STEPANAKERT, 11.09.08. DE FACTO. A Round table entitled "Situation
in South Caucasus and Perspectives of NKR’s Recognition" was held in
Stepanakert on the initiative of Nagorno-Karabakh Republic National
Assembly’s Standing Committee on Foreign Relations.

MPs, representatives of various political forces participated in the
Round table. The representatives of power’s executive branch in the
person of NKR FM Georgy Petrosian and heads of MFA various departments
were also invited to the Round table. The discussion was held behind
closed doors.

According to the NKR Parliament’s Press Office, addressing the audience
NKR FM presented qualitatively new realities created in the Southern
Caucasus, position of NKR executive branch, as well as possible steps
proceeding from NKR foreign policy’s priorities. Then he answered
questions of political organizations’ heads.

NKR Parliament Speaker Ashot Gulian, a number of MPs delivered speech
at the Round table; representatives of various parliamentary forces
also expressed their opinion. A decision to continue discussions in the
near future and invite representatives of NGOs and analytical centers’
experts to elaborate a more realistic position on the issue was made.

Upon discussions’ results NKR FM and Vahram Atanesian, the head of
NKR Standing Parliamentary Committee for External Relations, answered
journalists’ questions.

Russia’s military operation in South Ossetia with curbing a major war
in the Caucasus. He also hit out at claims that Georgia had defended
Tskhinval against attack from the Russian army, describing them as

Speaking at a media briefing in Moscow on Saturday, Bagapsh said:
`Georgia says Abkhazians are bad, Armenians are bad, South Ossetians,
Azerbaijanis, Russians ` everybody is bad. One cannot have a row with
everyone. I think you should look for the roots of the conflict inside
Georgia. That`s what has led to the events we’re now discussing.’

Sergey Bagapsh added Georgia’s aggression against South Ossetia had
been `pure genocide’.

`Without a doubt, Georgian President Mikhail Saakashvili is a
political corpse,’ he said. `A man who has as much blood on his hands
as he does cannot lead a state and hold talks. Neither me, nor Mr
Kokoity, president of South Ossetia, will ever stand close to Mr
Saakashvili. He is a small tyrant who has been brought up by the U.S.’

The Abkhazian President also announced his country would like to join
the Commonwealth of Independent States: `If the CIS member states
consider it possible, we will join this organization.’

Meanwhile, it was confirmed that the agreement on friendship and
cooperation between Russia and Abkhazia is ready, and will shortly be
signed in Moscow.

Bagapsh also said that Abkhazia would like to become an offshore
country.

Greeting the high-ranking guest, the Prime Minister expressed
confidence that his visit will give a new impetus to the development
of friendship and cooperation between Armenia and the United Arab
Emirates inclusive of Ras Al-Khaima Emirate, in particular. Crown
Prince Sheikh Saud Bin Sakr Al Kassimi extended his appreciation for
the warm welcome and the assistance provided to UAE representatives
in Armenia. The Crown Prince emphasized his country’s authorities’
willingness to strengthen bilateral ties as witnessed by those
initiatives and projects aimed at making investments in Armenia.

Both sides said to be pleased with the promising framework and the
practicalities in place between Armenia and Ras Al-Khaima Emirate
which provide a good outlook for further strengthening and expansion.

Prime Minister Tigran Sargsyan assured in turn that the government
of Armenia is prepared to continue supporting the ongoing investment
programs launched by UAE-based companies in Armenia. The head of
government expressed readiness to look at the opportunities available
in the fields of mining and tourism, as well as to consider the
possibility of creating a free economic zone in our country. In
conclusion, Tigran Sargsyan expressed confidence that the successful
record of Armenia’s cooperation with Ras Al-Khaima Emirate will infect
other countries and investors as well.

Police Await Post Mortem On Burned Body

Police were tonight hoping a post mortem examination would reveal
how a woman whose charred remains were found in a layby died.

A Home Office pathologist has spent today examining the corpse of
the woman, whose burning body was found at a truck stop beside the
A1301 at Hinxton, near Duxford, at 3.30am on Wednesday. Earlier today,
detectives said they had not yet established her identity.

Det Insp Dave Grierson said the body was so badly charred
it was difficult to even ascertain whether or not it had been
clothed. Witnesses who saw the body after it was found by a lorry
driver have been offered counselling.

