Le chanteur franco-armenien Essaï (Essaï Altounian) et Emmy avaient
il y a quelques semaines realise une chanson en duo intitulee ”
Erebouni-Erevan “. Une chanson qui est largement diffusee par les
televisions et radios d’Armenie. Mais victimes du succès de cette
chanson, Emmy et Essaï se voient aujourd’hui menaces de poursuite
judiciaire par la famille du poète Barouïr Sevag -disparu en 1971-
pour droits d’auteur. Selon ces derniers, ” Erebouni-Erevan ” est
une chanson ecrite par le celèbre Edgar Hovhannissian basee sur un
poème de Barouïr Sevag. ” Nous avons l’impression que les auteurs
et compositeurs de cette chanson sont Emmy et Essaï ” affirment
les membres de la famille de Barouïr Sevag. Soussanna Nercissian la
directrice du bureau armenien des ” Droits d’auteur ” (Hay Heghinag)
pense egalement que la ” Erebouni-Erevan ” n’a pas respecte les droits
de Barouïr Sevag et Edgar Hovhannissian. Affaire a suivre.

in judo for Romania — placing as high as fifth in both the 1992
Barcelona Games and again in Atlanta in ’96. That’s why his new gig
as coach of the Armenians is quite a change of pace — and still a
little bit strange, too.

“Now, it’s more difficult for me as a coach,” Croitoru reflected as
he arrived at Heathrow Airport early Wednesday with several athletes.

“I’m Romanian. I coach the Armenians,” the 41-year-old said with a
smile as everybody’s bags were piled on one sled-like cart before
they made their way off.

Board Aram Manukyan and several other board members stand against ANM
ex-leader, RA former interior minister Vano Siradeghyan’s possible
return, Siradeghyan’s former security officer said.

Suren Sirunyan further disclosed an “interesting story” about the
then deputy minister of culture Aram Manukyan when the latter asked
Siradeghyan either to withdraw from the voting or vote for the motion
on his own arrest.

“Otherwise Manukyan might be dismissed from the post of deputy
minister,” Mr. Sirunyan said.

It is noteworthy that at the very beginning of the press conference
Sirunyan requested the journalists to refrain from asking ANM related
questions.

Armenia’s ex-minister of interior affairs, former parliament member
and ANM leader Vano Siradeghyan was deprived of parliamentary
immunity in 2010 and a criminal case was initiated against him for
a range of crimes, including creation of a gang and organization of
contract killings. Since that moment, Siradeghyan has disappeared
from Armenia and an international arrest warrant has been issued for
him via Interpol.

Serzh Sargsyan received the chairman of the Federal Assembly of the
State Duma of the RF Sergei Narishkin

Russian State Duma speaker Sergey Naryshkin on a visit in Yerevan
stated that Armenia is trying to find its place in the Eurasian Union,
well aware of the fact that the Eurasian economic area is a format for
developing economic relations. “The leadership of Armenia is watching
closely how the Eurasian Union project is unfolding and is trying to
identify its place in that project,” he stated. .

Armenia, however, has given no official response to Russia’s
suggestion that Armenia join the Eurasian Union. During his meeting
with Naryshkin, President Serzh Sargsyan spoke more about bilateral
relations with Russia and no word about the Eurasian Union.

Sargsyan states that Armenia is interested in deepening its ally
relations with Russia and stressed that the unflinching relations
with that superpower are the cornerstone of Armenia’s security.

This might mean that the president was trying to implicitly say that
Armenia views Russia exclusively as an ally in terms of security,
but that economically it is planning to cooperate with another union –
the EU.

On July 23 in Brussels, Armenian foreign minister Eduard Nalbandyan
took part in the meeting of foreign ministers of EU countries and
Eastern Partnership, during which he stated that 28 out of the total 29
points in the agreement on Association with the EU have been reconciled
during the two years of negotiations, with only one point remaining
to go. That point, most probably, is the one on Karabakh-related
preamble and formulations.

