Moscow and Tehran may recognize the Nagonro Karabakh Republic in
future, Stanislav Tarasov, director of Middle East-Caucasus research
center at the International Institute of the Newest States said at the
discussion in Moscow on Eurasian Prospect and Political, Humanitarian
and Economic Issues of “Unrecognized” States.

“The phenomenon of “two Armenias” may be accompanied with only serious
geopolitical changes in the so-called Big Middle East,” he said.

Moreover, he did not exclude that the Armenian center will be moved
from Yerevan to Stepanakert.

“In my opinion, a Transcaucasian direction is being formed in the
foreign policy of Iran which in near future will surprise much,” the
political analyst said, adding that only after it as well as only after
recognition of Transdniester it would have been expedient to revive
the Karabakh and Transdniester unification process in any alliance
of unrecognized states. He said there used to be such process in time.

“At that time Karabakh pulled out from the process but currently
positions may change as in case Russia recognizes Karabakh a
new Armenian center will be formed over it and new geopolitical
configuration will be created with Russia’s presence,” Tarasov said.

projet a ete annonce aujourd’hui au Forum economique international
de Saint-Petersbourg par le ministre turc de l’Energie Taner Yildiz.

” Le monde ne peut pas se passser de l’energie nucleaire “, assure
le ministre turc. Il a rappele que son pays cooperait avec la Russie
dans la construction de la centrale nucleaire d’Akkuyu.

” D’ici les 7 ou 8 prochaines annees nous allons developper le
nucleaire et nous voulons lancer 12 reacteurs “, a communique Taner
Yildiz.

Selon lui, la Turquie menait des negociations avec le Japon, la
Coree du Sud, la Chine et le Canada sur la construction des centrales
nucleaires, sans eliminer la participation d’autres pays aux projets.

Le ministre a souligne que la Turquie ferait son choix en faveur de
la sûrete et de la qualite.

‘MER DOON’ PROVIDES BRIGHTER FUTURE FOR AGED-OUT ORPHANS IN ARMENIA

HARTFORD, Conn. (A.W.)-It is a warm, calm Sunday afternoon, the kind
that makes you want to doze off in your backyard hammock. It is coffee
hour in the basement of St. George’s Armenian Church in Hartford.

Sitting at a table is Julie Ashekian, the founder of “Mer Doon” (“Our
Home”), an organization that lends a brighter future for aged-out
(18-22) female orphans in Armenia. Sipping on her Armenian coffee,
Ashekian reflects back on her work with the Mer Doon girls or, as
she calls them, her “children.”

“Our mission is to provide these girls with the means to become
normal, productive members of society. We do this through teaching
them independence, surrounding them with a stable social environment,
and in making sure they get an education.”

Ashekian has been involved in charity work in Armenia for most of
her life. Yet it was after the 1988 earthquake in Gyumri that left
behind thousands of orphans that she became the national coordinator
of the Children of Armenia Sponsorship Program (CASP)-a position she
held for the following 10 years. In 2006, she founded Mer Doon with
Tigranoohi Karapetian, who lives there with the girls.

“Our mission is to provide these girls with the means to become
normal, productive members of society. We do this through teaching
them independence, surrounding them with a stable social environment,
and in making sure they get an education,” says Ashekian. Their daily
routine is regimented, but they are allowed free time to cook, sew,
or engage in other domestic activities that they enjoy.

“In the summertime, when they’re not in school, is when we need to
plan activities,” Ashekian continues. “There are a lot of guests
in the summer because of tourists, and the girls love to mingle and
perform for them. It’s really strict, with 24/7 supervision.”

As expected, dating in the home can get a little difficult. If a man
chooses to go on a date with a girl from the home, he must first
receive permission from Karapetian. He and his parents have to be
introduced, and approved, and the girl must really like-even love-the
man prior to any relationship. “We are really protective of our girls
because of their fragile backgrounds. We don’t want them to be taken
in and used as housecleaners for the in-laws,” says Ashekian.

Furthermore, she aims to change the reputation of orphans in Armenia.

