YEREVAN, SEPTEMBER 6, ARMENPRESS: Azerbaijan by its own will becomes
the sponsor of criminality. This is unacceptable and condemnable
phenomenon which damages “Partnership for Peace” program objectives ,
seriously endangers regional security in the Southern Caucasus. The
President of the Republic of Armenia Serzh Sargsyan came forth a
speech in the course of the joint press conference with NATO Secretary
General Anders Fogh Rasmussen.

”In the current situation nobody has the right to keep silance, to
ignore the incident. It must receive universal condemnation sending a
message to the affirmation of justice and exclusion of impunity”
Armenian President noted. Serzh Sargsyan stated that Armenian officer
Gurgen Margaryan assassination by Azerbaijani Ramil Safarov with an
axe in the course of NATO’s “Partnership for Peace” program `s English
language trainings was so extraordinary and terrifying that there is
no need to dwell on it.

”Then Gurgen Margaryan right to live was strictly violated. It seemed
that the imprisonment of the murderer was a commensurate response yet
August 31 event was a real challenge directed to the sane people. We
learnt the criminal was extradited by Hungary Government ans sent to
Azerbaijani authorities where he was mmediately granted pardon by
Azerbaijani President. In this context I utilize the word ”pardon”
with some reservation. Granting pardon must never be followed by
encouragement, the person granted pardon might not be awarded
immediately in no country of the world, Armenpress reports.

Armenian President stated Hungary Government step is simply
unacceptable , Hungary Government could not be unaware of the heroism
of the criminal, may anticipate the assassinate might be released, in
case the issue was circulated for many times. ”I express my deepest
gratitude to all those Hungarians who demonstrated high morality and
support for Armenian nation” the head of the country stated.

Azerbaijani officer Ramil Safarov slayed with an ax Armenian officer
Gurgen Margaryan when the latter was sleeping on February 19 of 2004
in Budapest. The two officers were taking part in English language
courses in framework of NATO program in Budapest. Hungarian court
sentenced Ramil Safarov to life imprisonment, without a right to be
pardoned during the first 30 years in jail. The assassinate was
extradited by Hungary Government on August 31. On the same day the
criminal was released and awarded by Azerbaijani President. Armenia
has suspended its diplomatic relations with Hungary.

YEREVAN, SEPTEMBER 7, ARMENPRESS: Hasam Cemal, the grandson of one
of Armenian Genocide perpetrators Cemal Pasha is publishing a book in
coming week entitled ”1915. Armenian genocide”. As Armenpress
reports citing Istanbul based ”Agos” Armenian weekly newspaper, the
author stated ”We cannot move forward without confronting and taking
into consideration the events of past. We cannot keep an eye on the
anguish of the past. Moreover the pain of 1915 is not a story, it is
current day issue” .

The first chapter of the book runs how Hasan comes to know 1915
events. Then the author dwells on how he became to be called
”parricide” after coming forth with his obtained information and
statements in the course of Hrant Dink assassination hearings in
2006. The second chapter of the book tells the author’s way of
thinking before reveal of 1915 events and reportedly how it
changed in the course of the time.The most interesting part of the
book is the third chapter entitled ”Pasha Grandfather or Cemal Pasha
family”. This chapter tells about 1915 Armenian Genocide organizer
Cemal Pasha and his family. Hasan Cemal has repeatedly stated he
recognizes 1915 events Genocide. He visted Tsitsernakeberd and laid a
wreath at the Genocide Memorial in 2008.

YEREVAN, SEPTEMBER 7, ARMENPRESS: France is examining the new draft
law criminalizing Genocides denial. This was declared by the director
of France’s presidential office Pier Benour from the name of Francois
Hollande as a response to French Armenian Arman Mkhitaryan’s letter
who tried to clarify the readiness of Hollande to keep his campaign
promises concerning the new draft law criminalizing the denial of
Armenian Genocide.

AS reports Armenpress citing French Nouvelle d’Armenie the director of
France’s presidential office Pier Benour highlighted in the letter
that ,, Francois Hollande is to fulfill his commitment’ and that the
text of the draw is being examined.

As you know, France’s Constitutional Commission has decided that the
project presented in the form of a draft law does not comply with the
Constitution. Therefore, it is necessary to find another solution
which corresponds to “duty of memory” and to the laws of republic so
that it will not be denied by the Constitutional committee again’.

and chief negotiator of Turkey commented on the news concerning the
new draft law of Hollande and the inclusion of materials on Armenian
Genocide into history and geography textbooks in France, reports
Armenpress referring to the Turkish Anadolu agency.

,,Today French authorities demonstrates an approach which is linked
not to the future generations but to the future elections’ declared
Bagish adding that this way France would raises a generation,,poisoned
with disinformation’. He threatened Hollande that in case of such
policy he would not be on board for long and would follow Sarkozy’s
example,, Hollande would better not forget what happened to the
previous president’ declared Turkish Minister.

Afin de financer sa dette, le gouvernement hongrois aurait choisi de
vendre des obligations d’Etat à Bakou pour un montant de l’ordre de 2
à 3 milliards d’euros. La générosité de l’Azerbaïdjan à l’égard de la
dette hongroise a d’ores et déjà eu une contrepartie : Ramil Safarov,
militaire azéri qui purgeait à Budapest une peine de prison à
perpétuité pour l’assassinat d’un collègue arménien de l’OTAN, vient
de bénéficier d’une soudaine mansuétude de la justice hongroise et a
été remis aux autorités azerbaïdjanaises.