“We are expecting progress also in the negotiations on the creation
of deep and comprehensive free trade area and are hoping to complete
them before the summit in Vilnius scheduled for 2013,” said Nalbandyan,
adding that the simplified entry visa regime and readmission agreement
text has been drafted.

Armenia’s desire to enter the EU is so obvious and unconcealed that
Naryshkin had to come up with a new argument to attract Armenia into
the Eurasian Union. The involvement of CIS countries, including
Armenia, in the Eurasian Union would strengthen their European
orientation, he said. Naryshkin also stated that in the politics of
different countries “there is an ungrounded contraposition of Eurasian
versus European vectors of development, expressed by certain countries’
fear that by entering the Customs union – single economic area –
will make their European orientation impossible.”

He called upon Armenia to ratify the agreement on Free Trade Zone
with CIS by fall; it was signed last year in Saint Petersburg and
has so far been ratified only by Russia and Belarus. Why fall? Most
probably, because that’s when economic agreements between Armenia
and EU are expected to be signed.

It is noteworthy, that only a week ago Valentina Matvienko, chairing
Russia’s Federation Council, visited Armenia and again talked about
the Eurasian Union. And September will bring a high visit of Russian
president Vladimir Putin to the Armenian capital. Experts wonder
whether Armenia would be able to keep its policy of silence during
Putin’s visit as well or would openly state that it’s not planning to
enter the Eurasian Union. They are also eager to know what Russia would
offer to attract Armenia: maybe lower gas tariffs or a new loan, or
maybe even investment into the new power plant? It’s also interesting
to know what the West would offer instead and what measures Russia
would take should Armenia refuse to join the Eurasian Union.

Armenian and French Foreign Minister Edward Nalbandian and Laurent
Fabius held a meeting in Paris on July 24.

Greeting the Armenian Foreign Minister, Laurent Fabius said the meeting
provides a good opportunity to sum up the achievements of bilateral
relations and give new impetus to the Armenian-French cooperation.

Edward Nalbandian noted that France and Armenia have special relations
based on traditional friendship.

“The political dialogue between the two countries is on a high
level, intensive inter-parliamentary, decentralized ties have
been established, France is the second investor in the Armenian
economy, active cooperation has been launched in the cultural and
scientific-educational spheres,” Edward Nalbandian underlined.

The Foreign Ministers of Armenia and France referred to the steps
to be taken towards further development of bilateral cooperation in
different spheres.

The interlocutors discussed international and regional issues of
bilateral interest. In that context the parties stressed that the
positions of Armenia and France on a number of international issues
often overlap.

Edward Nalbandian and Laurent Fabius exchanged views on Armenian-French
cooperation within the framework of international organizations. The
Ministers discussed Armenia-EU relations and the programs implemented
within that framework. Edward Nalbandian presented the progress
achieved in the negotiations on the facilitation of the visa regime.

The process of settlement of the Karabakh issue was also on the
agenda. Highly appreciating the involvement of the France in the
process as OSCE Minsk Group co-chairing country, Edward Nalbandian
reiterated Armenia’s willingness to reach a peaceful resolution of the
conflict on the basis of he statements adopted in l’Aquila, Muskoka,
Deauville and Los Cabos and the proposals presented.

The interlocutors referred to a number of issues on international
agenda, including Iran’s nuclear program and the developments in the
Middle East.

Members of Congress, among them Representatives Howard Berman (D-CA),
the Ranking Democrat on the House Foreign Affairs Committee, Brad
Sherman (D-CA), a senior member of this influential panel, and Adam
Schiff (D-CA), a leading figure on the subcommittee that writes the
foreign aid bill, continue to congratulate the citizens and leaders
of Nagorno Karabakh on the democratic conduct of their most recent
presidential elections, reported the Armenian National Committee of
America (ANCA).

The legislators join Reps. Ed Royce (R-CA) and Frank Pallone (D-NJ),
the Co-Chairmen of the Armenian Caucus in welcoming Nagorno Karabakh’s
July 19th Presidential balloting, which resulted in the reelection of
incumbent Bako Sahakian over two challengers. Some 110 international
observers, including those from the U.S., Canada, EU, former Soviet
republics, and Armenia gave high marks to the elections.