“They were like outcasts before this organization. Now because the
reputation of Mer Doon is so good, we get calls from parents that want
to come for their sons… This is not a store where you go and try on
shoes and pick which one you want to buy. You really have to love the
person… The girls that have been married have wonderful in-laws,
and they still come and visit Mer Doon. They bring their babies!”

Mer Doon has become their home. Ashekian and Karapetian decided to have
the home in Etchmiadzin because they thought Yerevan was too glitzy and
fast-paced. “We wanted them to have a more intimate support system,
to be in walking distance of everything on a regular street, and mix
with the older people. They have become a part of the neighborhood,
and the neighborhood has become a part of Mer Doon,” explains Ashekian.

The mayor of Etchmiadzin, Karen Grigoryan, has been very supportive
of the organization, and encourages the girls to take part in major
town-wide events, says Ashekian. One such event is the annual Christmas
decorating competition; Mer Doon has taken first place there for the
past four years.

Another political figure that has shown her support for the home is
Rita Sarkisian, the current first lady of Armenia. In fact, Sarkisian
has met with the ladies at Mer Doon so often that she has become a
de facto ambassador for the organization, notes Ashekian.

This year, Artur Grigoryan, Armenia’s minister of labor and social
affairs, presented Karapetian with a medal; Ashekian was awarded
the same medal a year prior. Grigoryan told her that Mer Doon is
proof-positive about what can be done when people are serious about
helping others in need, and that the program should stand as an
example for his own ministry.

Although the Armenian government is in favor of this program and
its mission, it does not contribute financially to its success. To
raise funds, Ashekian and the rest of the U.S. board try to collect
donations from the United States all year, to keep up with the growing
expenses of maintaining the program. “People ask why we only have
14 girls. But that’s all we can afford. We are operating on such a
minimal budget-everything on $5,000 a month! What we need is a harousd
[rich] benefactor,” she chuckles.

Several churches and organizations have donated to Mer Doon. Last
summer, a group of visitors to Armenia came back and threw a
fundraiser in their home in Burlington, Mass. In November, they
will be fundraising again at a dance in St. James’ Armenian Church
in Watertown. “We wanted to do a walkathon, but that takes time,
it’s not easy. We’re small apples over here, in Connecticut, so
we’re very appreciative of people who want to have a fundraiser or
cocktail party-of those who talk about the program and spread its
message to others.”

Ashekian’s devotion to these girls and this program is heartfelt.

There is passion in her voice, and also frustration at her inability
to do more. “I can never live without doing something for Armenia,”
she articulates. “I come from a very hayaser [patriotic] family.”

(It’s true. Her father named her sister “Hayasdan.” Ashekian’s
reaction? “Dad, why didn’t you give me that name!”)

When asked what she considers to be her biggest contribution to
these young women’s lives, she thinks for a moment, then says, “The
most important lesson that I want them to learn is to discover their
self-worth. They know now that they’ve been given the chance at a good
life, and they realize that they can return that in different ways.

They can give back to their community and to their country in their
own ways.”

Interview with Levon Barseghyan, head of Azparez club of journalists
of Gyumri

Mayoral election is coming up in Gyumri. Mr. Barseghyan says this is
the first time he has doubts that the Republican candidate Vardan
Ghukasyan will win unlike the elections of 2002, 2005 and 2008. He
thinks the army of the poor cultivated by him through all these years
and the administrative resource he has will help him to win. On the
other hand, the possible candidates of PAP Samvel Balasanyan or Martun
Grigoryan will be real opponents to him.

What is the reason of weakening of the RPA?

I don’t think the reason is the wakening of civil consciousness. Most
probably, it is the consequence of bad mistakes made by Vartan
Ghukasyan, the crisis of governance. In Gyumri a mini-Stalin system
of local government has been established, the Council of Alderman was
not even accommodated in the City Hall. Besides, the people of Gyumri
have not yet seen the hand of the ROA in state building and solution
of local issues. In the past five years poverty has increased from
22 to 47%. A couple of houses will not compensate for unemployment
and mutation of values, and it will not bring them votes.

