Opposition politician Edmon Marukyan says Armenia won't be able to ensure security on its borders without help.

On Wednesday, the leader of the Enlightened Armenia party, Edmon Marukyan, said negotiations must start over the establishment of a new Russian base in Armenia's Syunik province – as Azeri forces are now located close to Armenian villages.

Marukyan stressed that Baku is set to increase its military budget for 2021 to $2.7 billion, despite the fact a ceasefire agreement in Nagorno-Karabakh was reached. Azeri President Ilham Aliyev has repeatedly said the Karabakh issue is "settled."

Explained: Why Azerbaijan and Armenia are Clashing Over Nagorno-Karabakh

According to Marukyan, even if Armenia spends its entire budget on defence it won't be enough to guarantee border security. 

"We are about to start consultations with our Russian partners, with people who work at the Council of Europe and members of the Armenian-Russian parliamentary commission," he said. 

Marukyan said the issue needs to be addressed soon because the Syunik province is the "core" of Armenia.

The demarcation and delimitation of the border with Azerbaijan is one of the most pressing issues in the country. As part of the Nagorno-Karabakh ceasefire agreement reached between Yerevan and Baku last month, Armenia has conceded its positions in the Syunik province as well as part of the Sotsky deposit in the Gegharkunik Province. This has provoked a public outcry in Armenia and fuelled anti-government protests in Yerevan.

All previous attempts to involve UNESCO in preservation of cultural heritage within the context of the Nagorno-Karabakh conflict have been thwarted by Azerbaijan, Spokesperson for the Ministry of Foreign Affairs Anna Naghdalyan says.

The comments come after the UNESCO Secretariat publicly announced that only Azerbaijan has not responded on sending an expert mission of UNESCO to the Nagorno-Karabakh and the adjacent areas, in fact, clearly highlighting Azerbaijan’s destructive approach. This was followed by the statement of the Foreign Ministry of Azerbaijan accusing UNESCO of being biased.

“I would not like to comment on relations between UNESCO and Azerbaijan, however, the content of the Azerbaijani Foreign Ministry’s statement on the issue was nothing more than a clear demonstration of “whataboutism” propaganda attempt. It indeed is concerning and emphasizes the need to reflect on the roots of the problem and reaffirm the truths. All previous attempts of involving the UNESCO in preservation of cultural heritage within the context of the Nagorno-Karabakh conflict have been thwarted by Azerbaijan. Let me remind that upon the request of the Armenian side regarding the barbaric destruction of the cross-stones (khachkars) in Old Jugha, UNESCO expressed readiness to visit the region, but it was rejected by Azerbaijan,” the Spokesperson said.

She added that “Armenia and Artsakh have always emphasized the importance of preservation of cultural heritage and have always demonstrated a respective and careful approach towards the cultural values of other peoples and religions.”

“The restoration of the Gohar Agha Upper Mosque in Shushi, Artsakh, in 2019 is the latest case in point. Unfortunately, we have not witnessed a reciprocal approach from Azerbaijan, which for decades fought against the Armenian cultural presence in Artsakh and Azerbaijan, including through the mass destruction of monuments,” Naghdalyan added.

She stressed that the issue of preservation of cultural heritage has played a key role in the current context of the Nagorno-Karabakh conflict – a fact that has been reflected in recent statements by both the OSCE Minsk Group Co-Chairs and the Co-Chair countries as well as the international community in general.

“Armenia welcomes and is ready to support the implementation of the UNESCO fact-finding mission in Artsakh and the adjacent areas as soon as possible, which will contribute to the efforts to preserve cultural heritage in the territories which fell under the Azerbaijani control and to prevent possible negative developments,” the Spokesperson concluded.

Armenia Azerbaijan War: Azerbaijan’s victory over Armenia has also been seen as a geopolitical coup orchestrated by Turkish President Erdogan. Turkey has signed a memorandum with Russia to create a joint monitoring center in Azerbaijan.

