Member of the ARF Bureau Vahan Hovhannisyan performed his civic duty
at precinct #10/8 at Hrachya Acharyan School.

`I voted for the sake of elimination of corruption in our country,
strengthening of the county, creation of new jobs,’ Vahan Hovhanisyan
said, adding also that he would like everyone who left the country to
return.

Vahan Hovhannisyan said the Party will register and react to all
frauds, of course if there are any such. He voiced hope, however, that
no violations would be registered over the day.

Avakyants Pacific Fleet commander, the Kremlin press service said on
Thursday.

Avakyants was Pacific Fleet chief of staff and PF first deputy commander.

He has been acting commander since 2010.

YEREVAN. – On May 6 Armenia’s Human Rights Defender’s office received
137 messages about election violations from 8.00 a.m. to 12.00 a.m.

As the press service of the Ombudsman’s Office informs Armenian
News-NEWS.am, the Ombudsman’s office has responded to 60 calls with
certain actions, in other cases relevant authorities were informed.
The complaints mainly concern the disappearance of stamps in passports
and offering bribes.

The messages came from Yerevan as well as the regions.

Eight political parties and one block have presented their nominations
– Republican Party of Armenian, Prosperous Armenia Party, Orinats
Yerkir, opposition Armenian National Congress, opposition Heritage
Party, ARF Dashnaktsutyun, the Communist Party of Armenia, Democratic
Party of Armenia and United Armenians Party.

For entering the National Assembly, parties must poll over 5% of
votes, while blocks – over 7%.

The election campaign will be held till May 5 – the day prior to
elections when campaigning is banned. The parliamentary elections will
be held from 8 am to 8 pm on May 6, 2012.

Gasparyan reports that at 11:10 a.m. representative of the ruling
Republican Party of Armenia attacked proxy of the opposition Armenian
National Congress Levon Avetisyan and threatened with assault after
elections.

According to iDitord website, a platform for reporting election
inaccuracies and violations, the head of the electoral commission and
a police officer were addressed to deal with this. However, they said
it is none of their business.

Parliamentary elections feature 8 political parties, Republican Party
of Armenia (RPA), Prosperous Armenia, ARF Dashnaktsutyun (ARFD),
Orinats Yerkir, Heritage, Democratic Party of Armenia (DPA), Communist
Party of Armenia and United Armenian party, as well as one election
bloc represented by opposition Armenian National Congress (ANC).

To enter the parliament, Armenian National Congress (ANC) must
overcome 7% threshold as a bloc, unlike the parties, which need 5%
threshold level.

647 international and over 31 thous. local observers will monitor the
parliamentary elections in Armenia. OSCE/ODIHR (258 observers), OSCE
Parliamentary Assembly (69), PACE (37), CIS Interparliamentary
Assembly (22), as well as International Foundation for Electoral
Systems (IFES) and SILBA international organization have deployed
observer missions in Armenia.

The preliminary results will be published no later than 24 hours after
the voting, with final results to be released on the seventh day
starting the voting day.

The people of Armenia want to have such a power, which they will be
grateful to after leaving, candidate for deputy, the leader of the
Democratic Party of Armenia, Aram Sargsyan, told journalists at the
ballot station 9/15 of Yerevan where he was voting.

As ArmInfo correspondent reported, Sargsyan said it is positive that
mass media offered equal conditions to all the political forces. At
the same time, he added that this time they delivered more bribes than
during the previous elections, but neither police not the prosecutor’s
office drew attention to this circumstance.

He also said that the DPA has 1700 authorized persons which have been
observing the election course at all the ballot stations.

Rita Sarkissian la première dame d’Arménie s’est rendue hier dans les
hôpitaux de la capitale arménienne au chevet des blessés de la place
de la République. R. Sarkissian s’est entretenue avec de nombreux
malades ainsi que leurs familles, discussions portant sur les
conditions des soins apportés aux blessés. Rita Sarkissian a souhaité
que ces blessés puissent sortir rapidement des centres de soins. Hier
vers midi, 74 des 154 blessés avaient déjà quitté les hôpitaux.
Aujourd’hui d’autres les quitteront également. Néanmoins une vingtaine
de blessés dont l’état est jugé sérieux resteront encore quelques
jours en soins intensifs.

Toujours hier, le président Serge Sarkissian accompagné de quelques
blessés s’est rendu à l’église Sourp Hovhannés d’Erévan pour une messe
dédiée au rapide rétablissement des victimes de ce drame de la place
de la République où lors d’un meeting du Parti Républicain d’Arménie
des ballons remplis d’un gaz inflammable avaient explosé brûlant de
très nombreux spectateurs.

