YEREVAN. – Armenia’s second President Robert Kocharyan’s office issued
a statement, and noted that the news agencies disseminated information
on Wednesday with respect to Azerbaijani president Ilham Aliyev’s
meeting, in Gabala, Azerbaijan, with the ambassadors of OSCE countries.

“According to the information, during this meeting Aliyev stated that
in 2001 Armenia’s President allegedly granted pardon to an Armenian
terrorist by the surname of Garabedian, who was sentenced to life
imprisonment in France and was extradited to Armenia in the same year.

This statement is untrue.

This refers to then Lebanon’s citizen Varoujan Garabedian, who in
2001 was not extradited, but rather granted pardon by the French
authorities, and solely thereafter he was relocated to Armenia for
permanent residence.

This information still can be found on the web, with all the details
and without special efforts.

Therefore we must record that, by attempting to justify the granting of
pardon to Ramil Safarov, Azerbaijan’s president is either deliberately
distorting the historical facts or is unaware of the developments in
the not-distant past,” Robert Kocharyan’s office states.

Armenian News-NEWS.am reported earlier that Ramil Safarov, a lieutenant
in the Azerbaijani military, was extradited on August 31 from Hungary,
where he was serving a life sentence-and with no expression of
either regret or remorse-for the premeditated axe murder of Armenian
lieutenant Gurgen Margaryan, in his sleep, during a NATO Partnership
for Peace program in Budapest back in 2004.

As expected, Ramil Safarov’s return to Baku was welcomed, as was
his act of murder, by the officials of president Ilham Aliyev’s
government and much of Azerbaijani society, and the Azerbaijani
president immediately granted him a pardon.

And Armenia’s President Serzh Sargsyan announced on August 31 that
Armenia is suspending its diplomatic ties with Hungary.

Ramil Safarov’s pardoning is condemned by virtually all international
organizations.

Today, on September 12, Vardan Oskanyan has addressed a question to
the government, in regard with the statistical figures on economic
activity, being published by the National Statistical Service. He
said the numbers are encouraging, but there are doubts as to the
extent they are true. His question was made in the following way:
“Poverty is not decreasing, the budget is not growing, then how to
explain this macroeconomic imbalance.”

RA Minister of Finance Vache Gabrielyan, said in his turn that the
world’s economy is in recovery, but it happens without creating jobs.

In the least, jobs are created in Armenia, but in a small scale.

When asked how much will the budget income increase, if the economic
growth amounts to 5.5% compared to the foreseen 4.2% (taking into
account that tax revenue growth is expected to be 101 billion drams),
RA Finance Minister has responded by saying that the deviation of
nominal GDP of 2012 will not be greater than the nominal GDP of 2011,
and therefore large fluctuations of budget revenue collection are
not expected.

President of Armenia, Chairman of the Armenian National Council
Serzh Sargsyan convened a session of the National Security Council
with participation of Speaker of Parliament Hovik Abrahamyan, Prime
Minister Tigran Sargsyan, Secretary of the National Security Council
Artur Baghdasaryan, Defense Minister Seyran Ohanyan, Vice Premier Armen
Gevorgyan, Prosecutor General Aghvan Hovsepyan, Foreign Minister Edward
Nalbandian, Director of the National Security Service Gorik Hakobyan,
Head of Police Vladimir Gasparyan, Head of President’s Administration
Vigen Sargsyan.

The Armenian presidential press service told ArmInfo that the session
covered the draft national strategy of human rights protection,
as well as issues related to the forthcoming CSTO exercises
“Interaction-2012” and the forthcoming exercises of the Armenian
Armed Forces in October 2012.

The President touched on the September 9 local elections and said
that the elections passed in a well-organized way, without any
serious incidents.

Sargsyan said that those members of the council who were absent
from the meeting were on mission. “I am saying this to prevent any
speculations,” he said, probably meaning the leader of the Prosperous
Armenia party Gagik Tsarukyan.

Tsarukyan’s absence from one more meeting a month earlier gave rise
to rumors that he has certain contradictions with the President.

The residents of Gyumri who had accidentally met the family of the
mayor, his nephews in particular, on one of the beaches of Ureki,
neighboring Georgia, informed about this. According
to our sources, the mayor of Gyumri rests in a luxurious resort on
the border of Georgia and Abkhazia, Anaklia, which has been built
recently thanks to the efforts of President Saakashvili and where
international youth camps are organized.

According to the same sources, Vardan Ghukasyan’s closest friend
Hovhannes Grkikyan, one of the high-ranking officials at Gyumri Town
Hall, is also in Georgia, went to Georgia in his car and lodged in one
of the most expensive hotels in Kobuleti, Georgia Pallace Hotel. Let
us note that this hotel on the Black Sea coast is the first five-star
hotel in Georgia.

