Lavrov wants clarification on Azerbaijan’s incursion into Karabakh

PanARMENIAN.Net – Russian peacekeeping contingent will continue their activity in Nagorno-Karabakh in strict accordance with its mandate, Russian Foreign Minister Sergei Lavrov told his Armenian counterpart Ararat Mirzoyan on Friday, April 8, TASS reports.

Lavrov noted that Moscow will continue to ensure the implementation of the trilateral agreements between the leaders of Russia, Azerbaijan and Armenia on Nagorno-Karabakh, including the activities of the Russian peacekeeping contingent.

“There are three groups of agreements on the Karabakh settlement, reached at the highest level in November 2020, in January and November 2021. And we will continue to ensure the implementation of these agreements, including the activities of the Russian peacekeeping contingent in Karabakh in strict accordance with its mandate,” he said.

According to Lavrov, the circumstances of the Azerbaijani incursion into the area of responsibility of Russian peacekeepers in Karabakh are not completely clear to Russia.

“We are convinced that Armenia trusts the Russian peacekeeping contingent, and the occasional calls for the responsibility of the Russian side and an internal investigation do not reflect a real attitude to the huge role of Russian peacekeepers in Karabakh,” the Russian diplomat said, referring to calls from Yerevan urging Russia to return the status quo.

Also Friday, Lavrov said Russia will continue to assist Armenia in ensuring the protection of its borders and strengthening the country’s defense capability.

Azerbaijan has broken into Nagorno-Karabakh, and the incursion has left three Armenian soldiers dead and at least 14 others injured. On March 24, Azerbaijan stormed into the zone of the responsibility of the Russian peacekeepers stationed in the area and is refusing to completely withdraw its forces from strategic heights.

Armenia and China are strategic partners, Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Armenia Fan Yong told Armenpress within the framework of the conference dedicated to the 30th anniversary of the establishment of Armenian-Chinese diplomatic relations, assessing the general level of bilateral political relations and trade and economic cooperation 30 years after the establishment of interstate relations.

The Ambassador highly appreciated the fact that two days ago, on April 6, when Yerevan and Beijing were marking the 30th anniversary of the establishment of diplomatic relations between Armenia and China, the President of the Republic of Armenia Vahagn Khachaturyan visited the new Chinese Embassy in Yerevan, participating in both the diplomatic anniversary and the opening ceremony of the new embassy building.

“We highly appreciate the step of the Armenian President. It shows the great importance that the two sides give to the development of bilateral relations,” said Ambassador Fan Yong.

According to the diplomat, during the last 30 years the cooperation between the two countries has been progressing very steadily, which has been getting stronger lately.

“Great importance has been given to the development of peaceful relations between the two countries – diplomatic, political, economic – to all other components, so that they can be further strengthened and developed,” said the Ambassador.

The trade and economic relations between Armenia and China, as Ambassador Fan Yong had stated in his article published in “Armenpress”, have made significant progress in recent years. According to Chinese government statistics, trade turnover between Armenia and Armenia exceeded $ 1 billion in 2020, growing by 34.8% , and in 2021 bilateral trade reached a new record high of $ 1.4 billion. Thus, Armenia has become China’s leading trading partner among the three republics of the South Caucasus.

In this context, Ambassador Fan Yong added that in recent years there has been an increase in Chinese investments in Armenia.

“As you can see, the buses, all those innovative equipment came from China. At the moment, Chinese factories are investing in Armenia’s infrastructure, especially in the field of solar energy. Despite the coronavirus pandemic, even in this situation, bilateral trade in 2020 reached $ 1 billion. According to the latest data, bilateral trade has increased by 30%, reaching $ 1.4 billion in 2021. If you check the statistics of the Armenian side, it says that in 2021 the bilateral trade turnover amounted to 1.2 billion dollars, that is, the data of the two sides are very close to each other,” the Chinese Ambassador clarified.

Looking at the prospects for the next 30 years of Armenian-Chinese relations, Ambassador Fan Yong says that both countries are very calm and very confident about the future of Armenian-Chinese relations, as those relations have been built on a very solid foundation for the past 30 years.