A Rally in St. Petersburg for Memory of victims of Armenian Genocide

A Rally in Saint Petersburg (Russia) for Memory of victims of Armenian
Genocide in Ottoman Turkey
and a Petition of Rally participants

(translation of an article in “Yerkramas”

newspaper)

On April 22, 2012 in Sankt Petersburg, Russia near Consulate General of
Turkey took place a `Rally for Memory of victims of Armenian Genocide in
Ottoman Turkey’. As Information Center of “Yerkramas” (a newspaper of
Armenians in Russia) reports basing on information from Rally organizers,
200 people of all ages and professions have gathered to the rally, people
whose ancestors lived in the different places of both West and East
Armenia. The objectives of the rally were: informing of citizens about
physical extermination of Armenians and Armenian cultural heritage on their
historical Motherland, blaming Armenian Genocide and the continuing policy
of false, history falsification and Genocide denying by Turkish government,
demand for official recognition by Turkey of masterminded by its
authorities Armenian Genocide.

This was a first in XXI century civil rally in Sankt Petersburg (Russia) on
Armenian Genocide. With a written welcoming letter to rally participants
addressed Yuri Navoyan, co-chairman of Moscow commission for coordination
of activities dedicated to 100th anniversary of Armenian Genocide. The
rally started with a melody of duduk and finished with a patriotic song
`Gini Lits’, that is about a panishment action made by Soghomon Teylerian
to Talaat Pasha, one of the major organizers of Armenian Genocide.

Rally was organized by newly created independent initiative group of
Armenians living in Saint Petersburg and surrounding Leningrad District.
During two hours of rally the following people spoke: Prof. Anatoly Akopov
(the official rally organizer), the chairman of Armenian Comradeship of
Saint Petersburg and Leningrad District Vahan Babakhanov, the writer Levon
Adyan, a representative of youth Sergey Melkonyan, a representative of
`Spisok Nadezhdy’ (List of Hope) Movement Arthur Aghajanyan, a
representative of Armenian Clannishness of Saint Petersburg Narek
Sarukhanyan, the poet Eduard Poghosyan, Ph.D. in military sciences Sergey
Ter-Gabrielyants, vice-president of the Union of Russian Diasporas Anthuan
Arakelyan. Among guests, who spoke was also Dr. Boris Vishnevsky, the
member of Saint Petersburg Legislative Assembly, Deputy chair of its
Standing commission.

During a rally participants had accepted and signed the Petition to Consul
General of Turkey in Sankt Petersburg Mr. Tanju Bilgich.

The rally was very rich by informative content. Large colored banners
reflected different aspects of the theme, in that number:
– a special Statement adopted by Russian State Duma (parliament) from April
14, 1995,
– a process of acknowledgment of Armenian Genocide by countries and world
regions,
– a fact of intentional extermination of Armenian elite on April 24, 1915

a day of Holy Resurrection of Jesus Christ and a historical statement by
World Churches Council in 2011,
– a map of the most bloody areas of Armenian Genocide in Turkey,
other banners like a city of Bitlis with known saying of William Saroyan
and a city of Musa Dagh with a portrait of France Werfel.

Besides named new banners old residents of Saint Petersburg brought old
banners that were used publicly back in 1990s before the interruption of
civil rallies on Genocide theme.

However the main banner with a scale of 4×7 meter reflected two sacral
pictures – Greater Ararat, soaring in its grandeur upon clouds and a
picture of Grigor Khanjian `Vardanank’.

On April 24 Armenians and all the progressive world community observes
sorrowful date – 97 years of the beginning of Armenian Genocide. The
Armenian Genocide was masterminded and realized by authorities of the
Ottoman Empire and Republic of Turkey in 1894-1923, as a result about 2
millions Armenians were killed and half a million of survived were
forcefully deported from their historical Motherland to the lifeless Der
Dzor desert.

We, Armenians of Saint Petersburg and Leningrad District, Russia have
gathered not only to pay a tribute for Memory of Armenian Genocide victims,
but also to raise our voice, our Anger and a request for a Justice and for
barring of such crimes in the world.

We demand from the Turkish Government to put an end to the state policy of
history falsification, as well as of many years blockade of Armenia and
continuing vandalism of destruction of the Armenian cultural and historical
heritage from the ancient times to XX century on the modern Turkey
territory and finally unconditionally acknowledge the fact of Armenian
Genocide. The authorities of the country founded on the lie, that continue
the falsification of the history at the rank of state policy, are doomed
for court of the world nations and court of International Tribunal.

