Amid COVID-19, Old and New Conspiracy Theories Multiply in Armenia

The COVID-19 crisis has exacerbated the ongoing disinformation campaign in Armenia. Old and new false claims and biased narratives have been actively promoted in recent weeks by multiple actors, foreign and domestic. A Russian propaganda campaign pursuing geopolitical objectives has, to a large extent, overlapped with the interests of various groups pursuing domestic political goals.

One narrative is directly related to disinformation about the Center for Public Health Research (Lugar Center), in Tbilisi, which, according to Russian media and high-level officials, is supposedly to blame for the COVID-19 outbreak in Russia. Earlier, there had been allegations that the facility was a biological weapon testing ground (see EDM, May 5). Remarkably, although the Lugar Center first opened in 2011, Russian officials attempted to retroactively blame it for causing, “from the territory of Georgia,” the African swine fever outbreak, which actually began in 2007 (Rossiyskaya Gazeta, October 4, 2018). Similar allegations about United States–sponsored biological research laboratories in Armenia started as soon as these labs opened in 2016: right away, several Armenian organizations, as well as EADaily, Regnum and other Russian websites, speculated that the laboratories could be carrying out biological weapons–related experiments (Uic.am, June 16, 2017).

Last year, Moscow and Yerevan prepared to sign a memorandum on cooperation in biomedicine, which, notably, would allow Russian military experts to access the Armenian laboratories. But the decision was postponed in the fall (see EDM, November 21, 2019). Recently, however, the press secretary of the Ministry of Foreign Affairs of Armenia stated that the memorandum was still being discussed among governmental bodies in order to agree upon a common approach, and it would deal with a range of issues of common interest regarding biological safety, rather than allow unilateral inspections (Mfa.am, April 30).

Months ago, rumors about the US-funded bioresearch laboratories in Armenia became part of a coronavirus-related disinformation campaign launched by Russian media and proxy groups in Armenia. EADaily published a sequence of interviews with Grigor Grigoryan, who, for three months in 2011, served as the director of the State Food Safety Agency of Armenia. The Russian media outlet presented Grigoryan as an “international expert on zoonotic diseases.” He claimed that COVID-19 could not have appeared as a result of a spontaneous genetic recombination and instead must be a biological warfare tool originating from the US; he expressed hope that the Russians, Chinese, Indians or Iranians would prove this contention (EADaily, March 24). Furthermore, the former official maintained that hazardous activities at US-sponsored labs in Armenia are targeting Russia and Iran, and that Armenia had resisted US expansion only during Robert Kocharyan’s presidency, in 1998–2008 (EADaily, March 25). Grigoryan’s claim about the artificial origins of the COVID-19 resembled an earlier statement by a Russian military expert, who asserted that unless the US allowed international inspections of their regional biological laboratories, it would be the main suspect (Radio Sputnik, March 13).

Moskovsky Komsomolets alleged that the laboratories could be the source of COVID-19 infection in Armenia, hinting about biological weapon research: “like the Guantanamo jail, the laboratories may be involved in activities that are illegal on US territory” (Moskovsky Komsomolets, April 8). A rather marginal Armenian non-governmental organization (NGO) led by a former deputy minister for youth and sports affairs, Khachik Asryan (in office in 2007–2018), used that article as a reference point for a statement demanding the expulsion of the laboratories. That, in turn, was cited by EADaily, Zavtra.ru, and a number of other Russian outlets, which claimed that Armenian society at large opposed the bioresearch centers. COVID-19-related disinformation originating from Russia has also been republished by a number of Armenian websites (Media.am, April 30), mostly related to former president Robert Kocharyan and other officials from the previous regime (see EDM, September 19, 2019). In addition, several Russian publications have been promoted for the Armenian audience via social media. An Armenian-language Facebook page titled “No to Virus-Producing American Laboratories,” created on April 28 and so far followed by a few hundred people, has been actively advertised. In addition to Russian narratives, the page promotes Chinese and Iranian anti-American statements (Facebook.com [1], [2], April 30).

