Armenia 3rd President: We must start bringing back people who know everything about troops

We must start bringing back people who are professionals and know everything about troops because it will be impossible to ensure security without troops. This is what third President of Armenia, President of the Republican Party of Armenia Serzh Sargsyan said during a meeting with citizens.

In his turn, Artur Vanetsyan, who is first on the electoral list of the “I Have Honor” bloc, stated that there can’t be talks about any other issue, if the security issue isn’t solved, the army isn’t restored and the problem with border protection isn’t solved.

US Department of State responds to Pashinyan’s proposal to deploy international observers on Armenia-Azerbaijan border

As a Co-Chair of the OSCE Minsk Group, the US is strongly committed to the principle of working with the parties to achieve a long-term political settlement of the Nagorno-Karabakh conflict and urges the parties to return to the Minsk Group Co-Chairs-led talks as soon as possible.

In response to Tert.am’s question for an opinion on acting Prime Minister of Armenia Nikol Pashinyan’s proposal to overcome the crisis created after the appearance of Azerbaijani Armed Forces in Gegharkunik Province, an official of the US Department of State said the following:

“The US is concerned about the recent events that took place on the interstate border between Armenia and Azerbaijan, including the detention of a few Armenian servicemen by the Azerbaijani troops. We call on both parties to resolve the incident quickly and in peace. The US is ready to support these efforts.” The official also recalled the US State Department’s May 27 statement.

Azerbaijani troops have been in Armenia’s territory for over two weeks now. They have invaded in several directions and aren’t leaving. Moreover, incidents take place on a regular basis (gunshots were fired, an Armenian serviceman was killed, 6 Armenian servicemen were encircled in Gegharkunik Province and captured by Azerbaijani troops.

To resolve the crisis, acting Prime Minister Nikol Pashinyan offered the international community and the President of Azerbaijan to pull out the troops of both parties and move them to the line of contact in the sector between Sotk of Gegharkunik Province and Khoznavar village of Syunik Province. He proposed to deploy observers of Russia or co-chairing countries of the OSCE Minsk Group, after which the borders will be adjusted along with those observers.

Armenian National Congress releases electoral list ahead of snap polls

The list consists of 101 people.

First President of Armenia Levon Ter-Petrosyan is leading the list.

Among the people in the list are Levon Zurabyan, Inessa Gabayan, Hayk Maghakelyan, Bagrat Asatryan, Anna Gevorgyan, Arman Musinyan, Samvel Abrahamyan, Karine Yaralyan, Grigor Grigoryan, Aram Manukyan, Tatevik Zoryan, Tigran Paskevichyan, etc.

Snap parliamentary elections in Armenia will take place on June 20.

Armenia donates land area to Russian border guards in Kapan, Meghri and Tegh

YEREVAN, MAY 27, ARMENPRESS. The Armenian Cabinet passed a decision on May 27 on donating some land areas in the towns of Kapan, Meghri and Tegh to the Russian Federal Security Service Border Guard Division deployed in Armenia.

The authorities said the process is taking place in order to strengthen the Armenian south-eastern borders in relation to the 2020 November 9 trilateral statement.

CSTO Deputy Secretary-General: Escalation on Armenia-Azerbaijan border requires undertaking of urgent measures

During the session of the coordinating council of chairmen of the committees on security and defense of the parliaments of member states of the Collective Security Treaty Organization (CSTO) adjunct to the Council of the CSTO Parliamentary Assembly, CSTO Deputy Secretary-General Valery Semerikov said the recent escalation on the Armenian-Azerbaijani border requires the undertaking of urgent measures.

According to him, overall, the situation in the Nagorno-Karabakh conflict zone has become stable after the trilateral statement on ceasefire signed by the leaders of Russia, Armenia and Azerbaijan on November 9, 2020. “Russian peacekeepers and the ongoing negotiation process are helping strengthen the prospect for long-term peace,” Semerikov said, adding that the recent escalation on the Armenian-Azerbaijani border requires the undertaking of urgent measures, that is, “solutions to political diplomacy issues and then issues related to the demarcation and delimitation of the state border between Armenia and Azerbaijan”.

The participants of the session were also introduced to the “Military Political Situation in the Caucasus” report by Chairman of the Standing Committee on Defense and Security of the National Assembly of Armenia Andranik Kocharyan in which the latter assesses the situation in the areas of the Syunik Province of Armenia bordering Azerbaijan and underscores the inadmissibility of encroachments on the territorial integrity of a member state of the CSTO.

Azerbaijani forces have entered the Sev Lidj (Black Lake) region of Syunik

As the standoff in Syunik continued after Azerbaijani forces breached Armenia’s border and advanced into its sovereign territory, Acting Prime Minister Nikol Pashinyan on Friday officially asked Russian President Vladimir Putin for assistance.

Pashinyan, speaking at an emergency session of parliament, said he invoked the 1997 Treaty on Friendship, Cooperation and Mutual Assistance. A similar appeal by Pashinyan to Putin during last fall’s Artsakh War did not yield the anticipated assistance and instead resulted in the signing of the November 9 agreement, which halted military actions in Karabakh, but forced the surrender of territories in Artsakh and Armenia to Azerbaijan.

On Wednesday, Azerbaijani troops breached Armenia’s border and advance 3.5 kilometers into the Sev Lidj (Black Lake) region of Syunik. The lake, which is a manmade reservoir, is main water supply for the residents of the region. On Thursday, as the standoff intensified, Azerbaijani forces continued their advance in other directions in Syunik, as well as near the city of Vardenis in the Gegharkunik Province.

While there have been no shots fired, the situation has escalated an already tense situation on the Armenian border.

“I have appealed to President Putin for assistance to Armenia including military, after Azerbaijan failed to withdraw an estimated 250 troops from the southern Armenian province of Syunik,” Pashinyan told lawmakers on Friday, adding the representatives of the Russian military base in Gyumri were also involved in ongoing negotiations, which are expected to resume on Saturday.

“Representatives of the 102nd Russian base joined the negotiations with the Azerbaijani side and presented working maps. According to these documents, the territory invaded by the Azerbaijani Armed Forces is in the CSTO zone,” Pashinyan said, referring to the Russia-led security pact, of which Armenia is a member.

Meanwhile Russia’s Foreign Minister Sergei Lavrov, who was in Baku on Tuesday, one day before the Azerbaijani incursion into Armenia spoke to his Azerbaijani counterpart Jeyhum Bayramov on Thursday.

According to the Russian Foreign Ministry, the two leaders discussed the “escalation of the situation on the Armenian-Azerbaijani border,” with Lavrov stressing the need for both sides to comply with the provisions of the November 9 agreement.

Lavrov reportedly called for “resolving all such incidents solely through political and diplomatic means,” the Russian foreign ministry statement said.

Armenia’s Defense Ministry on Friday confirmed that further talks for a “peaceful” resolution of the border situation were scheduled for Saturday, adding that the Azerbaijani forces still remain on Armenia’s territory.

“The Armenian side has presented its clear demand to the Azerbaijani military to return to the positions without any preconditions,” the Defense Ministry said in its statement.

Public TV hardly covers Armenian ombudsman’s statements, Tatoyan reaffirms

Armenia’s Human Rights Defender (Ombudsman) Arman Tatoyan reaffirmed his position on Public TV Company that the TV station hardly covers the defender's statements regarding the situation in Syunik Province and the rights of border residents.

“These statements are important because they contain specific messages; they are needed in the context of more effective protection of human rights in the future,” the ombudsman’s office said in a Facebook post on Sunday.

“The human rights defender referred to the coverage of the Public Television, as H1 is a publicly funded organization,” it added.