Ce qui aurait pu n’être qu’une simple mesure de transfèrement d’une
personne condamnée, a souligné la véritable nature du régime azéri :
arrivé le vendredi 31 août 2012 à Bakou où il devait purger le reste
de sa peine, l’assassin a été accueilli comme une légende vivante et
immédiatement gracié par le président de l’Azerbaïdjan Ilham Aliev.
Promu au grade de commandant, il s’est vu offrir un appartement et
huit années de salaire.

Affaire Safarov – Manifestation de protestation à Berne

L’Association Suisse-Arménie (ASA) et la communauté arménienne de
Suisse ont protesté hier à Bern contre la décision du gouvernement
hongrois d’extrader Ramil Safarov, un officier azéri condamné à vie
pour l’assassinat d’un collègue arménien lors d’un cours de l’OTAN à
Budapest en 2004. Dès son arrivée à Bakou, Safarov a été libéré et
élevé au rang de héros national par le président Ilham Aljev.

La communauté arménienne de Suisse est profondément inquiète de
constater que le gouvernement hongrois, en extradant un assassin, a
compromis l’intégrité de son pouvoir judiciaire et la séparation de
ses pouvoirs. Cet acte regrettable et indigne ternit la position
internationale de la Hongrie et la discrédite en tant que pays
démocratique et membre de la Communauté Européenne.

En accord avec la communauté arménienne de Suisse, l’ASA condamne
fermement la grce accordée par le gouvernement azéri à un assassin.
Elle voit dans cet acte abject une provocation préméditée, le choix
conscient de compromettre la sécurité fragile de la région du Sud
Caucase, mais aussi la sécurité des Arméniens dans le monde entier.

Hier à Bern, une délégation de représentants de la communauté
arménienne de Suisse, accompagnée par le Conseiller national Ueli
Leuenberger, Co-président du Groupe parlementaire Suisse-Arménie,
présente une lettre de protestation à l’ambassade hongroise de Berne,
exhortant le gouvernement de Budapest :

– à reconnaître publiquement son erreur

– à condamner la grce accordée à Safarov par le président Aljev

– à rappeler son ambassadeur de Bakou

En outre, l’ASA est persuadée qu’il est dans l’intérêt de la Suisse de
condamner cette violation de la justice internationale et d’exiger du
président Aljev qu’il honore l’engagement du gouvernement azéri de
respecter les normes du Conseil de l’Europe. Sans une prise de
position claire sur cette affaire, la Suisse porte atteinte à sa
propre crédibilité pour de futurs services de médiation.

the inauguration of the joint exhibition of Hamazakian, the Armenian
Educational and Cultural Society, and Lucy Tutunjian Gallery, titled
“Libanan,” at Villa Zein in Downtown Beirut.

A panel of political, diplomatic, economic, and social personalities,
among whom Industry Minister Vrej Sabounjian, State Minister Panos
Manjian, and MP Agob Pakradounian attended the event.

In a word delivered on the occasion, Mikati said Lebanon was fine as
long as there are innovators believing in this nation and working on
its rise.

Following a specially convened meeting of representatives of the
Sydney Armenian Community which took place on Thursday the 6th of
September 2012 to discuss the release of Azeri Axe Murderer Ramil
Safarov by the Hungarian Government and his subsequent pardon and
promotion by Azeri leader, Illham Aliyev, the Australian-Armenian
Community Organisation’s have decided to organise a protest at the
Hungarian Embassy in Canberra on Friday, 14th September 2012.

Representatives of the Armenian Democratic Liberal Organisation and
the Armenian Rights Council encourage all members, supporters and
friends to attend and support the protest.

Ramil Safarov became notorious in 2004 following his brutal murder of
Armenian lieutenant Gurgen Margaryan, who was killed as he slept. At
the time both officers were participants at NATO’s Partnership for
Peace Program in Hungary. Despite the fact that in 2006 Safarov was
sentenced to a life sentence, in late August 2012 he was extradited by
the Hungarian authorities back to Azerbaijan after Hungary had
received written assurances from Azeri authorities that he would serve
the remainder of his sentence in Azerbaijan. Immediately upon his
return to Azerbaijan, the axe-murderer was pardoned and hailed as a
national hero.

The protest in Canberra will convey the Australian-Armenian
community’s condemnation of Hungary’s deal to extradite Safarov.

Buses to and from Canberra have been organised for the day. Please

Baku. An Azerbaijani soldier who was shot by an Armenian sniper in the
ex-Soviet state’s remote Nakhchivan region in July has died in
hospital, the defence ministry in Baku said Saturday, AFP informed.

The ministry said the soldier, whom it named as Rabbi Jafarov, died late Friday.

“He was wounded in the head on July 13 by a sniper shot from the
Armenian side,” the ministry’s statement said.

Jafarov was the 14th soldier reported to have died this year amid
firefights between Armenian and Azerbaijani troops, who are locked in
a bitter unresolved conflict over the disputed region of Nagorny
Karabakh, where they fought a war in the 1990s.