The bloody war between Armenia and Azerbaijan may be far from over but Turkey-backed Azerbaijan has been celebrating its victory over Armenia. Recently, Azerbaijan displayed the spoils of war during a military parade to mark the country’s victory against Armenia after a six-week battle over the Nagorno-Karabakh region.


Military hardware, including tanks and missiles, captured from the Armenian forces were the highlight of the parade, held on December 10. Turkey’s President Recep Tayyip Erdogan attended the event.

Armenia, Azerbaijan, and Russia had signed a peace deal on November 10 to put an end to the war over Nagorno-Karabakh, which had claimed thousands of lives on both sides.

After 30 years of control over parts of Nagorno-Karabakh and all seven districts around it by Armenian forces, the areas were placed under the jurisdiction of Azerbaijan as part of the peace deal.

Among some 150 pieces of military hardware, including Armenia’s T-72 tank, armored vehicles, short-range and medium-range air defense missiles, self-propelled artillery rocket launchers were put on display.

The military parade held at Baku’s central Azadliq (Liberty) Square was devoted to, as officially described, Azerbaijan’s victory in the ‘Patriotic War’.

Azerbaijani President Ilham Aliyev during his address after the signing of the peace deal had said that Armenia signed the agreement due to Baku’s “iron-fist”. He said the Armenian army in the region had weakened after the liberation of around 300 settlements since September 27.

The enthusiasm to see the captured Armenian military equipment was quite visible when leaders gave a standing ovation as the vehicle leading the spoils of the war came on the field. A military vehicle leading the parade carried a huge board with “Nagorno-Karabakh belongs to Azerbaijan” written on it.

The display board also contained countless Armenian license plates. The move was symbolic as 30 years ago Armenia after capturing the region had used the Azerbaijan license plates to build toilets as a mark of victory.

Azerbaijan’s win has also been seen as a geopolitical coup orchestrated by Turkish President Recep Tayyip Erdogan. Turkey has signed a memorandum with Russia to create a joint monitoring center in Azerbaijan.

As Turkey and Azerbaijan claim to be brothers, the same was visible during the military parade where 2,783 Turkish soldiers participated. The number of Turkish soldiers was the same as that of the Azerbaijani troops who lost their lives in the conflict.

Nagorno-Karabakh conflict flares despite ceasefire

Four soldiers from Azerbaijan have been killed in clashes in the disputed Nagorno-Karabakh region, Azerbaijan's defence ministry says.

The reports come only weeks after a six-week war over the territory which ended when Azerbaijan and Armenia signed a ceasefire.

Armenia meanwhile said six of its own troops were wounded in what it called an Azerbaijani military offensive.

Nagorno-Karabakh has long been a trigger for violence between the two.

The region is recognised as part of Azerbaijan but has been run by ethnic Armenians since 1994 after the two countries fought a war over the territory which left thousands dead.

A Russian-brokered truce failed to bring about lasting peace and the area, claimed by both sides, has been prone to intermittent clashes.

What does the peace deal say?

  • Signed on 9 November, it locked in the territorial gains Azerbaijan made during the war, including the region's second-largest city Shusha
  • Armenia promised to withdraw troops from three areas
  • 2,000 Russian peacekeepers deployed to the region
  • Azerbaijan also gained a overland route to Turkey, its ally, by gaining access to a road link to an Azeri conflict on the Iran-Turkey border called Nakhchivan
  • The BBC's Orla Guerin said that, overall, the deal was regarded as a victory for Azerbaijan and a defeat for Armenia.

The latest conflict began at the end of September, killing around 5,000 soldiers on both sides.

At least 143 civilians died and thousands were displaced when their homes were damaged or soldiers entered their communities.

Both countries have accused the other of violating the terms of the November peace deal and the latest hostilities flout the ceasefire.

The agreement was described by Armenian Prime Minister Nikol Pashinyan as "incredibly painful both for me and both for our people".

If not the UN, who will Investigate the PKK’s Involvement in Nagorno-Karabakh?

