kutoyan, the former director of the National Security Service.

Georgi Kutoyan, who headed Armenia’s National Security Service (NSS) in the 
final years of former President Serzh Sarkisian’s rule, was found shot to death 
in Yerevan on Friday.

A spokeswoman for the Investigative Committee, Naira Harutiunian, reported in 
the afternoon that Kutoyan’s body had a gunshot wound then it was discovered by 
his wife at his Yerevan apartment “a short while ago.”

Forensic experts and other officers of the law-enforcement agency are already 
“working at the scene,” Harutiunian wrote on Facebook.

A high-ranking Investigative Committee official, Artur Melikian, said later in 
the day that preliminary indications are that Kutoyan, 38, was killed by a 
gunshot fired at his head. But investigators also found dozens of bullets in the 
apartment and forensic experts will determine whether those were fired from the 
same pistol, he told reporters outside the apartment building cordoned off by 
police.

Melikian said that premeditated murder is therefore one of the theories of 
Kutoyan’s death considered by the investigators.

“We don’t yet have information that anyone heard gunshots,” he said, adding that 
more residents of the apartment block will be questioned in the coming days.

A lawyer by education, Kutoyan had worked as an assistant to Sarkisian from 2011 
until his surprise appointment as director of the NSS in February 2016. He was 
sacked by newly elected Prime Minister Nikol Pashinian in May 2018 immediately 
after the “Velvet Revolution” that toppled the country’s former leader.

Kutoyan has made no public statements since then. He also kept a low profile 
during his tenure.

Sarkisian offered condolences to Kutoyan’s family and said he is “deeply 
shocked” by the death of the former NSS chief whom described as a highly 
competent and “decent” individual. In a statement, the ex-president also called 
for public scrutiny of the unfolding probe of his death.

Armen Ashotian, the deputy chairman of Sarkisian’s Republican Party of Armenia 
(HHK), also expressed shock at the “murder” of Kutoyan. “This tragic incident is 
very strange and raises many questions,” he wrote, demanding a “transparent and 
comprehensive” investigation from law-enforcement authorities.

Edmon Marukian, the leader of another opposition party, Bright Armenia, likewise 
demanded that relevant authorities find “clear answers to many questions” 
resulting from the fatal shooting.

“This is an unexpected and shocking development which we need to seriously 
analyze and understand … what caused it,” Alen Simonian, a senior lawmaker 
representing the ruling My Step bloc, told RFE/RL’s Armenian service.

Simonian suggested vaguely that Kutoyan’s death is one of the “echoes of the 
past which we are still hearing.” He declined to elaborate.

Kutoyan is the second former senior security official found shot dead in the 
last four months. Hayk Harutiunian, a former chief of the Armenian police, was 
found dead in his country house in September.

Harutiunian reportedly had a gunshot wound to his head. Investigators suggested 
that he committed suicide.

In the months leading up to his death, Harutiunian was repeatedly interrogated 
in an ongoing criminal investigation into the 2008 post-election violence in 
Yerevan. The Special Investigative Service, which is conducting that inquiry, 
told the Armenpress news agency that it never questioned Kutoyan as a witness or 
suspect.

The Investigative Committee and the NSS did not investigate or interrogate 
Kutoyan either, according to the committee spokeswoman.



Armenian Gas Operator May Seek Price Rise

Armenia’s national gas distribution company owned by Russia’s Gazprom giant 
confirmed on Friday that it may ask public utility regulators to raise its 
retail prices set for households and corporate consumers.

“The company is discussing the issue of revising the tariffs,” said a spokesman 
for the Gazprom Armenia network. He did not specify the scale of the possible 
price rise.

The retail prices are set by the Public Services Regulatory Commission (PRSC). 
Its chairman, Garegin Baghramian, did not comment on the likelihood of their 
increase when he spoke to RFE/RL’s Armenian service. He said only that the two 
sides are continuing their discussions on “long-term pricing.”

The cost of Russian gas supplied to Armenian consumers remained unchanged after 
Gazprom raised its wholesale price for Armenia from $150 to $165 per thousand 
cubic meters in January 2019. This translated into additional major expenses for 
Gazprom Armenia, which already reported growing financial losses in the course 
of 2018. Armenian officials have said until now that the gas network can offset 
those losses through cost-cutting.

In a statement issued on New Year’s Eve, Gazprom announced that it will not 
raise further the price of gas supplied to its Armenian subsidiary at least 
before the end of 2020.

The announcement came after months of negotiations between Armenian and Russian 
government officials and Gazprom executives. Armenian Prime Minister Nikol 
Pashinian and Russian President Vladimir Putin discussed the issue when they met 
in Yerevan in October.

“We talked about a gas price for Armenia that will not break Armenia’s economic 
dynamics,” Pashinian said afterwards.

One of Pashinian’s deputies, Mher Grigorian, expressed confidence in November 
that the domestic gas tariffs will not rise before April 2020.

Armenian households currently pay 139 drams (30 U.S. cents) per cubic meter of 
Russian gas.



