Why US and Russia Should Support the EU-Armenia Agreement

The European Union and Armenia signed a Comprehensive and Enhanced Partnership Agreement (CEPA) on November 24, 2017, in the presence of high representatives of both parties.

The US and Russia should support this agreement because Armenia lies along the geopolitical fault lines of two civilizations: the East and the West, Europe and Asia, Christendom and Islam. This agreement enhances the neutrality of Armenia and the security in the region.

The EU will be supporting democratic reforms in governance, the rule of law, the protection of human rights and fundamental freedom, the independence of the judiciary, and the development of public and social institutions in Armenia. CEPA also enables cooperation in the energy, transport, environment and trade sectors.  It also promises improvements in banking, travel and business infrastructures along with investment opportunities and a healthier environment. CEPA does not include free trade arrangements as Armenia is a member of Eurasian Economic Union (EAEU).

The road to EU integration enjoys broad consensus among Armenians in the political arena and civil society. Armenia chose this path because it is public knowledge that its discontinuation in 2013 of its newly-minted association with EU was due to clear warnings from Moscow that its security guarantees by Russia would be withdrawn if it proceeded with the association agreement. In fact, Armenia was the first country that experienced strong backlash from Russia in response to its negotiations with EU due to the problems in Ukraine.

Armenia signed this agreement knowing well that it needs the establishment of active bilateral relations with as many countries as feasible to overcome the risk of isolation and garner guarantees for its national security. One presumes that Moscow has been kept informed all along that Yerevan will sign such an Agreement.

Russia holds the keys to Armenia’s security which was solidified by the November 2016 Agreement on the creation of Armenian-Russian Joint Military Forces. Russia also holds the key to the Karabakh issue and energy policies, given the Armenian-Russian gas agreement signed on December 2, 2013, substantially limited Armenia’s options to devise an independent energy policy. Thus, CEPA is a huge step for Armenia to regain space for sovereign decisions and credibility with the international community.

However, the Russian press, a highly centralized and censored media, reacted negatively to Armenia signing this Agreement. There is nothing in the Agreement that may pose any danger or create tension toward a third party. Armenia, with an improved social contact, a stronger and more independent judiciary and rule of law, fairer business conditions, and modern regulatory frameworks will be a catalyst between the two economic unions. Russian officials such as the Ambassador to Armenia agree with Mr. Zheleznak, a Russian politician of a ruling party who “…supports developing relations and cooperation with others on an open basis and in this context, Armenia is furthering its ties with both Russia and European Union…Wise and balanced policies being implemented in Armenia, that will allow for the greatest use of developmental potential that exists in Armenia.”

If this agreement, which includes duties, obligations and commitments succeeds, it will create opportunities to improve the quality of relations between the East and West. The countries within EAEU, lead by Russia, would equally benefit if Armenia becomes a bridge between the EU and EAEU countries, in trade and development, as this agreement is a test case for co-existence between EU and EAEU.

Similarly, the benefit to the West is best described by Dan Coats, Chief of US National Intelligence, who states: “The main mediators of OSCE-Minsk Group, do not want the resumption of large scale military operation, as this does not meet national, regional and international interests.” The European Union has huge economic interests in Azerbaijan, invested heavily in the country’s energy sector, fears that war between Azerbaijan and Armenia can lead to disruption of supply of oil bypassing Russia. US on the other hand, uses Georgia to pursue its interest in Transcaucasia. The more peace in the region, the more chance that Georgia may become a member of NATO.

The Armenian-Azerbaijani conflict of Nagorno-Karabakh is one of the most destabilizing factors in the Caucasus involving regional and international powers. The April 2016 Azerbaijani attempt to break through Armenian defense lines had no effect on the situation as a whole. The present stage of the negotiation process has reached deadlock, politically and militarily. Politically, the conflict is not resolved because the positions of the parties are irreconcilable. War, on the other hand, is unacceptable to the political forces and interests of both regional and international powers. All parties know that the outcome of war is by no means certain. It will involve a huge number of victims and damage to civilian structures.

