The head of the Iranian Environmental Protection Organization,
Mohammadizadeh, has said that some agreements have been reached with
Armenia to revive Orumiyeh Lake.

According to Tabnak, which referred to IRIB (Islamic Republic of
Iran Broadcasting), the vice president and head of the Environmental
Protection Organization, Mohammad-Javad Mohammadizadeh, told reporters
at the sidelines of the cabinet meeting: “According to discussions
with Armenia, water will be transferred to our country to revive Lake
Orumiyeh. It will be a blessed measure if it is finalized”.

The head of the Environmental Protection Organization added that
together with water transfer projects from other countries, other
measures would be implemented such as transferring more water to West
Azarbayjan plains.

Mohammadizadeh also talked about other technologies such as cloud
seeding and distribution of dense clouds to revive Lake Orumiyeh.

Although a little over half a month has already passed since the
date of the presidential elections in the Nagorno-Karabakh Republic,
this political event still continues to be in the focus of experts’
attention.

We can state that the recent presidential elections in the NKR,
which were carried out in accordance with the generally accepted
democratic norms and which once again confirmed the viability of
the state institutions of the Republic, created, in certain sense,
a new political situation. We can also state that the elections, the
legitimacy of which was confirmed by over one hundred independent
observers from the European Parliament, 22 countries of Europe and
America, as well as expert organizations, raised fully the issue of
their legal consequences. In other words, the further neglect of the
NKR as an independent sovereign state is simply illogical.

If we follow the comments and evaluations of international observers
and experts, we can see that most of them stated that from the legal
point of view the NKR has the full right to be recognized as an
independent state and to be represented in the negotiation process.

They agree that Nagorno Karabakh is a factor of regional policy
and regional security, the opinion of which should certainly be
considered. Can we suppose that this obvious truth is realized only
by representatives of the expert community expressing surprise
at the non-involvement of Nagorno-Karabakh in the current format
of negotiations, but not the political leaders of influential
international organizations engaged in the settlement of the Karabakh
conflict? Surely, not. I would suggest that the OSCE Minsk Group
and the organizations, dealing with the Karabakh issue, are coming,
if have not already come, to that understanding. Yes, they have not
publicly acknowledged the presidential elections in Nagorno-Karabakh,
but we think this was, on the one hand, a kind of tribute to the
diplomatic ethics, as the negotiations are still underway, and on the
other hand – the result of their being burdened by the geopolitical
interests of the states and structures they represent.

I must say that the talks about the need to return Nagorno-Karabakh
to the negotiation table have been underway for a long time. However,
they have recently re-actualized, which is conditioned, as mentioned
above, by the recent presidential elections in the NKR. It is known
that the OSCE Minsk Group has repeatedly pointed out that the Karabakh
party will join the negotiations at a certain stage. Another thing is
that despite the known resolution of the OSCE Budapest Summit, which
recognized Nagorno-Karabakh as a party to the conflict, they gave
the issue of the NKR involvement in the negotiations at the mercy of
Azerbaijan, which, surely, opposes this. But today, we can state, with
some caution, about certain symptoms of possible change in the position
of the mediators and their attitude to Azerbaijan itself, which behaves
inadequately and ignores the calls of international organizations to
abandon the threat of force for solving the Karabakh issue.

We will not yet make far-reaching conclusions, but lately some
developments have taken place, which seem to indicate that the
behavior of Azerbaijan, which believed in its own permissiveness and
impunity in the aggravation of the situation in the region, begins
to irritate the world centers of power. As you know, the U.S. State
Department has recently deleted Azerbaijan from the list of buyers
of the U.S. military equipment, and less than a month later, on July
23, UN Secretary General Ban Ki Moon, in his report devoted to the
conventional arms control, criticized the Azerbaijani authorities for
unleashing an arms race and for the unrestrained militarization of the
country. Let us not delude in this regard and believe that Azerbaijan
will calm down at once, but we’d like to think that the U.S. and the
UN actions are a warning to official Baku that if it continues its
militaristic policy, it may be followed by tougher sanctions.

And one thing more. Last week, EU High Representative for foreign
policy Catherine Ashton stated that the EU was considering the issue
of unimpeded entry of its Special Representative to Nagorno-Karabakh.

I must say, the EU has long been stating its desire to play a
more active role in the Nagorno-Karabakh conflict settlement, but
stipulating that it doesn’t intend to replace the OSCE Minsk Group.