A number of other false narratives and conspiracy theories are also circulating in the Armenian media and social networks: including about the potential dangers of 5G telecommunication technology; that Bill Gates was indicted in India for sponsoring a defective polio vaccine that had paralyzed about 400,000 children; that Gates has planned for 60,000 people in Armenia to die from COVID-19; and that Armenian health authorities bribe the relatives of deceased persons to accept falsified statements about the cause of death. One of the most active domestic proponents of such claims is a known IT specialist, Karen Vardanyan, whose professional background helped him become a social media influencer. Last year, he had a bitter dispute with the government because of a disagreement over the financing of some projects (Media.am, May 5).

When it comes to domestic sources of the current coronavirus-related propaganda campaign, the role of the leading figures of the former regime and their media, affiliated NGOs, and other groups (see EDM, September 19, 2019) is particularly noteworthy. Even before the infection began spreading in Armenia, their network had already started panic mongering, spreading rumors about imminent hunger and mass revolts. Later, these same outlets and individuals began alleging that the health authorities were not reporting truthful information about the numbers of infection cases and deaths (Tert.am, April 9). These groups’ activities further intensified in recent weeks, likely in response to the government’s adoption of a law allowing for the confiscation of illicitly acquired assets (Azatutyun.am, April 16), as well as the initiation of legal proceedings against one of the network’s de facto leaders, former president Serzh Sargsyan’s son-in-law, Mikayel Minasyan. The latter was indicted for illicit enrichment and money laundering on March 23 (Azatutyun.am, April 22) and has been in hiding (probably in Russia).

These attempts to destabilize the socio-political situation in Armenia have, so far, not been successful. The government has mostly managed to keep the pandemic under control while providing relatively sufficient social aid to deal with the associated economic consequences (see EDM, March 30). However, such attempts will need to further intensify over the coming months. Meanwhile, the authorities face the challenge of combining competent crisis management with effective public communication, all while preparing for possible provocations or even direct street actions by members and supporters of the former regime.


Memorandum of Artsakh’s foreign ministry disseminated in UN

A Memorandum of the Ministry of Foreign Affairs of the Republic of Artsakh, addressed to the Secretary General of the organization on March 27, 2020 in connection with the Azerbaijan’s ongoing attempts to falsify the events that occurred during the liberation of Khojalu from the Azerbaijani armed units in February 1992, was disseminated in the United Nations as an official document, the Artsakh MFA told Armenpress.

“The document argues that the actions of the Artsakh Republic self-defense forces, aimed at neutralizing the shelling and firing positions of the Azerbaijani armed forces located in Khojalu, as well as at lifting the blockade of the Stepanakert airport, were determined by absolute military necessity and in line with the norms and principles of international humanitarian law.

On the contrary, the Azerbaijani side committed gross violations of a number of norms of international humanitarian law during the above-mentioned events. In particular, the authorities of Azerbaijan decided not to evacuate the civilian population in order to maintain their military-strategic position. Using the civilians as human shields by the Azerbaijani armed forces to provide shelter for themselves is not only a gross violation of international humanitarian law, but also, according to Article 8 (2) (b) (xxiii) of the Rome Statute of the International Criminal Court, amounts to a war crime.

The tragic outcome of the following circumstances – the deliberate violation of international humanitarian law by the Azerbaijani side, the struggle for power in Azerbaijan and the resulting lack of unity of command among the Azerbaijani armed forces – led to human losses, despite all the protective measures taken by the Artsakh self-defense forces, including, in particular, early warning of the operation and provision of humanitarian corridors.

Azerbaijan continues to carry out a policy of falsifications and misinformation, spreading false allegations about the events that occurred during the liberation of Khojalu from the Azerbaijani armed units with the aim of escalating anti-Armenian hysteria and cultivating hatred towards Armenians in the Azerbaijani society”, the Artsakh MFA said in a statement.

SU-30SMs fly above Yerevan as Air Force holds preparations for upcoming Victory Day show

YEREVAN, MAY 4, ARMENPRESS. Armenian Air Force pilots are maneuvering their SU-30SM fighter jets above Yerevan in a preparation flyover for the upcoming May 9 Victory Day air show, Defense Ministry spokesperson Shushan Stepanyan told ARMENPRESS.

