La cour d’appel de Bakou, qui etudiait le 2 août 2012 le recours
d’Anar Bayramli contre sa condamnation a deux ans d’emprisonnement,
a decide de reduire la sentence de moitie. Le journaliste devrait
donc recouvrer la liberte en fevrier 2013.

” Ce verdict en demi-teinte est une fausse bonne nouvelle, a declare
Reporters sans frontières. Il temoigne plutôt de l’embarras du
jury face a un dossier qui sert clairement de monnaie d’echange
dans l’escalade diplomatique entre Bakou et Teheran. La pression
internationale et de la societe civile ne doit pas se relâcher, jusqu’a
ce que le journaliste soit remis en liberte et beneficie d’un procès
veritablement equitable “.

Anar Bayramli est correspondant en Azerbaïdjan de plusieurs medias
iraniens, très critiques a l’egard du regime de Bakou et faisant la
propagande de la Republique islamique. Arrete en fevrier 2011, il a ete
reconnu coupable de ” possession de drogue ” en juin de la meme annee.

BAGDAD, 2 août 2012 (AFP) – L’Irak a denonce la visite jeudi a
Kirkouk du chef de la diplomatie turque qui s’est rendu dans cette
ville disputee avec les Kurdes sans en avoir informe Bagdad. “Tout
cela a ete fait sans l’information ou l’approbation du ministère
des Affaires etrangères et sans passer par les canaux officiels ou
diplomatiques pour organiser cette visite” du ministre turc Ahmet
Davutoglu, a affirme le ministère irakien des Affaires etrangères
sur son site internet.

Le texte denonce la visite a Kirkouk -une ville petrolière du nord de
l’Irak disputee entre le gouvernement central de Bagdad et la region
autonome du Kurdistan irakien- comme une “ingerence flagrante dans
les affaires internes de l’Irak”. Il previent en outre que la Turquie
devra assumer “les resultats de cette action” et ses eventuels “effets
negatifs sur les relations entre les deux pays”, dont les relations
sont deja tendues. “Cela n’est pas dans l’interet de la Turquie ou
de toute autre partie de sous-estimer la souverainete nationale,
de violer les règles des relations internationales et de ne pas se
conformer aux règlements de base dans les relations entre les Etats
et les officiels”, a encore estime le ministère.

Le Kurdistan est lui aussi durement critique par le ministère qui
se dit “surpris par la position du gouvernement de la region (du
Kurdistan), qui a facilite la visite sans que le gouvernement federal
ne le sache, violant ainsi ses responsabilites constitutionnelles”. M.

Davutoglu a rencontre des responsables de la province de Kirkouk
au cours d’une rare visite d’un haut responsable turc dans cette
ville et au milieu de strictes mesures de securite, avec notamment
la fermeture de routes et un deploiement securitaire renforce, selon
un journaliste de l’AFP.

“Kirkouk est riche par ses ressources et sa diversite, elle sera donc
une des principales villes du Moyen-Orient, et nous Turcs sommes
prets a aider Kirkouk et l’Irak”, a declare M. Davutoglu devant
les journalistes. Il s’est rendu jeudi a Kirkouk au lendemain de
son arrivee dans le Kurdistan irakien où il s’est entretenu avec son
president Massoud Barzani au sujet du conflit en Syrie. MM. Davutoglu
et Barzani ont estime que la presence en Syrie de groupes “terroristes”
constituait une “menace commune”, alors qu’Ankara denonce une
infiltration du PKK (rebelles kurdes de Turquie) dans le nord de
la Syrie.

Ils ont “souligne que toute tentative pour exploiter le vide de
pouvoir (en Syrie) par un groupe ou une organisation violente serait
consideree comme une menace commune, a laquelle il faut faire obstacle
conjointement”, selon le ministère turc des Affaires etrangères. Le
Premier ministre turc Recep Tayyip Erdogan avait prevenu la semaine
dernière que la Turquie pourrait exercer son droit de poursuite a
chaud en Syrie contre le PKK ou son organisation soeur en Syrie,
le Parti de l’union democratique (PYD).

“La nouvelle Syrie doit etre debarrassee de toute organisation
terroriste et extremiste”, ajoute le communique turc, publie après
la rencontre entre M. Davutoglu et M. Barzani a Erbil (nord de l’Irak).

L’administration kurde irakienne joue un rôle crucial au sein des
differentes factions kurdes de Syrie, où les Kurdes -près de 9%
des 23 millions de Syriens- se plaignent depuis des decennies de
discrimination.