According to Ashton, the EU wants to strengthen the trust between the
people living in the region. It is still difficult to say what specific
goals lie behind this statement, but the fact that the EU Special
Representative dealing with the Karabakh issue will finally visit
Nagorno-Karabakh is important, because he will have an opportunity
to learn about the real situation in the country firsthand.

As it is known, former Special Representative Peter Semneby once
intended to come to Stepanakert, but at the request of his leadership
(or Azerbaijan?) was forced to turn back halfway. Time will
tell whether the European Union has revised its attitude towards
Nagorno-Karabakh and Azerbaijan. However, one thing is clear –
to solve even the issue of “confidence-building between people”,
not to mention the conflict settlement itself, the international
mediators cannot do without the participation of the NKR authorities,
which are democratically elected and, thus, are legitimate. And
as one of the observers said at the last presidential election,
international structure will make sure that the best thing is to deal
with democratically elected leadership.

the Institute for Political and Social Studies of the Black Sea and
Caspian Region

Baku has repeatedly declared that the Azerbaijan army will not launch
military actions in the territory of Armenia and the CSTO will have
no reason to help its ally. Don’t you think that escalating tension
on the Armenian-Azerbaijani border is the very reason to do that?

Areshev believes that the aggravation of the situation not only on
the Karabakh-Azerbaijan border, but also in the northern section
ofthe Armenian-Azerbaijani border can demonstrate that Azerbaijan
considers all possible developments in case of war.

What is the reason of aggravation of the situation in the northern
section of the Armenian-Azeri border?

It is no secret that Armenia’s positions in Tavush region are a
bit more vulnerable because of the natural landscape and relative
closeness of the populated areas to the border. Probably, the matter
concerns the moral and psychological pressure of Azerbaijan on
the borderline Armenian settlements. Other versions have also been
expressed, particularly, in the context of military construction
and training of saboteurs in Azerbaijan. I have no doubt that the
relevant services in Armenia will draw correct conclusions from the
situation and will take all the necessary measures to reinforce the
problematic borderline sections.

May Moscow repeat the August 8 2008 scenario if the Karabakh conflict
grows into large-scale war between Armenia and Azerbaijan?

I think one cannot expect Moscow to repeat the 08.08.08 scenario in
case the Karabakh conflict develops into a large-scale war between
Armenia and Azerbaijan. I do not think any scenario may reoccur
with 100% probability, however, I think it is possible to observe
some features in common. Anyway, I suppose Moscow will try to gain
stoppage of the military actions in every possible way.

On July 30 Congressman Dan Rohrabacher sent a letter to the U.S.

Secretary of State Hillary Clinton, urging to support the struggle
of the “Southern Azerbaijan” for independence. What was the goal of
that step?

I can suppose that doubting the absolute success of the would-be
military action against Iran, the United States has decided to place
its stake on stirring of ethno-confessional contradictions in this
country. The northern provinces of Iran have been at the gunpoint
of various U.S. services for a long time, and the relevant work has
been done for quite a long period. I do not think such activity will
bring serious success, especially given that the moods in favor of
the state unity in Iran are strong almost everywhere, including the
northern provinces mostly populated with Turkic speaking people.

Old rivalry of Moscow and Washington in our region is much spoken off.

Do they have any common interests in the South Caucasus and Armenia?

The old rivalry between Moscow and Washington in the South Caucasus and
the surrounding countries has not disappeared. It has simply become
veiled. I think one can most likely speak of the contact points
in the tactical context – as long as the United States and some
of its satellites are engaged in reformatting the Middle East and,
in particular, in organizing the civil war in Syria.

However, when the matter concerns Iran and the role of the Caucasian
states’ territories in exerting pressure (up to an armed Attack)
on that country, the conflict of interests of Washington and Moscow
will become evident.

LYON, 7 août 2012 – L’etudiante franco-turque Sevil Sevimli, liberee
lundi par Ankara après des mois de detention, a denonce mardi dans
un entretien a l’AFP la procedure la visant comme “bidon”, evoquant
le sort des nombreux etudiants emprisonnes en Turquie en raison de
leurs convictions politiques.

“C’est vraiment complètement bidon. C’est comme si tout etait prevu
depuis le debut, comme si c’etait un film”, a declare l’etudiante
lyonnaise, repondant a l’AFP sur son portable depuis Eskisehir,
dans le nord-est de la Turquie.

