Governor of Massachusetts Deval Patrick and Armenian Foreign Minister
Edward Nalbandian will attend on Tuesday the dedication ceremony of
Armenian Heritage Park in downtown Boston, AP reports.

They will be accompanied by Boston Mayor Thomas Menino, local officials
and representatives of the local Armenian community.

Prior to the ceremony, Deval Patrick and Minister Nalbandian will
meet in governor’s office.

YEREVAN, 22 MAY, ARMENPRESS: Mary Rose Abusefyan, living in San
Francisco, is impressed by “Tigran Mets” mono performance, which took
place in Russian Drama Theater after Stanislavski , on May 21st .

“I always loved the Armenian audience, because it has an ability to
perceive art”, mentioned the actress during the press conference with
Armenpress on May 22nd . “The mono performance is an innovation in
art , and it is a little bit hard for the foreigner to understand it”
she added.

“I am trying to become totally perceptible for the armenian audience
even though when my performance has a political tone, it is related
to the current reality and future developments”, said Abusefyan,
who felt the positive behavior of the audience even from the breathing.

“The performance was staged only one day, and the hall was full”,
mentioned the organizer of the performances, Greta Sahakyan. She
informed, that vital aim was to bring the youth to watch the
performance.

“The one, who has even once been present at Mary Rose’s performances,
becomes her fan, seeking to watch her upcoming performances “,
added Sahakyan.

“Tigran Mets” mono performance is based on Perch Zeytuntcyan’s “Twelve
days of Lord” performance, on Armenian history and on personal minds
of Mary Rose. The actress performed 14 roles in this mono performance.

She is the author of the performance, which has two acts. In 2011,
Mary Rose presented a mono performance of Franz Werfel’s ” The Forty
Days of Musa Dagh”.

cruciaux de la Turquie. Son arrestation et sa mise en détention dans

terroriste ” menacent gravement les libertés publiques et
académiques en Turquie.

L’Azerbaïdjan a accuse lundi l’Iran de calomnie alors que des rumeurs
affirment sur des sites internet iraniens qu’une “gay pride” aura lieu
a Bakou, où doit se tenir cette semaine le concours de l’Eurovision.

“Ils font des declarations sur quelque chose qui n’existe pas. Nous
accueillons l’Eurovision, pas une marche gay”, a declare Ali Hasanov,
un haut-responsable de l’administration presidentielle, lors d’une
conference de presse.

Des rumeurs ont circule en mai sur des sites internet iraniens
suggerant qu’une marche gay aurait lieu a Bakou pendant l’Eurovision.

“En fait, il n’y a meme pas de mot dans la langue azerbaïdjanaise pour
une marche gay, a l’inverse de leur langue”, a retorque M. Hasanov.

Il a accuse l’Iran, voisin avec lequel les relations sont tendues,
d’etre “jaloux” des succès economiques de l’Azerbaïdjan.

M. Hasanov a par ailleurs accuse des medias europeens et des ONG
telles que Amnesty International et Human Rights Watch de chercher
a ternir l’image du pays a l’approche du concours.

“Des affirmations sans fondement de deux organisations, Amnesty
International et Human Rights Watch, sont regrettables (…) et
n’ont rien en commun avec la situation actuelle dans le pays”,
a-t-il poursuivi.

A l’approche du concours de l’Eurovision, qui devrait etre suivi par
plus de 100 millions de telespectateurs, les organisations de defense
des droits de l’homme et l’opposition espèrent que l’evenement fera
parler des carences democratiques dans cette ancienne republique
sovietique, riche en hydrocarbures.

L’ONG Human Rights Watch a recemment souligne que “les violations des
droits de l’homme (etaient) frequentes en Azerbaïdjan”. Selon Giorgui
Goguia de HRW, 70 personnes dont sept journalistes sont actuellement
en prison pour des raisons politiques.

Bakou a obtenu l’organisation de la 57e edition du concours Eurovision
de la chanson grâce a la victoire de son duo Ell et Nikki lors de la
precedente edition, en mai 2011 en Allemagne.

Armenian Army gets new professional lieutenants

On may 18 the next group of the professional lieutenants graduated
from the military college after Marshal Baghramyan, press service of
Armenian Ministry of Defense informs.

Armenian Minister of Defense Seyran Ohanyan handed the certificates to
the lieutenants. He congratulated the young lieutenants and hoped that
they will assist to develop Armenian Army with their skills and
education.

