YEREVAN. – Armenian National Assembly MP Karen Karapetyan’s brother
Samvel Karapetyan-also known as Samo of Kaluga-who is a well-known
businessman in the Russian Federation, successfully ended his
talks with the leading American McDonald’s Corporation, Chorrord
Inknishkhanutyun daily reports.

“This means [Karapetyan’s] Tashir Group [company] has purchased this
chain’s license, and McDonald’s will be represented in Armenia’s
capital city Yerevan in the coming months,” Chorrord Inknishkhanutyun
writes.

To note, the McDonald’s Corporation is the world’s largest chain of
hamburger fast food restaurants, serving around 68 million customers
daily in 119 countries. Headquartered in the United States, the company
began in 1940 as a barbecue restaurant operated by Richard and Maurice
McDonald; in 1948 they reorganized their business as a hamburger
stand using production line principles. Businessman Ray Kroc joined
the company as a franchise agent in 1955. He subsequently purchased
the chain from the McDonald brothers and oversaw its worldwide growth.

YEREVAN. – On August 20-that is, eleven days before Hungary extradited
Ramil Safarov to Azerbaijan-Vice Chairman Nikoghos Hakobyan of the
“Armenian National Autonomy of Hungary” had personally informed
Armenia’s MFA, Diaspora Ministry, and Armenia’s Embassy in Austria
about this news being awaited, and asked Armenia to launch immediate
measures to prevent Hungary from announcing its final decision,
Chorrord Inknishkhanutyun daily reports.

‘”It is considered necessary to find out the reason why no measure
was taken and no assistance was provided to us, Hungarian Armenians,
learning of this news eleven days prior. After struggling for eight
years, the Armenian National Autonomy of Hungary came to understand
that the Azerbaijani lobby is so powerful in Hungary that Armenia’s
diplomatic intervention is necessary to prevent this matter.

The Armenian community of Hungary expects no assistance from Armenia’s
Embassy in Austria. We ourselves will take steps to express our
dissatisfaction to the government of Hungary,’ Nikoghos Hakobyan’s
statement reads,” Chorrord Inknishkhanutyun writes.

Armenian News-NEWS.am reported earlier that Ramil Safarov, a lieutenant
in the Azerbaijani military, was extradited on August 31 from Hungary,
where he was serving a life sentence-and with no expression of
either regret or remorse-for the premeditated axe murder of Armenian
lieutenant Gurgen Margaryan, in his sleep, during a NATO Partnership
for Peace program in Budapest back in 2004.

As expected, Ramil Safarov’s return to Baku was welcomed, as was
his act of murder, by the officials of president Ilham Aliyev’s
government and much of Azerbaijani society, and the Azerbaijani
president immediately granted him a pardon.

And Armenia’s President Serzh Sargsyan announced on August 31 that
Armenia is suspending its diplomatic ties with Hungary.

Members of a district election commission in Georgia’s
Armenian-populated town, Akhalkalaki, have beaten their chairperson
who was reported to be an ethnic Armenia.

Citing the commission’s sources, the Georgian news website Gruzia
Online says that the chairperson, Hasmik Marangozyan, was beaten inside
the commission’s building by three members, Medea Neparidze, Nino
Pkhakadze aad Bezhan Gunava. The latter is said to be a representative
of the Georgian Dream party (led by the billionaire politician,
Bidzina Ivanishvili).

The country’s Central Election Commission has criticized the incident,
calling upon the commission’s members to demonstrate restraint and
mutual respect.

Gagik Tsarukyan did not attend the National Security Council meeting on
Safarov’s extradition. He joined the NSC with an unclear explanation,
and it was said in whisper that Serzh Sargsyan thus pleased Tsarukyan
and met Kocharyan’s demand.

Safarov’s extradition and the ensuing developments with quite
substantial interpretations by political scientists and experts are
more than just an act. It has a significant potential in terms of
foreign policy and domestic developments with very explicit signs.

It is becoming obvious that Safarov’s extradition helped reveal deep
domestic and foreign processes.

These developments may lead to significant change in the foreign
policy of Armenia and Armenia’s decision to face west. Safarov’s
extradition was preceded by interesting developments, namely the
CSTO exercise was postponed, while NATO’s secretary general was
announced to visit Armenia. Besides, Russia’s involvement in the
act of extradition frees Armenia, at least at a backstage level,
from unilateral actions of the Armenian government.

