Russian Foreign Ministry confirms return of Karabakh Azerbaijanis to homeland

Russian Foreign Ministry spokesperson Maria Zakharova confirmed today the obligation to return the Karabakh Azerbaijanis to their homeland, answering a question from the correspondent of Vestnik Kavkaza regarding Armenian Prime Minister Nikol Pashinyan’s statement about Yerevan’s support for this process and the promise “not to challenge their rights” to live in Khankendi and other cities and villages in mountainous Karabakh areas.

Maria Zakharova stressed that the Russian position on the issue of the return of Karabakh Azerbaijanis has not changed since November 9, 2020, when the first trilateral Statement was signed, which determined the stages of the post-war settlement of Armenian-Azerbaijani relations.

“The answer to your question is contained in the statement of the three leaders dated November 9, 2020. The seventh paragraph, direct quote: ‘Internally displaced persons and refugees shall return to the territory of Nagorno-Karabakh and adjacent areas under the supervision of the United Nations High Commissioner for Refugees.’ There is nothing left to say,” she said.

Thus, the Russian Foreign Ministry reiterated Moscow’s commitment to the full implementation of all the signed trilateral agreements, which include, among other things, the return of Azerbaijanis to the territories, where Russian peacekeepers are currently deployed. It is expected that next year this will be the major topic of the Armenian-Azerbaijani peace processes.

Tax chief lauds “record” high numbers in jobs and average monthly income

YEREVAN, DECEMBER 30, ARMENPRESS. Record numbers in jobs and the average monthly income were recorded in 2021, the State Revenue Committee Chairman Rustam Badasyan said at the Cabinet meeting.

“With November 2021 data there were 654 thousand jobs in Armenia. We already have the average monthly job indicator for 2021, which stands at 634 thousand. For comparison, the average monthly indicator in 2020 was 609 thousand, and in 2019 – 602 thousand,” he said.

The average monthly income indicator per one job was 214,000 drams. In 2020 the figure stood at 203,000 while in 2019 it was 190,000.

PM Pashinyan noted that they should take into account the inflation. According to him, the inflation is a global phenomenon related to the COVID-19 pandemic, since companies had to shut down, and there is a shortage of goods and as a consequence the prices are growing.

Informal CIS summit kicks off in Russia

YEREVAN, DECEMBER 28, ARMENPRESS. The Informal Summit of the CIS kicked off in St. Petersburg, Russia, with Armenian Prime Minister Nikol Pashinyan in attendance.

The meeting is initiated by Russian President Vladimir Putin.

The leaders of the CIS member states are expected to recap the results of the Belarusian chairmanship of the CIS in 2021 and exchange views on the solution of general issues and future steps for social-economic development and cooperation.

The Belarusian presidency reported that this summit is meaningful because December marked the 30th anniversary of the founding of the CIS.

The leaders of CIS members Armenia, Russia, Belarus, Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan are participating in the summit.

The last time the CIS leaders gathered for the informal summit was in 2019, again in St. Petersburg.

Robert Bazikyan appointed deputy head of State Oversight Service

YEREVAN, DECEMBER 20, ARMENPRESS. Robert Bazikyan has been appointed deputy head of the State Oversight Service according to the decision of Prime Minister Nikol Pashinyan.

Pashinyan signed another decision based on which Zhirayr Kharatyan has been relieved from the position of the deputy head of the State Oversight Service.

Robert Bazikyan has served as deputy director of the National Security Service from December 2019 to July 17, 2020.

The assessments that the Prime Minister of Armenia made during his recent press conference are extremely dangerous for the vital rights of the Armenians of Artsakh and obstruct protection from the policy of genocide of Azerbaijan. This is stated in the statement that Human Rights Defenders of Armenia and Artsakh (Nagorno-Karabakh) Arman Tatoyan and Gegham Stepanyan put into circulation.

“The approaches voiced at the press conference of the Prime Minister of Armenia on Dec. 24 completely contradict the natural rights of the Armenians of Artsakh to security and create fertile ground for Azerbaijan’s violations. These approaches fundamentally jeopardize the natural right to national self-determination.

According to the Prime Minister of Armenia, the consistent discriminatory policy of persecution against the Armenian people, the atrocities, the deprivation of property by Azerbaijan in 1923 and other illegal acts for the eviction of Armenians from the Nagorno-Karabakh Autonomous Oblast (NKAO) are overlooked.

The Azerbaijani state policy of hatred and enmity towards Armenia is that, in 2020, during the war, this led to massive ethnic cleansing in Artsakh, destruction of cities and villages (Stepanakert, Martuni, Shushi, Hadrut, etc.), depriving people of their homes, torture and atrocities, murder, desecration and destruction of churches.

After the war, the Azerbaijani Armed Forces, under the auspices of the Azerbaijani authorities, continue to violate the vital rights of the people of Artsakh and kill civilians.

We consider the assessments of the Prime Minister of Armenia extremely dangerous. They substantiate the supremacy of political issues over human rights, reinforce Azerbaijan’s false theses that ignore human rights. We urge everyone to stop ignoring human rights, creating fertile ground for false Azerbaijani theses, to exclude the subordination of human rights to political issues, as well as to refrain from creating artificial obstacles to protect the rights of our compatriots, especially in international instances,” the statement reads.