Besides, there were no elections as such, as well as an atmosphere
for freedom of expression. We do not know the real public opinion
and division of votes.

Should change be expected if suddenly the PAP candidate wins?

I think the PAP has matured as an independent party. Its birth is
linked with Robert Kocharyan but it is not ruled out that Gagik
Tsarukyan is trying to act independently. The party will continue to
vote for the projects of the RPA, maybe with some reservations and
excuses. I do not think that Robert Kocharyan will be so inadequate
to decide to run in the election since the public has not forgotten
about what he did. On the other hand, I tend to doubt Serzh Sargsyan
is more inadequate, I have a feeling that he wears pink glasses or
looks at the world through the camera of the news program of First
Public Channel. Unfortunately, I think he is not aware of the depth of
the problem. Some people may say that he is destroying the country on
purpose but it is not true. Either he does not understand the problem
or he cannot resolve them. The focus is shifted to the invented
conflict between the RPA and PAP, Serzh Sargsyan and Robert Kocharyan.

A strong opposition would make one of them retreat, while the other
to concentrate efforts on the fight for power. In the meantime, the
government blossoms while the PAP has not found the force to declare
itself opposition.

What was the impact of the incident of Harsnakar on the position of
the government?

Do you think the government has lost cals and is thinking about it
reputation? In a democracy such incidents would impact the rating and
the election results. But in our society power has been usurped, and
Vahe Avetyan’s death was simply perceived as an unpleasant incident.

The oligarch nicknamed Nemets is one of the pillars of Serzh Sargsyan’s
regime, and he cannot chop this branch. Oligarchs feed the regime,
and this incident proved that they do not have institutional respect
toward their boss otherwise there would be a code of conduct, they
would not cause such tragedies and let down the boss because now
they criticize Serzh Sargsyan more than the murderers. I think the
criminal and oligarchic system is imperfect otherwise they would keep
the “father” not only through elections but also among them. Or maybe
the “father” is someone else, incognito, somewhere behind the cordon
or a mystical animal, a dragon, fed by Serzh Sargsyan and others.

Hence, I don’t think someone will be dismissed from parliament. Gagik
Beglaryan was not held responsible, not even charges were brought,
and now he is a minister. This time Serzh Sargsyan will not repeat
the mistake. He will not remove to return later. The man died, they
will bury him and that’s it. Yes, and they will help his family.

May the PAP candidate win the upcoming presidential election?

I think it is science fiction. Who will be the candidate? Vartan
Oskanian with memories of March 1, Robert Kocharyan who violated
the Constitution and perpetrated October 27, March 1, and so on? If
the opposition fails to nominate a strong opponent to the criminal
oligarchic regime and the venal resource, there will be no miracle,
and Serzh Sargsyan will stay for another 5 years. Levon Ter-Petrosyan
is a philosopher who likes seclusion in a barrel, and the methodology
of 1988 is not effective for such regimes. Unfortunately, the Congress
remains an obedient boy. Hence, here is a pessimistic scenario. If
there are no regional impulses, it is hard to predict change. And
they will not disappear from the clash of clans, one clan will eat
the other and win. There are no miracles.

AUTO INSURANCE-RELATED COMPLAINTS ARE ON THE RISE IN ARMENIA – FINANCIAL ARBITRATOR

YEREVAN. – Office of the Financial System Arbitrator of Armenia
already received 160 written complaints so far in 2012, in the case
when a total of 144 such complaints were received throughout 2011,
financial arbitrator Piruz Sargsyan stated during a briefing with
news reporters on Monday.

She said this increase is conditioned on the mandatory automobile
insurance system.

“This is a new tool. There are new volumes, new clients. That is why
the mandatory auto insurance complaints are numerous,” said Sargsyan.

As a result, the citizens complained more about insurance companies
in 2012, whereas the majority of last year’s complaints were on
commercial banks.

Piruz Sargsyan also informed that close to 71.8 percent of the
complaints is resolved in favor of the client and most of them are
settlement cases.