For instance, Serzh Sargsyan hinted in a meeting with the ambassadors
of western states that it is time to end half-measures. It is
obvious though that first Armenia should give up half-measures as it
conducts a policy of hesitation and excuses for failure to implement
international commitments both to West and North rather than the
declared complementarism.

One day it should end, and that day has come.

As to the domestic aspect, it is obvious that in return for his choice
Serzh Sargsyan will demand guarantees and carte blanche. The Armenian
opposition – the ANC-PAP tandem – is associated with the Russian
policy, while PAP has recently held a conference on the Eurasian
Union. The “Safarov operation” has a big potential in domestic life,
and both the Congress and some PAP members of parliament tried to
use it. All the governments of Armenia are used to using “national
tragedies” as a lever against political opponents. Most probably,
this style will be applied this time, and the signs are seen.

The press reported that PAP demands 4 ministries and participation
in nomination of the prime minister. In return for these PAP will
support Serzh Sargsyan in the upcoming presidential election without a
relevant statement. Serzh Sargsyan reportedly refused him and demanded
a clear stance from him by December.

“Safarov operation” made not only the Armenian government but also
the political field to face a choice. The time of flirts, excuses,
guerilla has ended.

L’Union europeenne a exprime sa “preoccupation” lundi après la grâce
accordee par le president azerbaïdjanais a un officier condamne pour
le meurtre d’un militaire armenien, et a appele les deux parties a la

“Dans l’interet de la stabilite regionale et des efforts de

la retenue auprès de l’Azerbaïdjan et de l’Armenie, sur le terrain
comme dans leurs declarations publiques, afin d’eviter une escalade”.

L’Armenie a affirme lundi etre prete a la “guerre” contre
l’Azerbaïdjan, dans un climat de vive tension entre les deux pays.

Vendredi, le president azerbaïdjanais Ilham Aliev avait gracie Ramil
Safarov dès son retour au pays, après son extradition de Hongrie où
il purgeait une peine de prison a perpetuite pour le meurtre commis
en 2004 dans ce pays.

GENOCIDE SURVIVORS SHARE EXPERIENCES, HOPE

At first glance, Freddy Mutanguha and Margit Meissner couldnâ~@~Yt
be more different.

Mutanguha, 36, is tall and black, with a round face, high cheekbones
and quiet voice. Meissner, 90, is short and white, with a beak-shaped
nose and a frank, disarming manner.

But they both work in museums. They both have Facebook profiles.

And they are both genocide survivors.

Meissner was 16 years old when she fled Czechoslovakia for France,
just as the Nazis were annexing Austria. Mutanguha was 18 when he
fled Rwanda’s western province for the southern part of the country,
leaving behind two dead parents and four dead sisters.

Meissner, a volunteer at the United States Holocaust Memorial Museum,
lives in Bethesda.

Mutanguha, director of the Kigali Genocide Memorial, lives in Rwanda.

And this weekend, they both were in Washington, where Meissner gave
Mutanguha a tour of the Holocaust Museum — and they both reflected
on their mutual hope that educating people about genocides that have
already occurred might prevent others.

The two survivors first met in June when Meissner visited the Kigali
Genocide Memorial as part of a trip she was taking with Women for
Women International, an organization that teaches women in eight
war-torn countries basic economic skills. Meissner sponsors a young
Rwandan woman as part of the program, but because Women for Women
International’s relationship with the Kigali Genocide Memorial was
so informal, Mutanguha didn’t even know about Meissner’s visit.

“When [a colleague] said, ‘Did you know there was a Holocaust
survivor that came to the memorial,’ I said .â~@~I.â~@~I. ‘It’s not
possible,’â~@~J” exclaimed Mutanguha.

The two finally met for breakfast, on the last day of Meissner’s trip.

“We became friends; we get along very well,” Mutanguha says.

Meissner convinced Mutanguha to come to Washington.

On his way to a conference in Los Angeles on preventing genocide,
Mutanguha spent 24 hours in Washington with support from Women for
Women International and a bed for the night in Meissner’s home.