“We have no doubt about that, because we have the strong will of both sides to develop our future well, we have the aspiration of our leaders for better development, we have peoples who are friends, we have no problem in politics, we do not have any problems or disagreements regarding the development of the economy. I want to say that our relations are mutually beneficial, we are useful to each other,” the Chinese Ambassador to Armenia told Armenpress.

IDBank issues another tranche of dollar bonds

YEREVAN, APRIL 5, ARMENPRESS. (Press Release – IDBank) On April 5 this year, IDBank issued another tranche of nominal coupon bonds under the abbreviation AMANLBB2HER6 through a public offer.

The total amount of the nominal coupon bonds is USD 5 million. The bonds have a circulation period of 27 months, the annual interest rate is 3%, and the bonds will be paid quarterly.

The bonds will be placed from April 5, 2022 to July 1, 2022 inclusive. After the placement, the bonds will be listed in the “Armenian Stock Exchange” OJSC. The bonds will be quoted through the Marketmaker.

It indicates the distinctive code of the bonds, the quantity, the nominal value, the annual coupon yield, the days of the coupon payment and the redemption of the bonds,” says Arman Asatryan.

The Bank informs also that the funds attracted by means of nominal bonds are considered to be guaranteed bank deposits and are guaranteed by the Deposit Guarantee Fund of Armenia.

The Bond prospectus was registered by the CBA, resolution N1/392A of the Chairman of the CBA from July 23, 2021. The electronic version of the prospectus and the final terms of issue are available on the official website of the Bank.

40% drop in remittances from Russia projected

YEREVAN, MARCH 28, ARMENPRESS. Around 850 million dollars in remittances flow into Armenia from Russia every year, but due to the situation in Russia this number could drop around 40%, Armenian Finance Minister Tigran Khachatryan said.

Speaking on Armenian exports to Russia, Khachatryan expressed confidence that Armenian exporters will overall find new opportunities. He cited similar situations of 2015 and 2016.

“In 2021 we had around 860-870 million dollars in exports to Russia,” he said, adding that the businesses got impacted when there were currency shocks and their debts were in rubles.

The finance minister didn’t give assessments as to how much this would impact economic activity in 2022.

Hambardzum Matevosyan will participate in the Annual Investment Meeting 2022, as well as the closing ceremony of the Expo 2020 Dubai.

Russia deploys more peacekeepers to halt ‘Azerbaijani advance’ in Nagorno-Karabakh

Russian peacekeepers in Nagorno-Karabakh have ‘deployed reserves’ in order to ‘block further advancement by the Azerbaijani army’ near the village of Parukh (Farukh).  

Azerbaijani forces had appeared to have withdrawn from Parukh by Tuesday, and Russian peacekeeping forces are currently stationed in the village. According to officials in Stepanakert (Khankandi), Azerbaijani forces remain stationed on the Armenian side of the line of contact including on a key strategic height near the village. 

Residents of Parukh were evacuated prior to the Azerbaijani advance and remain unable to return home.

Around 2,000 Russian peacekeepers were deployed to the conflict zone as part of the tripartite agreement brokered by Russia to bring an end to the 2020 Second Nagorno-Karabakh War.

The latest deployment by Russia was preceded by a statement on 26 March from the Russian Ministry of Defence accusing Azerbaijan of violating the agreement. They called on the Azerbaijani army to ‘retreat to its previous positions’, and leave the ‘zone of responsibility of the Russian peacekeeping contingent’. 

Tigran Grigoryan, a Yerevan-based political analyst, reported that in spite of the withdrawal of the Azerbaijani military from Parukh,  there had been a large military build-up near the Karaglukh height, one of the contested hills in the recent clashes.

‘It’s not about dozens of soldiers but a few hundred’, Grigoryan told OC Media

Just recently, Azerbaijani troops, according to Grigoryan, were freely passing through Parukh despite the presence of Russian peacekeepers, which makes the return of the village’s residents — who were forced to evacuate on 22 February — impossible. 

‘For now, the possibility of [military] escalation in that area is very high’, Grigoryan said.

On the evening of 24 March, the Azerbaijani military crossed the line of contact separating Armenian and Azerbaijani forces in Nagorno-Karabakh and entered Parukh and the surrounding areas. Three soldiers from the Nagorno-Karabakh Defence Forces were reported killed, and 14 wounded in clashes with Azerbaijani troops.