Selon sa defense, il lui est reproche d’avoir participe au defile
du 1er mai, pourtant legal, a Istanbul, et d’avoir assiste, parmi
350.000 autres spectateurs, a un concert du groupe Yorum, engage a
gauche. Lui sont reproches des liens supposes avec une organisation
clandestine d’extreme gauche.

“Je suis toujours prete pour le procès. Les questions qu’on me pose
sont toujours les memes, comme +Est-ce que vous etes allee a ce concert
le 1er mai ?+… Les faits qu’on nous reproche sont totalement legaux
et democratiques, on n’a pas a avoir peur. On attend juste”, a-t-elle
ajoute, evoquant le sort de ses trois codetenues liberees avec elle.

“Je n’ai pas le droit de sortir de Turquie” jusqu’a ce procès prevu
le 26 septembre, a-t-elle dit, confirmant son placement sous contrôle
judiciaire avec interdiction de quitter la Turquie annonce par le
Quai d’Orsay.

Armenian Apostolic Church does not refute Mass Media reports on
collection of data on Armenian citizens in abroad.

The statement provided to ArmInfo by the Mother See of Holy Etchmiadzin
says that for centuries the AAC has been carrying out its mission
to preserve the Armenian communities in abroad and has a relevant
database and experience. Many issues, even problems with documents of
the Armenian citizens were and are still settled via the Dioceses of
the Armenian Apostolic Church. “Considering that fact, the government
of Armenia has applied to the Mother See to verify the real migration
picture and problems with documents of the Armenian citizens in
abroad. The Mother See Chancellery took relevant steps to find out the
necessary information on the citizens of Armenia having no identity
certificates in order to hold them from possible violations of the law
and help them create proper living conditions,” the statement reads.

In this light, the Chancellery expresses discontent at the groundless
criticism by some organizations. It should be noted that We’ll not Keep

See of Holy Etchmiadzin Chancellery, Bishop Arshak Khachatryan applied

company is scheduled to conduct Yerevan-Aleppo-Yerevan additional
second flight. “Armavia” company press service informed Armenpress,
that simultaneously regular flights are being implemented.

“Armavia” company since July 9 up to August 6 has carried out overall
6 flights in Yerevan-Aleppo-Yerevan direction: 5 out of which regular
and 1 additional flight. 724 passengers travelled by those flights,
131 passengers to Yerevan-Aleppo line, 593 ones to Aleppo-Yerevan line.

On July 9 45 people left Yerevan for Aleppo and 94 people have arrived
by Boeing aircraft. Reportedly July 16- 32 left, 104 arrived, July 23
-16 left, 105 arruved, July 30 -20 passengers left and 139 arrived by
Airbus aircraft. On August 2 by additional flight 17 arrived by SAG
-200 aircraft, in August 6 by regular flight 17 left and 101 arrived
by Boeing aircraft.

National air carrier had specially restored Yerevan-Aleppo-Yerevan
flight since July 9, conditioned by observed explosive situation
in Syria.

Russia doesn’t want Azerbaijan to use force for the Nagorno Karabakh
conflict settlement as Armenia is Russia’s ally in the South Caucasus,
Russian political analyst, director of Moscow Carnegie Center Dmitry
Trenin said in his book “Post Imperium,” APA news agency reports.

“Armenia is only country in the region allowing Russia to deploy its
military base in its territory. In August 2010, Armenia and Russia
signed an agreement on prolongation of deployment period until 2044.

The main goal of the Gyumri military base is to control Turkey in
the south, Georgia in the north and Azerbaijan in the east. Russia
strengthens its security perimeter in the region by this agreement
and guarantees Armenia’s border security. It hints to Azerbaijan not
to attempt to apply force for Nagorno Karabakh conflict settlement,”
the political analyst said.

Commenting on Russian-Azerbaijan relations, the political analyst said
Azerbaijan took an important place for Russia in the regional energy
policy. “Despite that Russia expressed its willingness to endure
Baku’s close relations with the Western oil giants, as well as with
Turkey, but Moscow doesn’t like Washington’s support of Azerbaijan and
Kazakhstan to modernize their naval forces. Russia states that the
Caspian Sea belongs only to the littoral states. Outside countries
can not deal with the Caspian security problems. In response to US
“Caspian guard” initiative, Russia proposed to found CASFOR, the
naval forces of the Caspian littoral states.
