Azerbaijani press: Armenian businessmen wanted for smuggling arms into Karabakh

Azerbaijan has put on the international wanted list the heads of Armenian companies illegally transporting weapons to Karabakh in the past 20 years, the Prosecutor-General's Office reported on June 18.

On April 28, 2021, the Prosecutor-General's Office opened a criminal case under the relevant articles of the Criminal Code, and the Prosecutor-General's Office investigation department was instructed to investigate the case, the report added.

It noted that the investigation had been carried out on the basis of information published in a number of media outlets and social networking platforms about the illegal transportation of weapons and military equipment to Armenia and from there to Azerbaijan's Nagorno-Karabakh region.

It was established that the head of the Tashir group of companies, Samvel Karapetyan, also known in Armenia as a "grey businessman" and Royalsys Engineering owner David Galustyan, KOMEX Director-General Ara Abrahamyan and others smuggled illegally-acquired large-calibre military firearms, ammunition, explosives and devices into Armenia and from there into Azerbaijan's Armenian-occupied Nagorno-Karabakh region and adjacent seven districts during 2001-2021, the report added.

In violation of the requirements of the Customs Convention on International Carriage of Goods and the Treaty on the Limitation of Conventional Arms in Europe, the people in question organized the smuggling by passenger planes, the Armenian Air Force's Il-76 TD cargo plane and the Ilyushin-76TD cargo plane purchased by Ara Abrahamyan, who also heads the Union of Armenians of Russia.

The smuggled weapons, ammunition, explosives ad military equipment were aimed for the Armenian armed forces, the Prosecutor-General's Office said.

"Samvel Karapetyan, David Galustyan and Ara Abrahamyan were prosecuted under Articles 100.1, 218.1, 228.3, 279.1 and 206.4 of the Criminal Code, a measure of restraint in the form of arrest was chosen against them, and all of them were put on the international wanted list," the law-enforcement agency added.

The Prosecutor-General's Office sent a request for legal assistance to the relevant state authorities of foreign countries in connection with the aforementioned criminal case.

It stated that all possible measures are being taken to bring to justice those responsible for these and other similar crimes in accordance with international law.

The Prosecutor-General's Office earlier stated that under President Ilham Aliyev's instructions those responsible for war crimes and crimes against humanity will be identified and brought to justice regardless of the time of the crime.

PACE to observe early parliamentary elections in Armenia

A 20-member delegation of the Parliamentary Assembly of the Council of Europe (PACE), led by Georgios Katrougalos (Greece, UEL), will travel to Armenia to observe the conduct of the early parliamentary elections, alongside observers from the OSCE Parliamentary Assembly and the OSCE Office for Democratic Institutions and Human Rights (ODIHR).

The delegation will meet representatives of political parties and coalitions, the Chairperson of the Central Election Commission, as well as representatives of civil society and the media, before observing the ballot on 20 June.

A member of the Venice Commission – the Council of Europe’s group of independent legal experts – will provide legal support during the visit.

Pashinyan presents agricultural programs during pre-election campaign in Ararat province

Caretaker Prime Minister of Armenia Nikol Pashinyan, who is leading the Civil Contract party’s election list for the June 20 snap polls, presented the agricultural programs during the meeting with the residents of Arevshat community of Ararat province on the sidelines of the pre-election campaign.

Pashinyan talked about the provision of loans at affordable terms, the trainings.

“We want farming not to be a hard work. Automation, mechanization and other tools: farming should be a work that will bring more outcomes. In the past years we have provided loans worth 100 billion drams at zero interest rate. And these programs continue. I want to draw your attention to the project of establishing greenhouses. We are providing loans at privileged terms and are also organizing trainings. After the construction of a greenhouse we return 30% of the money”, he said.

However, Pashinyan noted that in order to completely implement the project, there is one problem connected with the loans taken previously. He said this problem must be solved in order not to harm the financial system.

The electoral campaign for the June 20 snap parliamentary elections officially launched in Armenia on June 7.

The campaign will last until June 18.

The European Union welcomes the actions taken by Armenia and Azerbaijan and facilitated by Georgia that led to the release by Azerbaijan of 15 Armenian detainees and the handing over by Armenia of maps of mined areas on June 12, EU’s High Representative for Foreign Affairs and Security Policy Josep Borrell said in a statement released on June 13.

“These are important humanitarian and confidence building gestures by Baku and Yerevan that will hopefully open the path for further cooperation between the sides and the ultimate release of all Armenian detainees, as well as the handing over of all available maps of mined areas to avoid further civilian casualties. 

The European Union and other international actors have actively encouraged moves in this direction and we urge further cooperation between the countries involved.