A group of intellectuals in Armenia say that Republican Party MP Ruben
Hayrapetyan should weave his mandate after the recent scandal at his
Harsnakar Restaurant that resulted in the death of a military doctor.

The death of military doctor Vahe Avetyan at Hayrapetyan’s Harsnakar
Restaurant has angered the intellectuals who say that Hayrapetyan
has no other alternative but refuse his deputy mandate.

“I do not view the murder separately, rather I consider that it
emanated from the general atmosphere and is characteristic of the
general situation,” said Samvel Karapetyan, a specialist of Armenian
Historic Architecture.

The intellectuals blame the incident on everyone including those who
do not rule out that the tragedy might have happened elsewhere.

Ruben Babayan, Art Director of the Hovhannes Tumanyan Puppet Theater,
says everyone including Ruben Hayrapetyan is guilty for Avetyan’s
death.

The intellectuals call on their fellow citizens to forget the
whereabouts of the restaurant.

“One must not go to the slaughterhouse to eat something. It is not
acceptable,” said Mr. Babayan.

The June 19 press conference convened by Chairman of the NKR National
Assembly Ashot Ghulian was dedicated to the June 11-15 visit of the
NKR delegation to the United Kingdom of Great Britain and Northern
Ireland. The press conference was attended by member of the delegation,
NKR Minister of Culture and Youth Affairs Narine Aghabalian.

The Parliament Speaker informed that meetings had taken place mostly
in London – with the political circles, the Armenian community
and its various entities, as well as at scientific and educational
institutions.

It was the first visit of the NKR official delegation to the United
Kingdom: for the last 20 years, the desire to visit this country has
always existed, but each time the preference was given to the OSCE
Minsk Group co-chairing states or the countries displaying strong
interest in our issue. According to Ashot Ghulian, the visit was
though late, but necessary and the meetings within the scheduled
program were truly effective.

An official invitation was received from the multi-party parliamentary
group of Armenian-British friendship, the 20th anniversary of which
was celebrated in this February. On the first day of the visit,
our delegation was invited to the House of Lords of Great Britain
to take part in the solemn jubilee session of the Armenian-British
parliamentary group. Speaking of the visits of former Vice-Speaker
of the House of Lords Baroness Caroline Cox to Karabakh, A. Ghulian
noted that the great friend of Artsakh each time tried to bring
here new colleagues to familiarize them with our country. “Over the
years we have managed to find friends in the House of Lords and the
House of Commons of the United Kingdom. By the way, Baroness Cox is
currently the chairwoman of the Armenian-British parliamentary group,
the vice-chairman is member of the House of Commons John Laytingdele
who, as a member of the British delegation, visited Artsakh the last
March”, said Mr. Ghulian. The meeting at the House of Lords consisted
of two parts: in the first part, an annual report meeting of the
parliamentary group was conducted; in the second part, the floor
was given to the Chairman of the National Assembly of the Republic
of Artsakh who congratulated all those present on the anniversary,
presented the achievements and successes of our Republic for the
20 years of independence. A. Giuliani noted that the NKR needed
international cooperation and presented the prospective programs, on
which our country pins great hopes. And strengthening and deepening
the Armenian-British relations can become one of the conditions of
their realization.

During the visit, our delegation, with the assistance of the RA
Embassy, had a series of meetings. At the Oriental and African
Researches Center (OARC) of the London University, the NKR
Parliament Speaker made a report on “The Prospects for Progress and
Stability in the Caucasus: Peace and the State-Building Process in
Nagorno-Karabakh”. The meeting was attended by a large group of our
fellow citizens and representatives of scientific and analytical
centers. After his speech, Mr. Ghulian answered the attendants’
questions. The meetings held at the OARC and the Chatham House Royal
Institute of International Affairs showed that the British public
and political circles display great interest in the Karabakh issue,
and, as it turned out, they are not indifferent to the political and
social-economic processes here.

On June 13, the NKR delegation visited the city of Oxford – a
well-known scientific-educational and students’ center. This trip
was initiated by the Armenian youth, which studies at different
departments of the university and which represents Armenia here. The
meeting was attended by lecturers and students of various institutes
of the university. The meeting was held in the same format: after
the lectures, Mr. Ghulian answered the attendants’ questions.