Yerevan says Azerbaijani army begins heavy shelling of Armenian positions

YEREVAN, December 9. /TASS/. The Azerbaijani Armed Forces began the heavy shelling of Armenian positions in the Gegharkunik region, the Armenian Defense Ministry said in a statement on Thursday.

“The Azerbaijani Armed Forces staged another provocation at 04:25 pm on December 9, opening heavy fire from small arms of various calibers on Armenian military positions along the Armenian-Azerbaijani border in the Gegharkunik region. Armenia retaliated. As of 05:00 pm, the exchange of fire continued,” the statement reads.

On Thursday morning, Armenia’s Defense Ministry reported Azerbaijan’s shelling of Armenian positions on the country’s eastern border.

Intense fighting between the Armenian and Azerbaijani armed forces broke out in the border areas of Armenia’s Syunik Province on November 16. Yerevan said that the Azerbaijani armed forces had launched an offensive into Armenia’s territory, which threatened an international highway connecting the Armenian capital with the country’s southern regions and Iran. Baku laid the blame on Yerevan, accusing the Armenian Armed Forces of staging a provocation. According to the Azerbaijani Defense Ministry, Armenian troops attacked Azerbaijani positions.

Given the situation, Russian Defense Minister Sergey Shoigu held separate telephone talks with his counterparts from Armenia and Azerbaijan. The Russian Defense Ministry said in a statement that following the conversations, the Armenian and Azerbaijani defense chiefs took measures to stabilize the situation on the border.

Investigative Committee: Staff left combat positions and fled as a result of which adversary invaded Armenia territory

YEREVAN. – A number of Armenia servicemen in charge on duty on November 16 have been arrested, whereas one soldier showed exceptional courage. This is noted in a statement issued Saturday by the Investigative Committee of Armenia.

As per this statement, on November 16, the Azerbaijani army units attacked three Armenian military positions located in the Kilisali-border Ishkhanasar section of Syunik Province, during which the head of the Armenian military position involved in the combat duty, a senior, and two observers violated the rules of combat duty.

In particular, the servicemen of the combat duty positions tried to negotiate with the Azerbaijani servicemen who had invaded the territory of the combat position, and who tried to capture the personnel on combat duty. The personnel of these positions left them and fled, as a result of which the servicemen of the Azerbaijani army invaded the sovereign territory of Armenia—the combat positions, which came under the control of the adversary, and the 24 servicemen who fled the combat positions were captured by the adversary. The dead bodies of three of them—Gurgen Sargsyan, Artur Martirosyan—and Davit Amiryan—who were killed, were handed over to the Armenian side on November 17 and 20, seven Armenian servicemen—including the abovementioned four servicemen—were returned by Azerbaijan on November 26 and December 4, whereas the whereabouts of 14 servicemen is still unknown.

On December 6, the serviceman in charge of the mentioned combat position, a senior, a junior sergeant, and two observers were arrested on suspicion of violating the rules of combat duty or military service. On December 8 and 9, criminal charges were brought against them, a petition was filed with the court to remand them in custody, and the court granted this petition.

In addition, it turned out that the deputy commander of the military unit’s battalion in terms of moral and psychological support had violated the rules of combat duty. The servicemen of the Azerbaijani army invaded the sovereign territory of Armenia—a combat position, the 13 Armenian servicemen remaining at this combat position were captured by the adversary, and the combat position came under the control of the adversary. The dead bodies of captured soldiers Taron Sahakyan and Arsen Gasparyan were handed over to the Armenian side on November 17 and 19, respectively, four other servicemen were returned to the Armenian side by Azerbaijan on December 4, whereas the whereabouts of the other seven servicemen are still unknown. .

On December 6, a major was detained, a criminal charged was brought against him, a petition was filed with the court to remand him in custody, but this petition was denied. This court decision has been forwarded to the prosecutor, with a request to consider an appeal.

Criminal charges have been brought against the acting commander of the defense battalion of the same military unit and the observer of the combat position, and they have been remanded in custody.

The investigation continues.

The body conducting the proceedings considers it necessary to also present to the public the exploits of the Armenian position guards who stood out with their exceptional courage while performing their duties during the mentioned military operations. In particular, on November 16, Private Gurgen Sargsyan, a contract soldier on duty in the mentioned military position located in the Kilisali-border Ishkhanasar section of Syunik Province, did not surrender to the adversary during the attack and capture attempt by the adversary forces, showed fighting spirit, exceptional courage, and killed himself by detonating a hand grenade.

STEPANAKERT, DECEMBER 4, ARMENPRESS. 54 new cases of COVID-19 have been confirmed in the Republic of Artsakh in the past one day, the ministry of health said.

399 COVID-19 tests were conducted on December 3.

Currently, 102 infected patients receive treatment in hospitals. 18 are in critical condition, 48 in serious condition. The other cases receive treatment at home.

Armenia reports 558 daily coronavirus cases

YEREVAN, DECEMBER 1, ARMENPRESS. 558 new cases of COVID-19 have been confirmed in Armenia in the past 24 hours, bringing the total number of confirmed cases to 339,578, the ministry of healthcare reports.

9013 COVID-19 tests were conducted on December 1.

716 patients have recovered in one day. The total number of recoveries has reached 318,481.

The death toll has risen to 7631 (21 death cases have been registered in the past one day).

The number of active cases is 12,016.