Alevi associations have demanded the return of confiscated properties
at a meeting in İstanbul focusing on expectations for the new
constitution.
Approximately 30 Alevi associations from Turkey met at the Å~^ahkulu
Sultan Foundation in the district of Göztepe. The foundation’s
chairman, Mehmet Tural, said most of the properties confiscated in
the years of the establishment of the Republic of Turkey should be
returned. Tural referred to the governmental decree of 2011 ordering
the return of properties belonging to Armenian and Greek minorities,
and said the Alevi population should also benefit from the practice
of returning confiscated properties.
“We are very pleased with the decision to return confiscated
properties to the Armenians and Greeks of Turkey as they are citizens
of this country. But we are dismayed by the fact that there is no new
regulation concerning return of property which used to belong to the
Alevi foundations and dervish lodges, even though Alevis fought in
the War of Independence on the front lines,” he said.
Tural also indicated that if their demands are not met inside Turkey’s
judicial system they will seek ways to raise it in international
judicial institutions.
Speaking at the meeting, lawyer Zeynel Ozturk said Turkey’s new
constitution should guarantee the judiciary’s independence and
neutrality. In addition he said there should no longer be provision
for the establishment of special courts. Ozturk also said Alevi houses
of worship, known as cemevi, should be awarded legal status.
Further demands of the new constitution being made by Alevis include
equal rights in relation to Turkish citizenship; abolition of mandatory
religious education; a right to education in their mother-tongue;
removal of the 10 percent election threshold and of immunity of
parliamentary members outside parliament.

At last the issue of the future war between Armenia and Azerbaijan is
considered actively though these considerations are not discussions yet but
judgments of separate experts. Judgments on this issue were in a small
professional circle, not public.

It should be noted that this discussion is definitely late, and now some
publications are absolutely unserious and even if their authors are invited
to a respectable campaign, they will not be taken seriously. Even though
all the premises were there to develop serious scenarios of escalation of
the future war as a criterion of justification, these authors followed the
path of their unfulfilled hopes and convincing engagement.

It did not happen for clear subjective reasons. Mainly two issues are
discussed, `two answers’ which have only private meaning. Possible
participation of Russia in the war and the reaction of the West to what is
underway on the front line. In addition, the role of Turkey in the possible
war is attaches no importance, neither is the similarity or divergence of
the positions of Russia and the West in the second war in Karabakh (or in
the war that will start). In addition, the supporters of the radical
opposition claim for whatever reason that the war is impossible (they
should explain why).

In the beginning it is necessary to understand the following – the conflict
over Karabakh and the war between Armenia and Azerbaijan is already viewed
in the West not as a possible development but quite practically, gathering
the necessary information and using the entire set of concepts in current
considerations. Things occurred in an order that the focal points
multiplied, and it looks like a game where everyone fights against
everyone.

The Western community (with more or less agreed positions of the United
States and Europe) intends to stop the expansion of Turkey and Russia whose
ambitions are considered equally dangerous though the Turkish expansion
appears more dangerous in the Western understanding of stability and
security. The West is looking for ways of diverting Turkey and Russia from
directions which are dangerous to Europe and the United States. In other
words, such expressions as `distract’, `attract’, `engage’ are
more
appropriate to the policy of the western community.

In addition, independent from the initial stages of the confrontation
Russia and its partners will not only punish Turkey and its partners but
also change the situation in favor of Europe and the United States. A more
critical way of achieving these goals is the war between Armenia and
Azerbaijan. In this regard, the West has no reason to affect stabilization
of this situation, that is the `war of snipers’.

Russia has not seen to this situation or is too confident that it benefits
from the war of snipers. NATO summit in Chicago on May 20 will confirm the
supposition that it will be the stage of Turkey’s secession from NATO.
Turkey would not like to leave NATO. Moreover, it appreciates its current
position. The problem is that the United States, France, Germany and other
states push Turkey to leave NATO. To understand the goals and objectives of
the West regarding Turkey-Russia confrontation correctly, it is necessary
to take into account the interest of the West in maintaining the balance of
forces in the Black Sea and Caucasian regions. The game is not so
complicated to understand, even for the experts of hopelessly provincial
nature. In addition, any version is fantastic enough till the dénouement
when all the versions and authors are forgotten.

Proceeding from this premise, the understanding of the logic of the Western
community’s policy on Armenia, as well as the parliamentary election and
domestic issues comes. The Americans and Europeans are interested in the
establishment of a legitimate government in Armenia by a rigid scenario
which does not allow for expected turns.

Everything is arranged for Armenia, the country will get considerable
economic, as well as military and technical assistance. Why Armenia?
Because Azerbaijan’s military defeat will not mark dramatic change of the
military balance in the region, and Armenia will be more dependent on
Russia, maintaining close military and political relations with it.