“Alarm,” “mercenaries,” and “little prospect of accountability” screamed the self-declared experts of the UN Working Group on the use of mercenaries just prior to the signing of a peace agreement between Armenia and Azerbaijan last month.
 
 
As we have come to expect from intergovernmental bodies, no evidence is too thin to make them pause before issuing a press release condemning it. Instead, they declared that “reports indicate that Turkey engaged in large-scale recruitment and transfer of Syrian men to Azerbaijan through armed factions, some of which are affiliated with the Syrian National Army” – without, of course, citing any of their sources. Fortunately, since they issued their missive, actual evidence has come to light contradicting their narrative.
 
The evidence is a recording intercepted by Azerbaijani security services of members of the PKK – the Kurdish separatist group designated by the United States, the UK, and most European countries as a terrorist group – were in Nagorno-Karabakh, bought and paid for by Armenia.
 
The recording (hosted on the Azerbaijani State Security Service website and made accessible via English subtitles) makes for grim listening. You hear them complain about pay and conditions, how it was not fair that Azerbaijan was winning, the horrible weather – and even their wish they had never come to help the Armenians at all.
 
It makes for quite a change to have some genuine evidence of the use of illegal mercenaries in a conflict. It’s just a pity that the UN cannot find the time to condemn the real thing – along with supporting evidence – and rather than only bring themselves to act as an echo chamber for “reports” and “allegations” spun by others which they can barely be bothered to check for veracity.
 
Sadly, this is all too familiar to me. As the first senior anti-terrorism officer for all Coalition Forces in Iraq, I have watched and been at the forefront of the evolution of modern warfare in the digital era. Today, war is fought with information – disinformation to be more precise – as much as it is with guns and bombs. Social media platforms are the new battleground. In a world of fake news, a man trained to use video editing software can be as valuable a military asset as a man trained to fire a rifle. What is our defense against this new breed of soldier? We must examine the evidence. We must look at the facts.
 
It is no secret that the two leading global pioneers and most adept practitioners of this very modern brand of warfare are Russia and Iran. Much of the Western world has in recent decades been playing catch-up with these two actors, whose skillful disinformation campaigns have successfully served to obfuscate, confuse and distract from their nefarious international activities – everything from assassinations on foreign soil to full-blown military invasions.
 
Moreover, Russia and Iran remain key players in the Nagorno-Karabakh conflict when both are financial and military backers of Armenia and its separatist proxies. Armenia is a close military ally of Russia and houses one of Russia’s main regional military bases. Iran, meanwhile, is opposed to Azerbaijan because one-third of Iran itself is ethnic Azeri – and it was that minority within Iran who first took to the streets calling for democracy during the Arab Spring. Small wonder that in this conflict Armenia is backed, funded, and armed by Iranian Mullahs.
 
Just as Russia and Iran can step into the void created by decades of Armenian economic collapse, so too do the Armenian Diaspora and their lobby groups in Washington – which is where the real power lies – step in where there is a lack of political leadership and governance in Armenia itself.
 
Sadly, in today’s era of ultra-fast and accessible information, it is no longer surprising that reporters do not check their facts as rigorously as they used to. It’s understandable that journalists – with whom the Armenia diaspora lobby have formed such a close bond – do not want to investigate. But for a supposedly neutral organization such as the UN to fall into the same trap makes clear just how serious the problem is. Armenia allegedly once again turning to hired guns, terrorists, and mercenaries in Nagorno-Karabakh – as it has done many times before – poses a very real threat to the fragile peace that has been achieved in the Caucasus, the implications of which are global. Countries that value liberty, peace, and international law must take action. They can start by carefully evaluating the evidence and the facts.
 
 

Artsakh Defense Army soldier dies in car crash on Yerevan-Goris highway

YEREVAN, DECEMBER 11, ARMENPRESS. Servicemen of the Defense Army of Artsakh Vrezh Martirosyan, born in 2001, has died in a car crash on Yerevan-Goris highway on December 9, at around 20:40, the defense ministry of Artsakh told Armenpress.

