Gianni Buquicchio, President of the Council of Europe’s Venice
Commission, has sent a letter to Gagik Harutyunyan, President of the
Constitutional Court of the Republic of Armenia, on Ramil Safarov’s
extradition, pardon and heroization.

Dear Mr President,

I share your indignation about what happened.

The Secretary General of the Council of Europe, speaking on behalf
of the Organization as a whole, made the following statement:

“Ramil Safarov was convicted for murder and sentenced to life
imprisonment in Hungary. On August 31, he was transferred to
Azerbaijan, and immediately pardoned. I do not want to comment on
the legal proceedings, but I find it unacceptable that a convicted
murderer is welcomed as a hero.

I reject the prospect of a world whose moral code begins to fray,
where respect for human dignity is denied. This is not the Europe that
we should wish for future generations. I condemn such glorification
of crime, and urge that we all work to uphold the respect for life,
and our values as defended by the Council of Europe.”

I fully subscribe to this statement.

75 KURDS KILLED IN TURKEY

Seventy-five militants from Kurdistan Workers’ Party (PKK) have been
killed in operations in the eastern province of Hakkari between Sept.
8 and today, Turkish daily Hurriyet reported.

Four security personnel were killed in the clashes. Ten PKK members
have been wounded, 33 kidnapped.

Azerbaïdjan / Ramil Safarov: la provocation azerie doit cesser et la
Hongrie rendre des comptes

Le Parlement europeen a vote hier une resolution d’urgence concernant
le cas de Ramil Safarov et la dernière provocation de l’Azerbaïdjan
(1) a l’encontre du processus de paix avec l’Armenie et la resolution
du conflit du Nagorno-Karabakh.

Ce vote etait très controverse, notamment du fait de l’implication de
la Hongrie de Viktor Orban qui ne cesse d’etre au banc des accuses au
sein de l’UE: ” Il etait de notoriete publique que Safarov etait adule
en Azerbaïdjan depuis sa condamnation, considere comme un veritable
heros national alors qu’il avait commis un meurtre a caractère
xenophobe. Dès lors il etait evident qu’il serait libere dès qu’il
aurait mis le pied sur le tarmac…et que le message passe par le
President Aliyev a son peuple serait: massacrez un Armenien et vous
deviendrez un heros national. L’escalade de la violence entre l’Armenie
et l’Azerbaïdjan va s’en trouver aggravee, et ne facilitera pas la
solution internationale par le groupe de Minsk du problème explosif
du Nagorno-Karabakh. La decision de l’Azerbaïdjan de gracier Safarov
est un deni de justice et un bidouillage honteux d’une Convention
internationale, alors que l’Azerbaïdjan aurait – semble-t-il – donne
des garanties quant au maintien en detention de Safarov “.

” Le transfèrement de Ramil Safarov est un scandale europeen et le
Parlement europeen n’a pas su prendre la mesure de la gravite des
faits reproches a la Hongrie. La responsabilite de Viktor Orban est
deplorable: le retour de Ramil Safarov etait la condition necessaire
au rachat de 2 a 3 milliards d’euros d’obligations de l’Etat hongrois
par l’Azerbaïdjan! Mais la responsabilite du groupe PPE est aussi a
mettre en cause, le negociateur designe par le groupe politique etait
hongrois afin de juguler toute mise en cause de la Hongrie dans cette
resolution! Les droits de l’homme sont la première des motivations de
l’UE dans sa politique etrangère, quel signal envoyons-nous alors aux
dictatures en tout genre? Rachetez notre dette avec vos petrodollars
et on fermera les yeux?! C’est lamentable “.

YEREVAN BALLOON BLAST HEARING ADJOURNED AGAIN

YEREVAN.- The court hearing on balloon explosion in Armenia’s capital
city Yerevan scheduled for Friday was adjourned again.

The judge Gagik Poghosyan assigned a public defender to defend Serob
Bozoyan, the sole person accused in this affair. During the hearing
Bozoyan said he has health problems.

The next hearing, when the injured party will present their position,
is scheduled for September 30.

As Armenian News-NEWS.am informed earlier, a tragedy occurred during
the ruling Republican Party of Armenia’s (RPA) parliamentary election
campaign rally and concert held at Yerevan’s Republic Square on May 4.

Hundreds of balloons filled with gas exploded and started to burn.

Subsequently, the balloons’ melted rubber fell on the event
participants. Those near the stage were affected the most, and 154
people were injured.

Subsequently, German plastic surgeon Adrian Daigler, who was invited
to Armenia upon the instruction of President and RPA leader Serzh
Sargsyan, operated on nine patients who suffered injuries from the
balloon blast. And the last patient was discharged on July 2.

Serob Bozoyan, who had filled these balloons, is charged with
manufacturing and selling products not meeting safety regulations
and causing harm to two or more people.

GARRY KASPAROV HAS REFUSED TO SET FOOT IN BAKU IN THE NEXT FEW YEARS

In response to a question of whether the offer to
make him and Garry Kasparov, the 13th world champion, members of
the commission established at the FIDE congress in Istanbul to deal
with issues regarding the participation of Armenia and Armenian
chess players in the 2016 World Chess Olympiad in Baku had been
accepted, Vanik Zakaryan, the honorary president of the Armenian
Chess Federation, said, “They offered me the office of the deputy
chairman of the commission, which I couldn’t accept without checking
with our country leadership. When I came to Yerevan, I talked about
it with Serzh Sargsyan, the President of the Republic of Armenia and
the president of the Armenian Chess Federation. He was not against
it and the very next day the FIDE officials called me for an answer
and I agreed. As for Kasparov who was in Istanbul for a short while,
but wasn’t present at the congress, as far as I know, the 13th world
champion has rejected the offer stating that he will not set foot in
Baku at least in the next few years.”