We will continue to promote a durable and comprehensive settlement of the conflict, including where possible through support for stabilization, post conflict rehabilitation and confidence building measures and reiterate our call on Armenia and Azerbaijan to reengage in substantive negotiations under the auspices of the OSCE Minsk Group Co-Chairs”, the statement reads.

Armenia ex-official’s registration on "I have the honor" bloc electoral list is declared invalid

The registration of Mihran Poghosyan,  former head of the Judicial Acts Compulsory Enforcement Service and an MP candidate from the "I have the honor" bloc, on the electoral list of this bloc has been declared invalid. The respective decision was made at Tuesday’s special meeting of the Central Electoral Commission (CEC) of Armenia.

According to CEC Chairman Tigran Mukuchyan, Poghosyan has not lived permanently in Armenia for the last four years, and therefore he cannot run in the snap parliamentary elections on June 20.

Of course, Poghosyan himself was not present at the meeting.

Former MP and well-known businessman Mihran Poghosyan was planning on running for parliament again. In mid-May, an official statement was submitted on his behalf stating that he was not in Armenia as he was studying at Moscow Polytechnic University. The official statement, however, was sent through Poghosyan's authorized representative.

Azerbaijani press: Acting Armenian PM’s main goal – to break political, economic relations with Russia – Political analyst

Russian historian, political analyst, professor Oleg Kuznetsov has always considered and continue to consider acting Armenian Prime Minister Nikol Pashinyan to be a pro-Western politician, whose main goal is to destroy the pro-Russian elites in Armenia and to break the political and economic relations with Russia.

“Pashinyan is quite prudently and absolutely cynically leading Armenia along the path of military defeat, shame, and humiliation to exterminate all pro-Russian sympathies and gravitational forces in the country,” Kuznetsov told Trend.

“All his actions are dictated by the logic of achieving precisely this general goal,” the political analyst added. “Now his external loyalty to Russia has been stipulated by the pre-election situation in Armenia but as soon as Pashinyan retains his power, his policy will have more distinct pro-Western features. I am sure of this."

Kuznetsov commented on the recent statement of former deputy chief of the Armenian General Staff, General Khachatryan.

“Armenia used the Iskander tactical ballistic missile system bought from Russia during the armed conflict against Azerbaijan, however, without notifying the Russian side about this,” the political analyst said.

Kuznetsov stressed that he does not trust such statements of the Armenian side, knowing from his own experience that the entire Armenian foreign policy and propaganda is based on lies and ambitions.

"If we take into account the fact that Armenia is now in an active electoral process, early parliamentary election is scheduled for June 20, the main goal of which is to remove Pashinyan from power, then such statements made by the Armenian generals dismissed by him must be treated with great caution," the political analyst said.

“The pre-election situation in the country is the most convenient time for the elite members to recall and avenge previously inflicted offenses,” Kuznetsov added.

“Therefore, I would not be surprised if later it suddenly turns out that retired General Khachatryan uttered his words out of a sense of revenge to get even with Pashinyan for his dismissal from the Armenian Armed Forces,” the political analyst said.

“I have always stated and continue to state that I do not trust any message from Yerevan until this information is confirmed by other, more trustworthy and more respected sources,” Kuznetsov said.

“Believe me, I do not strive to present Moscow in the best light,” the political analyst said. “I just absolutely do not trust any information disseminated by the Armenian mass media that has not been additionally confirmed."

The potential of artificial intelligence in the 21st century

Artificial intelligence (AI) is one of the 21st century’s most powerful technologies, a key driving force behind the Fourth Industrial Revolution.

According to one definition, artificial intelligence “is a computer system that is able to perform tasks that ordinarily require human intelligence”. AI is transforming the political and economic structures worldwide; it will soon drastically change our way of life.

This technology has permeated almost every field of human activity, from healthcare to the military. For instance, 90% accuracy in diagnosing breast cancer was recorded with the use of AI technology. The armies of developed nations are very close to creating autonomous “killer robots.”

AI is of strategic importance today and it tends to become a key driver for economic development, as it can help dramatically increase labor productivity and efficiency. PwC forecasts that the use of AI will lead to $ 15.7 trillion increase in global GDP by 2030.

Millions of jobs that do not require sophisticated skills and creative approaches will be redundant due to redistribution of machine-human roles, and on the other hand, millions of new ones will be created in the near future. According to World Economic Forum estimates, 75 million AI-operated jobs will be closed down by the end of 2022, and 133 million will be generated instead.

Given AI’s strategic strength, developed and even developing nations have embarked on a race for dominance in the sector, seeking to provide their citizens, industry and institutions with the skills, knowledge and tools necessary for the AI era through large-scale investments and targeted policies.