Des enfants armeniens de Syrie, où des combats toujours plus violents
opposent l’armee de Bachar Al Assad aux forces rebelles, vont pouvoir
passer une partie de leurs vacances d’ete dans des colonies d’Armenie.

L’agence Armenpress indique que le projet visanta organiser des
colonies de vacances en ete pour les enfants armeniens de Syrie a ete
approuve en conseil des ministres le 2 août. La ministre de la diaspora
d’Armenie,Hranush Hakobyan, a precise que les enfants envoys dans
ces colonies ne seraient pas choisis par son ministère mais par les
institutions de la communaute armenienne de Syrie. “Nous acueillerons
autant d’enfants que voudront nous en envoyer les responsables de la
communaute armenienne de Syrie.

Nous pouvons d’ores et deja affirmer que l’avion au depart de Damas
est deja rempli et qu’il est pret a acheminer les enfants vers
l’Armenie, tandis qu’a Alep, le processus de designation des enfants
est en cours. Nous pensons pouvoir assurer le transfert de 300 a 400
enfants vers l’Armenie et y organiser leurs vacances d’ete “, a indique
Mme Hakobyan. Les enfants armeniens de Syrie devraient passer leurs
vacances d’ete dans des colonies a Dzaghkadzor et Hankavan. La minister
de la diaspora a aussi propose que des enfants puissent passer leurs
vacances au sein de familles en Armenie ” afin de ne pas se sentir
isoles”. Ce nouveau geste des autorites armeniennes en direction de la
communaute armenienne de Syrie a vocation a faire taire les critiques
selon lesquelles l’Armenie serait reticente a aider les Armeniens de
Syrie. Plusieurs milliers d’entre eux ont trouve refuge en Armenie
pour fuir la guerre civile qui dechire leur pays depuis plus d’un an,
et se sont vus attribuer la nationalite armenienne quand ils en ont
fait la demande.

L’ancien Ministre des Affaires Etrangères Vartan Oskanian et la
fondation Civilitas ont demande a une cour d’Erevan d’interrompre les
enquetes criminelles lancees contre eux par les autorites armeniennes.

Leurs avocats ont affirme que les accusations de blanchiment d’argent
du Service de Securite nationale (NSS) sont sans fondements et
politiquement motivees.

L’enqûete criminelle a ete ouverte le 25 mai, un jour après le parti
Armenie Prospère (BHK), dont Oskanian est un membre, ait annonce sa
decision de sortir de la coalition au pouvoir en Armenie. La decision
du BHK a ete largement interpretee comme un coup au President Serge
Sarkissian.

Le NSS pretend que Civilitas n’a pas declare aux autorites un don de
presque 2 millions $ que le groupe de reflexion a recu de deux societes
americaines l’annee dernière. Les deux societes appartiennent a John
Huntsman, un homme d’affaires americain qui a depense 18 millions de
$ dans la reconstruction des regions devastees par un tremblement de
terre en 1988.

Un des avocats d’Oskanian, Tigran Atanesian, a dit le fait que le
NSS ne dise rien sur le côte ” criminelle ” de la donation d’Huntsman
est un motif suffisant pour que l’agence de securite arrete de parler
de blanchiment d’argent. Il a aussi allegue de serieuses violations
procedurales pendant le lancement de l’enquete criminelle.

Artur Grigorian, un autre avocat, a dit que la cour n’acceptera pas
ces arguments. ” Nos chances de succès ne sont pas elevees pour la
raison simple que le système juridique doit travailler d’une facon
ou d’une autre pour justifier cette enquete criminelle “, a-t-il dit
aux journalistes.

Le directeur de Civilitas, Salpi Ghazarian, a dit que l’inspection
n’est pas encore finie. Elle a suggere que les inspecteurs de la SRC
ont echoue a trouver la moindre preuve fiscale ou d’autres mefaits.

” Il semble que les choses vont bien conformement a nos esperances ”
a dit salpi Ghazarian lors d’une conference de presse. ” Nos documents
financiers sont propres et cette enquete criminelle est absolument
sans fondement et c’est apparemment confirme. ”

Salpi Ghazarian a aussi accuse les autorites armeniennes de ternir les
reputations de Huntsman et du pays. ” Ce cas menace la reputation de
l’Armenie et sa credibilite comme associe … ce qui signifie que nous
ne sommes pas prepares pour honnetement travailler avec ces individus
qui se sont engages qu’uniquement dans la bienveillance en Armenie
” a-t-elle dit.

