The incumbent mayor of Gyumri, Vardan Ghukasyan, beat up the head
of his administration, Boris Alexanov, for becoming friends with the
newly elected mayor, Samvel Balasanyan, Zhoghovurd writes.
However, Lilit Aghekyan, Ghukasyan’s spokesperson, denied the rumor,
the paper says.

Armenian government is trying to find out who opened fire at the
Syrian-Armenians near Aleppo airport, Armenia’s special envoy to
Syria Levon Sargsyan said speaking to Tert.am.
He refuted the information about evacuation of residents of the
Armenian-populated Nor Gyugh district of Aleppo, saying the news does
not correspond to reality. “There is nothing like that. At least
I do not possess such information,” he said, adding that he is in
permanent touch and would have known about it.
On September 13 Tert.am was reported from Aleppo that the Syrian
government has called on the residents of the Armenian-populated
district to leave their apartments. The government forces warned they
were going to use heavy weaponry to strike the rebels.
Four Syrian Armenians were killed, 10 wounded while heading home from
Aleppo airport after arriving there from Yerevan.
“We are still specifying the circumstances of the incident. We were
promised to be informed who attacked the Armenians,” Levon Sargsyan
said.

Le Parlement europeen reuni en session plenière ce jeudi 13 septembre
2012 a adopte une resolution condamnant l’accueil triomphal fait par
les autorites de Bakou a Ramil Safarov. La resolution d’urgence “sur
les cas de violation des droits de l’homme, de la democratie et de
l’Etat de droit” a ete adoptee par 58 voix contre 13 et 5 abstentions.
En 2004, celui que l’on surnomme desormais le “boucher de Budapest”
avait decapite a la hache un officier armenien pendant son sommeil.
Emprisonne en Hongrie où il avait commis son crime, Safarov a
ete recemment transfere dans son pays, l’Azerbaïdjan, où il a ete
accueilli comme heros national en raison du racisme d’Etat promu par
ce pays a l’encontre des Armeniens dans le monde. Le transfèrement
et la glorification de Safarov ont provoque un tolle international.
Dans sa resolution d’urgence, le Parlement europeen “denonce l’accueil
reserve en Azerbaïdjan au ‘heros’ Safarov ainsi que la decision de le
promouvoir au grade de commandant et de lui verser huit ans d’arrieres
de salaire a son arrivee” et se dit ainsi “preoccupe par l’exemple
ainsi donne aux futures generations”.

Le president Serge Sarkissian a loue la reaction du gouvernement
americain dans le cadre de l’affaire Ramil Safarov alors qu’il
rencontrait un representant du congrès americain.
Serge Sarkissian a aussi dit a Dan Burton, le president d’un
sous-comite pour l’Europe de la Chambre des representants qu’il
reste engage dans l’approfondissement des liens avec les Etats-Unis
” dans tous les secteurs “. Il a mentionne les Etats-Unis ” l’ami
traditionnel et sincère ” de l’Armenie.
Quelques membres du Congrès americain ont publie des declarations. ” Je
suis choque et epouvante que l’Azerbaïdjan non seulement a accueilli
[Ramil] Safarov a la maison, mais a pardonne, promu et la traite
comme un heros ” a declare John Kerry, le president de la commission
des affaires etrangères du Senat.
Serge Sarkissian a decrit ces declarations comme ” encore un
autre exemple de l’amitie sincère et de l’impartialite ” montre par
Washington. ” Nous sommes reconnaissants a toutes ces personnes, vous
aussi personnellement, qui avez pris cette position ” a-t-il dit a M.
Burton.
Le representant Republicain a aussi tenu des reunions separees a Erevan
avec le president du Parlement Hovik Abrahamian et le Ministre de la
Defense Nationale Seyran Ohanian.

The Armenian Deputy Speaker Eduard Sharmazanov, who called a May attack
on a gay-friendly bar in Yerevan as “completely right and justified,”
fired back against the NGO “Public Information and Need of Knowledge”
for lodging an official complaint with the National Assembly’s Ethics
Committee in connection with his statement. Two weeks ago he stated
“as a Christian man I am against any unchristian and unlawful conduct,
including homosexuality.” He later added “if the Bible accepts
homosexuality, I am ready to go back on my word.”
In May, the home-made bomb attack on the gay-friendly DIY Rock Pub and
the subsequent verbal assaults on the participants of the Diversity
March, mistakenly dubbed as a gay march by neo-conservatives, stirred
a national debate both in Armenia and in the affluent diaspora.
Commenting on the unprecedented uproar against the hate crime,
Sharmazanov said “[…] homosexuals have created a den of perversion
in our country and have a goal of alienating the society from its
moral values, completely right and justified.”
Sharmazanov’s reprehensible views on homosexuality fall in line with
the doctrine of the Armenian Church hierarchy. As an Armenian orthodox
Christian, who is proud of his religious and cultural heritage, I am
saddened and outraged by such a response. I know that the views of
the hierarchy are not in keeping with my reading, and that of many
scholars and theologians, of the gospels.
I wonder if Sharmazanov is aware that Christ – his Savior – said
nothing to condemn homosexuality? By publicly stating that he
will reconsider his position if the Bible accepts homosexuality,
Sharmazanov may think he’s being clever, but in actuality he is
showing that he either doesn’t know or doesn’t care that that the
Bible is about God’s love of God’s children and not about sexuality.
Like the church hierarchs, Sharmazanov is willfully misrepresenting
the Bible to fit his prejudices. This is not what our faith should do.
Mr. Sharmazanov and the Armenian Apostolic Orthodox Church hierarchy
should open their minds and allow new truths to be illuminated as did
the founders of the religion, St. Thaddeus, St. Bartholomew, and St.
Gregory the Illuminator. It starts with ceasing to condemn LGBT people
and opening a dialogue that embraces God’s love of all God’s children.
This is what it means to be a Christian.
EUROPEAN PARLIAMENT APPROVES PRO-ARMENIAN RESOLUTION DESPITE AZERBAIJAN’S EFFORTS