Det Insp Grierson said: "Obviously this was a very traumatic experience
for them and they have been offered counselling as a result. Witnessing
such an incident would be traumatic for anyone."

Five lorry drivers who used the lay-by, in the early hours of
Wednesday, have been interviewed.

Police know an accelerant was used to set light to the body, while
examinations at the scene have revealed traces of a number of vehicles.

"We know several vehicles used the lay-by on the evening of Tuesday,
June 17," said Det Insp Grierson. "We would like to speak to any
drivers who used it and any other people who used that stretch of
road late Tuesday night or early Wednesday."

Police across East Anglia have been reviewing their missing persons
files for details of any women reported missing in their areas,
while forensic officers and sniffer dogs have continued to comb the
scene. Forty Cambridgeshire officers are working on the investigation.

In 2002 a badly-burned body was found in a field on the outskirts of
Peterborough, which police sparking a two-year forensic investigation
which took officers across Europe before they identified the victim
as 42-year-old Armenian Hovhahannes Amirian .

Three years later Nishan Bakunts, 28, from Yarmouth, was jailed for
16 years after being found guilty of his murder.

Police say anyone who used the lay-by or has information about missing
persons should call the Major Incident Team on 0845 456 4564.

Azerbaijan Sees Armenia Differently After Elections

AZERBAIJAN SEES ARMENIA DIFFERENTLY AFTER ELECTIONS

"Democracy in Azerbaijan is at least no worse than in Georgia, but the
comparison with Armenia is almost impossible," said Khazar Ibrahim,
the head of the press service of the Azerbaijani Ministry of Foreign
Affairs (, April 29). This statement came as a result of
presidential elections in Armenia and the shattered situation with
democracy and human rights in that country. For Azerbaijan, this
turn-around seems to bring more self-confidence, as well as positive
hopes for a resolution of the Nagorno-Karabakh conflict.

For many years the international community has been rating Armenia’s
democratic developments ahead of those in Azerbaijan. Rankings used
by prestigious organizations such as the Heritage Foundation, Freedom
House and others indicated that Armenia had made more progress toward
democracy than Azerbaijan. Although serious doubts remained about
the methodology and indicators used for these rankings, the general
public seemed to trust them, both at home and abroad.

This had several negative implications for Azerbaijan and for
regional security. On the one hand, many foreign governments
and international organizations have justified the occupation of
Nagorno-Karabakh by Armenia with the fact that Armenia enjoyed higher
democratic standards. The United States Congress even openly declared
support for sanctions on Azerbaijan, citing human rights problems,
although the official text of the sanctions had nothing to do with
the domestic developments, but rather the military situation between
Armenia and Azerbaijan.

Now, however, the situation seems to have changed. What was expected to
be a smooth transition of power from former President Robert Kocharian
to his closest political ally, Prime Minister Serzh Sarkisian,
has become one of the most serious cases of political turmoil since
the country’s independence in 1991. Officially, Sarkisian received
a little more than 52 percent of the votes cast, with opposition
arguing that there needed to be a second round. The opposition
protested. The police and army reacted brutally. Tanks were brought
in and bullets were used against the demonstrators. As a result,
eight people were killed and more than 100 were severely wounded. The
Kocharian-Sarkisian regime imposed martial law and arrested more than
200 opposition activists. Media censorship, including on the Internet,
was imposed in the country.

The situation has severely damaged the image of Armenia abroad. The
governments of Norway and the United States, and international
organizations such as the OSCE, the Council of Europe and others have
expressed deep regret about the events in Yerevan and have urged
Armenian authorities to use democratic means to build political
dialogue and consensus in the country.

These recent developments, if closely analyzed, do not stand alone
from the rest of Armenia’s post-Soviet history. The use of violence
for political purposes has been a frequent feature in the Armenian
political arena. In 1997 President Levon Ter-Petrosian was forced to
resign by an internal coup headed by Robert Kocharian, who was then
Prime Minister, and backed by the defense and security ministers. In
1999 gunmen stormed parliament and killed the speaker of parliament,
the prime minister and dozen more MPs and government officials. It
is still unclear who was behind these gunmen and what were they
trying to achieve. Analysts believe, however, that the murder of
these high-profile officials was aimed at empowering former President
Kocharian and undermining the peace process around the Nagorno-Karabakh
conflict. There are also other examples in the history of Armenia of
the use of violence and terror for political purposes.