She said the Armenian Air Force will hold a nationwide air parade on the occasion of the 75th anniversary of Victory Day.

“Since other events are not planned due to the coronavirus pandemic, only an air show will take place, and today preparation flights are taking place. The air show is organized with participation of Armenian and Russian pilots,” Stepanyan said.

Stepanyan did not reveal how many aircraft from the Armenian side will take part in the parade.

Earlier, the Russian military said 210 jets and gunships from their base in Gyumri will participate in the show.

Turkish press: Turkey’s US envoy slams Trump on 1915 events statement – Turkey News

U.S. President Donald Trump's statement on the 1915 events is "void of objectivity," Turkey's ambassador to Washington said on April 24. 

Serdar Kılıç said the U.S. president's statement is "based on a subjective narrative which Armenians try to turn into a dogma."

"This statement, made with domestic political considerations has no validity for us. We reject the claims put forward in this statement," he said in a statement.

"We observe that the suffering of more than 500 thousand Muslims who were massacred by Armenian rebels in the same period was insistently ignored in this statement. This understanding which is deprived of justice and equity needs
to be changed from now on," he added.

In a twitter statement accompanying the statement, Kılıç added it is "void of objectivity in reflecting 1915 events, and as such is totally unacceptable."

The ambassador's response came after Trump issued an annual commemoration of the 1915 events on April 24, again using the Armenian term “Meds Yeghern" to describe the tragedy.

"On this day, we bear witness to the strength and resiliency of the Armenian people in the face of tragedy," he said in a statement. "We are fortunate that so many Armenians have brought their rich culture to our shores and contributed so much to our country, including decorated soldiers, celebrated entertainers, renowned architects, and successful business people."

Meanwhile, in a written statement, Turkey's Foreign Ministry said Trump's remarks were based on the "subjective" narrative of Armenians trying to turn the issue into a "dogma."

The ministry said it rejected Trump's "claims," which it said catered to domestic political motives. It also accused Trump's statement of ignoring the "suffering" of more than 500,000 Muslims killed at the time by Armenians, calling for this understanding to be "changed."

Turkey's position on the events of 1915 is that the deaths of Armenians in eastern Anatolia took place when some sided with invading Russians and revolted against Ottoman forces. A subsequent relocation of Armenians resulted in numerous casualties.

Turkey objects to the presentation of these incidents as "genocide," describing them as a tragedy in which both sides suffered casualties.

Ankara has repeatedly proposed the creation of a joint commission of historians from Turkey and Armenia as well as international experts to tackle the issue.

Successive U.S. presidents have refrained from calling the deaths of Armenians "genocide," but former President Barack Obama adopted the Armenian phrase "Meds Yeghern", or "Great Crime", to describe the tragedy, a practice
repeated by Trump.

"We welcome efforts by the Armenians and Turks to acknowledge and reckon with their painful history," Trump said. "On this day of remembrance, we pay respect to those who suffered and lost their lives, while also renewing
our commitment to fostering a more humane and peaceful world."

Armenia central bank cuts key refinancing rate to 5.0%

YEREVAN, April 28 (Reuters) – Armenia’s central bank on Tuesday cut its key refinancing rate to 5.00% from 5.25%, the bank said in a statement.
 
The central bank cut the refinancing rate to 5.25% from 5.5% in March after holding it unchanged in January.
 
Armenia’s consumer price index rose by 0.5% in March month-on-month and was down 0.1% year-on-year.

‘Effective implementation of capital expenditures is our key tool to overcome crisis’ – Armenian PM

YEREVAN, APRIL 29, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan today chaired a consultation in the government discussing the implementation process of capital programs in the fields of infrastructures and house-building, the PM’s Office told Armenpress.