Just a few minutes ago, the plenary session of the European
Parliament, by an overwhelming majority of votes, approved a
resolution deploring the transfer and pardoning of Azeri officer Ramil
Safarov, Artak Zakaryan, Chairman of the Standing Committee on Foreign
Relations, Parliament of Armenia, told Tert.am.
“They condemn and unanimously express the European Parliament’s
concern over Azerbaijan’s actions. And now we have a resolution
approved by a most important parliamentary organization, that is, a
unanimous approach to the matter by all the political forces of the
European Union,” Zakaryan said.
“This is the best evidence of our diplomats’ ability to accomplish the
tasks in Armenia’s interests,” the MP said. He noted that the Armenian
diplomats’ activities proved effective despite Azerbaijan’s efforts.

Assembly Ashot Ghulyan held a working meeting on September 13 with
the participation of leadership.
As Armenpress was informed from the press service of NKR National
Assembly the topic of discussion was the issue of regulation of the
extraordinary session. President of the parliament reported that NA
received an offer of NKR President to nominate Arayik Harutyunyan for
the post of Prime Minister. ,, After receiving the official letter
of President there was a meeting of NA deputies with the candidate
for the post of Prime Minister during which his vision concerning the
formation of new government, its structure and activity was discussed”
declared Ashot Ghulyan.
Thereto, the head of the parliament reported that a group of NA
deputies took the initiative to have an extraordinary session on the
mentioned agenda.
NKR NA President has declared that he accepted the suggestion
of NA Deputies on the 86 article of the Constitution, to have an
extraordinary meeting at 11:00 AM on September 14, 2012. Some issues
related to interparliamentary life have also been discussed during
the meeting.

YEREVAN, SEPTEMBER 13, ARMENPRESS: USA Consulates were urged about
possible terror not in 7 but in 40 countries. Armenpress reports
that USA extraordinary and plenipotentiary Ambassador to Armenia John
Heffern published his declaration on his twitter page as a response
to the information spread by mass.
Earlier there was information spread that USA urges all its Consulates
about possible terror after the tragedy in USA Consulate to Libya.
Mainly the Consulates to Middle East, Africa, and Caucasus have
been alerted.
John Heffern doubted about the worries of USA concerning the alert
in Armenia. ANCA has asked for some clarifications about Armenia to
be under alert in case it is a Christian country and there are only
1000 Muslims living in Armenia.

A number of international organizations condemned the deal between
Azerbaijan and Hungary for Safarov, the European People’s Party is
not among them. Meanwhile, three Armenian political parties – the RPA,
Heritage and the Rule of Law – are members of this political family.
Naira Zohrabyan, the chair of the NA standing committee for European
integration, said the deputy president of the EPP is the prime minister
of Hungary Viktor Orban.
Ms. Zohrabyan says it is at least strange why the biggest party at
the European level does not react but she is surprised that the three
Armenian parties which are observers do not request an official
reaction or clarification, especially that this party’s deputy
president ignored the European values and sold European justice and
entered into this outrageous deal with Azerbaijan, he said.
Zohrabyan thinks Orban’s resignation should be demanded.
LITHUANIAN LEGISLATORS CONDEMN AZERBAIJAN

A vice speaker of Armenia’s National Assembly, Edward Sharmazanov,
has praised the Lithuanian lawmakers’ condemnatory statement against
Azerbaijan’s decision to pardon an ax-killer.
In a telephone conversation with Algis Kasheta, a co-chairman of
the Lithuanian-Armenian parliamentary friendship group, Sharmazanov
said that the National Assembly joins the world community commited
to democratic and universal values.
In the statement addressed to the world countries, several members of
the Lithuanian parliament expressed their deep concerns in connection
with Azerbaijan’s decision to pardon Ramil Safarov who was sentenced
to life in prison by a Budapest City Court in 2006 for the brutal
murder of Armenian officer Gurgen Margaryan.
The group said that the decision, which conflicts with international
norms, may contribute to the recurrence of similar crimes, frustrating
the peace efforts between Armenia and Azerbaijan over Nagorno-Karabakh.