These undemocratic developments in Armenia–the use of violence
and a brutal crackdown on the opposition activists–will affect
the future of the country and the region in a number of areas,
including political stability, economic prosperity and the state of
democracy. The biggest blow to Armenia, however, will be with regard
to the process of negotiations over the Nagorno-Karabakh conflict.

Azerbaijan, having achieved political stability, enjoys the highest GDP
growth in the world at 35 percent (Ministry of Economic Development
website), maintains absolute sovereignty over its foreign policy
(enjoying very good, but equal, relations with both the West and
Russia) and is making further advances in political freedoms and
democratic standards.

Armenia, on the other hand, has nearly fallen into complete dependence
on Russia, both politically and economically, sees itself increasingly
isolated from regional transportation and energy projects, continues
to struggle with the economy and trade and now has also proven that
the state of democracy in the country has greatly worsened.

Under these conditions Azerbaijan’s self-confidence is rapidly
increasing, and it is likely that this will have an impact on the
future of the negotiation process as well. Azerbaijan no longer sees
itself as "second-rate" country, and its growing capacities will
push it to be more principled. It will also bring more international
pressure on Armenia, as the West is increasingly irritated by the
sharp drop of democratic standards in that country.

YEREVAN, ARMENIA – Armenia’s new president vowed yesterday to redouble
efforts to have mass killings of Armenians by the Ottoman Empire
recognized as genocide, a label staunchly rejected by Turkey.

Thousands gathered in the Armenian capital to commemorate the
massacres, which many countries have recognized as genocide, a term
at the heart of a bitter dispute between Armenia and Turkey.

Under bright sunshine, long lines of people climbed to a hilltop
memorial in Yerevan to mark the 93rd anniversary of the start of
killings, which took place in 1915-23 and led to a mass exodus of
Armenians from what is now eastern Turkey.

In an address at the ceremony, Serzh Sarkisian, the newly elected
Armenian President, said his country would boost its efforts to win
international recognition of the killings as genocide, regardless of
Turkey’s objections.

"The republic of Armenia should double its efforts for the restoration
of historical justice. When it comes to condemning the genocide,
denial has no future, especially today when many countries around
the world have added their voices to the voice of truth," he said.

Armenians say up to 1.5 million of their kinsmen died in orchestrated
killings during the last years of the Ottoman Empire.

France to mend fences with ‘Turkish season’

After a long period of deterioration in its ties with Turkey, France
is now hoping to build bridges of friendship with Ankara by holding a
"Turkish season" next year.

The first meeting of a joint Turkish-French committee in charge of
organizing the Turkish season was held earlier this week in Paris.

The Turkish season will begin in July 2009, right after elections
for the European Parliament, and will continue until March 2010.

Exhibitions, concerts and other activities promoting Turkey will take
place throughout this period. Many of the activities are expected to
be held in Lille in northern France. A ship departing from Turkey’s
Aegean province of Ýzmir will visit Marseilles and other French
cities as part of the activities. The CEO of the French company AXA,
Henry de Castries, and former Turkish Ambassador Necati Utkan will
co-chair the committee organizing the events.

Ties with France have deteriorated sharply in recent years over a
French Parliament decision to recognize Armenian claims of genocide
at the hands of the Ottoman Empire and subsequent attempts to
criminalize denial of the alleged genocide. Ties are also strained
over French President Nicolas Sarkozy’s outright objection to Turkey’s
accession to the EU. Sarkozy proposes instead the establishment of a
"Mediterranean Union" of countries with close ties with the EU and
says Turkey should join this club. Ankara rejects any proposal short
of full EU membership.

recognize the results of the presidential election and urged a
re-election.

"The team of Armenia’s first President doesn’t recognize the outcomes
of the election," Impeachment bloc leader Nikol Pashinyan said
Wednesday at an opposition rally.

"Grave violations, violence and psychological pressure were fixed
during the election process. We demand a new election. The struggle
will continue," he said.

He said the opposition is going to carry out the struggle till final
victory.

According to various sources, from 10 to 50 thousand of people are
participating the rally.