While Azerbaijan showed the world that it is willing to take the risk of resolving the conflict by military means in April 2016, it too needs peace in the region, despite its belligerent language in its relations with Armenia.

Armenia’s external foreign policy is carried out by establishing active, bilateral relationships with as many countries as feasible, and multilaterally, through participation in international organizations such as the EU and EAEU. Both these approaches are critical for Armenia to earn a measure of respectability in the international system.

The signing of the CEPA is a milestone for Armenia as it represents a compromise between the old Association Agreement of Europe and Armenia’s new commitment to a Comprehensive and Enhanced Partnership Agreement. The US and Russia should support the EU-Armenia Agreement (CEPA), invest in Armenia and help it to solve the Nagorno-Karabakh conflict peacefully. A prosperous, neutral Armenia, defusing the fault line of tensions and the clash of civilizations, will be a critical component of peace and development in the region and the world.

Sports’ “formula” from World Figure Skating Champion (video)

“I wanted to become a surgeon, but I did not. Why? I would answer because I became a figure skater,” says Irina  Slutskaya, a world renowned Russiam figure skater, a double world champion, and a Moscow regional (oblast) duma member.

Today, she held a master class at the Irina Rodnina Figure-Skating School.

“It’s the third time I’ve been in your city. In the first time that I came here in 2015, I participated in an ice show with Plushchenko, and then I came for the second time to the opening of this sport school,” says the figure skater.

The premiere of the “Akhtamar” ice show will take place in November 2018 in Yerevan, where she will act as the goddess Anahit.

“It is the first time that the legend will be performed,” says Irina  Slutskaya, “I think this story will move everyone. We all know what Lake Van means for the Armenians around the world, which is today in Turkey, and the exciting story of Akhtamar. We will tell this beautiful story through dance, music and our souls. ”

Irina  Slutskaya answered to the question about her expectations from the children attending Irina Rodnina Figure-Skating School, “Let’s do not forget that figure skating is not just a sport, it is an art and it is not only about champions, but also participants of beautiful ice shows. It is important that today there is such sport school, but for the victories, children need to work.”

Persistence, patience, diligence, confidence in one’s own strength, and strong nerves are the sports’ “recipe” by Irina Slutskaya.

ANCA Welcomes Rep. Judy Chu’s Renewed Call for U.S.-Armenia Double Tax Treaty

WASHINGTON –  Rep. Judy Chu (D-CA) has once again called on the U.S. Department of Treasury to begin negotiations with Armenia on a modern Double Tax Treaty, a longstanding Armenian National Committee of America (ANCA) public policy priority that would promote job creation and expand bilateral trade between the two countries.

“We value Congresswoman Chu’s continued leadership in support of a modern U.S.-Armenia Double Tax Treaty and look forward to continuing our work with her and her Congressional colleagues in removing artificial barriers hindering the expansion of bilateral trade and investment – in IT, tourism, agriculture, and other growth sectors,” stated ANCA Government Affairs Director Raffi Karakashian.  “To capitalize on the Trade and Investment Framework Agreement (TIFA) signed in 2015 and the recent wave of new U.S. investments, this treaty needs to be put in place as soon as possible.”

In her letter to Treasury Secretary Steven Mnuchin, Rep. Chu noted that “our only existing agreement with Armenia governing tax issues is the 1973 treaty we signed with the now extinct Soviet Union.  This outdated accord – negotiated between hostile powers – is clearly insufficient to meet the modern-day requirements of our bilateral relationship.”  Rep. Chu had issued a similar call in February, 2016, to former Treasury Secretary Lew following meetings with ANCA leaders during an advocacy “fly-in.”

Congresswoman Judy Chu represents the 27th Congressional District, which includes Pasadena and the west San Gabriel Valley of southern California. She has been a staunch supporter of the Armenian American community since she was elected in 2009 and has co-authored the annual Armenian Genocide resolutions as well as a number of other pieces of ANCA-backed federal legislation.