In a statement issued immediately after the election, Rep. Berman
said: “I commend the people of Nagorno Karabakh for continuing to
organize their governance on a democratic basis. I also congratulate
President Sahakian on his success in the July 19 election. I wish
him good luck in leading Nagorno-Karabakh toward a final settlement
of the Nagorno-Karabakh issue, one that fully respects the right of
Nagorno-Karabakh to self-determination.”

Congressman Sherman, who led the initial charge back in the mid-1990s
for direct U.S. aid to Nagorno Karabakh, said: “I congratulate
President Bako Sahakyan of the Republic of Nagorno Karabakh
on his reelection. Since independence, Artsakh has developed a
democracy and a vibrant civil society despite remarkably difficult
challenges. I also congratulate the people of Artsakh on their record
of democratization. I will continue to work in the House Foreign
Affairs Committee to make sure our foreign policy is supportive of
the independence and prosperity of the Nagorno Karabakh Republic.”

Rep. Schiff issued a statement congratulating the citizens of Nagorno
Karabakh on the conduct of free and fair elections: “Last Thursday,
the people of Artsakh went to their polls to elect a new president in
what has been widely reported as a free and fair election. I offer
my congratulations to President Bako Sahakian, and wish him well
as Nagorno-Karabakh Republic continues its hard-won progress.” He
added that, “By their continuing devotion to freedom and democracy,
despite two decades of violence and threats from its larger, richer
and undemocratic neighbor, the people of Artsakh have reminded the
world of their commitment to representative government. Their cause
is our cause, and they will continue to have my strongest support.”

“I couldn’t be prouder of the highly successful free and fair
presidential election in Nagorno Karabakh,” said Rep. Anna Eshoo

Congressman David Cicilline (D-RI), whose home state of Rhode
Island has recognized the Republic of Nagorno Karabakh, stated: “I
congratulate the Nagorno Karabakh Republic on holding another free
and fair presidential election – showcasing democracy in action for
the rest of the world. In addition, I would like to recognize the
invaluable contributions of former Rhode Island Attorney General
Patrick Lynch, who assisted as an international observer.”

Rep. Jim Costa, who represents much of California’s Central Valley,
said: “The United States stands with the people of Nagorno Karabakh
because our citizens share so many of the same foundational ideals,
including a commitment to the values of freedom, human rights,
self-determination and democracy. With these most recent elections,
the people of the Nagorno Karabakh Republic have truly lived up to
the promise of democracy,”

As reported earlier, Rep. Pallone welcomed Artsakh’s elections by
noting, “It is heartening to see [Nagorno Karabakh’s] continued
dedication to peaceful democracy,” adding that, “I am pleased the
Republic continues to hold regular parliamentary and presidential
elections that have previously been viewed as free and fair by

L’hypocrisie de la Turquie au sujet des Droits de l’Homme

Cet article a ete publie le 19 juillet 2012 dans le New York Times
par Taner Akcam, professeur d’histoire a l’Universite de Clark
(Massachusetts, USA). Le point de vue presente par ce specialiste de
l’histoire turque contemporaine est rarement entendu dans les grands
medias traditionnels. Il est pourtant très pertinent et meritait a
ce titre une traduction en francais.

Un nouvel ordre politique est en train d’emerger au Proche-Orient et
la Turquie aspire a en devenir le leader en se positionnant contre les
regimes autoritaires. Au debut de cette semaine, le Premier ministre

Les tentatives effectuees par la Turquie pour cultiver une image de
protecteur global des droits des Musulmans sont compromises par sa
tradition de nettoyage ethnique et de genocide contre les Chretiens et
de terreur contre les Arabes et les Kurdes. La memoire de ces crimes
est très vivante a travers les anciens territoires ottomans. Et
la Turquie ne peut servir de modèle democratique tant qu’elle ne
reconnaîtra pas qu’une politique de violence brutale, de transferts
de population et de genocide a constitue le soubassement de l’Etat
turc moderne.