"Before Robert Kocharyan became president in 1998, Nagorno-Karabakh
was one of the negotiating parties, but after becoming the President,
Robert Kocharyan decided that Armenia would better present Karabakh. We
have not dismissed Karabakh from the negotiating process", today the
OSCE Minsk Group Co-Chairman Bernard Fassier explained NKR’s dismissal
from the negotiations. He ensured that involvement of the NKR in the
negotiation process was Armenia’s decision.

To the question of "A1+", that if Karabakh extraction from negotiations
is agreed with Robert Kocharyan’s personality, then on 19 February
Kocharyan will not be the president, will the next RA President involve
Karabakh in the negotiation process, Bernard Fassier responded:
"Please, forward that question to the RA authorities, it is up to
them to decide".

Does it mean that Azerbaijan contents to Karabakh’s participation
in the negotiations and the final decision depends on the Armenian
part? To this question Mr Fassier answered: "In regard with Karabakh’s
participation, the situation is rather complicated; many other problems
should be solved for the solution of that problem".

"Judging from Karabakh’s position in regard with the current process
of negotiations, we may say that there is not urgent necessity to
change the present format", said Yuri Merzlakov. The OSCE Minsk
Group Co-Chairmen mentioned that any decision referring Karabakh
nation’s destiny should be settled with the support of Karabakh
people. Journalists tried to find out from the Co-Chairmen, who had
returned Stepanakert, why they did not present the document which
was negotiated to the NKR authorities. The Co-Chairmen only informed
that in Stepanakert they were aware of the details of negotiation
process. The French Co-Chairman informed that the NKR authorities told
the Co-Chairmen: "The sooner Karabakh is involved in the negotiation
process, the better for them". Mr Fassier underlined once again,
that the Co-Chairmen were not responsible for it.

The Armenian journalists also pointed out that the more often the
Co-Chairmen talked about the peaceful settlement of the conflict,
the more often Ilham Aliev made war-like appeals. In this regard Yuri
Merzlakov ensured, that when meeting Ilham Aliev in Baku, he said: "We
said to the Azerbaijani President that besides political settlement of
the conflict, they have no other alternative. We have announced 2008
decisive year for the settlement of Karabakh conflict". According to
Merzlyakov, Aliev agreed with him.

Over 200 British MPs Now Recognise The Armenian Genocide

Armenian and Assyrian organizations in the UK met in the House of
Commons on 24 October 2007, following the visit by the Turkish Prime
Minister and the sensational change of heart by MP Kieth Vaz. It was
he, as Minister for Europe in 2000, who formulated the pro-Turkish
policy of Armenian Genocide denial which his successors in the Labor
administration have slavishly followed, independent French journalist
Jean Eckian informs.

Two days ago, after several repeated requests, he signed the Early
Day Motion recognizing the Armenian Genocide, making it the second
most successful EDM on an international issue in Parliament. Now 185
have signed, four times last year’s total. The total number of MPs
who have recognized the Genocide now stands at over 200, including
those who did so in previous years.

This surely emboldened the Prime Minister as it occurred the day
before as he met Turkish Prime Minister Recep Tayyip Erdogan. Last
week Jim Murphy, the new Minister for Europe, promised to look afresh
at the whole issue.

The meeting noted that Erdogan’s visit was kept a secret to the last
minute. Numerous inquiries sent to the House of Commons, the Foreign
Office and Turkish Embassy in order to find out any information about
the visit had proved unsuccessful because they had all claimed no
knowledge of the visit.

This proves the reality of his presence in this country as the
Prime Minister of a multi genocidal and undemocratic state. It’s
surprising that Turkey is confident of a free reign in Iraqi Kurdistan
considering that they have got away with the Genocide of the Armenians
and Assyrians and its subsequent denial with the full compliance of
the UK government.

Further Armenian-Assyrian-Kurdish cooperation was envisaged, as well
as a new EDM on the Armenian and Assyrian Genocide. Full Assyrian
participation in the unveiling ceremony of the Monument to Armenian
Genocide victims in Cardiff, on Saturday, 3 November, was assured.

A Press Statement sent by the Kurdish Advisory Panel of
Parliamentarians for National Self-Determination (PNSD), which
emphasized a negotiated settlement of the Kurdish issue as the "only
lasting solution", was read at the meeting.