Armenians are voting to elect a new parliament, with the authorities
hoping to avoid a repeat of the violence that followed the 2008
presidential vote.

The Republican Party of President Serge Sarkisian and the Prosperous
Armenia party – both in the governing coalition – are seen as the main
contenders.

The main opposition force is the Armenian National Congress, founded
by ex-President Levon Ter-Petrosyan.

Opposition groups have already voiced concern about irregularities.

President Sarkisian insisted the vote would be fair.

“We have managed to turn the political fight into a fair competition,”
he told supporters during campaigning, according to the Reuters news
agency.

Vote fraud concerns

Ahead of the vote, about 150 suffered burn injuries when gas-filled
balloons exploded during a campaign rally of the Republican Party.

The vote is being monitored by about 300 observers from the
Organisation for Security and Co-operation in Europe (OSCE).

In an interim report on the election, the OSCE mission said the
candidates had been able to campaign freely, but noted that there had
been cases of illegal campaigning in schools on behalf of the
governing Republican Party.

Opposition parties have voiced concern that there are signs of
possible multiple voting and inflated voters’ lists.

After the 2008 presidential election, thousands of opposition
supporters took to the streets to complain of fraud after then Prime
Minister Serge Sarkisian was declared the winner.

A three-week state of emergency declared and police dispersed the
demonstrations amid arrests and accusations of excessive force. Ten
people died in the unrest.

Mr Sarkisian’s losing predecessor, Levon Ter-Petrosyan, went on to
found the main opposition Armenian National Congress, which has
organised regular street protests against the president.

European observers said the last parliamentary vote, in 2008,
generally meet international standards. The Republican Party emerged
from the election as the largest party, with almost 33% of the vote.

Unemployment and poverty have been the main focus of the campaign.

Armenian’s economy was badly hit by the 2008-9 global financial
crisis, and remains hobbled by a trade blockade imposed by
neighbouring Turkey and Azerbaijan since the 1990s conflict with
Azerbaijan over the territory of Nagorno-Karabakh.

deliver to all policy planning centers and all authorities
implementing the state policy that our right was broken in this
issue’. Section 907 is an unjust decision. Azerbaijan doesn’t deserve
that decision. This decision was adopted against Azerbaijan in 1992 by
pressure of the Armenian lobby and it is necessary to remove it’, said
Chief of public policy department of the Presidential Administration
Ali Hasanov, APA reports.

Hasanov said that Azerbaijan proved with its activity that this
decision was unjust: `We show the entire world that Azerbaijan didn’t
blockade Armenia, Armenia blockaded itself. Armenia occupied the
territory between Armenia and Azerbaijan’.

Despite it, the department chief said that section 907 had no
actuality for Azerbaijan: `We don’t wait for any financial and
economic assistance from the US. We don’t need it. Azerbaijan and the
US are equal partners. If the policy planning centers of this country
decide that the removal of this section meets interests of the US,
they will remove it. Otherwise, we will not be engaged in it. We don’t
need any grants from the US within the section 907′.

Exploding balloons burn dozens during Armenian political rally

More than 140 people suffered burns or other injuries Friday in
Yerevan, the capital city of Armenia, when bunches of balloons at a
concert and political rally exploded.

The balloons were supposed to be filled with helium but may have
instead been filled with methane, said Aghasi Yenokyan, director of
the Center for Political and International Studies, a Yerevan-based
think tank.

The incident occurred in downtown Republic Square during events
organized by the ruling Republican Party of Armenia as part of the
parliamentary election campaign.

During the concert, teenagers were holding hundreds of balloons when
they suddenly exploded in a huge ball of fire.
Dozens of people were taken by ambulances to various hospitals, and
then the show went on.

Nikolay Grigoryan, deputy chief of the Armenian Emergency Service,
told the Russian RIA Novosti agency that the balloons may have been
ignited by a cigarette.

“At first I thought that it was part of the show when I saw a huge
halo of fire over the crowd in front of the stage, but then I saw
people running and screaming,” said Yelena Manukyan, a 36-year-old
office manager. “On some of them, the clothes were burned and they
were holding their hands over their heads and faces.”

Fragments of burned balloons flew in all directions over the dense
crowd and caused burns to many people, Manukyan said.

A representative of the Armenian Health Ministry, Shushan Unanyan,
told RIA Novosti that some of injured suffered burns and others were
hurt during the panic in the square.

After the accident, Armenian President Serge Sargsyan briefly
addressed the remaining audience, then left to visit injured people in
hospitals, Yenokyan said.