A U.S.-Armenia Double Tax Treaty would establish a clear legal framework for investors and individuals that have business activities in both jurisdictions, preventing double taxation and facilitating the expansion of economic relations. It would also help reinforce the friendship of the American and Armenian peoples, anchoring Armenia to the West, and providing Yerevan with greater strategic options and independence in dealing with regional powers.

While investors have found ways to adjust to the inadequacies of the outdated 1973 accord, which is recognized by the U.S. but not Armenia, the existing system of foreign tax credits and deductions is not consistent with any accepted tax or accounting system.  The U.S. has Double Tax Treaties with many small countries, including Estonia, Jamaica, Latvia, Lithuania, Malta, and Slovenia. Armenia has Double Tax Treaties with many advanced countries, including Austria, Belgium, Canada, China, France, Italy, the Netherlands, Poland, Russia, and the United Kingdom.

Increase in excise tax on gas may affect transportation tariff

At the RA NA Standing Committees, Deputy of the “Tsarukyan” bloc Mikayel Melkumyan, asked Deputy Finance Minister Atom Janjughazyan about the draft law “On State Budget.” He noted that according to the law, the tax collection will amount to 10 billion drams. “I think that more than 10 billion dram should be collected and the index that you noted is considerably less, as it is assumed by your presented budget that our life is going to improve next year, and we will live in better conditions.”

Atom Janjughazyan said that they consider the tax collection of 10 billion drams credible, based on the new Tax Code.

Mikayel Melkumyan asked to be more concrete while speaking. “For example, the excise tax on compressed gas will rise, how will it affect the transportation tariff?”

Atom Janjughazyan said that he would not react to the aforementioned statement about compressed gas.

Azerbaijani Press: Turkish MP’s actions intended for benefit of Armenia – expert

The visit of Turkish MP Garo Paylan to Yerevan is an obvious step for the benefit of Armenia, Erdem Eren, Turkish foreign policy expert and chief coordinator of the Beyaz Hareket political movement, told Trend.

“Paylan, given his nationality, may be in sympathy with Armenia, but in this case he represents the Peoples’ Democratic Party (HDP), which has long been maintaining close contacts with Armenia and PKK,” he said.

He noted that in 2008, when military operations against the PKK were held in Turkey, numerous members of this organization fled to Armenia.

The expert said that Paylan’s visit to Armenia can be assessed in this context, as in Yerevan, he called on Ankara to recognize the so-called Armenian genocide and called Armenia a more democratic state, unlike Turkey.

“If Armenia and its friends are so democratic, why don’t they recognize the Khojaly genocide, and why Yerevan still holds native Azerbaijani lands under occupation?”

When it comes to Turkey and its friends, some countries perceive terrorists as defenders of democracy, Eren added.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.

Georgian troops and their American and Eastern European allies are participating in annual military drills Agile Spirit 2017 that has taken start today in Georgia.

The multinational exercise involves a wide range of offensive and defensive trainings and will be one of the highlights of the annual calendar of events bringing together military personnel from Georgia and abroad.

The exercise involves service members from Georgia, the United States (US), Bulgaria, Latvia, Romania, Ukraine and Armenia.

Led by the General Staff of the Georgian Armed Forces (GAF) and US Marine Corps, the Agile Spirit drills aim to train and improve interoperability between participants, support regional security and improve operational skills.

Within the Agile Spirit drills soldiers immerse themselves in a range of training scenarios that include direct and indirect fire, combined arms integration, offensive and exfiltration action.

The training will be held at the Orpolo firing range near Akhaltsikhe in southern Georgia from September 3-11.

The Agile Spirit drills were first held in 2011 and were held in a bilateral format between the GAF and US military.

Former employees of Nairit again demand rerun of the plant (video)

Former employees of “Nairit” plant started termless sit-down strike outside the Government building. Their demand remains unchanged- rerun of the plant. “There are investors, who want to do audit, sign a memorandum, but the Government does no action,” Anahit Manukyan, former employee of “Nairit”, chemist, engineer told “A1+”.