A partir de documents issus des archives gouvernementales ottomanes
a Istannbul, qui furent naguère classes top secret, j’ai essaye de
lever le voile sur un siècle de deni turc. Ces documents demontrent
clairement que la politique demographique ottomane menee de 1913 a
1918 fut genocidaire. En fait, l’expression “crime contre l’Humanite”
fut etablie et utilisee pour la première fois en tant que denomination
juridique le 24 mai 1915, en reponse contre le genocide des Armeniens
et des autres civils chretiens.

La Grande-Bretagne, La France et la Russie avaient initialement defini
les atrocites ottomanes comme des “crimes contre la Chretiente” mais
il substituèrent ensuite “Humanite” a “Chretiente”, après avoir pris
en compte les reactions qu’un tel terme specifique aurait pu susciter
de la part des Musulmans dans leurs colonies.

Aujourd’hui, M. Erdogan s’essaie a devenir le porte-parole inconteste
des valeurs musulmanes. En juin 2011, il a declare devant des
milliers personnes rassemblees pour celebrer la victoire ecrasante
de son parti de la Justice et du Developpement (AKP): “Sarajevo a
gagne aujourd’hui, tout autant qu’Istanbul; Beyrouth autant qu’Izmir;
Damas autant qu’Ankara; Ramallah, Naplouse, Jenine, la bande de Gaza,
Jerusalem et Gaza autant que Diyarbakir”.

Parler au nom des Musulmans opprimes lui a gagne une popularite. Mais
si M. Erdogan aspire a defendre la la liberte et la democratie dans la
region, il doit aussi tenir compte des peurs legitimes des Chretiens
du Proche-Orient. Exactement comme les puissances europeennes ont
opte pour l’universalisme en 1915 en denoncant les “crimes contre
l’Humanite”, M. Erdogan doit depasser sa vision etroite de “crimes
contre les Musulmans”. Tous les peuples opprimes meritent protection.

Ce n’est pas par coïncidence que beaucoup de Chretiens et d’autres
minorites en Syrie soutiennent le parti Baas de Bachar el-Assad. Ils
sont prets a sacrifier la liberte pour la securite. Que la rhetorique
turque appelle la majorite musulmane sunnite a exiger la liberte en
Syrie n’allège pas l’anxiete des Chretiens syriens quant a leur futur.

Au contraire, les Chretiens syriens, en entendant M. Erdogan et sa
rhetorique negationniste, se rappellent de 1915 ce qui les conduit
a percevoir la Turquie surtout une menace quant a leur securite.

La confrontation avec la Passe est etroitement liee a la securite, la
stabilite et la democratie au Proche-Orient. La negation persistante
d’injustices historiques est non seulement un frein a la democratie
mais empeche egalement des relations stables entre les differents
groupes ethniques et religieux.

Cela est particulièrement vrai dans les anciennes possessions
ottomanes, où les peuples se voient les uns les autres a travers
les masques de leurs ancetres. En plus des repercussions du genocide
armenien, la violence contre les Kurdes et les Arabes en Irak et les
tensions entre Chretiens et Musulmans en Syrie et au Liban continuent
a empoisonner la politique contemporaine.

La popularite de l’AKP en Turquie et dans le monde musulman donne a M.

Erdogan l’opportunite d’inaugurer une ère de tolerance. En
reconnaissant le genocide contre les Chretiens et les crimes contre
d’autres groupes, les Turcs peuvent devenir les leaders en matière de
Droits de l’Homme. Mais les efforts de la Turquie pour se depeindre
comme un parangon de liberte et de democratie echoueront tant que la
Turquie refusera d’expier les peches ottomans.

Les puristes moraux et les realistes purs et durs croient a tort que
la poursuite de la justice et des interets nationaux sont mutuellement
exclusifs. Mais reconnaître des torts historiques n’est pas un jeu
a somme nulle.

Au Proche-Orient, le Passe est le Present. Et la Verite et la
reconciliation font partie integrante de l’etablissement d’un nouvel
ordre regional stable fondee sur le respect des Droits de l’Homme et
la dignite. La Turquie devrait montrer l’exemple.