According to officials in Stepanakert and Moscow, Azerbaijan utilised Bayraktar combat drones during the engagement, though Baku has denied the claims. 

In response to a statement by Russia’s Ministry of Defence, the Azerbaijani Defence Ministry redirected accusations of violating the tripartite declaration toward Armenia.

‘The complete withdrawal of the remnants of the Armenian army and illegal Armenian armed groups from the territory of Azerbaijan has not yet been implemented’, the statement reads. ‘It is Armenia, not Azerbaijan, that violates the provisions of the declaration.’

According to point four of the tripartite declaration, Russian peacekeepers were to be deployed alongside the ‘withdrawal of the Armenian troops’. 

Armenia has argued that this referred to their withdrawal from seven districts surrounding Nagorno-Karabakh which were handed over to Azerbaijan. The declaration also does not explicitly mention the Nagorno-Karabakh Defence Forces, which are made up of local residents.

Despite denying that they violated the tripartite declaration, the Azerbaijani Ministry of Defence admitted to the advances made by the Azerbaijani army across the line of contact into Parukh and ‘surrounding heights’ which they wrote, are ‘sovereign territories of our country’. The Ministry also denied that their troops had withdrawn from ‘those positions’.

‘Our army is in full control of the operation’, the statement reads. 

The Ministry also accused Russia of violating the ‘essence of bilateral relations’ as well as the Declaration on Allied Interaction, signed by Russian President Vladimir Putin and Azerbaijani President Ilham Aliyev on 22 February.

Armenian freestyle wrestler Arsen Harutyunyan defeated the Turkish rival in the final to be crowned European champion.

At the European Championships in Budapest, Arsen Harutyunyan (61 kg) won a brilliant 15:3 victory over Turkey’s Suleyman Atl.

This is the wrestler’s second European title.

Later, Hrayr Alikhanyan (74 kg) will compete with Giorgi Sulava (Georgia) for the bronze medal.

On March 31, the defence attachés of the EU and NATO member states accredited in the Republic of Armenia visited the airbase N of the Ministry of Defence of the Republic of Armenia.

The commander of the airbase, Air force Colonel Samvel Tavadyan presented the daily activities of the military unit to the foreign guests and answered the questions they were interested in.

Afterwards, the defence attachés visited the facilities in the military unit and were introduced to the aviation equipment.

The visiting personnel was most interested in SU 30SM aircrafts. Expressing gratitude for the reception, the defence attachés noted that during the visit they were once again convinced that all four SU-30SM aircrafts were in the home base, and the information spread in the Azerbaijani and Turkish press, claiming that the aircrafts were taking part in the hostilities in Ukraine, did not correspond to reality.

Russia says Azeri troops pull back from Karabakh village

Russia said Sunday that Azerbaijan had pulled back troops from a Karabakh village following talks after Moscow accused Baku of violating a ceasefire.

“The Azerbaijani side carried out the withdrawal of its units from near the settlement of Farukh,” the Russian defense ministry said in a statement.

The ministry also said Azerbaijan’s troops had twice violated a ceasefire in the Askeran region of the breakaway region of Nagorno-Karabakh, and four people had been wounded as a result of a shootout.

“In cooperation with representatives of the parties to the conflict, the command of the Russian peacekeeping contingent has stabilized the situation,” the statement said.

There was no immediate comment from Azerbaijan.

On Saturday, Moscow accused Azerbaijan of violating a ceasefire agreement by entering the Russian peacekeeping mission’s zone in Karabakh.

In 2020, Armenia and Azerbaijan fought a war over the long-contested enclave which claimed more than 6,500 lives.

A ceasefire deal brokered by Russian President Vladimir Putin saw Yerevan cede swathes of territory, with Russia deploying a peacekeeping contingent to the mountainous region.

The village of Farukh, also known as Parukh, is under control of Russia’s peacekeepers.

On Saturday, Azerbaijan’s defense ministry said it “regretted the one-sided statement of Russia’s defense ministry, which does not reflect the truth,” adding that “Azerbaijan didn’t violate a single provision” of the ceasefire agreement.

A new flare-up in tensions came a month after Putin sent troops to pro-Western Ukraine, with signs indicating that both sides were digging in for a protracted conflict.