Meissner has been a museum guide for the past six years. She spent
30 years working in special education administration in Montgomery
County. It was only after writing her memoirs — encouraged by her
children — that she realized the significance of her story.

“As a survivor, I realized I was in a unique position. There are
thousands of people who could do [special education advocacy], but
there are not a lot of Holocaust survivors left.”

Mutanguha got involved in genocide prevention work as a volunteer with
a student association at his university. He helped gather testimony
and photographs from thousands of survivors of the 1994 slaughter,
which left an estimated 800,000 Rwandans dead. After graduating with a
degree in biography and geography, Mutanguha was offered a volunteer
job with Aegis Trust, a genocide prevention organization that was
tapped to create a memorial museum in Kigali. In 2006, Mutanguha was
offered the post of director of the Kigali Genocide Memorial.

“If you want to understand what happened and you don’t listen
to survivors, you will never have full, relevant information,”
Mutanguha says.

Their shared interest in survivor testimonies is clear as Meissner
takes Mutanguha through the Holocaust Museum. Mutanguha watches a
screening in the “From Memory to Action” installation, waiting for
a taped interview with Carl Wilkens, a humanitarian aid worker who
was one of the few Americans to stay in Rwanda when the genocide
took place.

After the tour, Mutanguha and Meissner share their thoughts. Mutanguha
is gentle with his praise, while Meissner isn’t afraid to disagree. He
appreciates the way the museum touches on other genocides in the world,
but Meissner disagrees.

“[The Holocaust Museum] doesn’t have anything about Armenia. The main
exhibit is only about the Jews, so I was very impressed with the
[Kigali Genocide Memorial]. You talk about the Holocaust, you talk
about Bosnia, you talk about Armenia, you talk about Cambodia. This
museum doesn’t talk about Cambodia at all,” Meissner says.

Some of their opinions seem to reflect generational differences:
“The messages on the table, this is good,” Mutanguha says about an
exhibit in “From Memory to Action” that lights up with information
when touched.

“I don’t know that it is good.” says Meissner, as Mutanguha laughs.

Meissner continues, “I personally think that it is a distraction.”

What emerges most is the emotional bond that quickly developed between
two people who have shared atrocity.

“Margaret .â~@~I.â~@~I.” Mutanguha begins.

“Margit!” Meissner interrupts him.

“Margarit, sorry my English .â~@~I.â~@~I. ”

They laugh.

“Margit is like a mother to us,” Mutanguha continues.

The shared pain of their past has left Mutanguha and Meissner keenly
aware of the ways in which the world has failed to prevent other
genocides. But Mutanguha is cautiously optimistic about the impact
this museum and others like it could have.

“This memorial in Washington, it’s very well done,” he says. “It covers
everything we need to know about. So let’s see what the world will do.”

According to him, several thousands, mainly Hungarians, have gathered
together in front of the government shocked by the decision of the
Hungarian authorities on extraditing an Azerbaijani criminal, who has
murdered sleeping Armenian lieutenant in 2004, and who was sentenced
to life in jail.

The speakers delivering speeches mainly criticized the government for
having sold conscious and honor of the Hungarians nation. Besides,
the dirty government should resign, the source informed.

The president of the Hungarian Catholic Bishops’ Conference, Card.

Peter Erdo, issued a statement expressing “full solidarity with the
Armenian Christians and with the Armenian people that has so much
suffered in the past.”

“We ask the Almighty that through the intercession of the Blessed
Virgin Mary He might lead and protect the whole Armenian people and
bless them with the gift of justice and peace,” read the statement.

According to Hungarian mass media, Hungarian activists are planning
to hold demonstrations this week under the slogan “Sorry, Armenia!”

“This mistake has to be rectified by us, Hungarians!” wrote one.

“Today, I am ashamed of being a Hungarian,” wrote another. “I apologize
to all Armenians, and particularly to the family of Gurgen Margaryan,”
said a third.

Politicians, religious leaders, and activists in Hungary issued
statements apologizing to Armenians and criticizing the extradition.

They echoed the sentiments of tens of thousands of Hungarians outraged
by their government’s decision to extradite Margaryan’s murderer,
Ramil Safarov, to his home country Azerbaijan, where he received a
hero’s welcome, was pardoned, and promoted.