Let us remind that the mayor left Gyumri, along with his supporters,

Coming to polling stations, a huge part of the residents of Gyumri
added Vardan Ghukasyan’s name to the list of 4 candidates for mayor
and voted for him.

Chairman of the Control Chamber Ishkhan Zakaryan presented today the
2011 Report of the Control Chamber (consisting of 34 current reports)
in the National Assembly today. According to data presented, the
violations total more than 1 billion 609 million AMD, including cases
of 18 million AMD sent to the Prosecutor’s Office and 475 million
AMD transferred back to the state budget.

The Control Chamber revealed a number of shortcomings and risks
related to public property use such as leasing state property at
lower-than-market prices. Also, many state facilities are either used
inefficiently (they operate at a loss) or are not used at all.

The Control Chamber also found shortcomings in the construction sector,
in particular, the expert conclusions submitted for show, as well as
inflated interest rates.

As regards the procurements, Mr. Ishkhan Zakaryan described the
approaches there as inefficient, noncompetitive and biased. ‘The
prices presented deviate from the market ones, undermining the state
budget and causing anti-competition problems. The tenders they hold
are often formal”.

Responding to the speech of Ishkhan Zakaryan, NA Speaker Hovik
Abrahamyan said that he would like to know how long these violations
will be committed. “It is impossible to go to state departments and see
who does what, we need to find overall solutions to these problems”.

Mr. Zakaryan replied that prompt and efficient control presupposes
developing special mechanisms for regulation rather than going to an
institution and sitting there.

“I can assure you that numerous arbitrary actions have been
eliminated. They were so audacious as to allow a 53-year-old to
receive an honorary payment of a veteran of World War II”, he said.

Ishkan Zakaryan also announced that the 2013 program will be submitted
to the National Assembly by November 1.

(Reuters) – Armenia midfielder Gevorg Gazaryan has apologised for his
altercation with a ballboy during this week’s 1-0 defeat by Bulgaria
in a World Cup Group B qualifier.

The 24-year-old Metalurg Donetsk player, who has scored eight goals
in 28 internationals, was sent off in the 77th minute for angrily
hurling the ball at the youth in Sofia on Tuesday.

“I want to apologise to FIFA for having violated the rules of fair
play,” Gazaryan wrote on his Facebook page.

“I would also like to apologise to the FFA (Armenian football
federation), all members of the national team, the fans and finally
the guy that I hit with the ball.

“I understand and accept my mistake,” added Gazaryan who won five
Armenian league titles with Pyunik Erevan between 2006-10.

The ballboy was also ordered off by fourth official Stephan Klossner
of Switzerland.

“The fourth official shouted in my face ‘You – out’ but it was
the coolest day of my life,” said Slavia Sofia junior team player
Bozhidar Atanasov.

Russia’s Kavkaz-2012 strategic military training exercise later this
month in the North Caucasus region may portend economic problems
for the West. This is because the exercise is strategically linked
to Russian expectations that Iran will be destabilized by the end of
this year. If Iran is destabilized, Russia will uphold its obligations
to Armenia under the Collective Security Treaty Organization (CSTO).

Russia could cut a military corridor through the center of Georgia,
taking control of all oil and gas lines leading westward from the
rich fields of the Caspian Sea. If this is combined with fighting in
the Persian Gulf, energy prices may spike.

While some Russian training exercises have preceded major combat
operations (Chechnya 1999, Georgia 2008), they are routinely conducted
in order to test ongoing reforms. Kavkaz-2012 is the first major
exercise to be held in Russia’s Southern Military District since
December 2010, when Russia introduced fundamental changes to its
Ministry of Defense and joint strategic commands. Georgian officials
are protesting that the exercise is intended to influence their
parliamentary elections on Oct. 1. Less than a month after Kavkaz-2008,
Russian troops fought a five-day war in Georgia. Russia recognized
the independence of two Georgian breakaway regions, Abkhazia and
South Ossetia, immediately after that August 2008 war.

Russian officials insist that Kavkaz-2012 is a routine exercise,
unrelated to events in other countries. They emphasize that the
exercise will occur entirely on Russian territory and that they
deliberately excluded units from Russian military bases in South
Ossetia, Abkhazia, and Armenia. Armenia is a member of the CSTO along
with Belarus, Kazakhstan, Kyrgyzstan, Russia, and Tajikistan. In
Armenia, from Sept. 3-8, the CSTO will hold its own Rapid Reaction
exercise dubbed “Interaction-2012.”

According to Col.-Gen. Alexander Postnikov, deputy chief of the
General Staff of the Russian Armed Forces, Interaction-2012 is
entirely separate from Kavkaz-2012, despite the fact that they are
being held barely a week apart on opposite sides of Georgia. During
Interaction-2012, representatives from the International Committee of
the Red Cross will participate in a CSTO exercise for the first time.