Se referant a leur ambassade en Suisse, les medias azeris ont repandu
la nouvelle selon laquelle la Suisse ” ne reconnaît pas l’election
presidentielle du Haut-Karabakh “. Après verification auprès de la
diplomatie suisse, celle-ci a declare n’avoir fait aucune declaration
officielle sur les elections presidentielles au Haut-Karabakh.

Selon des sources proches du gouvernement helvetique, l’Azerbaïdjan
a effectivement envoye une note diplomatique au ministère suisse des
Affaires etrangères, lui demandant de faire une declaration en ce
sens. Ce qu’evidemment la Suisse n’a pas fait et ne compte pas faire.

On comprend mieux les multiples depeches publiees dernièrement dans la
presse en provenance d’Etats declarant ne pas reconnaître l’election
presidentielle au Haut-Karabakh. Incorrigible Azerbaïdjan qui n’arrive
pas a se remettre de l’echec mediatique de l’Eurovision.

Plus d’une centaine de personnes ont manifeste devant le bureau du
Procureur general mardi 24 juillet 2012. Ils protestent contre la
condamnation de quatre jeunes militants de l’opposition qui se sont
affrontes avec la police l’annee dernière. Un tribunal les a condamnes
a Erevan entre deux et six ans de prison. Le Congrès national armenien
(HAK) et autres groupes d’opposition considèrent que ces condamnations
sont politiquement motivees. Tigran Arakelian, un chef de file
du HAK a eu la peine la plus lourde. Arakelian et plusieurs autres
militants se sont affrontes avec des policiers dans des circonstances
non elucidees. ” Ce verdict va a l’encontre de chacun de nous “, a
affirme Nikol Pashinian, un chef de file du HAK.” Il y a un an, nous
avons dit qu’il n’y avait plus de prisonniers politiques en Armenie.

Maintenant nous pouvons dire qu’il y a des prisonniers politiques. La
prison ne nous fait pas peur, ce n’est pas cela qui va nous arreter
“, a declare Pashinian, s’adressant aux autorites armeniennes. Les
autorites nient toute motifs politiques derrière cette affaire.

STEPANAKERT-The Foreign Ministry of the Nagorno-Karabakh Republic
issued an announcement Tuesday saying that last week’s presidential
election demonstrated the people of Karabakh’s commitment to freedom,
democracy and peace-building.

“On July 19, presidential elections were held in the Nagorno-Karabakh
Republic (the Republic of Artsakh) with the participation of 73.4
percent of voters.. International observers from 22 countries, as
well as local representatives of civil society and political parties
monitored the elections. According to the international observers’
preliminary estimate, the elections were held in compliance with
democratic standards and participation of several candidates thus
ensuring free expression of will of the republic’s citizens,” said
the statement.

“The caliber of the elections held in the Nagorno-Karabakh Republic is
comparable with that of elections in advanced democratic countries,
and demonstrates the irreversibility of the process of building
a sovereign and independent state, commitment of our people to the
ideals of freedom, democracy and peace building. The elections once
again demonstrated the correctness of the path chosen in the 1991
referendum on independence. With every election the people of the
Nagorno-Karabakh Republic express their firm determination to continue
this path. It is out of the question for the Nagorno-Karabakh Republic
to returns to its pre-independence status,” affirmed the statement.

“To this end, we consider it necessary to state that the participation
in the elections and the formation of authorities via honest and fair
elections is one of the fundamental rights guaranteed in international
law. Ignoring that and not recognizing it can be regarded as gross
violation of laws,” said the Nagorno-Karabakh Republic Foreign
Ministry.

“Any speculation that the elections in the Nagorno-Karabakh Republic
may hinder the Azerbaijan-Karabakh conflict resolution process is
groundless and pursues propagandist goals. The will of the people of
Karabakh is crucial in the conflict settlement process and this is
fully recognized by the international community and the mediators,”
explained the statement.

“Development of democracy is a fundamental basis of state building
in the Nagorno-Karabakh Republic and corresponds to the interests of
civilized society. That is why the attitude toward the presidential
elections held in the Nagorno-Karabakh Republic cannot be stipulated by