They would like to turn Armenia to a military and economic camp, and the
purpose of Armenia should be the choice of the model of this camp, trying
to prevent fulfillment of the models of Israel, Georgia, Azerbaijan, as
well as solving the issue of transformation of the second contour of this
scenario, otherwise the first contour will remain meaningless as well.

BRUNSWICK, GA-Sahak Tumanyan, 42, was sentenced Wednesday by Chief
United States District Court Judge Lisa Godbey Wood to five years in
prison for his role in a health care fraud and money laundering
conspiracy in which more than $1.5 million was stolen from Medicare
through a phony medical business in Brunswick, Georgia.

United States Attorney Edward J. Tarver said, “The defendant’s cohorts
stole over $1 million of taxpayer dollars from Medicare. Then, the
defendant helped launder the ill-gotten gains through an intricate
series of phony businesses. Our team of federal prosecutors, agents,
and auditors will follow the trails of stolen money so that organized
criminals such as these will be held accountable for their fraudulent
schemes.”

Derrick L. Jackson, Special Agent in Charge of the Atlanta Region for
the Office of Inspector General of the Department of Health and Human
Services, said, “This sentence sends a clear-cut message to organized
crime groups that infiltrate our nation’s health care system to steal
from the taxpayers. The Office of Inspector General will continue to
work closely with our law enforcement partners to bring these criminal
enterprises to justice.”

Brian D. Lamkin, Special Agent in Charge, FBI Atlanta Field Office,
stated, “The FBI remains committed to identifying, investigating, and
presenting for prosecution those individuals such as Mr. Tumanyan who
would launder stolen federal funds from programs such as Medicare.
While the FBI dedicates extensive investigative resources to these
matters, we also ask for the public’s assistance in bringing forward
any instances of health care fraud, to include Medicare and Medicaid
fraud, to the appropriate authorities.”

Tumanyan, who was in the United States on an expired Visa from Armenia
and who resided in Los Angeles until the time of his arrest in this
case, previously pleaded guilty to a money laundering conspiracy
charge. According to the evidence presented at the guilty plea and
sentencing hearings:

Brunswick Medical Supply was a fraudulent medical equipment provider
that was opened in Brunswick in 2007. Associates of Tumanyan
fraudulently obtained a Medicare provider number for this phony
businesses, stole the identities of hundreds of Medicare
beneficiaries, stole the identities of dozens of doctors, and used
this stolen information to submit millions of dollars in phony claims
for health care services that were never provided. Medicare paid
approximately $1.5 million for these fraudulent claims before
Brunswick Medical Supply was shut down. Tumanyan then took numerous
steps to launder the money stolen from Medicare. Tumanyan opened at
least four sham businesses in Los Angeles; opened multiple bank
accounts in the names of these businesses; and used these bank
accounts to launder the proceeds of the fraud at Brunswick Medical
Supply. The evidence also showed that Tumanyan helped launder hundreds
of thousands of dollars of other money stolen through various schemes
to defraud, such as identity theft, check kiting, and other health
care fraud schemes.

In addition to a five-year prison sentence, the court ordered Tumanyan
to pay restitution to Medicare in the amount of $308,963, and to serve
three years of supervised release. After Tumanyan finishes serving his
prison sentence, he will face deportation proceedings.

The prosecution of Tumanyan was part of a multi-jurisdictional
investigation involving more than $100 million worth of phony claims
submitted to Medicare. More than 35 defendants were charged as part of
this investigation in Brunswick, Georgia; New York; Los Angeles;
Cleveland; and Albuquerque. The investigation in the Southern District
of Georgia was the result of a multi-agency team of federal, state,
and local agents led by the FBI; the Department of Health and Human
Services, Office of the Inspector General; and Homeland Security
Investigations (HSI). Assistant United States Attorney Brian T.
Rafferty prosecuted the case on behalf of the United States. For

Armenian ex-minister may become parliament speaker

There is growing dissatisfaction within the governing coalition member
Prosperous Armenia (PA) party because of a possible new coalition with
the ruling Republican Party of Armenia (RPA). The paper recalled that
Oskanyan, who joined the PA ahead of the 6 May parliamentary polls,
and leader of the United Labour Party Gurgen Arsenyan, who occupies
the fourth place in the Prosperous Armenia party list, spoke against a
“formal” coalition. In fact, the paper said, there are many of those
who are against entering a coalition with the RPA, and in case such a
coalition is formed, they may all quit their PA membership without
giving up their seats in parliament. According to the newspaper,
Oskanyan is already thinking about forming a new team in parliament
and is actively working in this direction.

