Russian coronavirus vaccine could jointly be produced in Armenia

YEREVAN, DECEMBER 2, ARMENPRESS. The Russian Sputnik V vaccine against COVID-19 could be jointly produced in all member states of the CSTO, President of Russia Vladimir Putin said during an online meeting of the security bloc’s council.

The CSTO is a military alliance between Armenia, Russia, Belarus, Kazakhstan, Kyrgzystan and Tajikistan.

“The issue of supplying the Russian Sputnik V vaccine to CSTO member states and issues of a possible joint production in your countries are now under discussion,” Putin told CSTO member state leaders.

Putin said the discussions relate not only to Sputnik V but also the two other Russian vaccines.

Lawmaker sees need for creation of legal mechanisms before lifting martial law

Chairman of the Armenian parliamentary standing committee on state-legal affairs Vladimir Vardanyan says he doesn’t see enough conditions now for abolishing the martial law in Armenia and proposed the opposition colleagues to work jointly on this direction for creating respective legal mechanisms.

“The martial law cannot remain in force forever and should not be. The martial law is just a regime to ensure and consolidate the country’s self-defense system. And it should be lifted when all sufficient conditions exist. The martial law should be lifted if the circumstances allow and if it is possible. In this case, lifting the martial law without the necessary legal procedures is impermissible. We do not have the legal mechanisms which today can replace the martial law”, the MP said. “We need to understand that there is a certain degree of danger, there is an issue of borders, deployment of respective troops. All these issues should be taken into account”.

The lawmaker proposed to create legal mechanisms for the lifting of the martial law. “It’s highly important for us to be able to create a legal base for passing from the martial law to normal conditions”, he said.

He said there is an important factor for the maintenance or cancellation of the martial law – the opinion of the General Staff and the military. “And that opinion is the following: in such situation there are no grounds to change it, there are no alternative measures, let’s work on this direction, let’s change the regime of the martial law”, he said.

Former Armenian top court member goes on hunger strike, demands Pashinyan’s resignation

Former member of Armenia’s Constitutional Court Kim Balayan on Tuesday announced a hunger strike demanding Prime Minister Nikol Pashinyan's resignation.

Balayan calls for criminal proceedings against the premier for “overthrowing the constitutional order” by signing the Artsakh deal.

"I'm not sure if I can hold out long, but I'm ready to die here for justice just like our brave soldiers fell defending the homeland. I will continue my hunger strike until Nikol Pashinyan's resignation," Kim Balayan told reporters.

He has joined ARF member Gegham Manukyan and Garik Avetisyan who have gone on an indefinite hunger strike outside the Armenian government since Monday.

"I think all issues should be resolved in a manner prescribed by law. Nikol Pashinyan, violating the constitutional order, in fact signed an international agreement, but it was not defined by procedures. First, the agreement had to be brought to the Constitutional Court, the court had to decide that the agreement did not contradict the Constitution of Armenia. Afterwards, the document had to be discussed and ratified by the National Assembly. He violated that order, which amounts to an overthrow of the constitutional order. The prosecutor general and the head of the Special Investigative Service must initiate a criminal case and prosecute him for overthrowing the constitutional order,” Balayan stated.

YEREVAN (Sputnik) – As many as 25,000 refugees have already returned to their homes in Nagorno-Karabakh since the end of the recent hostilities, according to the region's official statistics, the president of the unrecognized republic, Arayik Harutyunyan, said on Sunday.

"The flow to Artsakh [Nagorno-Karabakh], the return of our compatriots is proceeding at a fairly fast pace. In just five days, 25,000 people returned, this is according to our registration center", Harutyunyan said during a meeting with Armenian Prime Minister Nikol Pashinyan.

According to the president of the unrecognised Nagorno-Karabakh Republic, refugees are still coming back. In particular, those who have places to live return at the first stage, the rest will return gradually so that there is an opportunity for accommodation and solving social problems. In addition, the response center in Yerevan will try to reimburse some costs of staying of Karabakh residents in Armenia and utility payments.

"There are, of course, problems related to roads and safety. We will discuss this," Harutyunyan added.

Pashinyan, in turn, pointed to the need to focus efforts on restoring normal life in Karabakh, ensuring the return of refugees and creating the necessary conditions for them.