The last day of the visit, a meeting was held at the well-known
center of Chatham House. According to Ashot Ghulian, the meeting
was very interesting; it became possible, together with prominent
experts dealing with the problems of our region, to present all the
areas of Karabakh. The questions asked by the audience confirmed
that they are well informed about the current developments in
Artsakh. They were interested in both the official position of the
Republic’s authorities and the public moods that prevail in Artsakh,
as well as the issues related to the Azerbaijani-Karabakh conflict
settlement, social-economic programs, cultural, scientific, educational
initiatives, and the domestic political processes

Mr. Ghulian noted that on the initiative of the Primate of the British
Diocese of the Armenian Apostolic Church in the United Kingdom,
Bishop Vahan Hovhannisyan, a meeting with the leaders of Armenian
organizations of Great Britain had taken place. In a conversation
with them, the viewpoints, hopes, and aspirations of our people
were presented.

As a whole, the NKR NA Chairman positively evaluated the results of
the visit. He noted that the initial idea that the United Kingdom has
not so large resources for cooperation, in fact, was wrong. A.shot
Ghulian sees great potential for cooperation. “Political and official
relations will be, surely, established in the future, but today also
there are opportunities associated with the parliamentary relations,
humanitarian, educational and cultural programs. I think these
opportunities are obvious. After talking with our British colleagues,
we were convinced that they have a desire to cooperate with us”,
said Mr. Ghulian.

Then, the Parliament Speaker answered the journalists’ questions. When
asked what areas of cooperation the NKR NA Chairman had outlined,
being at the UK House of Lords, Mr. Ghulian said that the first thing
he thought when entering the House of Lords was that after hundred
years the NKR Parliament, following the example of the British one,
had its own tradition and influence in the region. By the way,
those in Europe believe that the parliamentary system is strictly
a British phenomenon, taking its origin from the times of Oliver
Cromwell (an outstanding statesman of the 17th century): the idea of
classic parliamentary system was born in Britain, which means that
they can teach us a lot. According to Mr. Ghulian, if today we have,
at least, a small element of cooperation with the Parliaments of the
OSCE Minsk Group co-chairing states – with the U.S. Congress, the
French National Assembly, (after the last elections, there is a need
to update the links with the State Duma of the Russian Federation),
so this circumstance creates good prerequisites to ensure that we
can establish parliamentary cooperation on such a basis, which is
classically accepted in the inter-parliamentary relations between the
recognized countries. Over time, we will have a new, much larger and
more influential group at the House of Lords.

The second question of Azat Artsakh newspaper was as follows: after
the discussions held at the Royal Institute of Chatham House, what
new opportunities does the NA Chairman see for the Karabakh conflict
settlement and for the NKR international recognition? A. Ghulian
answered that at this well-known analytical center, our delegation
had an opportunity to present the vulnerable issues and the fields
of possible collaboration. The interesting questions indicated the
center’s attention towards both the South Caucasus region and the
Karabakh issue.

When asked whether the NA Chairman saw similarities between Northern
Ireland and Karabakh, Mr. Ghulian said that despite the existence of
conflicts, normal good-neighborly relations dominated in the United
Kingdom: quite different political culture is formed there, which
lacks today in the South Caucasus. The royal institutional system does
not impede the people striving for self-determination, in particular,
in Scotland and Northern Ireland. The Falkland Islands also have the
right to self-determination, of which the NKR delegation was informed
during the visit. This position testifies that the United Kingdom and
the European state system properly respond to the existing challenges.

“If the mediation efforts for resolving the Karabakh conflict were
based on the same European approaches and if the mediators tried
to move this political culture here, our region would profit and
the conflicts would be solved much faster”, said the NKR Parliament
Speaker .