“Rule of Law” party member, MP, Hovhannes Margaryan had an interview
with the journalists concerning European Parliament’s resolution over
Safarov’s case.

“The resolution, which was made by the European Parliament didn’t
give the appropriate solution to the problem. It was just the small
beginning of this huge issue. With this action (honoring the murderer)
Azerbaijan once again approved that Artsakhi citizens can’t live
safely under their governance. The only thing that must be done to
prevent the repetition other such crimes, is the recognition of NKR
independence” stressed Margaryan and added:

“The filth cannot be a hero! You can put military stars as much as
you want on a pig, you can put wings, but it won’t fly.”

EMIGRATION FROM ARMENIA CONTINUES – NEWSPAPER

YEREVAN. – In line with data publicized by the Armenian General
Department of Civil Aviation, close to 59,000 airplane passengers
have left from and not returned to Armenia in the first eight months
of this year, Haykakan Zhamanak daily reports.

“In the same time period last year, the number of those who left and
not returned via airplane was around 62,000.

It is apparent that the reduction by 3,000 of the number of those
left and not returned via airplane is conditioned on the fact that
about 5,000 Syrian Armenians have come to Armenia.

In addition, the overwhelming majority of those people heading to
Russia prefer to leave on buses, which is eight to nine times cheaper.

[But] The real picture will become clear once the information on those
who left and arrived with all means of transport is made public,”
Haykakan Zhamanak writes.

ARMENIAN PARTY LEADER SUSPENDS HIS CONSTRUCTION BUSINESS – NEWSPAPER

YEREVAN. – Prosperous Armenia Party (PAP) Chairman Gagik Tsarukyan’s
press secretary Iveta Tonoyan on Thursday denied Zhamanak daily’s
information, according to which the PAP leader is substantially
reducing the volume of his businesses in the country and has already
instructed the suspension of his construction activities in capital
city Yerevan’s Kentron (Central-downtown) community, so as to
obstruct the seven-percent economic growth by the end of the year,
which President Serzh Sargsyan has planned, the daily reports.

“According to our information, however, Tsarukyan has so far stopped
his construction activities started in the Kentron community.

According to Zhamanak’s information, a semi-constructed building’s
construction, which had started across [downtown Yerevan’s] “Moskva”
Movie Theater and which does not continue indefinitely, also belongs
to the PAP leader.

The PAP leader carries out other constructions in other regions, too,
and they [likewise] are currently suspended,” Zhamanak writes.

ORGANIZER OF HRANT DINK MURDER MAY BE SET FREE

A Turkish criminal sentenced to life imprisonment for planning
assassination of Armenian-Turkish chief editor of Agos daily Hrant
Dink may be set free in 4 months.

The Istanbul court where the Dink trial was held is rocked by a
regular scandal, Agos daily writes. It was revealed that the court
has not sent sufficient documents to the Court of Appeals.

Dink family’s lawyer Fethiye Cetin is concerned about the fact that the
Court of Appeals will not manage to pass judgment in four months till
January 23, 2013. In this case Yasin Hayal who spent six years in jail
may be set free. Under Turkish legislation the person must be released
after six years in custody unless there is a confirmed judgment.

On January 17, the Turkish court found Yasin Hayal guilty of planning
and organizing Hrant Dink’s murder, and sentenced him to life in
prison. Erhan Tuncel, on the other hand, was found not guilty of
prompting Dink’s murder, and, instead, he was sentenced to 10 years
and 6 months for an explosion in a McDonald’s restaurant. But taking
into account that Tuncel was already incarcerated for that amount of
time, the court ruled his release.

And earlier, Hrant Dink’s actual killer, Ogun Samast, was sentenced to
a total of 22 years and 10 months for Dink’s murder and for bearing
illegal arms. But Samast was tried at a juvenile court, since he was
a minor at the time of the murder.

GOVERNMENT AND REBEL FORCES ARE PREPARING FOR SERIOUS BATTLE IN NEW VILLAGE: JIRAYR REISYAN

YEREVAN, SEPTEMBER 14, ARMENPRESS: The situation in Armenian populated
Syrian New Village district is calm on current moment, no clashes are
orchestrated. As Aleppo National Primacy press secretry Jirayr Reisyan
told Armenpress Government loyal forces and rebels are sketching a
grave battle. The situation keeps escalating.

Syrian SANA agency in its turn informs the armed forces are continuing
to clear out hotbeds of Aleppo city from armed groups, causing several
casualties. Dozens of militants suffered in Aleppo Bustan al-Kasr,
Suaika districts.

British newspaper The Telegraph in its September 13 issue circulated
news as if Syrian Armenians and other Christian residents took arms and
started fight against Syrian Free Army. In this regard Reisyan stated
the news do not coincide with the reality. “Armenians are against
the fight among friend nations and abstain from participating . Our
concern is the security of our families and institutions. The rest
is disinformation”. Earlier Reisyan denied the news Syrian Government
called New Village residents quit their habitants.

Over 20 thousand people became the victim of the launched clashes
lasting about 18 months. Syrian Armenians recover more than two
dozen victims.