The Armenian government earlier said it would allocate around $600 to residents of Nagorno-Karabakh settlements that are now under the control of Azerbaijan. In order to be eligible to receive the funds, people should have lived in the above mentioned areas for at least three months prior to 27 September – the day when the recent hostilities broke out, the government specified.

Earlier this month, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a new ceasefire deal, brokered by Russian President Vladimir Putin, after weeks of hostilities in the Nagorno-Karabakh region.

Under the agreement, Azerbaijan retains control of the territories it captured during the six-week conflict, while Russia is deploying peacekeepers along the line of contact of the warring parties and in the Lachin Corridor connecting Nagorno-Karabakh with Armenia. Armenia also agreed to hand over all the Azeri-majority buffer territories surrounding Nagorno-Karabakh which have been under its de facto control since 1994.

Earlier this week, Russian Foreign Minister Sergey Lavrov said that Moscow expected UN humanitarian bodies to join the effort of the International Committee of the Red Cross (ICRC) to tackle humanitarian problems in Karabakh, to preserve the local humanitarian heritage.

ICRC president Peter Maurer told Sputnik earlier this week that the committee was working diligently to ensure aid deliveries to displaced groups and facilitate the exchange of prisoners and the bodies of the deceased in Nagorno-Karabakh following the Russian-brokered ceasefire.

Sarhat Petrosyan, former chairman of Armenia’s State Committee of Real Estate Cadastre, says that his mapping analysis shows that Karabakh’s Dadivank Monastery remains in the territory under the control of Armenian or Russian forces.

Built between the 9th and 13th centuries and located in the Karvachar district of Karabakh, Dadivank Monastery is an important religious site for Armenians but is due to be handed to Azerbaijan per a ceasefire agreement signed by Armenian, Azerbaijani, and Russian leaders.

“We did something very simple. We embedded the map published by the General Staff of the Russian Federation onto Google Maps. This shows that Dadivank and Tigranakert remain in the territory of the Armenian (or Russian) forces,” Petrosyan wrote.

He told CIVILNET that it has been two or three days that people are discussing various unclear terms in the agreement. Others have also been urging him to go with them to the monastery and help transfer parts of it to Armenia.

Petrsoyan admits that his analysis is a preliminary calculation and that it needs more clarity and a more accurate installation.

“Let the appropriate and capable people and agencies respond. We will correct if there is more precise data,” he says.

Then he points to the next problem. The Amaras Monastery, located in Khojavend district, is 5 km out of Armenian or Russian controlled territory.

“In the case of normal negotiations, in the next few days, it is possible to try (perhaps by conceding another equivalent area) to bring back the 4th century Amaras Monastery,” Petrosyan says.

In a November 11 interview, Father Hovhannes Hovhannisyan, the pastor of the Karvachar region and the abbot of Dadivank, said, "We are not giving up Dadivank. Artsakh President Arayik Harutyunyan called me and said, 'Do not touch Dadivank, do not touch the crosses, we will not give up Dadivank.’”

On the same day,  Karabakh President press secretary Vahram Poghosyan wrote that the issues of territorial concessions and the terms announced in that context had not been discussed with the authorities yet. He appealed to the residents of various districts, asking not to be in a hurry to transfer out properties.

4 Dutch political parties want EU to impose arms embargo on Turkey

Four Dutch political parties – the People's Party for Freedom and Democracy, Democrats 66, Christian Democratic Appeal and the Christian Union, want the European Union to enforce an arms embargo against Turkey, as a punitive measure on Ankara for its involvement in different conflicts in the region, including in the Nagorno Karabakh conflict, NOS reports.

Today the sides submitted a motion on that during the debate of the budget of the foreign ministry.

“The Ankara government violates the international law, engaging in the armed conflicts in Libya and the Eastern Mediterranean. Turkey is searching for oil there in a place which belongs to Greece”, the article says.

According to the coalition partners, the Cabinet should work on arms embargo within the EU context.

“It’s time for decisive measures”, Christian Union MP Joël Voordewind said, informing that Turkey has sent Syrian jihadists to Azerbaijan to fight against Nagorno Karabakh.

Sjoerd Sjoerdsma from the Democrats 66 said: “If Erdogan foments military conflict instead of promoting stability, we must draw a clear line: no more weapons to Turkey as long as this continues.”

“It is bad that we have to, but we want the EU to impose an arms embargo on our NATO ally. We must protect innocent civilians”, Martijn van Helvert from CDA said.