The paper said that according to some reports, PA leader Gagik
Tsarukyan has appealed to Armenian President and RPA leader Serzh
Sargsyan suggesting to appoint Oskanyan as parliament speaker in order
to prevent possible splits in the party. Oskanyan is said not be
against this option, the paper concluded.

HUMAN RIGHTS MUSEUM PLANS TO BRING NEW MEANING TO “NEVER AGAIN”

It was to have been the very last time that a world gone mad would
permit the attempted genocide of a people. For Jews it became known
as the Holocaust or in Hebrew the Shoah; for the Roma, another
group persecuted by the Nazis, it was called the “Porajmos” or the
“Devouring.”

To be sure it was not the first time in human history when such
evil walked the earth. Only a generation before the Nazis, Soviet
dictator Joseph Stalin attempted to rid the U.S.S.R. of a portion of
the Ukrainian population by instigating a man-made famine known as
the Holodomor.

Earlier in the 20th century, the Turks, trying to find ways to deal
with its rebellious Armenian population slaughtered over one million
men, women and children. Known as the Meds Yeghern, it was this
genocide that Adolf Hitler, in preparing his own plans to murder
the Jews of Europe, famously asked his leadership “who remembers
the Armenians?”

So out of the ashes of the Holocaust where Hitler’s barbarians managed
to murder almost two-thirds of European Jewry and just as many Roma,
the cry “Never Again” was repeated and almost believed.

And yes, immediately following the war, with war crimes trials in full
swing, with the reconstituted United Nations developing international
law against genocide, humanity took a break from such evil.

Sadly evil never leaves us. It may remain dormant for a while, but
like a virus it needs only to find a willing host to yet again spread
its poison.

It didn’t take long. Barely 20 years later as we entered the 1960s
mass murder was once again in vogue. As the Vietnam War dragged on, it
provided a shield for Cambodia’s brutal dictator Pol Pot to slaughter
almost two million of his people.

Buried in mass burial sites known as the “Killing Fields,” Pol Pot’s
Khmer Rouge seemed to have forgotten “Never Again.”

And let us not forget the wanton slaughter by the Pakistani army
of upwards to 1.5 million Bangladeshis. And of course Mao Tse Tung
was responsible for countless millions of deaths of Chinese during
his rule.

More recently, Rwandan Hutus are said to have hacked to death close
to 1.5 million Tutsis, fellow countrymen of a different tribe. And
in the last decade, Sudan’s brutal Janjaweed are responsible for the
mass murder of countless Darfurians. Indeed “Never Again” seems to
have become “Again and Again.”

Canadian philanthropist and Manitoba politician, the late Izzy Asper
was deeply troubled by such ugly inhumanity. He struggled to find a
way to ensure that the lessons of history would become real for the
next generation. And so was born the Asper Foundation Human Rights
and Holocaust Studies Program. Over the last ten years thousands of
young high school students have benefited from this course of study
which culminates with a trip to Washington’s astounding United States
Holocaust Memorial Museum. Students who go through this program are
moved to action.

After visiting the museum, one 14-year-old student remarked “I think
there is a big importance in teaching our youth about what has happened
in the past so it doesn’t happen in the future. We need to teach good
values like tolerance and to be fair and not discriminatory.”

However, Asper realized that even his widely used program could only
touch a fraction of people. He had bigger dreams; a museum similar to
the United States Holocaust Museum but moreso, a museum that would
detail both humanity’s capacity for evil while trumpeting the need
for human rights as a standard bearer. Thus was born The Canadian
Museum for Human Rights.

To be situated in the center of Canada, Winnipeg, Manitoba, Asper’s
dream was to have a place where the next generation can learn, and
visualize a future; a place that would speak forthrightly of genocide,
discrimination, and even Canada’s own human rights record both good
and bad, while heralding human rights heroes; a place that would be
a canary in the mine for future generations.

With $20 million dollars from his own foundation, this was to be a
private public partnership. And while Izzy Asper did not get to see
his dream fulfilled in his lifetime, his daughter Gail has stalwartly
taken over the reins.

It has not been without its difficulties. Victimized groups vying for
limited space, arguments over the extent of one genocide over another.

Yet despite these issues, Gail Asper moves boldly forward. Gail
has quite simply inherited the spirit of her late father. She gets
it. As she told me, “we can’t be complacent, we can’t rest while
any one’s rights are under attack, and we all need to take personal
responsibility for the preservation and enhancement of human rights
in Canada and around the world”.

Sadly today human rights are under attack from those who believe it
stifles freedom. Can anything be further from the truth? Thankfully
with visionaries like Gail Asper, Canada can become a focal point of
understanding humanity through a museum whose time has come.