Pashinyan said this year the capital programs are of special importance. “Why it is specifically important this year and what practice we have from the previous years regarding the capital expenditures? The experience of the past years shows that traditionally the capital expenditures in Armenia are under-fulfilled. But if in 2019 we had an unprecedented economic activity, compared to the under-fulfillment of the capital expenditures, this year we are in crisis, and therefore, our main tool to overcome the crisis is the effective implementation of the capital expenditures. We find that this year each under-fulfilled percent of the capital expenditures means non-created jobs, means families which didn’t get salaries, means businessmen who should have got a profit, operated in the context of state expenditures, which in its turn further intensifies the difficult social situation. In this respect we really need to carry out capital expenditures with a special quality and volume”, he said, reminding that most of the capital expenditures is carried out by the ministry of territorial administration and infrastructures.

Minister of territorial administration and infrastructures Suren Papikyan reported that the ministry has been provided with 22 billion 380 million drams from the 2020 state budget for its capital expenditures, 21 billion drams out of which is directed for road construction. It is expected to renovate 250 km long road in the Republic within the frames of these funds. The preparation works are in process and will start on March 5.

Thereafter, deputy chair of the Urban Development Committee Armen Ghularyan reported the process of the house-building program in the disaster zone – in Spitak, Vanadzor and Gyumri.

PM Pashinyan tasked to implement all these programs with a large scale and within the set timeframes.

The International Finance Corporation (IFC), a member of the World Bank Group, is investing €18.5 million in the European Fund for Southeast Europe SA, SICAV-SIF (EFSE). The facility will be used for on-lending to micro, small, and medium enterprises (MSMEs) through banks and microfinance institutions in fourteen European and Central Asian (ECA) countries. EFSE is the largest regional debt facility financing MSMEs in the region, ARMENPRESS was informed from the IF

IFC’s investment will increase access to finance for underserved people in the ECA region. The end-beneficiaries of this will be MSMEs and people that currently have limited, unreliable, or no access to finance.

MSMEs are engines of economic growth and important drivers of jobs in the ECA region. Access to finance remains a key barrier to their growth. Research shows that 27 percent of formal MSMEs in ECA have unmet financing needs, with the finance gap in the region estimated at around $740 billion. IFC’s investment will foster greater market competitiveness, demonstrate the viability of local-currency financing, and enable product innovation among lenders.

The investment gains special significance due to the COVID-19 pandemic and its disastrous impact on MSMEs in the region. These businesses now need urgent support to survive the downturn and preserve jobs.

IFC has been a long-standing partner to EFSE since its inception in 2005 and has supported the Fund over several projects. EFSE’s Chairperson Christoph Tiskens said, “We have been promoting financial inclusion and local currency financing in the region for 15 years. EFSE is pleased to continue working with valuable partners like IFC to generate positive impact by investing in the success of the region’s economic backbone: micro and small enterprises.”

Commenting on the investment, Vittorio Di Bello, IFC’s Regional Industry Head, said, “The project will support sustainable financial service providers that address the needs of the underserved MSME segment, including through local currency funding, while enhancing operational capacity and sustainable performances of EFSE’s investee companies. This investment will contribute to IFC’s continuing implementation of the World Bank Group’s financial inclusion strategy.”

The second plane transported medical supplies and equipment to Armenia

On April 15, another batch of medical supplies and equipment required to fight coronavirus was transferred from China to Armenia by a special flight.

The batch was purchased by Eduardo Eurnekian's companies:

  • Converse Bank CJSC,
  • Armenia International Airports CJSC,
  • Karas Wines,
  • As well as with financial resources provided by other donors.

 

The following medical instruments were transported to Armenia.

More than 87,000 protective medical clothing,

24,000 medical masks,

20,000 protective masks KN95,

101 touchless thermometers,

✅ Medical instruments,

 ✅ Biochemical raw material for coronavirus diagnostic tests.

Also, medical supplies and equipment purchased at the expense of the RA state funds, as well as donated by Chinese benefactors were transported by the airplane.




Armenia coronavirus cases reach 1111

YEREVAN, APRIL 15, ARMENPRESS. 44 people tested positive for the coronavirus in Armenia, bringing the total cumulative number of infections to 1111, the National Center for Disease Control and Prevention said.

The coronavirus fatality cases reached 17 with one patient dying from complications in the past day.

The active cases are 797.

A total of 297 people have recovered.