There is a general consensus in scientific and expert communities that those countries doing their best to develop AI technologies through prospective investment will be at the forefront of the emerging world order.

While the United States is still the global leader in the field of artificial intelligence, China intends to become a center of fundamental and applied research and AI technologies by 2030. At the same time, relatively small nations, such as South Korea, Singapore, Ireland, Finland and Israel, boast significant progress in this field. As of 2018, Israel was not far behind the second-placed China as regards the number of AI startups (362 against 383), while Ireland is the European leader in terms of per capita AI specialists.

In the long run, Armenia can join the family of leading AI nations. For that, however, our country needs to promote the development of the sector.

Artificial intelligence prospects in Armenia

With its broad implications and many uses, artificial intelligence can become both an instrument of economic development and technological progress for Armenia and an opportunity to get a decisive edge in the military sphere.

Armenia is fairly well poised to become a hub of basic research into artificial intelligence (creation of new algorithms using complex mathematical methods).

In fact, basic research does not require too much investment. Mostly stable internet connection is needed, and in some cases supercomputers (for example, for more complex neural network training). In addition, we have a remarkable legacy, well-established traditions and comparative advantage over the countries of Eastern Europe in the field of mathematics and natural sciences.

Regretfully, Armenia’s STEM science base is not yet widely used for developing artificial intelligence. AI education is still in its infancy in Armenia in spite of the fact that Bachelor’s and / or Master’s degree and non-formal academic programs in artificial intelligence have been launched in a number of universities in recent years.

In addition, there are no doctoral or postdoctoral programs in Armenia, which leads to a “brain drain” or scientific stunting of young people who want to develop their professional skills, due to which the field is developing slowly.

Armenia should also pay great attention to the development of AI engineering, which is the application of algorithms derived from basic research to solve various problems of human activity. We need real-world data to apply the algorithm and to adapt it to a particular problem. The government will have to intervene by collecting, digitizing data and developing easily accessible databases.

Need to develop a national artificial intelligence strategy

The national AI development strategy and the resulting action plan should be considered a framework for coordinating and directing the stakeholders’ activities in order to pursue a common policy in this field. Following the publication by Canada of its national AI development strategy in March 2017, more than 30 countries developed similar documents to promote scientific and applied research in the field.

Having such a strategy should be a top priority for Armenia today. At the same time, by saying strategy, we should not imply a template document, but rather a consensus vision for AI development and other specific measures to achieve it through close synergy between the government, the private sector and individual researchers.

The strategy and the action plan may suggest:

– introducing doctoral and post-doctoral programs, expanding the role of artificial intelligence in universities and the centers providing education in the field of ICT;

– using the Diaspora’s huge human and social capital in order to set up research labs in cooperation with leading international institutions;

– attracting highly qualified researchers by offering special terms and conditions;

– establishing a special venture fund based on the model of public-private partnership, which should invest in promising AI startups;

– ensuring collection, digitization and broad availability of data generated in the country, implementing a coordinated and unified policy by various government agencies, building the necessary infrastructure and so on.

I believe that through effective state-private-academia cooperation and targeted efforts, Armenia will be able to join the family of leading countries in the field of artificial intelligence, which in turn will pave the way for a technological breakthrough in the 21st century to achieve the status of a developing country.

Presidents of Kazakhstan, Armenia meet in Nur-Sultan

During the talks, the two presidents discussed the development of the Kazakh-Armenian cooperation with an emphasis on strengthening political dialogue, trade, economic, cultural and humanitarian ties. They also touched upon the prospects of cooperation within the Eurasian Economic Union, the Collective Security Treaty Organisation and other multilateral structures, and exchanged views on the international and regional agenda.

Kazakhstan President noted the importance of Armen Sarkissian’s visit in terms of giving an additional impetus to bilateral cooperation.

“Armenia is a close country for us. The relations between our states are based on traditions that go back centuries. Certainly, we are interested that our cooperation does not stand still, and filling with new content. Therefore, the governments of our countries and competent authorities are working towards achieving this goal,” the Head of State said.

Kassym-Jomart Tokayev positively assessed the outcomes of the recent visit of the Armenian government delegation to Kazakhstan, noting good opportunities for boosting cooperation in various areas.

President Tokayev expressed confidence in the positive continuation of the Kazakh-Armenian cooperation within the EEU, CSTO, CIS, UN and OSCE.

Armen Sarkissian expressed gratitude to Kassym-Jomart Tokayev for the opportunity to visit Kazakhstan.

“For me, as always, visiting Kazakhstan is like a trip to my home, to my friends. Our peoples have, as you said, very good, long, deep and long-standing relations,” he said.

Armenian President agreed with President Tokayev that the contacts between Nur-Sultan and Yerevan have a huge potential for further expansion.