According to Postnikov, their role will be to “work out issues related
to humanitarian assistance in areas where, according to the plan of
exercise, a conflict situation will appear.”

Russian officials anticipate that Iran’s nuclear program will be
attacked by Israel or the United States prior to the end of 2012. Last
winter, Russia evacuated civilians from its 102nd military base
near the Turkish border in Armenia. Because it has poor relations
with Turkey, Azerbaijan, and Georgia, Armenia depends upon Iran for
energy and other basic supplies. Since Russia’s 2008 war with Georgia,
Russia has supplied its 102nd base by air.

A sustained Israeli or American attack will lead to serious instability
south of Armenia’s border. Armenian supplies likely will be cut, and
Armenia may see an influx of refugees. Russian military officials doubt
that a swift Israeli strike can eliminate Iran’s nuclear facilities.

An attack on Iran probably will be followed by provocations in
areas disputed by Armenia and Azerbaijan. Since the early 1990s,
the two countries have been engaged in a “frozen conflict” in the
Nagorno-Karabakh region. The Azerbaijani government is increasingly
aligned with both Israel and the United States, apprehensive about
Moscow, and covetous of traditional Azeri territory in northern Iran
along with Armenian-controlled territory to the west.

In the event of fighting in Iran or Azerbaijan, Azerbaijani refugees
probably will move northward to Russia. In March, Russia moved
over 20,000 troops to positions within 100 miles of its border with
Azerbaijan.

In the event of instability in Iran, a Russian push to Armenia could
be motivated partially by CSTO obligations, along with humanitarian
concerns. Nevertheless, this would give Russia control of the
Baku-Ceyhan energy corridor, bringing oil and gas from the Caspian
region to the Turkish port of Ceyhan. Because Russia controls the
Baku-Novorossiysk pipeline, the West’s only other energy corridor
from rich Caspian hydrocarbon fields, Russian control of nearly all
Caspian energy, together with fighting in the Persian Gulf, could lead
to unprecedented energy costs and economic instability in the West.

GABALA. September 12, 2012: Turkish prime minister Recep Tayyip Erdogan
is on an official visit to Azebaijan. Today, the Azerbaijani president
Ilham Aliyev received the Turkish prime minister in northwestern
Azerbaijani region of Gabala. The official sources reported that
the parties discussed Garabagh problem and the Azerbaijani president
Ilham Aliyev thanked Erdogan for Turkey’s continued support for the
Azerbaijani positions at the peace talks.

The presidents then held a joint press conference.

A special place in the talks belonged to the issue of economic
cooperation, with the priority at the energy sector. “After the meeting
in Izmir important events happened; we signed an agreement on the
draft TANAP, which has received a lot of support in the international
arena. I hope that it will be implemented in 5 years and Azerbaijani
gas will go through Turkey to Europe,” said Aliyev.

Another important project is the Baku-Tbilisi-Kars railroad. Some
neighboring countries and partners want to join this project and it
is a very positive development, Aliyev said.

Another issue discussed was the military-technical cooperation;
in this field there has been a great promotion in recent years.

Negotiations on all these issues were a success and the discussions
were held with full understanding and support to each other, said
Aliyev.

The Turkish prime minister said the current annual volume of trade
between Azerbaijan and Turkey stood at $ 3.5 billion, in 2015 it will
reach 5 billion, and by 2020 this figure will reach $ 20 billion.

The Turkish prime minister said he recognized the importance of the
development of economic cooperation on the project TANAP. He also
cited the joint TASMUS project involved in the field of defense
communications.

The railroad between Nakhchivan and Igdir will be also important
because it will connect these border regions of the two countries,
Erdogan said.

During the press briefing, Ilham Aliyev was asked about the possibility
of lifting the visa regime for citizens of Turkey. Aliyev said that
the topic was discussed and the sides decided “to gradually achieve
this goal.” Thus, for certain categories of people – businessmen,
scientists and famous figures special treatment will be applied. After
settling internal procedures and mechanisms Turkish citizens will be
able to visit Azerbaijan without a visa.

On the question of TANAP, Aliyev said that this project is open to
third countries that may share in it.

As to the further route of gas after Turkey, it can go to Europe
via Bulgaria or Greece. These are technical issues and now SOCAR
is discussing them with its partners “to choose the safest and most
cost-effective route,” said Aliyev.

In conclusion, Erdogan was asked about Ankara’s position on the
Karabakh conflict settlement and the probability of opening the border
with Armenia. The Turkish Prime Minister said that until a solution
of the conflict is found “and the issue of release of one or two
areas is resolved, the issue of opening the borders can not stand.”

“Our position is that Armenians must withdraw from all the occupied
territories, and we will continue to support Azerbaijan and its just
position,” concluded Erdogan (Turan).