Petit drame a l’aeroport de Sartov (Russie) où les Russes ont ose
toucher au basterma armenien, fierte de toute une une nation ! Les
autorites administratives ont procede a la destruction par le feu d’un
lot de basterma et soudjouk armenien ainsi que du poisson congele, du
miel et du fromage azeri. Selon le site officiel du ministère russe
de l’Agriculture, ces biens detruits furent saisis dans les sacs a
mais des passagers. Le transport de ces produits de consommation
non decares et sans certificats est interdit. Les procès verbaux
officiels des constats indiquaient 4 kg de miel venaient d’Armenie et
d’Azerbaïdjan, 11 kg de formage d’Azerbaïdjan, 3 kg de poisson congele
d’Armenie ainsi que quelques kilos de soudjoukh et basterma d’Armenie.

Every now and again, Turkish ministers and diplomats go on what appears
to be a search for the historical soul of Anatolia. Calls are made,
invitations are written, conciliatory public overtures are carefully
recorded and published, and superfluous historical commissions are
proposed. All, ostensibly, in the name of repairing relations with
Armenians. That each of these heart-wrenching gestures happens to
occur with the approaching of April 24th or some other small threat
to the feelings of Turkish conservatives, should not betray a small
amount of calculation on the part of Turkey. In fact, the gestures are
timed atomically, their sunrises and sundowns, with the events. They
are designed as means to obfuscation and distraction and the purchase
of time. And often enough successfully. For hypnosis seems to affect
thousands of Armenians and liberal-leaning Turkish intellectuals who
get sucked in each time as if never before.

In your Turkish-language editorial in July 7th’s Milliyet, you
expressed a hope that Foreign Minister Davutoglu’s three-step plan,
properly implemented, will result in a road toward pan-Anatolian
reconciliation. Are you, too, affected by this hypnosis, Aslı? Make
no error in judgment, the man is not sincere, and this three-phase
plan is nothing more than a bigger carrot dangling from a bigger stick
that will disappear by magic on April 25th, 2015. It is nothing more
than a way to ensure indefinite suspension of Armenia’s pain, all
the while looking good and pro-active to the eyes of Hilary Clinton,
Obama, and other Turkish houseplants.

If this sounds cynical, go and review the last ten years worth of
diplomatic overtures and pay close attention to the wording. Each one
is reservedly conciliatory, highly generalized–often to the point of
meaninglessness, and ultimately self-serving on Turkey’s part. Each is
an offer for Armenia and its diaspora to come forward to meet under
the frame of equitable symmetry, and yet the symmetry can never be
equitable. Each one has its goal to tailoring of a brand new suit for
Armenia–one too tight to fit any compensation money in its pockets,
one so shiny as to distract from the deterioration of its religious
monuments in Anatolia, and one chained to a pocket dictionary of
acceptable terms for the events of 1915-1917.

Davutoglu knows well what is at stake. Let him make a concrete proposal
for reparations, and dispense with abstractions about prodigal children
coming home, and from these vampiric invitations for fireside chats
about pain over common foodstuffs. Turkey has actually very little
to lose by opening the border; or by allowing Armenia access to the
Trabzon port; by rebuilding and returning our religious sites to the
Armenian Patriarchate of Istanbul; by compensating the descendants of
deportees and genocide victims; by returning confiscated properties to
the descendants of their owners; etc. These are small gestures. Any
attempt to forge a new language of obfuscation will fail, both among
Armenians who will accept nothing without the word ‘genocide’, and
among Turkish nationalists whose solicitors will smear it down the
walls of the court.

Turkey will not be genuinely forthcoming about these things. I do not,
therefore, even begin to share your optimism in the approach of 2015,
Aslı. Nor do I hold out for anything from a country who speaks of
redefining diaspora while Kurds are still by many referred to as
‘Mountain Turks’, and in which Article 301 continues to thrive not
as government conspiracy but as public imperative. Turks everywhere
still revere Talat and Enver and Nihal Atsız as national heroes. And
do not forger the ‘İttihat’ in İttihat ve Terakki. Your country is
founded on it. Davutoglu simply cannot be taken seriously if he means
to challenge the İttihatists, and if he is serious, his family has
my advance condolences.

And what could he possibly mean by ‘kapılarını acacak’? Who is
invited and to what would they come back? Falsified textbooks, murdered
newspapermen, throngs of football hooligans chanting the name of an
assassin (they are all Oguns, indeed), and dead churches. What is
Akhtamar now? A museum. What do you put in museums? Dead things. Who
prays at Ani? Only the Nationalist Action Party. We are invited to
join them in this? Delightful. Why not invite Zulus to a reenactment at
Blood River? Why not invite German Jews home to celebrate Kristallnacht
with skinheads?