Parliament Attack Ringleader Appeals To Pashinian

Prime Minister Nikol Pashinian’s office on Friday confirmed reports that he has 
received a letter from the jailed man who led a deadly attack on the Armenian 
parliament in 1999.

The office declined to disclose the content of the letter sent by Nairi Hunanian.

An obscure former journalist, Hunanian led an armed group that burst into the 
National Assembly and sprayed it with bullets on October 27, 1999. Then Prime 
Minister Vazgen Sarkisian, parliament speaker Karen Demirchian and six other 
officials were killed in the shooting spree that thrust Armenia’s government 
into turmoil.

Hunanian accused the government of corruption and misrule and called for regime 
change as he held dozens of parliament deputies and government officials hostage 
following the killings. He and the four other gunmen, including his brother 
Karen and uncle Vram Galstian, surrendered to police after overnight 
negotiations with then President Robert Kocharian. The gunmen were subsequently 
tried and sentenced to life in prison.

Hunanian became eligible for parole in October last year because of having spent 
20 years in prison. He asked appropriate authorities to set him free. The 
application was rejected.

The jailed ringleader, who turned 54 recently, appears to have written to 
Pashinian shortly after law-enforcement authorities decided late last month 
resume a criminal investigation into the 1999 killings. They will presumably try 
to establish whether Hunanian’s armed group had powerful sponsors outside the 
parliament building.

Some relatives and supporters of the assassinated officials still suspect former 
Kocharian and his successor President Serzh Sarkisian (no relation to Vazgen), 
who was Armenia’s national security minister in October 1999, of masterminding 
the killings to eliminate powerful rivals. Both men repeatedly dismissed such 
suggestions during and after a serious political crisis caused by the killings.

Throughout his and his henchmen’s marathon trial Hunanian insisted that he 
himself had decided to seize the parliament without anybody's orders.

“Chorrord Ishkhanutyun” accuses Armenia’s former rulers of plotting to overthrow 
the current government and alleges that members of the Constitutional Court are 
part of this creeping “coup.” “At any moment they may decide to declare Nikol 
Pashinian’s government illegal,” claims the paper. It says that they are not 
only spreading fake news but also trying to form “some counterweight against the 
authorities.”

“Haykakan Zhamanak” complains that most Armenians still feel that people 
demonstrating against various government decisions or policies are definitely 
right. “The reasons for this sentiment are understandable,” writes the paper. 
“With a handful of exceptions, this has for decades been the case in Armenia. In 
hopes of solving their problems, victims of one or another injustice simply 
organized protests, having no other means of communication with the authorities 
… We now have a situation where everyone is by and large in favor of changes and 
believes that Armenia must become a more modern state. But everyone thinks that 
everything except the ‘traditional’ practices of their sphere must change.” The 
paper says that this sentiment is fanned and exploited by the country’s former 
leaders.

“Aravot” comments on Armenian reactions to Human Rights Watch’s latest annual 
report on human rights practices around the world, including Armenia. The paper 
says pro-government and opposition forces cherry-picked different parts of the 
report fitting their conflicting political agendas. “The authorities maintain 
that Human Rights Watch glorified Armenia’s post-revolution achievements while 
the oppositions are convinced that the organization voiced devastating criticism 
of the state of human rights in Armenia,” it says.

Analyst: Armenia needs to raise issue of Armenian refugees from Azerbaijan during negotiations

Armenia has to work on raising the issue of the involvement of Armenian refugees from Azerbaijan during the negotiations. This is what author of the “Ordinary Genocide” project Marina Grigoryan told reporters today.

She noted that Azerbaijan has been talking about the issue of the so-called ‘Azerbaijani refugees from Karabakh’ right from the start of the negotiations, yet the Armenian authorities aren’t trying to raise the real issues of Armenian refugees during the negotiations. “There are many documented testimonies of Baku-Armenians that show that they had assets in Azerbaijan and are ready to address international organizations, but Armenia needs to work in an organized and coordinated manner as a state,” the analyst stated, adding that the authorities and non-governmental organizations need to combine efforts in regard to the issue related to the Armenian pogroms in Azerbaijan.

Democrat lawmaker says voted for Armenian Genocide resolution because Turkey does not respect U.S.

Democrat Representative Steve Cohen, co-chairman of the Turkish-U.S. relations chamber, on Thursday said the voted in favour of a decision recognising the mass killing of Armenians early last century as genocide in response to Turkish President Recep Tayyip Erdoğan's recent rift with Washington, The Hill reported.

A non-binding resolution recognising the mass killings of Armenians in the Ottoman Empire as genocide passed by 405-11 on Tuesday.

“I’ve always opposed the Armenian resolution, and I voted for it this week. I voted for it because Turkey doesn’t seem to respect the United States at all,” The Hill quoted Cohen as saying during a U.S. Helsinki Commission hearing at U.S. Congress.

Turkey and the United States have been at odds over various issues recently, including Turkey's purchase of Russian air missiles and Turkish operation in northeast Syria targetting previously U.S.-backed Syrian Kurdish forces.