The fire in “Nairit” plant at the beginning of the week is commented in different ways by the former employees. “Constant evaporation can lead to it and the substance could burn from a simple spark. I don’t think that it was done intentionally,” says Anahit Manukyan.

“I think that here is something intentional; first they want to solve that issue at once showing “Nairit”’s inability to operate without understanding that chemical industry is a constant process and the whole staff is alert as a soldier in the posts. Those containers were under direct sunrays for a long time and nothing happened,” noted former employee of “Nairit” Tamara Mirazizyan.

If “Nairit” plant continues to be neglected, former employees don’t rule out even more dangerous situations, especially when, according to their details, starting from 2009 the plant has been plundered periodically.

While the former employees of “Nairit” were holding a protest action, the Minister of Emergency Situations went out of the Government building. According to the former employees, after numerous dismissals the MES is responsible for the security of “Nairit”.

Davit Tonoyan didn’t rule out that the human factor may have been the reason for the fire in “Nairit”. So it is possible that the incident on August 28 may be the result of negligence.

YEREVAN, AUGUST 29, ARMENPRESS. President of Armenia Serzh Sargsyan on
August 29 hosted the schoolchildren, who demonstrated excellent
results in the academic year 2016-17, graduates awarded with Gold
Medals as well as the laureates of the 2017 international subject
Olympiads – Kangaroo International Olympiad on Mathematics and the Bee
Armenian Language competition - from the educational establishments of
the Republic, press service of the President’s Office told Armenpress.
At the traditional meeting the President addressed a welcoming speech
to the participants. Serzh Sargsyan responded to the questions of the
participants after which the graduates and schoolchildren received
awards – medals, certificates from the President of Armenia and the
Minister of Education and Science.
President delivered congratulatory remarks at the meeting.
“Dear children,
Dear youth,
I sincerely welcome you at the residence of the President of the
Republic of Armenia. Once again I warmly congratulate you on the
achievements recorded in the international subject Olympiads -
Kangaroo International Olympiad on Mathematics and the Bee Armenian
Language competition, and of course, on the graduation of school with
excellence. Your achievements give strength and power to our people,
encourage me and inspire belief towards our country’s future. By this
we want to state that we link our country’s future with the
development of science and education and want your example to be
contagious for your peers, relatives and classmates. The thirst for
science and education, if it can be considered infection from good
point of view, should not be ever prevented, quite the contrary, we
want that infection to spread everywhere.
Our people have always liked and strived to science. Dear children and
youth, you know that the Armenian people are spread across the world,
and wherever Armenians reached, first of all they have set up a
school. Of course, they have built a school in order to preserve the
native language, but they have never been limited only to the native
language, and the leading that exists in the world, they have always
tried to understand it, transfer to the homeland, localize and develop
it. Thanks to this our people managed to overcome these difficulties
for thousands of years and reached to the 21st century. Thus, your
love towards science contributes to the longevity of our people.
I want to thank you for your deep curiosity and diligence since it is
impossible to reach major success only with curiosity. I perfectly
imagine the hard work done by our distinguished children, Gold medal
winners, our youth who received awards at the international subject
Olympiads. It is my desire that this purposefulness, curiosity and
especially diligence accompany you throughout your life.
The basis of goodness is knowledge. The basis of competitiveness is
knowledge. In this regard, the Republic of Armenia is always ready to
stand together with all of you. I want for you to study at other best
universities after graduation of school, also after graduating high
educational institution or even half of the way. After graduating from
the universities of Armenia or other countries, I would like most of
you to be engaged in science since as I said the love and skills
towards science and education have reached our people up to the 21st
century. Thus, you should continue the efforts of the best individuals
of our medieval and modern times. We are always ready to assist and
support you.
Of course, I am grateful to your parents who have been able to spread
this infection on you on the one hand, and have always tried to create
conditions so that you can study good and reach results on the other
hand. But know, you are the main hero, you are the creator of the
history. Your parents and teachers assist you with love, support from
the positions of more knowledgeable people, but you will hardly be
able to reach serious achievements without your desire and diligence”.