Davutoglu is at least right about one thing: Turkey is not Germany.

Turkey has no Willy Brandt to fall on his knees in the Warsaw ghetto.

It has only hidebound intellectuals and the own-tail-chasing of nth
generation İttihatists. They are the meningitis in your country’s
spine. Imagine Germany attempting a presumption as self-serving
as Davutoglu’s ‘just memory’. Does ‘adil hafıza’ mean doubly
‘obfuscation’? Does recognition of the Shoah sideline the losses of
German life? Why do the Hutus not ask for ‘just memory’? Why does
only Turkey seek to share its culpability over baklava?–These are
questions I would very much like to see Minister Davutoglu own up
to. In 1915, the destruction was deliberate and systematic, just as
it was in Nazi Germany and Rwanda and Kosovo and Cambodia. And in
none of these places was there an absence of internal threat–real
or imagined–to the integrity of the state. There is no need for a
new word to describe the events of 1915-17.

When the smoke has cleared and the mirrors have shattered, and the
hypnotist’s coin has been stored away, perhaps you will see that your
foreign minister’s overtures are a Queen’s Gambit and a thin sham. He
offers nothing but what he offers himself.

Over 120 Syrian Armenians have visited the Armenian Ministry for
Diasporas this week, 12 of them requested temporary asylum, News
Armenia reports.

Firdus Zakaryan, supervising the group for Syrian Armenians, splits
the Armenians into three groups: those who come to Armenia for a
vacation, those who want dual citizenship (about 3,000 requests)
and those who have been affected by the conflict.

Most Armenians plan to return to Syria when the situation stabilizes.

2-3% of Syrian Armenians want to stay in Armenia. The ministry plans
to organize recreation for children of Syrian Armenians in Armenia.

Los Angeles is home to the most Armenian-Americans in the country.

The following is a press release from the office of Councilman Paul
Krekorian:

The Los Angeles City Council approved a motion from Councilmember
Paul Krekorian to add the Armenian language to the city’s election
materials. Los Angeles is home to the most Armenian-Americans in the
country and about 30,000 are registered to vote in the city. Armenian
is the third most commonly spoken language in Los Angeles but not
one of the six languages now included on election materials.

“Throughout our history, America has been defined by its commitment to
the right to vote, and it has been forged by the ongoing struggle to
expand participation in democracy,” Councilmember Paul Krekorian said.

“In Los Angeles, the most diverse city in the country, our citizens
speak nearly 100 languages. For many naturalized citizens who
speak English as a second language, the language barrier can be an
intimidating and daunting barrier to full and informed participation
in the voting process that is their right.

“Federal law already requires that the city provide ballot materials
in eight languages, but Armenian is not among them. Yet Armenian
is the third most widely spoken foreign language among Angelenos
of voting age. Today’s action will require voter outreach and poll
worker recruitment in Armenian (as well as Farsi and Russian). The
Council has also mandated that city staff will work collaboratively
with representatives of the County, as well as the cities of Glendale
and Burbank and other local entities with similar language concerns,
to develop a strategic approach to making Armenian language ballot
materials available in future elections. These steps will make a real
difference to thousands of citizens in Los Angeles who will now be
able to more meaningfully participate in City elections.

“Our great American tradition of political inclusion requires that
all citizens, regardless of their place of origin, can comfortably
exercise the right to vote that is one of the very reasons many came
to this country. By the Council’s action today, the City will continue
to be true to that tradition.”

Language options currently on L.A.’s election materials and ballots
include Chinese, Japanese, Korean, Spanish, Tagalog and Vietnamese,
all required by the federal Voting Rights Act.

With the motion, the City Clerk will now plan for the implementation
of full election language services in the Armenian language for the
2015 Municipal Elections.

working visit to Moscow within coming days.

Serzh Sargsyan will meet with Russian President Vladimir Putin
in Moscow on August 8, Mediamax reports quoting the official site
of Kremlin.

The leaders will discuss key issues of bilateral cooperation in
political, humanitarian and trade-economic spheres during the meeting.

Besides, the meeting is also expected to focus on the problem of
Russia-Armenia interaction within Eurasian integration processes,
particularly in the CIS and CSTO as well as urgent issues of
international and regional agenda including the situation in the
South Caucasus.

In January-May 2012, the accumulated volume of the Russian capital
investments in Armenia exceeded USD 2.8mln and the bilateral turnover
made USD 434.8mln.