Investigation is underway to clarify the details of the incident.

In a statement the defense ministry of Artsakh offered condolences to the family of the servicemen.

Turkey hails Azerbaijan for ‘beating’ Armenia

BAKU: Turkish President Recep Tayyip Erdogan said on a visit to this Azerbaijan capital that its struggle with Armenia was not over, as he hailed his close ally’s “glorious victory” in a bloody conflict with Yerevan.
 
Erdogan arrived in Baku to attend nationwide celebrations marking Azerbaijan’s military triumph over Armenia in six weeks of fighting over the disputed Nagorno-Karabakh region.
 
Turkey backed Azerbaijan during a conflict that erupted in late September and left more than 5,000 people dead.
 
Azerbaijan’s win against Armenian separatists in Karabakh last month was an important geopolitical coup for Erdogan who has cemented Turkey’s leading role as a powerbroker in the ex-Soviet Caucasus region the Kremlin considers its sphere of influence.
 
In Baku, Azerbaijan’s army paraded military hardware and weapons seized from Armenia, and Turkish drones were also on full display. Hailing the parade, Turkish television announced that Turkish drones “turned the tide” of the Karabakh war.
 
“We are here today to…celebrate this glorious victory,” Erdogan said during the parade, the culmination of festivities marking Azerbaijan’s victory.
 
“Azerbaijan’s saving its lands from occupation does not mean that the struggle is over,” he added.
 
“The struggle carried out in the political and military areas will continue from now on many other fronts.”
 
 
National anthems of Azerbaijan and Turkey were performed ahead of the military display that was reviewed by Erdogan and his Azerbaijani counterpart Ilham Aliyev.
 
Erdogan’s attendance “shows to the whole world the unbreakable friendship of the Azerbaijani and Turkish peoples,” Aliyev said, adding that Erdogan’s support “from the first days of armed actions emboldened the Azerbaijani people.”
 
“Armenia was brought to its knees and capitulated,” he said.
 
More than 3,000 troops took part in the parade, which was also attended by 2,783 Turkish military personnel — symbolically matching the number of Azerbaijani servicemen killed in clashes. A Turkish commando unit was also in attendance.
 
None wore masks against the coronavirus despite Azerbaijan facing a dramatic spike in new daily cases that followed the outbreak of hostilities.
 
 
 
 

Russian and Armenian Foreign Ministers Hold Press Conference After Talks in Moscow

Top diplomats from Russia and Armenia held talks earlier in the day, having focused on the Nagorno-Karabakh settlement and the implementation of the Moscow-brokered ceasefire, which entered into force on 10 November.

Russian Foreign Minister Sergei Larvov and his Armenian counterpart Ara Aivazyan, who is on a two-day working visit to Moscow, are holding a press conference after talks on regional matters, including the implementation of the Nagorno-Karabakh ceasefire.

In particular, the ministers addressed the issues of humanitarian assistance, rebuilding infrastructure and unblocking transport corridors in the region.

In addition to the Nagorno-Karabakh settlement, the top diplomats were expected to discuss bilateral relations and cooperation within the framework of the Collective Security Treaty Organisation, the Eurasian Economic Union and other multilateral organisations.

Last month, Russian, Azerbaijani and Armenian leaders Vladimir Putin, Ilham Aliyev and Nikol Pashinyan signed a joint statement on the complete cessation of hostilities in Nagorno-Karabakh following weeks of intense fighting in the Armenian-majority region, which declared independence from Baku in the 1990s but is still internationally recognised as a part of Azerbaijan.

In line with the statement, Armenia and Azerbaijan were supposed to stop at occupied positions, a number of Karabakh regions came under Baku's control, the sides were set to exchange prisoners, and nearly 2,000 Russian peacekeepers were deployed along the line of contact and within the Lachin corridor connecting Nagorno-Karabakh with Armenia for at least five years.