Concert. Harpes celtiques sur mélodies gréco-arméniennes

En cette toute fin d’année scolaire, le conservatoire organise une
prestation des élèves des deux classes de harpe pour un voyage musical
entre la Grèce et l’Arménie. Les instrumentistes interpréteront des
mélodies traditionnelles arrangées pour harpe par Élis Vellia. Cette
dernière est une artiste née en Grèce, qui a fait de la Bretagne une
terre d’adoption, s’accompagnant des sonorités de harpes celtiques sur
des compositions en chant Grec. Mardi, rythmes arméniens et grecs
investiront l’auditorium du conservatoire à 20h. Un concert d’une
durée de 45minutes autour d’une dizaine de pièces différentes, sera
offert par les élèves débutants et confirmés, tantôt sous la forme de
duos, tantôt en grande formation de 18harpes. Si vous souhaitez aller
plus loin, Élis Vellia se produira à Trégastel, le 21juillet prochain.

Salon du livre. Charles Aznavour a fait un tabac

ENCART: La venue du grand Charles au salon du livre a rencontré le
succès escompté. Pendant deux heures non-stop, Aznavour a enchaîné les
dédicaces. Son départ, plus tôt que prévu, a fait quelques déçus.

Oh non, c’est pas vrai! Je suis venue exprès pour lui». Il est quatre
heures et comme cette dame qui sert son livre contre elle, le départ
du salon de Charles Aznavour sonne le glas de quelques espoirs. Malgré
l’application de l’artiste à dédicacer son livre de mémoires avec une
régularité de métronome, pas mal de fans sont repartis sans le paraphe
qu’ils espéraient. D’autres ont été plus précautionneux. Comme
Jacques, qui a commencé à attendre sagement dans la queue, avant même
que la vedette n’arrive. «Et il y avait déjà beaucoup de monde avant
moi. Ce n’est pas étonnant. Cet homme-là a bercé toute notre vie». Un
peu plus haut dans la file, Christiane ne tarit pas d’éloges sur le
chanteur Aznavour. «C’est un des derniers grands. Il a écrit des
chansons pour tous les ges et tous les sentiments. Des chansons comme
“Je m’voyais déjà” ou “La bohème”, c’est intemporel». Il y a tellement
de monde à vouloir prendre Aznavour en photo que des employés sont
disposés autour de la table de manière à garder un peu d’ordre dans la
séance de dédicace. Sans compter la présence d’un agent de la sécurité
et d’un garde du corps à la stature dissuasive.

«Pour nous, c’est une idole»
Et pendant ce temps-là, Aznavour continuer de signer des autographes
sur son livre de souvenirs «D’une porte à l’autre». La librairie
Cheminant a prévu de quoi faire face, avec un stock de 200
exemplaires. «Et on en a une centaine d’autres de son premier tome»,
précise Gilles Tranchant. Une sage précaution car le deuxième tome
sera épuisé avant le départ d’Aznavour. Le grand Charles est resté
deux heures en tout et pour tout. Soit une heure de moins qu’annoncé.

dans la journée», précisent les organisateurs. Au final, plusieurs
centaines d’admirateurs ont pu approcher l’artiste. Parmi eux Arman et
Norik, deux habitants de Kercado d’origine arménienne, manifestement
très émus de rencontrer celui qui défend inlassablement la cause de
leur pays natal: «C’est l’Arménien le plus connu au monde. Un
ambassadeur très humain. Pour nous, c’est une idole».

Facebook activists demanding to punish the guilty in Harsnaqar case
are gathering today at 6pm at the Yerevan Kanaker-Zeitun market to
march to the house of Vahe Avetyan where the funerals of the doctor
will take place.

Major Vahe Avetyan was the chief of the ENT Department of the Yerevan
Garrison Hospital. He underwent three surgeries, but doctors didn’t
manage to save his life. Remaining unconscious for about a fortnight,
he died on Friday evening.

His death raised a wave of public anger. People are conducting protest
rallies in streets, elaborate intensive activity in Facebook.

A candle-lighting ceremony was held yesterday in front of Harsnaqar
restaurant and a protest rally in front of presidential residence
today.

The participants of today’s action marched to the building of the
Prosecutor General’s Office, and then to the Government building. They
were holding posters `You won’t digest it’, `I am Vahe’.