Henri Barkey, a professor from Lehigh University who left Turkey following the July 2016 coup attempt since he was accused of being a coup plotter, Talip Küçükcan, a former politician from the ruling Justice and Development Party (AKP), Eric Schwartz, the chairman of Refugees International, Merve Tahiroğlu, Turkey Program Coordinator of Project on Middle East Democracy and Gönül Tol, Director of Center for Turkish Studies at Middle East Institute, participated in the hearing as witnesses.

Tahiroğlu said Erdoğan has severely eroded judicial independence and the rule of law in Turkey and the worsening conditions in the country should matter to the United States, reminding the imprisonment of Evangelical pastor Andrew Brunson.

"Courts in Turkey were never fully independent. But Erdoğan’s subjugation of the judiciary is unmatched in recent history. During his 18 years in power, Erdoğan has hollowed out Turkey’s judiciary, packing key judicial positions,"  Tahiroglu said.

"Today, Turkey’s highly politicized judiciary functions as one of the primary facilitators of Erdoğan’s assaults on Turkish democracy… Journalists have been among the courts’ top targets. With more than 120 journalists in prison accused of bogus terrorism or propaganda charges. Their arrests have come as Erdoğan has used state of emergency decrees to shut down more than 45 newspapers, 16 television channels, and 29 publishing houses," she said.

Turkish offensive was launched on Oct. 9 to create a safe zone along its border with Syria that is cleared of Syrian Kurdish forces, where millions of Turkey’s Syrian refugees plan to be resettled. Several thousand Syrians have returned to northeast Syria, according to Turkish officials. But, several human rights bodies accused Turkey of forcefully resettling Syrians.

Talip Küçükcan, in his long testimony, strongly denied claims about the enforced return of Syrian refugees. 

"Turkey faces accusations that Syrians will be forced to return to operation zone and demographic engineering will take place. The evidence on the ground suggests that these claims are founded on false presumptions because there have been no demographic shifts following previous operations, namely The Euphrates Shield in 2016 and Olive Branch in 2018,” Küçükcan said.

Turkey did not force Syrian refugees to return Jarablus and Afrin. They returned on their own will once relatively stable environment was established which serve as a good model for northeast Syria where Turkey is trying to establish a safe zone for voluntary return, he said.

Another witness at the hearing, Eric Schwartz, responded to former AKP politician's testimony which intended to firmly deny accusations levelled by many international organisations and media on demographic change in the region.

“According to credible estimates, more than half of the Kurdish population in Afrin was displaced in operation Olive Branch. In the wake of the operation. Don’t believe me, Human Rights Watch reported and I quote, 'Turkey-backed armed groups in the Free Syrian Army seized, looted and destroyed Kurdish civilians in Afrin district in Northern Syria..'" Schwartz said. 

"If the governor of Turkey is confident about the voluntariness of the return, which is a nonsense, they have UN High Commissioner of Refugees consults with people. There is abundant evidence of forced return. The best evidence of this, President Erdoğan himself who is talking about the bizarre way of depositing millions of people in northeast Syria without regard to where they come from, consultation with UN, it is ridiculous, you need to call these issues out. You have to make policy based on facts," he added.

The Defense Army of Artsakh will take respective actions deriving from the situation if Azerbaijan continues provocations in the line of contact, the Artsakh defense ministry said in a statement, commenting on the increase in ceasefire violations by the Azerbaijani side in the Artsakh line of contact, the ministry told Armenpress.

“In recent days an increase in ceasefire violations by the adversary is noticed in the Artsakh-Azerbaijan line of contact. By again demonstrating an unconstructive position and moreover, ignoring the session of the CIS defense ministers being held in Baku, the Azerbaijani side moves on the path of artificially escalating the situation in the frontline, frequently firing shots from sniper rifles.

The defense ministry of the Republic of Artsakh announces that it adheres to the agreements reached on mitigating the tension between the conflicting sides, but in case of the continuation of provocations by the adversary it will take respective actions deriving from the situation”.

The Armenian Revolutionary Federation Western United States Central Committee commends the U.S. House of Representatives for siding with truth and justice by reaffirming its policy regarding the Armenian Genocide and overwhelmingly passing HR 296, the long overdue resolution recognizing the Armenian Genocide, declaring this to be the official policy of the United States and encouraging education about its historical fact while rejecting any attempts to deny it.

In this victory for truth and justice we acknowledge the tireless efforts of the Armenian National Committee of America and its Eastern and Western regional boards, the plethora of chapters across the states with its multitude of activists and countless supporters whose unwavering dedication and hard work of over forty years realized this victory for the Armenian Cause.

It is evident that once again, as was the case during the devastating earthquake in Armenia, the liberation struggle and independence of Artsakh and the 100th anniversary of the Armenian Genocide, our community came together to make its collective voice heard, demanding justice for the Armenian people and realizing this crucial step in furthering the Armenian Cause.

So let us celebrate this victory and reinvigorate our spirit while reaffirming our commitment to staying the course and continuing the struggle for a truly free, independent, and united Armenia.
